<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 303</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230207">February 7, 2023</action-date><action-desc><sponsor name-id="S411">Mr. Marshall</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 31, United States Code, to limit the use of Federal funds for travel by the President if the President’s annual budget submission to Congress is late, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H06B154E7F6C74B058F11BF7C03C3D75C"><section commented="no" section-type="section-one" id="H251C4F33B2414A0E91B4A58A93DA1A1B"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Presidential Budget Accountability Act</short-title></quote>.</text></section><section commented="no" id="H5D7EF220BF4A43748ED23B6387355020"><enum>2.</enum><header>Limitation on use of Federal funds for presidential travel expenses if President’s budget is late</header><text display-inline="no-display-inline">Section 1105 of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="H7466542DF6BD481780D799F74A5EFEC7"><subsection id="H401360A0AB2B4033AB8A0D82CA17B43C"><enum>(j)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idC4D2F34D19B9422F83CA39BCEFA208A1"><enum>(1)</enum><text display-inline="yes-display-inline">If the budget under subsection (a) is not submitted to Congress on or before the first Monday in February of a year, no Federal funds may be obligated or expended for the cost of travel by the President during the period beginning on the first Tuesday of February of such year and ending on the date the budget is submitted. </text></paragraph><paragraph id="id62F6C28722F64F8F9DEF99C7D53186BE" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">For purposes of this subsection, the term <quote>Federal funds</quote> includes amounts made available for—</text><subparagraph id="HDBF8CDC659644C73BC1A4F5AB0777EFE"><enum>(A)</enum><text display-inline="yes-display-inline">the expense allowance of the President under section 102 of title 3;</text></subparagraph><subparagraph id="H313ABFBAED9F40C78E29E01E4AB48BE4"><enum>(B)</enum><text display-inline="yes-display-inline">travel expenses of the President under section 103 of title 3;</text></subparagraph><subparagraph id="HA74A0DB4869E4F7383968A2EAF1E816E"><enum>(C)</enum><text display-inline="yes-display-inline">entertainment expenses of the President under section 105(d)(3) of title 3; and</text></subparagraph><subparagraph id="H1E28BEB6365B4103AD58A64D1024599B"><enum>(D)</enum><text>subsistence expenses in connection with the travel of the President in section 105(d)(4) of title 3.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
