which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Agricultural Marketing Act of 1946 to require the Secretary of Agriculture to procure a minimum amount of meat and poultry products from small meat processors and to develop a digital livestock exchange platform, and for other purposes.</official-title></form><legis-body><section id="id6dfcf1dbe1d2400e91201d0956e3900d" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Local Meat Economies Act of 2023</short-title></quote>.</text></section><section id="id98e088c51def4136b3e101218c28ef4f" commented="no"><enum>2.</enum><header>Procurement of meat and poultry</header><text display-inline="no-display-inline">Subtitle A of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1621">7 U.S.C. 1621 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idE4B6CD1715E7417992B575F63D982AB9"><section id="idc8ff3edff3c046ef9f5ebc2e77f3b2f0" commented="no"><enum>210B.</enum><header>Procurement of meat and poultry</header><subsection id="id634aaee709484f5385e3651b2a81c34e"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id7c194b91379947ef8f38d0cca98456f7"><enum>(1)</enum><header>Digital livestock exchange platform</header><text>The term <term>digital livestock exchange platform</term> has the meaning given the term in section 210C(a). </text></paragraph><paragraph id="id2050647816ee43cfa83bf790038f8dee"><enum>(2)</enum><header>Eligible processor</header><text>The term <term>eligible processor</term> means a livestock or poultry processor that—</text><subparagraph id="id45918e70a1c9437b8e2df3aa23aa8edd"><enum>(A)</enum><text>is engaged in the slaughter of livestock or poultry;</text></subparagraph><subparagraph id="id44846fc4c43f4da0bc31105656737d6f"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="id3c884fd1fb0443c4a23a3c02422d63aa"><enum>(i)</enum><text>employs fewer than 150 full-time employees; or</text></clause><clause indent="up1" commented="no" display-inline="no-display-inline" id="id7e766f907a3b4a45ae68571b1d080ed5"><enum>(ii)</enum><text>processes less than 1,000,000 total pounds of meat food product and poultry product per month;</text></clause></subparagraph><subparagraph id="idb99ac6b74c5e48f1ad46d18216792207"><enum>(C)</enum><text>is not owned or in partnership with any entity that—</text><clause id="id18c5ccf6acd547889a8b026b018af49c"><enum>(i)</enum><text>employs 150 or more full-time employees; or</text></clause><clause id="iddca3f23da91d4f9baedb6019d597312a"><enum>(ii)</enum><text>processes 1,000,000 total pounds or more of meat food product and poultry product per month; and</text></clause></subparagraph><subparagraph id="ide4d599d034a14362ba84e5864f52b03f"><enum>(D)</enum><text>is not owned or in partnership with any foreign entity. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id48759df2d6894c2d9e863d4e6ffde0a4"><enum>(3)</enum><header>Livestock</header><text>The term <quote>livestock</quote> means cattle, sheep, swine, and goats, whether alive or dead.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3efcb6fdd9a84ae7ab776cf0922a0f75"><enum>(4)</enum><header>Meat food products</header><text>The term <quote>meat food products</quote> has the meaning given the term in section 2(a) of the Packers and Stockyards Act, 1921 (<external-xref legal-doc="usc" parsable-cite="usc/7/182">7 U.S.C. 182</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id96e556f3c1de492ea1aa9ca3253ccbb4"><enum>(5)</enum><header display-inline="yes-display-inline">Poultry</header><text>The term <quote>poultry</quote> has the meaning given the term in section 4 of the Poultry Products Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/453">21 U.S.C. 453</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1c3a899d6c2d4e0a88fe4edde9d76e92"><enum>(6)</enum><header>Poultry product</header><text>The term <quote>poultry product</quote> has the meaning given the term in section 4 of the Poultry Products Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/453">21 U.S.C. 453</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id94f3f2758fa94bcebf09ad2d5be2736e"><enum>(7)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Agriculture.</text></paragraph></subsection><subsection id="id65278915773f467e8157b52cca7de8f7"><enum>(b)</enum><header>Procurement requirements</header><text>In procuring meat food products and poultry products for the Department of Agriculture, the Secretary—</text><paragraph id="id52855bc15c6d4731b1a692f042531829"><enum>(1)</enum><text>shall increase procurement of meat food products and poultry products from eligible processors— </text><subparagraph commented="no" display-inline="no-display-inline" id="id182ed934f0414b7ea984f4427964d872"><enum>(A)</enum><text display-inline="yes-display-inline">in the first fiscal year that begins on or after the date that is 1 year after the date of enactment of this section, by an amount that is the greater of—</text><clause