<section id="id4fb7b0934c4140f09fe3d9deab834a2a" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prairie du Rocher French Colonial National Historical Park Establishment Act</short-title></quote>.</text></section> <section id="id40d8b48dd66243db97cc5b39c87fe517"><enum>2.</enum><header>Findings and purposes</header> <subsection id="id572f5381c92c470bbb060081b05b3ce9"><enum>(a)</enum><header>Findings</header><text>Congress finds that—</text>
<paragraph id="id2bb4460ee53e4c1997d38c6f73e03261"><enum>(1)</enum><text>Prairie du Rocher and the French Colonial Historic District are the finest historical and architectural examples of French colonial heritage in the United States;</text></paragraph> <paragraph id="idb1a377d6a99043aa994e3a1a37673fb7"><enum>(2)</enum><text>Kaskaskia, Fort de Chartres, and Prairie du Rocher once served as the western boundary of the United States;</text></paragraph>
<paragraph id="id74266e057e8e4aaf8a8c288469fb4afc"><enum>(3)</enum><text>the 1752 French census documents that Kaskaskia was a multi-ethnic community, with a population of—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idd5684729e89d4f1bb5655983e957dd59"><enum>(A)</enum><text display-inline="yes-display-inline">275 White people;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="id2e6f1da8e0814e11943c2337315ab5a5"><enum>(B)</enum><text display-inline="yes-display-inline">246 Black people;</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id0945f0acd4564c32bdfcff8e1499aa89"><enum>(C)</enum><text display-inline="yes-display-inline">75 Indian people; and </text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="id14f2821289684c45b51f411197aad0c0"><enum>(D)</enum><text display-inline="yes-display-inline">77 people of mixed blood (White and Indian ancestry);</text></subparagraph></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="id8cd29ac10e8949eebaacf37656ee93ae"><enum>(4)</enum><text display-inline="yes-display-inline">enslaved people from Africa began arriving in Kaskaskia by 1720 with the skills needed to build the Fort of Kaskaskia in 1759, such as blacksmiths, joiners, and masons;</text></paragraph>
<paragraph id="idef98cfb733704fe9ac1f0356c97358d2"><enum>(5)</enum><text>Fort de Chartres was—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idb458af2ad9cf4008831eab71714441c6"><enum>(A)</enum><text display-inline="yes-display-inline">erected in 1720 by France;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="ide7136f48716942cca50fc7224a24f615"><enum>(B)</enum><text display-inline="yes-display-inline">one of the most imposing French fortifications in North America;</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id645414e4451d44e2bae24611cf69ec5d"><enum>(C)</enum><text display-inline="yes-display-inline">the administrative center in the era of French colonial control over Louisiana and the Illinois country; and</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="idb404bcc8b21e4a43839b1a42b06ae61c"><enum>(D)</enum><text display-inline="yes-display-inline"> designated as a National Historic Landmark on October 9, 1960;</text></subparagraph></paragraph> <paragraph id="id5ca76e256d81484f9d8015b303231f7b"><enum>(6)</enum><text>the powder magazine at Fort de Chartres is the oldest stone building in the State;</text></paragraph>
<paragraph id="idf29abebc57f84b6994ca019db81e3034"><enum>(7)</enum><text>the guard house at Fort de Chartres contains—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id56b3aed1e9ec42f78d44e64a0fbd0a89"><enum>(A)</enum><text display-inline="yes-display-inline">a Catholic chapel furnished in the style of the 1750s;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="id16dd02040e3846fe81362bc16e5d1d83"><enum>(B)</enum><text display-inline="yes-display-inline">a priest’s room;</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="idb40b4fcc02b847d2aa5091e56aa523ed"><enum> (C)</enum><text display-inline="yes-display-inline">a gunner’s room;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="id584ca2cbcf7c49a48840af96d53f4177"><enum>(D)</enum><text display-inline="yes-display-inline">an officer-of-the-day room; and </text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id68156c0cdf694623b7db374a6f66ee8d"><enum>(E)</enum><text display-inline="yes-display-inline">a guard’s room;</text></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id304570ab5215407aa8d56a689a806ff8"><enum>(8)</enum><text display-inline="yes-display-inline">missionary Father Pierre Gibault taught and ministered to the settlers and Native Americans at the guard house at Fort de Chartres;</text></paragraph> <paragraph id="idef2d5d86c76c47afa6a652de34df426f"><enum>(9)</enum><text>the King of France made land concessions to certain entrepreneurs that evolved into villages, including the village of Chartres, which was located close to Fort de Chartres;</text></paragraph>
