Reorganization Act of 1994 to establish the Office of the Farm and Food System Workforce.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Our Farm and Food System Workforce Act of 2023</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id8a3572eb386b495d8925cea2451abd9f"><enum>2.</enum><header>Office of the Farm and Food System Workforce</header><subsection id="id39dcb87f14284583838d959605e59927"><enum>(a)</enum><header>In general</header><text>The Department of Agriculture Reorganization Act of 1994 is amended by inserting after section 226B (<external-xref legal-doc="usc" parsable-cite="usc/7/6934">7 U.S.C. 6934</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2D67B4C379D2406399B8ACA1814FB867"><section id="ide9277575c902421295ac528b63b48ae6"><enum>226C.</enum><header>Office of the Farm and Food System Workforce</header><subsection id="ide4f4b4a387b548518f336f5863494a98"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id85b5ea7b22c243f084cc0cd9bca6ef03"><enum>(1)</enum><header>Advisory Committee</header><text>The term <term>Advisory Committee</term> means the Farm and Food System Worker Advisory Committee established under subsection (d)(1).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id111dc86cc0ec4c87b9858b7c87681558"><enum>(2)</enum><header>Coordinator</header><text>The term <term>Coordinator</term> means the Farm and Food System Workforce Coordinator.</text></paragraph><paragraph id="id3e0fb1aea70d41ae863f0fa892c44ae4"><enum>(3)</enum><header>Farmworker coordinator</header><text>The term <term>Farmworker Coordinator</term> means the position established under section 226B(f).</text></paragraph><paragraph id="ided1a9042d5b049c3ae44a4e989e9256c"><enum>(4)</enum><header>Farm and food system worker</header><text>The term <term>farm and food system worker</term> means a worker employed, or a contract worker engaged—</text><subparagraph commented="no" display-inline="no-display-inline" id="id0e932d03bc2144fba04ea606ff8a6f41"><enum>(A)</enum><text display-inline="yes-display-inline">in the production, processing, packaging, transporting, trade, or marketing of food, feed, or fiber through aquaculture, farming, wild fisheries, forestry, or pastoralism, as described in section 4(4) of the Global Food Security Act of 2016 (<external-xref legal-doc="usc" parsable-cite="usc/22/9303">22 U.S.C. 9303(4)</external-xref>);</text></subparagraph><subparagraph id="id126599c06015467d85c3d807b47dac12"><enum>(B)</enum><text>in any service or activity described in section 3(f) of the Fair Labor Standards Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/29/203">29 U.S.C. 203(f)</external-xref>) or <external-xref legal-doc="usc" parsable-cite="usc/26/3121">section 3121(g)</external-xref> of the Internal Revenue Code of 1986; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide933cd7a34c343a29f783a243763e46c"><enum>(C)</enum><text display-inline="yes-display-inline">in the handling, planting, drying, packing, packaging, processing, freezing, or grading prior to the delivery for storage of any agricultural or horticultural commodity in its unmanufactured state.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7afb371df1f445a49c30d6ec20454b64"><enum>(5)</enum><header>Interagency Council</header><text>The term <term>Interagency Council</term> means the Farm and Food System Workforce Interagency Council established under subsection (e)(1).</text></paragraph><paragraph id="id9096646235934b6a862e45ef543bf631"><enum>(6)</enum><header>Office</header><text>The term <term>Office</term> means the Office of the Farm and Food System Workforce established under subsection (b)(1).</text></paragraph></subsection><subsection id="idf501471da9a3464f96492d0872172a3b"><enum>(b)</enum><header>Establishment</header><paragraph id="id0409e7a69ec746e0b9ed48c68b36181e"><enum>(1)</enum><header>In general</header><text>Not later than 60 days after the date of enactment of this section, the Secretary shall establish within the executive operations of the Department an office, to be known as the <quote>Office of the Farm and Food System Workforce</quote>—</text><subparagraph id="id8534d27f03d6415ead646d38999de3a7"><enum>(A)</enum><text>to improve awareness of and access to programs of the Department for farm and food system workers;</text></subparagraph><subparagraph id="id1bd1521996764eef9eff2796270be6d6"><enum>(B)</enum><text>to improve the language used by the Department and ensure inclusive communication between the Department and farm and food system workers to regularly inform farm and food system workers of relevant policy and changes to policy; and</text></subparagraph><subparagraph id="id7edde88fefa646c89bbe7d8323f1e20e"><enum>(C)</enum><text>to provide recommendations and technical assistance to other Federal departments and agencies with respect to the programs or communications of those departments and agencies relating to farm and food system workers. </text></subparagraph></paragraph><paragraph id="idf58d297749f84ed9a2ee9b8ebd84795c"><enum>(2)</enum><header>Farm and Food System Workforce Coordinator</header><subparagraph commented="no" display-inline="no-display-inline" id="id036cae63cb974451955eb59150ae20b8"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Office shall be headed by a Farm and Food System Workforce Coordinator.