commented="no" display-inline="no-display-inline" id="ida58c80758c4741629cf3d3abb3869437"><enum>(i)</enum><text display-inline="yes-display-inline">$50,000,000; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idb2ecc096cac841ff8dfb1f1bfa8d0c9c"><enum>(ii)</enum><text display-inline="yes-display-inline">50 percent of the amount spent in the previous fiscal year for that procurement; and </text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf67293519a654bc1a097abae285d9596"><enum>(B)</enum><text display-inline="yes-display-inline">in the first fiscal year following the fiscal year described in subparagraph (A), by an amount that is the greater of—</text><clause commented="no" display-inline="no-display-inline" id="id989e8e8affdb466c8398f5c740c57dc7"><enum>(i)</enum><text display-inline="yes-display-inline">$100,000,000; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id58d5236a176c46cbb065f6f682313a5c"><enum>(ii)</enum><text display-inline="yes-display-inline">75 percent of the amount spent in the previous fiscal year for that procurement;</text></clause></subparagraph></paragraph><paragraph id="ida5c4a55e56f54f23829684da3018fce0"><enum>(2)</enum><text>shall, in each fiscal year following the fiscal year described in paragraph (1)(B), procure not less than 20 percent of meat food products and poultry products from eligible processors; </text></paragraph><paragraph id="id6e56f3dd880e42a98a7911862ce5ed6d"><enum>(3)</enum><text>shall establish procurement contracts for the procurement increases under paragraphs (1) and (2) through a digital livestock exchange platform; </text></paragraph><paragraph id="ide1b43b98c82145d6ad1e9ff17d666143"><enum>(4)</enum><text>notwithstanding any other provision of law, shall not accept the lowest possible bid on a meat food products or poultry products procurement contract if that acceptance would result in prices that would not be commercially viable for eligible processors, as determined by the Secretary in consultation with the advisory board established under section 210C(g) and using the data described in section 210C(d)(4); </text></paragraph><paragraph id="id2a5de0c03e634500958ec0b18516e407"><enum>(5)</enum><text>shall post competitive or sole source contracts exclusively to eligible processors through a digital livestock exchange platform; </text></paragraph><paragraph id="id6d52b71d9bb1439d9a3e55a77cef11ee"><enum>(6)</enum><text>shall determine fair market price for meat food products and poultry products processed by eligible processors (taking into account product attributes such as organic, regenerative, and high-welfare) through the price reporting expertise of the Secretary; and </text></paragraph><paragraph commented="no" id="id398CE9A50C8549D6A8C164C8BDCD3E1E"><enum>(7)</enum><text>shall prioritize procurement from—</text><subparagraph id="idf7f10ace2fe64c8baaf86925c812c987" commented="no"><enum>(A)</enum><text>enterprises owned by beginning farmers or ranchers, socially disadvantaged farmers or ranchers, or veteran farmers or ranchers (as those terms are defined in section 2501(a) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/2279">7 U.S.C. 2279(a)</external-xref>));</text></subparagraph><subparagraph id="id7CC34B29785B4EBB8B4144F49688E688" commented="no"><enum>(B)</enum><text>enterprises that—</text><clause id="id5ecf32b360994a68831c6c618ab6f820"><enum>(i)</enum><text>source at least 51 percent of their livestock, poultry, meat food products, or poultry products from producers or processors within a 250-mile radius;</text></clause><clause id="idda3685ac8e94462b862cbf9e71acdd7d"><enum>(ii)</enum><text>exclusively sell meat food products or poultry products with a label of the Department of Agriculture designating the product as a product of the United States, if such label exists; or</text></clause><clause id="id66e7bb14576a4c40adf40e2ab1ce4acb"><enum>(iii)</enum><text>purchase at least 51 percent of their livestock, poultry, meat food products, or poultry products to fulfill Federal procurement contracts through a digital livestock exchange platform; and </text></clause></subparagraph><subparagraph id="id44B1091325BB48C197F0805936FCCBAE" commented="no"><enum>(C)</enum><text>enterprises with labor agreements.</text></subparagraph></paragraph></subsection><subsection id="ida39aa0627ea247eca25c621181a5b294"><enum>(c)</enum><header>Interagency assistance</header><text>The Secretary shall assist other Federal agencies seeking to procure meat food products and poultry products by— </text><paragraph id="idaf9db008d32844d082b4c01d6cc0a488"><enum>(1)</enum><text>sharing information about the 1 or more digital livestock exchange platforms;</text></paragraph><paragraph id="idbfae7dc8ad294232bcc259812d72c53d"><enum>(2)</enum><text>offering technical assistance on how to utilize a digital livestock exchange platform; and</text></paragraph><paragraph id="id4cc52bd157a04b04ab2c75cac36866d7"><enum>(3)</enum><text>facilitating through a digital livestock exchange platform procurement contract opportunities with eligible processors. </text></paragraph></subsection><subsection id="id20d4682a8d2640f59488d444af342d62" commented="no"><enum>(d)</enum><header>Offset</header><text>Of amounts available to the Secretary for procurement in a fiscal year, the Secretary shall use not less than $35,000,000 to carry out procurement in accordance with this section.