<paragraph id="id8e00c27294c34723ab6f667f67f92376"><enum>(10)</enum><text>the Mitchigamea, or Michigamea, was an Indian Tribe in the Illinois Confederation that established a village north of Fort de Chartres, including a village in the American Bottom, inhabited from 1730 to 1752, which is one of the premier archaeological sites in the region, known as the <quote>Kolmer Site</quote>;</text></paragraph> <paragraph id="idffef2cf04ade40bba0d8a17b13b62535"><enum>(11)</enum><text>in 1763, Pierre Laclede Liguest quartered in the Prairie du Rocher French Colonial District, planning the new village of St. Louis, which Liguest established in February 1764;</text></paragraph>
<paragraph id="ida07ace9835544d69a119b58244fc207d"><enum>(12)</enum><text>on July 4, 1778, General George Rogers Clark, with the assistance of Father Pierre Gibault, captured Prairie du Rocher and the village of Kaskaskia;</text></paragraph> <paragraph id="id5682ee9815124ee397e2932fe2704980"><enum>(13)</enum><text>on November 28, 1803, Meriwether Lewis and William Clark visited the village of Kaskaskia seeking boatmen and troops to accompany the Lewis and Clark expedition;</text></paragraph>
<paragraph id="idad867d1e5e074afda86578de37a38f85"><enum>(14)</enum><text>a United States fort located next to the Garrison Hill Cemetery was recently discovered that dates from 1803 to 1806;</text></paragraph> <paragraph id="id67d6b715a93d4643ad51a7ffb5c47cd0"><enum>(15)</enum><text>in 1818, the village of Kaskaskia served as the first State capital of Illinois;</text></paragraph>
<paragraph id="idb9cdf84b818740ce818ba9a74ff36db3"><enum>(16)</enum><text>in 1825, General Marie-Joseph-Paul-Yves-Roch-Gilbert du Montier de Lafayette visited the village of Kaskaskia;</text></paragraph> <paragraph id="id745de2013d2943d187925faa8de573dd"><enum>(17)</enum><text>in 1876, a religious order, known as the <quote>Adorers of the Blood of Christ</quote>, established a convent near Prairie du Rocher in rural Ruma to minister to the people of southwestern Illinois through education and religious instruction;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="ida5cec16a36b54ae6a39276a239ce6bf8"><enum>(18)</enum><text display-inline="yes-display-inline">in addition, the health care needs of the people led the Sisters of the Adorers of the Blood of Christ to create and operate hospitals;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="ide9e4e7eb44824070b98b1e23f4185a98"><enum>(19)</enum><text display-inline="yes-display-inline">since 1877, the Sisters of the Adorers of the Blood of Christ have staffed schools at the request of pastors;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id0f62ab140f204eadb1edc0acd1ac6a93"><enum>(20)</enum><text display-inline="yes-display-inline">by 1938, the staffing of the Sisters of the Adorers of the Blood of Christ at schools helped to open schools in 103 towns;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="idf7839d95c4a44caa88749ed5ae344a53"><enum>(21)</enum><text display-inline="yes-display-inline">the Sisters of the Adorers of the Blood of Christ also served in other outreach ministries throughout the region;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id0b4190a156da479c8bba92d78a7cbed3"><enum>(22)</enum><text display-inline="yes-display-inline">the convent of the Adorers of the Blood of Christ—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id98b1c740691443de83225403775299c6"><enum>(A)</enum><text display-inline="yes-display-inline">was built in 1876; </text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="id85110724f22540f08d4957c973993e96"><enum>(B)</enum><text