<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 3053</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20231017">October 17, 2023</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> (for himself, <cosponsor name-id="S375">Mr. Daines</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S411">Mr. Marshall</cosponsor>, <cosponsor name-id="S384">Mr. Tillis</cosponsor>, <cosponsor name-id="S344">Mr. Hoeven</cosponsor>, <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>, and <cosponsor name-id="S378">Mr. Lankford</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the importation of crude oil, petroleum, petroleum products, and liquefied natural gas from Venezuela and Iran.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="idBAD4ED55010548C28591EF05F435C231"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preempting Misguided Appeasement and Financing of Destabilizing Regimes Act of 2023</short-title></quote>.</text></section><section section-type="subsequent-section" id="id0816B1EB86194B0A9BC49E129DFCE71E"><enum>2.</enum><header>Prohibition on importation of crude oil, petroleum, petroleum products, and liquefied natural gas from Venezuela and Iran</header><subsection id="idC75E5C3778BD4890884CCD64A7455C44"><enum>(a)</enum><header>Finding</header><text>Congress makes the following findings:</text><paragraph id="id846E7AF359044B259074DB77989C7FC6"><enum>(1)</enum><text>Article XXI of the General Agreement on Tariffs and Trade provides for security exceptions to the rules of the World Trade Organization to allow a member of the World Trade Organization to take actions <quote>necessary for the protection of its essential security interests</quote> during <quote>time of war or other emergency in international relations</quote> or <quote>to prevent any contracting party from taking any action in pursuance of its obligations under the United Nations Charter for the maintenance of international peace and security</quote>.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id11A46B4BCC4547048047D836B9F43E92"><enum>(2)</enum><text>The actions of the Bolivarian Republic of Venezuela and the Islamic Republic of Iran to finance and facilitate the participation of foreign terrorist organizations in ongoing conflicts and illicit activities, in a manner that is detrimental to the security interests of the United States, warrants taking action under that Article.</text></paragraph></subsection><subsection id="idBB92362DCD1E41E3BDA4BDF0BBE5CAC6"><enum>(b)</enum><header>Prohibition</header><text display-inline="yes-display-inline">The importation of crude oil, petroleum, petroleum products, and liquefied natural gas from Venezuela and Iran is prohibited.</text></subsection><subsection id="idF5D7493FF6F74F2C8C54685CD0738D7E"><enum>(c)</enum><header>Exception</header><text>The prohibition under subsection (b) does not apply with respect to crude oil, petroleum, petroleum products, or liquefied natural gas seized by the United States Government for violations of sanctions imposed by the United States.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id007D5ADDBCC246ECAA2F3C77A4A14643"><enum>(d)</enum><header>Effective date</header><text>The prohibition under subsection (b) applies with respect to articles entered, or withdrawn from warehouse for consumption, on or after the date that is 15 days after the date of the enactment of this Act. </text></subsection></section></legis-body></bill>