</text></subsection><subsection id="id56068eebb57748cdb5bf50ec7ab64cce"><enum>(e)</enum><header>Outreach</header><text>The Secretary shall conduct outreach, and provide technical assistance, to eligible processors and producers of meat food products and poultry products seeking procurement contracts with the Federal Government. </text></subsection><subsection id="id5ac47f6a777b48a69bc79898394d428c"><enum>(f)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this section, the Secretary shall submit to Congress a report that—</text><paragraph id="ida28fa7fb854642469cba37e5e2d9962d"><enum>(1)</enum><text>describes all procurement of meat food products and poultry products by the Department of Agriculture during the preceding 5 years, including— </text><subparagraph commented="no" display-inline="no-display-inline" id="id2f1e733707e4408c8dbbb8ad16ba8864"><enum>(A)</enum><text display-inline="yes-display-inline">the companies that those products were sourced from; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9825d949d84f4940bf9e9c5b7d2671fe"><enum>(B)</enum><text>by disaggregating information by categories of slaughter volume and processed volume; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0f8c246c1fbe439ba9dec3d90979fc2e"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idc880ce55ea7549cca6f2654c587ca964"><enum>(A)</enum><text>analyzes barriers to eligible processors engaging in procurement contracts with the Department of Agriculture; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8a89ba38d80e46d7a234b343981fda32" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">makes recommendations on how to remove those barriers.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" display-inline="no-display-inline" id="id4012637f0cbb4f258872bfb14878356b" section-type="subsequent-section"><enum>3.</enum><header>Digital livestock exchange platform</header><text display-inline="no-display-inline">Subtitle A of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1621">7 U.S.C. 1621 et seq.</external-xref>) (as amended by section 2) is amended by adding at the end the following:</text><quoted-block id="idC929379486D14591B74C30E1603204B5" display-inline="no-display-inline" style="OLC"><section id="id619e2e03478b4f3baa1ded8f5c16a381"><enum>210C.</enum><header>Digital livestock exchange platform</header><subsection commented="no" display-inline="no-display-inline" id="id0ab62706df8344a485f8b58bdd8a4f32"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph id="id553d7325bc3244f79542d10f481ec230"><enum>(1)</enum><header>Digital livestock exchange platform</header><text>The term <term>digital livestock exchange platform</term> means a digital application or website that fulfills the purposes and activities described in subsection (d). </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc5cf61116e4e423aac69d22484884332"><enum>(2)</enum><header>Eligible processor</header><text>The term <term>eligible processor</term> has the meaning given the term in section 210B(a).</text></paragraph><paragraph id="idced0115aa7714e1192158ea7b32805f8"><enum>(3)</enum><header>Formula price</header><subparagraph commented="no" display-inline="no-display-inline" id="ida273fcd28a6746a6a1dae344cbd50e71"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>formula price</term> means any price term that establishes a base from which a purchase price is calculated on the basis of a price that will not be determined or reported until a date that is after the date on which the forward price is established. </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2756ea0b34e2434b9855aee2cfabb068"><enum>(B)</enum><header>Exclusions</header><text display-inline="yes-display-inline">The term <term>formula price</term> does not include—</text><clause id="id39517a1623fa4e2b96daa21487d340cb"><enum>(i)</enum><text>any price term that establishes a base from which a purchase price is calculated on the basis of a futures market price; or</text></clause><clause id="idac0c29ea1935465698cbc1dc51e1f78c"><enum>(ii)</enum><text>any adjustment to the base for quality, grade, or other factors relating to the value of livestock that are readily verifiable market factors and are outside the control of the packer. </text></clause></subparagraph></paragraph><paragraph id="id55f4f005576a442981da0b007c33fce4"><enum>(4)</enum><header>Forward contract</header><text>The term <term>forward contract</term> means an oral or written contract for the purchase of livestock that provides for the delivery of the livestock to a packer at a date that is more than 7 days after the date on which the contract is entered into, without regard to whether the contract is for—</text><subparagraph id="idee0160d92a4744d0a3c54f5f4ea33fa9"><enum>(A)</enum><text>a specified lot of livestock; or</text></subparagraph><subparagraph id="id73d1d0ec913e4fd18cce884826749581"><enum>(B)</enum><text>a specified number of livestock over a certain period of time. