<bill bill-stage="Introduced-in-Senate" dms-id="A1" public-private="public" slc-id="S1-MIR23C57-RGD-DF-G2F"><form><distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 3067</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20231018">October 18, 2023</action-date><action-desc><sponsor name-id="S380">Mr. Peters</sponsor> (for himself and <cosponsor name-id="S373">Mr. Cassidy</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Administrator of the Federal Emergency Management Agency to conduct an evaluation and submit to Congress a report on ways to reduce the complexity of the cost effectiveness requirements for hazard mitigation assistance, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Facilitating Hazard Mitigation Projects Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idbe379981270f4f9ca6b909a3799bd101"><enum>2.</enum><header>Report on cost effectiveness requirements for hazard mitigation assistance</header><subsection commented="no" display-inline="no-display-inline" id="id4bdb61de7996459fb17b4c5b06181383"><enum>(a)</enum><header display-inline="yes-display-inline">Covered assistance defined</header><text>In this section, the term <term>covered assistance</term> means—</text><paragraph id="id15b4fc63f93e44db83ef09d55f803996"><enum>(1)</enum><text>any grant program authorized under section 203 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5133);</text></paragraph><paragraph id="idffe9c9badc6842bd9bc500eb28a69c13"><enum>(2)</enum><text>the hazard mitigation grant program authorized under section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170c); </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbf36827d67864d9ca2e9790b406a7433"><enum>(3)</enum><text>hazard mitigation assistance authorized under section 406 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5172); and</text></paragraph><paragraph id="idecca9d2b115b4a798cd67519fda404ae"><enum>(4)</enum><text>the flood mitigation assistance program authorized under section 1366 of the National Flood Insurance Act of 1968 (42 U.S.C. 4104c). </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb5c3d5a307814389926722f725503160"><enum>(b)</enum><header display-inline="yes-display-inline">Report</header><text>Not later than 360 days after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency shall—</text><paragraph commented="no" display-inline="no-display-inline" id="ide2301823f0ac4eb681edabd18d44d510"><enum>(1)</enum><text display-inline="yes-display-inline">evaluate how to reduce the complexity of the cost effectiveness requirements of the Federal Emergency Management Agency for covered assistance; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaaeec2baf63241c39e1fc250952aa991"><enum>(2)</enum><text>submit to Congress a report on the evaluation conducted under paragraph (1), including efforts to implement the findings of the evaluation.</text></paragraph></subsection><subsection id="id27b85d28a96e4b1ab0b135934ffc693b"><enum>(c)</enum><header>Outreach</header><text>In carrying out the evaluation required under subsection (b), the Administrator of the Federal Emergency Management Agency shall consult with appropriate Federal, State, local, Tribal, and territorial governments and nonprofit organizations to discuss proposals and receive feedback related to reducing the complexity of cost effectiveness analysis for covered assistance.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id72bef68ffa1a4cb9879bc13b686870bb"><enum>(d)</enum><header>Briefing</header><text>Not later than 6 months after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency shall brief the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Homeland Security of the House of Representatives on—</text><paragraph commented="no" display-inline="no-display-inline" id="ideda62a8734b345d3b5861e6dd05e5538"><enum>(1)</enum><text display-inline="yes-display-inline">the status of the evaluation required under subsection (b)(1); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb709a31e0a7e4a178e23b15b68042b35"><enum>(2)</enum><text>outreach carried out under subsection (c).</text></paragraph></subsection><subsection id="id8ce4d3e941b54150b59248466004410d"><enum>(e)</enum><header>Rule of construction</header><text>Nothing in this Act shall be construed to modify or otherwise affect any cost effectiveness requirements of the Federal Emergency Management Agency related to covered assistance in existence as of the date of enactment of this Act.</text></subsection></section></legis-body></bill>
