which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title XIX of the Social Security Act to ensure health insurance coverage continuity for former foster youth. </official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expanded Coverage for Former Foster Youth Act</short-title></quote>.</text></section><section id="idc33a6eec360e4dd2a133477f8f831bbd"><enum>2.</enum><header>Coverage continuity for former foster care children up to age 26</header><subsection id="ida048d14fdc634d8783a92fb7080aec60"><enum>(a)</enum><header>In general</header><text>Section 1902(a)(10)(A)(i)(IX) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396a">42 U.S.C. 1396a(a)(10)(A)(i)(IX)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id15836EB5670C4EC0A43F258FB9F62857"><subclause commented="no" display-inline="no-display-inline" id="IDHA7C9BA978F21464CBCEE584E79745022"><enum>(IX)</enum><text display-inline="yes-display-inline">who—</text><item commented="no" display-inline="no-display-inline" id="IDC71553E44A554126BA2F0BC76AF0ABDF"><enum>(aa)</enum><text>are under 26 years of age;</text></item><item commented="no" display-inline="no-display-inline" id="ID1992A581642344E9A2FCA8643DA3D9BE"><enum>(bb)</enum><text>are not described in and are not enrolled under any of subclauses (I) through (VII) of this clause or are described in any of such subclauses but have income that exceeds the level of income applicable under the State plan for eligibility to enroll for medical assistance under such subclause; and</text></item><item commented="no" display-inline="no-display-inline" id="ID11504207BB594D2B8150118F83D6C25B"><enum>(cc)</enum><text>were in foster care under the responsibility of a State on the date of attaining 18 years of age (or such higher age as such State has elected under section 475(8)(B)(iii)), or were in such care at any age but subsequently left such care to enter into a legal guardianship with a kinship caregiver (without regard to whether kinship guardianship payments are being made on behalf of the child under this part), or were emancipated from such care prior to attaining age 18;</text></item></subclause><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id7B78087043BB4C569255A4DFFEB6CF12"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall take effect on January 1, 2024, and shall apply with respect to individuals who attain 18 years of age on or after that date. </text></subsection></section><section commented="no" display-inline="no-display-inline" id="id1217738E285A433E8C082F5071243907"><enum>3.</enum><header>Outreach efforts for enrollment of former foster children</header><text display-inline="no-display-inline">Section 1902(a) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396a">42 U.S.C. 1396a(a)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id2D6C23F1B85949D99A69C5579CDFF5AE"><enum>(1)</enum><text>in paragraph (86), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idADEAB081DFC647BA8452173589B42C36"><enum>(2)</enum><text>in paragraph (87), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA3BBF1356AAE4AEDA842D583E9CA0AA9"><enum>(3)</enum><text>by inserting after paragraph (87) the following new paragraph:</text><quoted-block style="OLC" act-name="" id="id58110E188C274A1DBF5CC5F1004D12E5"><paragraph commented="no" id="id2AE1697A64394F8CB0729D66E5FD1A57"><enum>(88)</enum><text>not later than January 1, 2024, establish an outreach and enrollment program, in coordination with the State agency responsible for administering the State plan under part E of title IV and any other appropriate or interested agencies, designed to increase the enrollment of individuals who are eligible for medical assistance under the State plan under paragraph (10)(A)(i)(IX) in accordance with best practices established by the Secretary.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