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1F39A4B1C46C45D5B2960ABF4F8A17EC"><enum>(5)</enum><header>Livestock</header><text>The term <quote>livestock</quote> means cattle, sheep, swine, and goats, whether alive or dead.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5FF1C1C808D04CBA91E87ED5F677512D"><enum>(6)</enum><header>Meat food products</header><text>The term <quote>meat food products</quote> has the meaning given the term in section 2(a) of the Packers and Stockyards Act, 1921 (<external-xref legal-doc="usc" parsable-cite="usc/7/182">7 U.S.C. 182</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5D8A2745289F47AAB9D51F51E47D885D"><enum>(7)</enum><header display-inline="yes-display-inline">Poultry</header><text>The term <quote>poultry</quote> has the meaning given the term in section 4 of the Poultry Products Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/453">21 U.S.C. 453</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8838E751A9984E9E88CEBAFAD4C27A1C"><enum>(8)</enum><header>Poultry product</header><text>The term <quote>poultry product</quote> has the meaning given the term in section 4 of the Poultry Products Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/453">21 U.S.C. 453</external-xref>). </text></paragraph><paragraph id="ide2ba97e47b844cafbd5712aa581c00c1"><enum>(9)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture, acting through the Administrator of the Agricultural Marketing Service.</text></paragraph></subsection><subsection id="idabfeae3ec1cc4b0ea2bd6b3aef877a67"><enum>(b)</enum><header>Establishment</header><text>The Secretary shall enter into cooperative agreements with entities (including private entities, nonprofit organizations, and small businesses) to develop, as determined by the Secretary—</text><paragraph id="iddfc56bfa2263459c9b546060355d8ca6"><enum>(1)</enum><text>a single digital livestock exchange platform; or</text></paragraph><paragraph id="id52206d109f884633a61ba1bccc66aa5c"><enum>(2)</enum><text>multiple digital livestock exchange platforms by region.</text></paragraph></subsection><subsection id="id81091e972c6f41e09d9c4c618284de53"><enum>(c)</enum><header>Status as market agency</header><text>A digital livestock exchange platform shall be a market agency (as defined in section 301 of the Packers and Stockyards Act, 1921 (<external-xref legal-doc="usc" parsable-cite="usc/7/201">7 U.S.C. 201</external-xref>), except that livestock in paragraph (1) of that section shall include poultry) for purposes of that Act. </text></subsection><subsection id="id3a174f49b11e45eca4a31976303bac96"><enum>(d)</enum><header>Purposes and activities of platform</header><text>A digital livestock exchange platform shall—</text><paragraph id="id474912ae08cd465b805d1d93dccb8b6e"><enum>(1)</enum><text>facilitate open access to online cash transfer and open bidding on forward contracts and procurement contracts between— </text><subparagraph commented="no" display-inline="no-display-inline" id="id2a76b108a0de4719ab1e008f2c8e56f1"><enum>(A)</enum><text display-inline="yes-display-inline">livestock and poultry producers;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id772e0bf868a246e1b2be941b841b0d42"><enum>(B)</enum><text display-inline="yes-display-inline">livestock and poultry producers and eligible processors;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id073543bcb9284da7a63a5121d0e9442f"><enum>(C)</enum><text display-inline="yes-display-inline">livestock and poultry producers or eligible processors and institutional, private sector, and government buyers; and</text></subparagraph><subparagraph id="id0da417f0ca8b463fb66548d7773c370b"><enum>(D)</enum><text>distributors of meat food products and poultry products to institutional, private sector, and government buyers;</text></subparagraph></paragraph><paragraph id="id14397413c726455999666d98238ef149"><enum>(2)</enum><text>facilitate ease of access to—</text><subparagraph id="id0b1c7ed2699c404fb0a9f645bdf45e2c"><enum>(A)</enum><text>Federal procurement opportunities for eligible processors and producers of meat food products and poultry products; and</text></subparagraph><subparagraph id="idd21308ba1a5c41969aaac143aa939743"><enum>(B)</enum><text>subcontracting opportunities by private entities fulfilling Federal meat food products and poultry products procurement contracts;</text></subparagraph></paragraph><paragraph id="id50239318b2484bea95e05d97052859d4"><enum>(3)</enum><text>facilitate connection between producers and eligible