<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 3036</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20231004">October 4, 2023</action-date><action-desc><sponsor name-id="S346">Mr. Lee</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of the Interior to convey to the State of Utah certain Federal land under the administrative jurisdiction of the Bureau of Land Management within the boundaries of Camp Williams, Utah, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HC97D49D14FE545A49E3E990EAC8D1AFB"><section section-type="section-one" id="H6F036C366B7548BBB5C311FBE0377E3B"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mountain View Corridor Completion Act</short-title></quote>.</text></section><section id="HAB716FF3933B40B98F0CD123669C006A"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HBAA96BACCE6F4DD186B30741F68FC1E9"><enum>(1)</enum><header>Covered land</header><text>The term <term>covered land</term> means the approximately 200.18 acres of land depicted as <quote>Potential Conveyance Modification</quote> on the map entitled <quote>Mountain View Corridor Completion Act</quote> and dated August 17, 2023.</text></paragraph><paragraph id="H445C25A706F344FFB3FED0EEC4544D16"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the Bureau of Land Management.</text></paragraph><paragraph id="HD511A5DF245C46D6BB983FB6CAE79B42" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header>State</header><text>The term <term>State</term> means the State of Utah. </text></paragraph></section><section section-type="subsequent-section" id="H1FFD87B891624C0394B3AD0F5E243FBF"><enum>3.</enum><header>Conveyance of Bureau of Land Management land to State of Utah</header><subsection id="H621BCE72F93E4D2C91EEFC91592CA726"><enum>(a)</enum><header>Conveyance required</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Secretary shall convey to the State all rights, title, and interest of the United States in and to the covered land.</text></subsection><subsection id="HA7AD4741EC9144BAA20F8BC6DA6B6159"><enum>(b)</enum><header>Requirements</header><text>The conveyance under this section shall be subject to—</text><paragraph id="HD1C20C98370D427AA379E378DD8C17F2"><enum>(1)</enum><text>valid existing rights; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddd2529aa200840ea8ed3590c58048423"><enum>(2)</enum><text>the payment by the State to the Secretary of consideration in an amount equal to the fair market value of the covered land.</text></paragraph></subsection><subsection commented="no" id="HF51745A11B3B4D2A86FA98950479859D"><enum>(c)</enum><header>Application of Executive Order</header><text display-inline="yes-display-inline">Executive Order 1922 of April 24, 1914, as modified by section 907 of the Camp W.G. Williams Land Exchange Act of 1989 (<external-xref legal-doc="public-law" parsable-cite="pl/101/628">Public Law 101–628</external-xref>; 104 Stat. 4500), shall not apply to the covered land.</text></subsection><subsection id="H4CB4B436B0D34E09AED37DAF0291EAE2"><enum>(d)</enum><header>Map and legal description</header><paragraph id="H9471D5C7F419466E856EABC099FFEE98"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall finalize a map and a legal description of the covered land to be conveyed under this section.</text></paragraph><paragraph id="HC597F8B30A9F455C8126F863AEF29E52"><enum>(2)</enum><header>Controlling document</header><text>In the case of a discrepancy between the map and legal description finalized under paragraph (1), the map shall control.</text></paragraph><paragraph id="H93EA11D5C6CF417298918BA6E056F5CD"><enum>(3)</enum><header>Corrections</header><text>The Secretary and the State, by mutual agreement, may correct minor errors in the map or the legal description finalized under paragraph (1).</text></paragraph><paragraph id="H9CE539AB631443D4A171DC8D487DBD2C"><enum>(4)</enum><header>Map on file</header><text>The map and legal description finalized under paragraph (1) shall be kept on file and available for public inspection in each appropriate office of the Bureau of Land Management.</text></paragraph></subsection></section></legis-body></bill>