display-inline="yes-display-inline">was expanded in 1890 and 1925; </text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id3e2361fc29fe4e83b11d8ec54f1fec44"><enum>(C)</enum><text display-inline="yes-display-inline">was updated in 1980; </text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="idaefded9f1b3a4c5a879ecf155583b0a2"><enum>(D)</enum><text display-inline="yes-display-inline">served as—</text> <clause commented="no" display-inline="no-display-inline" id="idf2a5df0cc38d47b88a176073a63b41cf"><enum>(i)</enum><text display-inline="yes-display-inline">an educational institution; and</text></clause>
<clause commented="no" display-inline="no-display-inline" id="id2b058e2c7a72422d9d3cfdaedc49ee49"><enum>(ii)</enum><text display-inline="yes-display-inline">a high school that offered 30 hours of college credit from St. Louis University; and</text></clause></subparagraph> <subparagraph id="idd23c8e9ba4c44d59a2f221d4fc643211"><enum>(E)</enum><text>contains a memorial to, and the remains of, 5 martyred nuns who ministered in Liberia in 1992;</text></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="ida0fd651ae1624e40bd6b87b89bf382df"><enum>(23)</enum><text display-inline="yes-display-inline"> Sisters of the Adorers of the Blood of Christ convent had been serving in Liberia since 1971;</text></paragraph> <paragraph id="id6e7f80a2e27c438cab3c27a661b90160"><enum>(24)</enum><text>on January 20, 1961, the Modoc Rock Shelter was declared a National Historic Landmark;</text></paragraph>
<paragraph id="id39a3b0dc3c03448ba103c24f43f66f8a"><enum>(25)</enum><text>in 1973, the Creole House in Prairie du Rocher was added to the National Register of Historic Places; and</text></paragraph> <paragraph id="id32bc516a1bc64dc6b8dc499785e57f52"><enum>(26)</enum><text>in 1974, Prairie du Rocher and the French Colonial Historic District, which is an area of 22 square miles, was added to the National Register of Historic Places, along with the ancient Kolmer Indian site.</text></paragraph></subsection>
<subsection id="id80e18e92715240489c04caeee9540ea1"><enum>(b)</enum><header>Purposes</header><text>The purposes of this Act are—</text> <paragraph id="id81b7c839ea3b4086a1b43ca5b1043147"><enum>(1)</enum><text>to recognize the importance of Prairie du Rocher and the French Colonial Historic District as a nationally significant architectural village that embodies the cultural heritage of the United States;</text></paragraph>
<paragraph id="id618797903f484f6f8afdff0a49d374e3"><enum>(2)</enum><text>to establish the Prairie du Rocher French Colonial National Historical Park—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id1e316ec5c327428f894000d1f17f663a"><enum>(A)</enum><text display-inline="yes-display-inline">to serve as the focus of interpretive and educational programs relating to the history of the French Colonial Historic District; and </text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="idb300f4b1fb4c4683a63ce8affd6a80ea"><enum>(B)</enum><text display-inline="yes-display-inline">to assist in the preservation of historic sites within the French Colonial Historic District; </text></subparagraph></paragraph> <paragraph id="id4b2c686f305140c6aa51aa8dedf5f648"><enum>(3)</enum><text>to recognize the contribution of religious women in the development of the United States through the missions and intrinsic desire of the religious women to improve the lives of people through education, health, social services, and other ministries, with an emphasis on the contributions of such women in southwestern Illinois; and</text></paragraph>
<paragraph id="idd66742c110bd462ab335b9d97612220f"><enum>(4)</enum><text>to recognize the existence and contribution of the early enslaved African Americans, Native Americans, and people of mixed ancestry at Kaskaskia and Prairie du Rocher for their skills as blacksmiths, joiners, and masons.</text></paragraph></subsection></section> <section id="idc88d8fa543964ef8b426f7c7d1d5105a"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
