which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a comprehensive report that contains a strategy for United States involvement in Ukraine.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HA5FA506D51A24D0A9B29F4F6F1631872"><section section-type="section-one" id="H181EA01D9A814EAF90914C4C63604073"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Define the Mission Act</short-title></quote>. </text></section><section id="HB322DF4876BB40B7B358B48DA47BB915"><enum>2.</enum><header>Report</header><subsection id="H4904D48E41DA4E1EBBE97FFE3039DA51"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the President, in coordination with the Secretary of Defense and the Secretary of State, shall develop and submit to Congress a comprehensive report that contains a strategy for United States involvement in Ukraine. </text></subsection><subsection id="H01BC5897931B4C2F949B300CB24DC7AA"><enum>(b)</enum><header>Elements</header><text>The report required by subsection (a) shall—</text><paragraph id="HB3EBFE15032445F0B925777EC55B0C22"><enum>(1)</enum><text>define the United States national interests at stake with respect to the conflict between the Russian Federation and Ukraine;</text></paragraph><paragraph id="H86293D85C4294013ABA6BB64B6636041"><enum>(2)</enum><text display-inline="yes-display-inline">identify specific objectives the President believes must be achieved in Ukraine in order to protect the United States national interests defined in paragraph (1), and for each objective—</text><subparagraph id="H562D865DC48144569BECFE778925C4D5"><enum>(A)</enum><text>an estimate of the amount of time required to achieve the objective, with an explanation;</text></subparagraph><subparagraph id="HB95A6A662E154F4FB48E5AA1974F9831"><enum>(B)</enum><text>benchmarks to be used by the President to determine whether an objective has been met, is in the progress of being met, or cannot be met in the time estimated to be required in subparagraph (A); and</text></subparagraph><subparagraph id="H1161BACFDCDE4575976CF72E2C024B39"><enum>(C)</enum><text>estimates of the amount of resources, including United States personnel, materiel, and funding, required to achieve the objective;</text></subparagraph></paragraph><paragraph id="HEF440DDB705649018F2C9E62D9016AD1"><enum>(3)</enum><text display-inline="yes-display-inline">list the expected contribution for security assistance made by European member countries of the North Atlantic Treaty Organization within the next fiscal year; and</text></paragraph><paragraph id="HFA548DC9131A49418F8DA13D12F01EF5"><enum>(4)</enum><text>provide an assessment of the impact of the Russian Federation’s dominance of the natural gas market in Europe on the ability to resolve the ongoing conflict with Ukraine.</text></paragraph></subsection><subsection id="H6E1FE979E39A42AAAEE56110E007DE0B"><enum>(c)</enum><header>Requirements for strategy</header><text display-inline="yes-display-inline">The strategy included in the report required under subsection (a)—</text><paragraph id="HD712AFE822E14F32AEC1F41BF2DF07E1"><enum>(1)</enum><text>shall be designed to achieve a cease-fire in which the Russian Federation and Ukraine agree to abide by the terms and conditions of such cease-fire; and</text></paragraph><paragraph id="H407A25EA468E4953BFAB322B3EAE03F1"><enum>(2)</enum><text>may not be contingent on United States involvement of funding of Ukrainian reconstruction.</text></paragraph></subsection><subsection id="HCD8F8E5DFB83464889BB4DA36B6345C5"><enum>(d)</enum><header>Form</header><text>The report required by subsection (a)—</text><paragraph id="HFB5B8D3C00CD406C8364E2AD5819B288"><enum>(1)</enum><text>shall be submitted in an unclassified form; and</text></paragraph><paragraph id="HD1E11B764591416884BF36437D6529D5"><enum>(2)</enum><text display-inline="yes-display-inline">shall include a classified annex if necessary to provide the most holistic picture of information to Congress as required under this section.</text></paragraph></subsection><subsection id="H797CD216F9C24722A5C39DD3D275B882"><enum>(e)</enum><header>Congress defined</header><text>In this section, the term <term>Congress</term> means—</text><paragraph id="HDD1D89C074D44C639D77EB60DA994E47"><enum>(1)</enum><text>the Committee on Armed Services and the Committee on Foreign Relations of the Senate;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id80966f9ff42448f28b96562e609cebe5"><enum>(2)</enum><text display-inline="yes-display-inline">the Committee on Armed Services and the Committee on Foreign Affairs of the House of Representatives; and</text></paragraph><paragraph id="HDE1A8AC620F24CC8BA29B67306B6E3E6"><enum>(3)</enum><text>any Member of Congress upon request.</text></paragraph></subsection></section></legis-body></bill>