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5150437cdf444ee2b4ff55ffbfe6eee9"><enum>(B)</enum><header>Selection</header><clause commented="no" display-inline="no-display-inline" id="idab94c4d52282454c97699753fe6a0eba"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Except as provided in clause (ii), the Coordinator shall—</text><subclause commented="no" display-inline="no-display-inline" id="id0f537445cc374c28bf15513f919fe232"><enum>(I)</enum><text display-inline="yes-display-inline">be appointed by the Secretary, in consultation with organizations that represent farm and food system workers, from among the competitive service; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idbee1b3a64a46487e80747b893a6e7cf0"><enum>(II)</enum><text>have relevant experience working with farm and food system workers.</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="ideb465ca3a5294c9584c724d4d87853fd"><enum>(ii)</enum><header>Initial Coordinator</header><text>The initial Coordinator shall be the Farmworker Coordinator.</text></clause></subparagraph><subparagraph id="idaceedb3e74484da98e2c4169ef942fa6" commented="no"><enum>(C)</enum><header>Duties</header><text> The duties of the Coordinator shall be—</text><clause id="id373ed6ae99a445b7aa3abc3e3e0416e2"><enum>(i)</enum><text>serving as a liaison to community-based nonprofit organizations, institutions of higher education, and local educational agencies that represent and have demonstrated experience serving farmworkers or food system workers; and</text></clause><clause id="idad2716105835460c910e00b80b76e190"><enum>(ii)</enum><text>consulting with the Advisory Committee to integrate farm and food system worker perspectives, concerns, and interests into the ongoing programs of the Department.</text></clause></subparagraph><subparagraph id="id2643e96c819a4b33bbd32bd9367037d0"><enum>(D)</enum><header>Staff</header><text>The Secretary, acting through the Coordinator, shall employ such staff as the Secretary determines necessary to carry out the functions of the Office. </text></subparagraph></paragraph></subsection><subsection id="id732bd0de9e6740e990711022d259e922"><enum>(c)</enum><header>Duties</header><text>The duties of the Office shall be to ensure farm and food system workers have access to, and equitable participation in, programs and services of the Department by—</text><paragraph id="id0f4d312c63424fecb39141ea394f3964"><enum>(1)</enum><text>establishing and monitoring the goals and objectives of the Department to increase participation in programs of the Department by farm and food system workers;</text></paragraph><paragraph id="id457f433c5e444c228282031272df3003"><enum>(2)</enum><text>assisting in administering the program established under section 2281 of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/5177a">42 U.S.C. 5177a</external-xref>);</text></paragraph><paragraph id="id2898d0c261b046cb8e1c9166df4d7654"><enum>(3)</enum><text>coordinating with the Department, other Federal agencies, and State, local, and Tribal governments to ensure that the needs of farm and food system workers are assessed and met during declared disasters and other emergencies, as determined by the Secretary;</text></paragraph><paragraph id="id77536262e51e4f6eaefb480438452b56"><enum>(4)</enum><text>assessing the effectiveness with respect to farm and food system workers of Department outreach programs;</text></paragraph><paragraph id="id184a3251d859407a956e136b9ff49010"><enum>(5)</enum><text>developing and implementing a plan to coordinate outreach activities and services provided by the Department with respect to farm and food system workers;</text></paragraph><paragraph id="id7c1eb6552e30418280fdfc61f411a409"><enum>(6)</enum><text>collaborating with and providing input to the agencies and offices of the Department on programmatic and policy decisions relating to and affecting farm and food system