processors offering copacking services, so that producers may fulfill governmental, retail, restaurant, or institutional contracts directly; </text></paragraph><paragraph id="idb6ffbf69aae543a38589f40cf158f2b9"><enum>(4)</enum><text>facilitate reporting by the Secretary of regional agricultural prices while ensuring data privacy and data ownership for individual digital livestock exchange platform participants; </text></paragraph><paragraph id="id20b765a3a7d540cab8e8f83eff92d4a4"><enum>(5)</enum><text>provide open-source access for producers to a tool that allows producers to enhance the traceability of their product attributes; </text></paragraph><paragraph id="id91f14c8b7db8417bae4f6f84da06b84c"><enum>(6)</enum><text>aim to prevent manipulation within markets subject to the Packers and Stockyards Act, 1921 (<external-xref legal-doc="usc" parsable-cite="usc/7/191">7 U.S.C. 191 et seq.</external-xref>), and transactions across the livestock and poultry industry; and</text></paragraph><paragraph id="idafdc0e24682c48239a95ae19b03d6eac"><enum>(7)</enum><text>test the value of new forms of technology, including distributed ledger and smart contract technologies, in livestock and poultry market platforms and supply chains, to accomplish the objectives described in paragraphs (1) through (6).</text></paragraph></subsection><subsection id="id6f6cf247e53143eda4b85751e75c0d68"><enum>(e)</enum><header>Compliant forward contracts</header><paragraph id="idcd7258e8a01c41678af8b57f9b8f802d"><enum>(1)</enum><header>In general</header><text>In effectuating any sale of livestock on a digital livestock exchange platform, it shall be unlawful to use a forward contract that—</text><subparagraph id="id669277330a4242b6b58733219766aa42"><enum>(A)</enum><text>does not contain a firm base price that may be equated to a fixed dollar amount on the date on which the forward contract is entered into;</text></subparagraph><subparagraph id="ide8e2b3c83a09458b9f6aad9221a05e41"><enum>(B)</enum><text>is not offered for bid in an open, public manner under which—</text><clause id="id56746515ad3a4b708f066f6ea95c323d"><enum>(i)</enum><text>buyers and sellers have the opportunity to participate in the bid;</text></clause><clause id="idafbf82972fe44984a2fa884636ad9c3f"><enum>(ii)</enum><text>more than 1 blind bid is solicited; and</text></clause><clause id="id7a7c648c8cdc419b96d9471f563ccc16"><enum>(iii)</enum><text>buyers and sellers may witness bids that are made and accepted;</text></clause></subparagraph><subparagraph id="idc848cd9500844632bdf029ea8388db7b"><enum>(C)</enum><text>is based on a formula price; or</text></subparagraph><subparagraph id="id25ec8e33ff60499f90bc7645c509e144"><enum>(D)</enum><text>provides for the sale of livestock in a quantity in excess of 50 animals.</text></subparagraph></paragraph><paragraph id="id165e081315f7464b84530cfedd4a4fe8"><enum>(2)</enum><header>Penalties</header><text>Any participant that violates paragraph (1) shall—</text><subparagraph id="id7b31af48a64541c2882d6e33b55e7da3"><enum>(A)</enum><text>be barred from participation in a digital livestock exchange platform or for consideration for any Federal meat food product or poultry product procurement contract; and</text></subparagraph><subparagraph id="id094317ec959a4109b73925dbc36aecd9"><enum>(B)</enum><text>forfeit any existing Federal meat food product or poultry product procurement contract for the 5-year period following the violation. </text></subparagraph></paragraph></subsection><subsection id="idf106a6765c1a446e90ed122f8b3ded5b"><enum>(f)</enum><header>Prohibited participation</header><paragraph id="idc6a386e3eadb469e8613f32502bc688f"><enum>(1)</enum><header>Daily harvest volume</header><text>A meatpacker that has a daily harvest volume that is more than 5 percent of the national daily harvest volume may not participate in a digital livestock exchange platform, including by posting subcontracting opportunities on the digital livestock exchange platform.</text></paragraph><paragraph id="id61ff3a8b9f16479787c4fc362bc0dade"><enum>(2)</enum><header>Eligible processors</header><text>A meatpacker that is not an eligible processor may not participate in a digital livestock exchange platform, including by posting subcontracting opportunities on the digital livestock exchange platform.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id88d7d03a088647068619c149952a6346"><enum>(g)</enum><header>Outreach</header><text display-inline="yes-display-inline">The Secretary shall conduct outreach through extension services regarding the availability and use of a digital livestock exchange platform.</text></subsection><subsection id="idead1f5b16dd74271a8f48c586b2847bc" commented="no" display-inline="no-display-inline"><enum>(h)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary to carry out subsection (b) $2,000,000, to remain available until expended.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
