which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide grants to transit operators and airports for human trafficking awareness, education, and prevention efforts, and for other purposes. </official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reduce Human Trafficking through Transportation Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id8DF582AB26C2450187EF5C6E654E75C3"><enum>2.</enum><header>Department of Transportation human trafficking prevention grants</header><subsection id="id8047A2F62F644D2993D862A384B2FA10"><enum>(a)</enum><header>In general</header><text>The Secretary of Transportation (referred to in this section as the <term>Secretary</term>) shall establish within the Office of the Secretary a grant program to provide grants to transit operators and airports to address human trafficking awareness, education, and prevention efforts.</text></subsection><subsection id="idA132DC00E22E4434BF0C3BAEB9DB771B"><enum>(b)</enum><header>Transit operator grants</header><paragraph id="id5157B93911564F049D3B57907138D16B"><enum>(1)</enum><header>In general</header><text>Of the amounts made available for each fiscal year under subsection (d), the Secretary shall set aside $10,000,000 to provide grants to entities described in paragraph (2)(A) to address human trafficking awareness, education, and prevention efforts, including by—</text><subparagraph id="id957C36F84B6D4C1E90BBEC7ECEDB7064"><enum>(A)</enum><text>coordinating human trafficking prevention efforts across multimodal transportation operations within a community; and</text></subparagraph><subparagraph id="id7CCD444D059C4604A60352A67B55FBE0"><enum>(B)</enum><text>accomplishing the best practices and recommendations provided by the Department of Transportation Advisory Committee on Human Trafficking. </text></subparagraph></paragraph><paragraph id="id12C98BD3174C4D60ABB6436964B94460"><enum>(2)</enum><header>Distribution</header><subparagraph id="idC7DA85FB6E9F44EF87AE38EE226CF2CB"><enum>(A)</enum><header>In general</header><text>The Secretary shall distribute amounts set aside under paragraph (1) to—</text><clause id="id31EB51BDB441484BBECCF5256A749C8C"><enum>(i)</enum><text>the 75 transit operators in the United States with the highest annual ridership, based on the most recent data available; and</text></clause><clause id="idA190DFC05E2A4B5FB0CA29F2516126A5"><enum>(ii)</enum><text>as the Secretary determines to be appropriate, a transit operator not described in clause (i) that serves an area with a high prevalence of human trafficking, on application of the transit operator.</text></clause></subparagraph><subparagraph id="id9584729680FD4FB58AEF0C9F1B2E0EA3"><enum>(B)</enum><header>Priority; considerations</header><text>In distributing the amounts set aside under paragraph (1), the Secretary shall—</text><clause id="idB7ACD7B7E01149869EF79DB9B2DEE1E6"><enum>(i)</enum><text>give priority in grant amounts to entities referred to in subparagraph (A) that serve regions with a higher prevalence of human trafficking; and</text></clause><clause id="id2D435D7E81DF4A12A38B6CB584114187"><enum>(ii)</enum><text>take into consideration the effect the amounts would have on surrounding areas. </text></clause></subparagraph><subparagraph id="id001D30DC49B0422AA5EA20F0E5964827"><enum>(C)</enum><header>Consultation</header><text>In distributing the amounts set aside under paragraph (1), the Secretary shall consult with the Department of Transportation Advisory Committee on Human Trafficking in determining the amounts to be distributed to each recipient to ensure the best use of the funds.</text></subparagraph></paragraph></subsection><subsection id="id107950C54F964683A98C87FB2FCE2657"><enum>(c)</enum><header>Airport grants</header><paragraph id="id6FF436A3B6014D3EA0F9E343522B5818"><enum>(1)</enum><header>In general</header><text>Of the amounts made available for each fiscal year under subsection (d), the Secretary shall set aside $10,000,000 to provide grants to entities described in paragraph (2)(A) to address human trafficking awareness, education, and prevention efforts, including by— </text><subparagraph id="id923AD3026014455A82075B01F92FE891"><enum>(A)</enum><text>coordinating human trafficking prevention efforts across multimodal transportation operations within a community; and</text></subparagraph><subparagraph id="idFF5FBCF5EC204825B463EA6DF6DB22F0"><enum>(B)</enum><text>accomplishing the best practices and recommendations provided by the Department of Transportation Advisory Committee on Human Trafficking. </text></subparagraph></paragraph><paragraph id="idE03D0D5DDC36465696C3C08513A5FC08"><enum>(2)</enum><header>Distribution</header><subparagraph id="id0DE58597E0B046A79CF095F0C9BCA6F5"><enum>(A)</enum><header>In general</header><text>The Secretary shall distribute amounts set aside under paragraph (1) to—</text><clause id="id48E3A41B89324FF9B81C1665C140B733"><enum>(i)</enum><text>the 75 airports in the United States with the highest number of passenger enplanements annually, based on the most recent data available; and</text></clause><clause id="id792DED24B752481EA4BB461BFFF2D7A8"><enum>(ii)</enum><text>as the Secretary determines to be appropriate, an airport not described in clause (i) that serves an area with a high prevalence of human trafficking, on application of the airport.</text></clause></subparagraph><subparagraph id="id3DAABD13A6124CCDB2B589E747A81B01"><enum>(B)</enum><header>Priority; considerations</header><text>In distributing the amounts set aside under paragraph (1), the Secretary shall—</text><clause id="idE61804209D95437C9331096A51E2D133"><enum>(i)</enum><text>give priority in grant amounts to entities referred to in subparagraph (A) that serve regions with a higher prevalence of human trafficking; and</text></clause><clause id="idF8273FF365B04B30BDC218C268D57CD3"><enum>(ii)</enum><text>take into consideration the effect the amounts would have on surrounding areas. </text></clause></subparagraph><subparagraph id="idF0FCAF5025DB4C3FA33F94E7F8DA148B"><enum>(C)</enum><header>Consultation</header><text>In distributing the amounts set aside under paragraph (1), the Secretary shall consult with the Department of Transportation Advisory Committee on Human Trafficking in determining the amounts to be distributed to each recipient to ensure the best use of the funds.</text></subparagraph></paragraph></subsection><subsection id="id9614A69597BB4EA2B6BA6895D879BE31"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Office of the Secretary to carry out this section $20,000,000 for each of fiscal years 2024 through 2028.</text></subsection></section></legis-body></bill>