workers;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida547f9c764054a1e8bf80e826dbe0a10"><enum>(7)</enum><text>communicating to employers of farm and food system workers, and publicizing on the website of the Department, information about Federal programs for which the employees of those employers may be eligible;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3170959ed1c9404f9ef0ffb35ede8a9b"><enum>(8)</enum><text>identifying, in consultation with organizations that represent farm and food system workers, research priorities to inform the research activities of the Department relating to, and beneficial to, farm and food system workers;</text></paragraph><paragraph id="idb50b928edd2f4d67840dd0c80ad2f14e"><enum>(9)</enum><text>measuring and analyzing outcomes of the programs and activities of the Department on farm and food system workers;</text></paragraph><paragraph id="id1b8175fd1ad34597b7231f4de18df4fa"><enum>(10)</enum><text>assisting farmworkers in becoming agricultural operators or landowners;</text></paragraph><paragraph id="id3d5a69d56a994f17a97858ffed2a2ca1"><enum>(11)</enum><text>recommending new initiatives and programs to the Secretary; and</text></paragraph><paragraph id="idfb6e522488ab4433a9f734d956e6461f"><enum>(12)</enum><text>carrying out any other related duties that the Secretary determines to be appropriate.</text></paragraph></subsection><subsection id="idc5b2fa7abe4f4c65a096811851cb3234"><enum>(d)</enum><header>Farm and Food System Worker Advisory Committee</header><paragraph id="idc655345f9c5d4ac385a0cbdd180781b4"><enum>(1)</enum><header>Establishment</header><text>The Secretary shall establish within the Office the Farm and Food System Worker Advisory Committee.</text></paragraph><paragraph id="id4ff65be5ccb0496cb3aba901dc596365"><enum>(2)</enum><header>Duties</header><text>The Advisory Committee shall provide advice to the Office on—</text><subparagraph id="ida35f0b9137864bc9b173bfd31a41007c"><enum>(A)</enum><text>integrating farm and food system worker perspectives, concerns, and interests into the ongoing programs of the Department; and</text></subparagraph><subparagraph id="idccbf3779db964fb99accd7bbaea74c6f"><enum>(B)</enum><text>improving—</text><clause commented="no" display-inline="no-display-inline" id="id94294ca6e2a5400d84eb5abf32860839"><enum>(i)</enum><text display-inline="yes-display-inline">farm and food system worker safety;</text></clause><clause commented="no" display-inline="no-display-inline" id="id75c6033593b54de4853e87fbabfa674a"><enum>(ii)</enum><text display-inline="yes-display-inline">research programs relating to farm and food system workers;</text></clause><clause commented="no" display-inline="no-display-inline" id="id8c90ca2e7ab142d888f3c6e195c2e100"><enum>(iii)</enum><text display-inline="yes-display-inline">agricultural education and technical skills opportunities for farm and food system workers; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id0f584f80b775470ca18f2010b4262645"><enum>(iv)</enum><text display-inline="yes-display-inline">job training programs that assist farm and food system workers.</text></clause></subparagraph></paragraph><paragraph id="ide18b040d688c45bbac1df7019f8a8c39"><enum>(3)</enum><header>Membership</header><text>The Advisory Committee shall be composed of not more than 20 members, who shall be appointed by the Secretary from among individuals nominated by the public, and shall include—</text><subparagraph id="id2d4cdbeb47664b4ca0d7c443a77f8d04"><enum>(A)</enum><text>not fewer than 5 farm and food system workers;</text></subparagraph><subparagraph id="idbca68bafda8141b1a4f63bdcf2bb0690"><enum>(B)</enum><text>not fewer than 2 civil rights representatives with a history of working on issues relating to farm and food system workers;</text></subparagraph><subparagraph id="id041f54b4c5c841f9857791d76248f60c"><enum>(C)</enum><text>not fewer than 4 representatives of nonprofit organizations with a history of working on issues faced by farmworkers or food system workers, of whom 2 shall have focused expertise on issues faced by women farmworkers or food system workers;</text></subparagraph><subparagraph id="idca140cac428b42efb3ad3fb86740ddb9"><enum>(D)</enum><text>not fewer than 2 representatives of labor unions with a history of representing farmworkers or food system workers;</text></subparagraph><subparagraph id="id62cb0a22253f4cc49b36c5550d75019e"><enum>(E)</enum><text>not fewer than 2 representatives of institutions of higher education with demonstrated experience working with farmworkers or food system workers; and</text></subparagraph><subparagraph id="idb9b8a17385394fcf8dbd2ad67e654f9d"><enum>(F)</enum><text>such other individuals as the Secretary considers to be appropriate.