<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 296</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230207">February 7, 2023</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> (for himself, <cosponsor name-id="S385">Ms. Cortez Masto</cosponsor>, and <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 18, United States Code, to provide an additional tool to prevent certain frauds against veterans, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H1C8F2CD2A96C43BDBFCA5365DBFFFFD5"><section section-type="section-one" id="H389E294D0C4A4807A25EB7B7BCAE11D2"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Crimes Against Veterans Act of 2023</short-title></quote>.</text></section><section id="HC72EBDEBB5824808870B5022ED3AFEB7"><enum>2.</enum><header>Additional tool to prevent certain frauds against veterans</header><subsection id="HBA4381FB38524A098AE98151066CE6BC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/63">Chapter 63</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="HC59D4CD65CD14B70AF709355D77DA73B"><section id="H8ADE51A1D62B432D8F36A35F35949F6B"><enum>1352.</enum><header>Fraud regarding veterans’ benefits</header><subsection id="HC8C33E52B6B8452293BF64F06B460983"><enum>(a)</enum><text display-inline="yes-display-inline">Whoever knowingly executes, or attempts to execute, any scheme or artifice to defraud an individual of veterans’ benefits, or in connection with obtaining veteran’s benefits for that individual, shall be fined under this title, imprisoned for not more than 5 years, or both.</text></subsection><subsection id="H20864B2799B34949905CA47F3B1C9B85"><enum>(b)</enum><text display-inline="yes-display-inline">In this section—</text><paragraph id="H772F876192D04EC8A7088F919CD3EF20"><enum>(1)</enum><text>the term <term>veteran</term> has the meaning given that term in section 101 of title 38; and</text></paragraph><paragraph id="HE681322CCBEC40BEA8401B684D322FC9"><enum>(2)</enum><text>the term <term>veterans’ benefits</term> means any benefit provided by Federal law for a veteran or a dependent or survivor of a veteran.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HA7C173B0E9134EFBB1153C61E199C740"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/63">chapter 63</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="H4714E0A4CC714A0383F3CD3D2694E26B"><toc regeneration="no-regeneration"><toc-entry level="section">1352.
