<congress display="yes">118th CONGRESS</congress><session display="yes">2d Session</session><legis-num display="yes">S. 3068</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To require each enterprise to include on the Uniform Residential Loan Application a disclaimer to increase awareness of the direct and guaranteed home loan programs of the Department of Veterans Affairs, and for other purposes. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause"><section id="S1" section-type="section-one" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>VA Home Loan Awareness Act of 2023</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id6105c0a0770a4c97b0a53812a32f51c7" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Military service question</header><subsection commented="no" display-inline="no-display-inline" id="id318305cec6a44a48b0f1ec7fc7e3b8c4"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subpart A of part 2 of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/12/4541">12 U.S.C. 4541 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7CF71D4A4BF54A159795D56945C11CFF"><section id="id08778094952943e2be761975f086f2ac" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>1329.</enum><header display-inline="yes-display-inline">Uniform residential loan application</header><text display-inline="no-display-inline">Not later than 6 months after the date of enactment of this section, the Director shall, by regulation or order, require each enterprise to include a disclaimer below the military service question on the form known as the Uniform Residential Loan Application stating, <quote>If yes, you may qualify for a VA Home Loan. Consult your lender regarding eligibility.</quote>.</text></section><after-quoted-block display="yes">.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id3fdff333e5214e4ab5708226a13b0cce"><enum>(b)</enum><header display-inline="yes-display-inline">GAO study</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Comptroller General of the United States shall conduct a study and submit to Congress a report on whether not less than 80 percent of lenders using the Uniform Residential Loan Application have included on that form the disclaimer required under section 1329 of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992, as added by subsection (a).</text></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20240711" legis-day="20240710" chamber="Senate">Passed the Senate July 11 (legislative day, July 10), 2024.</attestation-date><attestor display="no"></attestor><role>Secretary</role></attestation-group></attestation><endorsement display="yes"></endorsement></bill>