</text></subparagraph></paragraph><paragraph id="id74d5910ec8aa4896a7d3f04b525d016f"><enum>(4)</enum><header>Limitation</header><text>No member of the Advisory Committee shall be an officer or employee of the Federal Government.</text></paragraph><paragraph id="id8d587162ba3749e68f2c696006ef0ee3"><enum>(5)</enum><header>Period of appointment</header><subparagraph id="id1f126091723f46849d341158779b707d"><enum>(A)</enum><header>In general</header><text>Each member of the Advisory Committee—</text><clause id="idf122b910a9354cfab7846910e71ede31"><enum>(i)</enum><text>subject to clause (ii) and subparagraph (B), shall be appointed to a 3-year term; and</text></clause><clause id="id5ed8eeb8e99b40058fa094c3caef610a"><enum>(ii)</enum><text>may be reappointed to not more than 3 consecutive terms.</text></clause></subparagraph><subparagraph id="id77b551c225584a898e68a3771802d679"><enum>(B)</enum><header>Initial staggering</header><text>The first 6 appointments by the Secretary under paragraph (3) shall be for a 2-year term.</text></subparagraph><subparagraph id="id6cf4325e3e3a4371a36549a6640bd454"><enum>(C)</enum><header>Vacancies</header><text>Any vacancy in the Advisory Committee shall be filled—</text><clause commented="no" display-inline="no-display-inline" id="idd920d543194548d89741ebd7d11e406a"><enum>(i)</enum><text display-inline="yes-display-inline">in the same manner as the original appointment was made; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id827349314aa5417c9da1101ce822e8c9"><enum>(ii)</enum><text display-inline="yes-display-inline">not more than 90 days after the date on which the position becomes vacant.</text></clause></subparagraph></paragraph><paragraph id="id106949e2f08c44f1b5f332b13d43319e"><enum>(6)</enum><header>Meetings</header><subparagraph id="idcffdf4eb334c4863a66072752af8a74e"><enum>(A)</enum><header>In-person meetings</header><text>To the extent practicable, not less than twice each year, the Advisory Committee shall meet in person.</text></subparagraph><subparagraph id="ide5f30762c9374fe5be0331be7b36a104"><enum>(B)</enum><header>Office representative</header><clause commented="no" display-inline="no-display-inline" id="ide2f8c3cb4dfb44c8ba0f5dbaa8b9015e"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">At least 1 representative from the Office shall be present at each meeting of the Advisory Committee.</text></clause><clause id="id42f2dd2ce6a94b6884adc65eed63eb5b"><enum>(ii)</enum><header>Nonvoting capacity</header><text>Any individual described in clause (i) who is present at a meeting of the Advisory Committee shall be a nonvoting representative at the meeting.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide4d2c7a74e7e48558d49a5665e4bd7c9"><enum>(C)</enum><header>Language access</header><text>Each meeting of the Advisory Committee shall include simultaneous interpretation and translation of the meeting, and the provision of a copy of any agenda of the meeting in such languages as are requested by—</text><clause commented="no" display-inline="no-display-inline" id="idb78107d5b3764abdba3950f90a1adc4f"><enum>(i)</enum><text display-inline="yes-display-inline">any member of the Advisory Committee; or</text></clause><clause commented="no" display-inline="no-display-inline" id="id3e77ad2377794c58811fe7b0966f96f9"><enum>(ii)</enum><text>any member of the public observing the meeting.</text></clause></subparagraph></paragraph><paragraph id="id611d345cc8614d31a341569a24e23fcd"><enum>(7)</enum><header>Reports</header><text>Not less frequently than once each year, the Advisory Committee shall submit to the Secretary, the Committee on Agriculture of the House of Representatives, and the Committee on Agriculture, Nutrition, and Forestry of the Senate, and make publicly available on the website of the Department, in English, Spanish, and any other languages the Coordinator determines to be appropriate, a report that describes—</text><subparagraph id="id3554a24f5e314447b26a438a4dac9aba"><enum>(A)</enum><text>the activities of the Advisory Committee during the previous year; and</text></subparagraph><subparagraph id="ida9425e0b6deb454e9fd76debf85ef546"><enum>(B)</enum><text>recommendations for legislative or administrative action for the following year.</text></subparagraph></paragraph></subsection><subsection id="id1bbda8207e65493fbf976b529f1e8ec8"><enum>(e)</enum><header>Farm and Food System Workforce Interagency Council</header><paragraph id="idedda99496da14079aff765ba8c8ebcf1"><enum>(1)</enum><header>Establishment</header><text>The Secretary shall establish within the Office the Farm and Food System Workforce Interagency Council.