<paragraph id="id4a320542c9044906a62db93c013bb8f9"><enum>(1)</enum><header>Historic district</header><text>The term <term>Historic District</term> means the Prairie du Rocher and the French Colonial Historic District, which is listed on the National Register of Historic Places.</text></paragraph> <paragraph id="id98681c24ae6140b6b505860e5866f2bb"><enum>(2)</enum><header>Historical park</header><text>The term <term>Historical Park</term> means the Prairie du Rocher French Colonial National Historical Park established by section 4(a).</text></paragraph>
<paragraph id="id5ac8b9ba5e09461c8f9bbd52b1a15343" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior. </text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="id310a98c666324216b4bccb6a1b38442c"><enum>(4)</enum><header>State</header><text>The term <quote>State</quote> means the State of Illinois.</text></paragraph></section>
<section id="id8e96e32a8f8243f0b7ce37d16f707584"><enum>4.</enum><header>Establishment of the Prairie du Rocher French Colonial National Historical Park</header>
<subsection id="id011de32d0800422fb4ea06af8699c83c"><enum>(a)</enum><header>In general</header><text>To assist in the preservation and interpretation of, and education relating to, the Historic District, the contribution of religious women to the development of the United States, and the multi-ethnic community that was Kaskaskia and Prairie du Rocher, and to provide technical assistance to a broad range of public and private landowners and preservation organizations, there is established in the State the Prairie du Rocher French Colonial National Historical Park.</text></subsection> <subsection id="idfa84f359240c4c2eb9c908d50c89a032"><enum>(b)</enum><header>Area included</header><text>The Historical Park shall consist of the following:</text>
<paragraph id="iddef35d3f115a4509aa58ac729c56aacb" commented="no"><enum>(1)</enum><text>Land and structures associated with Fort de Chartres and surrounding adjacent land, including the Kolmer Site, the village of Chartres, and the site of the home of Pierre Laclede. </text></paragraph> <paragraph id="idfb2cd215b5fe4b51969a7b06ba1648a7" commented="no"><enum>(2)</enum><text>The Creole House, which is a French creole vernacular post-in-ground or <quote>poteaux-sur-sol</quote> structure constructed in 1800, 1 of only 5 remaining in the United States. </text></paragraph>
<paragraph id="idd37c5934c6294c51b186ff1802882013" commented="no"><enum>(3)</enum><text>The home of Pierre Menard, the first Lieutenant Governor of the State, which was constructed in 1803. </text></paragraph> <paragraph id="id6e3f0d4980e340f8ba83bd1a183fb314" commented="no"><enum>(4)</enum><text>Land and structures associated with the Doiron Bienvenue House, which is a post-in-ground structure constructed in 1860. </text></paragraph>
<paragraph id="id9f15012a0984462b9bde403e3c32ff84" commented="no"><enum>(5)</enum><text>The Adorers of the Blood of Christ convent, which was originally built in 1876 and updated in 1980, including an education wing and surrounding structures and adjacent parcels.</text></paragraph> <paragraph id="idaa9615bd25424825a64139f724e64511" commented="no"><enum>(6)</enum><text>A portion of the Fort Kaskaskia State Historic Site, which—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id0f0cc9ca3f4945368cd7be3d9227065d"><enum>(A)</enum><text display-inline="yes-display-inline">is a 200-acre park that celebrates the vanished frontier village of Kaskaskia;</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="idef1bf62e8d13444292c54f1666085732"><enum>(B)</enum><text display-inline="yes-display-inline">is home to the earthen remains of Fort Kaskaskia; and </text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="ide95d3d700b0842938ed9ce70446acf13"><enum>(C)</enum><text display-inline="yes-display-inline">preserves Garrison Hill Cemetery, at which Pierre Menard and dozens of veterans are interred.</text></subparagraph></paragraph></subsection> <subsection id="id54effa6f317a49a88ed668a5bf848995"><enum>(c)</enum><header>Map</header> <paragraph id="id437bca32a0bf427f8ab418d58a557f2c"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall prepare a map depicting the boundaries of the Historical Park.</text></paragraph>
