which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Agriculture to establish a grant program to address forestry workforce development needs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H64E89D7EC1CE498B811F8351B4BB59E2"><section id="id6fa8124344ff474e8024ed1ea232396f" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Jobs in the Woods Act</short-title></quote>.</text></section><section id="H7A56BEB59B0246A79DFCDFE727A53E6A"><enum>2.</enum><header>Forestry workforce development grants</header><subsection id="H785B898F672940AAAC329EC1A3E056AF"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HA6305F6447274C739958E8651D5D794D"><enum>(1)</enum><header>Career pathway</header><text display-inline="yes-display-inline">The term <term>career pathway</term> has the meaning given the term in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph><paragraph id="H146F002A108A4A4AB1D9AC35D819A530"><enum>(2)</enum><header>Eligible area</header><text display-inline="yes-display-inline">The term <term>eligible area</term> means an area that—</text><subparagraph id="HB56C719534A1453184FC953DD80F74C4"><enum>(A)</enum><text>is a nonmetropolitan area that qualifies as a low-income community (as defined in <external-xref legal-doc="usc" parsable-cite="usc/26/45D">section 45D(e)</external-xref> of the Internal Revenue Code of 1986);</text></subparagraph><subparagraph id="H9BAF859B6CBE419DA5BD5AEA87AA2572" commented="no"><enum>(B)</enum><text>has access to or has a plan to achieve broadband service with—</text><clause commented="no" display-inline="no-display-inline" id="id07f36e287da84b9c829aee87cec9d477"><enum>(i)</enum><text display-inline="yes-display-inline">at least 100 Mbps download and 20 Mbps upload speeds;</text></clause><clause commented="no" display-inline="no-display-inline" id="id9d96f1cbb87a42938c4597c5f414e749"><enum>(ii)</enum><text>latency sufficiently low for real-time, interactive applications; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idca807aa701fb4936b0ce5e213baf6fe6"><enum>(iii)</enum><text>network reliability of not more than 48 hours of outage time over any 365-day period; and</text></clause></subparagraph><subparagraph id="HFFC80A63F1084527B9263E006007E48D"><enum>(C)</enum><text>has a population of 20,000 or fewer inhabitants.</text></subparagraph></paragraph><paragraph id="H62D3B685C959434D8A56ED67CFAFE7DC"><enum>(3)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="id78f8dfd90e6648d099d7633cdd945505"><enum>(A)</enum><text display-inline="yes-display-inline">a nonprofit organization;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3bef3f09d6b04980b07263dfbdf79cce"><enum>(B)</enum><text display-inline="yes-display-inline">a State;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6b649dde23c54e1daa7021b13b63d6d2"><enum>(C)</enum><text display-inline="yes-display-inline">an Indian Tribe;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcbaf3a0d22324fb28243e9a2dc03d7ea"><enum>(D)</enum><text display-inline="yes-display-inline">a unit of local government; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb51b5ae3fc5d4f1cb43f7b457e13c6e6"><enum>(E)</enum><text display-inline="yes-display-inline">an institution of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)).</text></subparagraph></paragraph><paragraph id="H0223634D17564210AC7782FAB18D1D7B" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture. </text></paragraph></subsection><subsection id="HBB9F793D05EF4F30B7ABA09A84146395"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretary shall establish a competitive grant program to make grants to eligible entities to carry out career pathway training programs in eligible areas with respect to forestry operations and forestry products industries.</text></subsection><subsection id="H8778919A5DF14659ACF1C8970FEB36D4"><enum>(c)</enum><header>Applications</header><paragraph id="HFF442A7A81CC4AE394B7ED8B5EC9BDA8"><enum>(1)</enum><header>In general</header><text>To be eligible to receive a grant under this section, an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, which shall include—</text><subparagraph id="HA849C72FCABC40F787E0B8C1A4DD6C80"><enum>(A)</enum><text>a demonstrated capacity to carry out a career pathway training program in accordance with subsection (b);</text></subparagraph><subparagraph id="H4F7D8357D07E47CCA8FF113BC40BB9D1"><enum>(B)</enum><text>a demonstration of need for such program within a region;</text></subparagraph><subparagraph id="H45F22C20A79B43A6979158CF5B049F3B"><enum>(C)</enum><text>a projection of the extent of reach intended for such program;</text></subparagraph><subparagraph id="H789D095AEA404F15A618738523E25468"><enum>(D)</enum><text>a plan to ensure that such program is sustainable; and</text></subparagraph><subparagraph id="HA9BF821C2C15437B9D6636E9AA0CCAEE"><enum>(E)</enum><text>a plan for the implementation of such program.</text></subparagraph></paragraph><paragraph id="H0DD42F8BA3574C25A99B299716F82EF8"><enum>(2)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the Secretary shall give priority to eligible entities that—</text><subparagraph id="HCC15B212263C4B65B2BED9CE2DA6AD60"><enum>(A)</enum><text>propose to carry out activities to address the issues of an aging workforce and youth migration;</text></subparagraph><subparagraph id="H0D1E88AA717C4F04A5C11ABF8E363287"><enum>(B)</enum><text>will partner with secondary schools (as defined in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)) to engage students; and</text></subparagraph><subparagraph id="HEA5D5535E4ED4C78B6241C7B7630717C"><enum>(C)</enum><text>demonstrate the ability to assist with forestry workforce placement and hiring.</text></subparagraph></paragraph></subsection><subsection id="HA63EFA3D32AA45E6887FBB1D7AB5BB31"><enum>(d)</enum><header>Term; amount</header><text>A grant made under this section shall be—</text><paragraph id="H56525B8EC4FC417F8D7D54837D74304E"><enum>(1)</enum><text>for a period of not more than 4 years; and</text></paragraph><paragraph id="H3DC37977BB5D40FEA3985C3499DA549A"><enum>(2)</enum><text>in an amount that is—</text><subparagraph id="HD750F1C57A5240B38FBC2369FDCC99A7"><enum>(A)</enum><text>not less than $500,000; and</text></subparagraph><subparagraph id="H4F413E4A060A4ADDBE6BB5CB19828BC0" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>not more than $2,000,000. </text></subparagraph></paragraph></subsection><subsection id="H73C4213F313E45F98054FA4C1D46DF5A"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2024 through 2028.</text></subsection></section></legis-body></bill>