<paragraph id="id158bb42e0a7144d386c4cf21a7061dd7" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Availability</header><text>The map prepared under paragraph (1) shall be available for public inspection in the appropriate offices of the National Park Service. </text></paragraph></subsection></section> <section id="idc7592833a6ef4b48bffdadd0c26a7bdf"><enum>5.</enum><header>Administration</header><text display-inline="no-display-inline">The Secretary shall administer the Historical Park—</text>
<paragraph commented="no" display-inline="no-display-inline" id="id5c270b8acab34b79b134b85cdf7dc995"><enum>(1)</enum><text display-inline="yes-display-inline">in accordance with—</text> <subparagraph commented="no" display-inline="no-display-inline" id="iddb67377040ca44259a08173d0334f1c4"><enum>(A)</enum><text display-inline="yes-display-inline">this Act; and</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="ida43d535fc47d499bb6310195890d4d4d"><enum>(B)</enum><text display-inline="yes-display-inline">the provisions of law generally applicable to units of the National Park System, including section 100502 and <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/3021">chapter 3021</external-xref> of title 54, United States Code; and</text></subparagraph></paragraph> <paragraph id="id8950ec6bb4a54198adf1ab9035134105"><enum>(2)</enum><text>in a manner that—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id6e03fa2c6b9141469508a1c2e607deb5"><enum>(A)</enum><text display-inline="yes-display-inline">preserves resources and cultural landscapes relating to the history of the Historic District; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id4532825acc4f4c4da06c6ea484dcc96c"><enum>(B)</enum><text display-inline="yes-display-inline">enhances public understanding of the important cultural heritage of the Historic District.</text></subparagraph></paragraph></section>
<section id="id1ba6b77f67c54afb98de34b3cab93c05"><enum>6.</enum><header>Interpretive visitor center complex</header>
<subsection id="id8d3f949e72f440f496da756477bee0c8"><enum>(a)</enum><header>Acquisition</header>
<paragraph commented="no" display-inline="no-display-inline" id="id9121424052fb4f7db80a970de7ff15fc"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may acquire the Adorers of the Blood of Christ convent and surrounding structures—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id8240d50b73064e50832cc7d65bfa3899"><enum>(A)</enum><text display-inline="yes-display-inline">to operate and maintain an interpretive visitor center complex, conference center, and lodging facilities;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="ide3abfebd756b4db3aa1e8b447f0df621"><enum>(B)</enum><text display-inline="yes-display-inline">to provide for the general information and orientation needs of the Historical Park and the Historic District; </text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="ida5a70d7d70844e42b7dae8f89c6828cf"><enum>(C)</enum><text display-inline="yes-display-inline">to serve the needs of the Historical Park; and</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="idba820cef5cf044949eb67e1ffa8c7f85"><enum>(D)</enum><text display-inline="yes-display-inline">to serve as a residence for the Superintendent of the Historical Park, as appropriate.</text></subparagraph></paragraph> <paragraph id="id6f02cf2e026f4838950da815ef94551c"><enum>(2)</enum><header>Consultation</header><text>For purposes of the planning and development of the interpretive visitor center complex authorized for acquisition under paragraph (1), the Secretary shall consult with—</text>
<subparagraph id="id411d29d51c3d43cfa6246dd4b449e0d8"><enum>(A)</enum><text>the State;</text></subparagraph> <subparagraph id="id6495b298db094edea8f98c55a955c133"><enum>(B)</enum><text>Randolph County, Illinois;</text></subparagraph>
<subparagraph id="idc7762dc795ba44458ce8bf0b47fc00b4"><enum>(C)</enum><text>the village of Prairie du Rocher; and</text></subparagraph> <subparagraph id="id686910d6e0ff49188ad9c9b4f377862e"><enum>(D)</enum><text>the State Department of Natural Resources.</text></subparagraph></paragraph></subsection>
<subsection id="id5c309966fcb547e48c5bb600456c1ec6"><enum>(b)</enum><header>Cooperative agreements</header><text>The Secretary may enter into cooperative agreements with the entities described in paragraph (2) of subsection (a) for the development of—</text> <paragraph commented="no" display-inline="no-display-inline" id="idab314ffaed544835924ff9064ec7e069"><enum>(1)</enum><text display-inline="yes-display-inline">the interpretive visitor center complex authorized under paragraph (1) of that subsection; and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="ideddd092989b74bed8d08242927e2b0eb"><enum>(2)</enum><text display-inline="yes-display-inline">educational programs and materials to facilitate the public use of the Historical Park and the Historic District.</text></paragraph></subsection></section> <section id="id9868d58f033649fdbafbea564a67641f"><enum>7.</enum><header>Acquisition of land</header> <subsection id="id0ec7ffda3f2245079ebb17cacf94b735"><enum>(a)</enum><header>In general</header><text>Except as provided in subsection (b), the Secretary may acquire land and interests in land within the boundaries of the Historical Park by—</text>
<paragraph commented="no" display-inline="no-display-inline" id="idb8fa19d6040f42fd913727c057124273"><enum>(1)</enum><text display-inline="yes-display-inline">donation;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="id30ee9189e7e2406a9023440ab849bffa"><enum>(2)</enum><text display-inline="yes-display-inline">purchase with donated or appropriated funds; or</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id9d98c0a7ba744659954bf0f9e8b89f1a"><enum>(3)</enum><text display-inline="yes-display-inline">exchange.</text></paragraph></subsection> <subsection id="idbbc00c5e297a4546973e7cf11a32d5c5"><enum>(b)</enum><header>Exception</header><text>Notwithstanding subsection (a), land and interests in land that are owned by the State or any political subdivision of the State may be acquired for the Historical Park under that subsection only by donation or exchange.</text></subsection></section>
<section id="idbadb1413a5594a2c889053f320cb20ed"><enum>8.</enum><header>Donations</header>
<subsection commented="no" display-inline="no-display-inline" id="id7b073e2c986c4e36b9028b9891157ba0"><enum>(a)</enum><header display-inline="yes-display-inline">Acceptance</header><text display-inline="yes-display-inline">The Secretary may accept donations of funds, property, or services from individuals, foundations, or other public or private entities for the purposes of providing programs, services, facilities, and technical assistance that further the purposes of this Act. </text></subsection> <subsection commented="no" display-inline="no-display-inline" id="id0cc38660d54d4782aebceddbc9f77577"><enum>(b)</enum><header>Expenditure</header><text display-inline="yes-display-inline">Any funds donated to the Secretary under subsection (a) may be expended by the Secretary without further appropriation.</text></subsection></section>
<section id="id189091220d45450c903370032785d5d6"><enum>9.</enum><header>Grant assistance</header>
<subsection commented="no" display-inline="no-display-inline" id="id5b80fdb9c8ec46efac2aa740876a7671"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subject to the availability of appropriations, the Secretary may make grants to partners of the Historical Park for eligible projects described in subsection (b).</text></subsection> <subsection commented="no" display-inline="no-display-inline" id="id137f9b6d70d14b20be956262aa7fd290"><enum>(b)</enum><header>Description of eligible projects</header><text display-inline="yes-display-inline">An eligible project referred to in subsection (a) is a project—</text>
<paragraph commented="no" display-inline="no-display-inline" id="id4f0e2a89b8d046cfa8ff44c05b63a89f"><enum>(1)</enum><text display-inline="yes-display-inline">that does not require Federal involvement other than the provision of financial assistance;</text></paragraph> <paragraph id="idabdf4ba70766482fb9f96ab2380ed137"><enum>(2)</enum><text>for the construction and development of non-Federal land and structures within the boundaries of the Historic District;</text></paragraph>
<paragraph id="id6162a2b9976c4142954ab0ccc8ed192e"><enum>(3)</enum><text>that support the purposes of the Historical Park; and</text></paragraph> <paragraph id="idb56a5325178a4b86affa4bfbba941c30"><enum>(4)</enum><text>that enhances public use and enjoyment of the Historical Park.</text></paragraph></subsection></section>