</text></paragraph><paragraph id="id44c14057e1874e699fecf5a5ac3a62ed"><enum>(2)</enum><header>Purpose</header><text>The purpose of the Interagency Council is to facilitate interagency, cabinet-level leadership in planning, policymaking, coordination, and program development for services available to farm and food system workers.</text></paragraph><paragraph id="id87a32624ece144b79a146c079051b7f3"><enum>(3)</enum><header>Membership</header><text>The Interagency Council shall comprise—</text><subparagraph commented="no" display-inline="no-display-inline" id="idd938c385f6994dc99d532c95bbe0ea0f"><enum>(A)</enum><text display-inline="yes-display-inline">1 representative from each of—</text><clause id="id038315ef5ca3460a9d306b73aae60707"><enum>(i)</enum><text>the Department of Agriculture;</text></clause><clause id="idaf11b5ac89e04b09a988eb4ee4f62ee7"><enum>(ii)</enum><text>the Department of Health and Human Services;</text></clause><clause id="idddc8f377be50489fbddc85d1f1c1cdd1"><enum>(iii)</enum><text>the Department of Housing and Urban Development;</text></clause><clause id="ide221f4e6221e430e9e5f8dee5317c3a1"><enum>(iv)</enum><text>the Department of Labor;</text></clause><clause id="idae7557dc26a64110bb8781701a4b66ae"><enum>(v)</enum><text>the Department of Education;</text></clause><clause id="id255d687fedd34dd499c75f831006c010"><enum>(vi)</enum><text>the Environmental Protection Agency;</text></clause><clause id="id269b6fb9911b4a798b4746817b712b60"><enum>(vii)</enum><text>the Department of Homeland Security;</text></clause><clause id="id8f26a1edca7e43b9aabdfe15dc0f015c"><enum>(viii)</enum><text>the Department of Justice;</text></clause><clause id="ide8d861b7773340299cc281eb4d79efa7"><enum>(ix)</enum><text>the Department of the Treasury;</text></clause><clause commented="no" display-inline="no-display-inline" id="ida85c3c029238442b8e5aa27a90fb53fd"><enum>(x)</enum><text display-inline="yes-display-inline">the Department of Commerce; and</text></clause><clause id="idd638377389c0492abb57908249bc6cd1"><enum>(xi)</enum><text>the Department of State; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddf0a4215316d47fc8569e4cb043a57ea"><enum>(B)</enum><text>the Coordinator or another representative of the Office.</text></subparagraph></paragraph><paragraph id="iddce0cdbe814f486fb1483ef4afb4bc83"><enum>(4)</enum><header>Meetings</header><subparagraph id="id4b9c9240b3eb41119cd2d0ce5e986178"><enum>(A)</enum><header>In-person meetings</header><text>To the extent practicable, not less than twice each year, the Interagency Council shall meet in person.</text></subparagraph><subparagraph id="idcf4a4e7db0054de2ab1bd16aed0ca066"><enum>(B)</enum><header>Office representative</header><clause id="id6c5f1a4e7bce4c1ba5eab2ad3932103c"><enum>(i)</enum><header>In general</header><text>At least 1 representative from the Office shall be present at each meeting of the Interagency Council.</text></clause><clause id="id51e8a41e85d4442fad140d170638ada4"><enum>(ii)</enum><header>Nonvoting capacity</header><text>Any individual described in clause (i) who is present at a meeting of the Interagency Council shall be a nonvoting representative at the meeting.</text></clause></subparagraph></paragraph><paragraph id="idde720cf7557f4eec816fceb077a3e838"><enum>(5)</enum><header>Reports</header><text>Not less frequently than once each year, the Interagency Council shall submit to the Secretary, the Committee on Agriculture, Nutrition, and Forestry of the Senate, and the Committee on Agriculture of the House of Representatives, and make publicly available on the website of the Department, in English, Spanish, and any other languages the Coordinator determines to be appropriate, a report that describes recommendations for legislative or administrative action to be taken during the following year to increase accountability, coordination, compliance, and culture changes at the Federal level to address inequities faced by farm and food system workers.</text></paragraph></subsection><subsection id="idecdfb2d349bd4e78a5a6dcefc4348e57"><enum>(f)</enum><header>Liaison officers</header><paragraph commented="no" display-inline="no-display-inline" id="idb325d7b9316844b19fda2cc22c1c3a59"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Office shall appoint staff members to maintain liaison with the following agencies on matters relating to farm and food system workers:</text><subparagraph id="idb6053aad0f5a4f2fa64a573166eb0c21"><enum>(A)</enum><text>The Farm Service Agency.</text></subparagraph><subparagraph id="iddf1200b6cbda498fb658b1aefdd990d7"><enum>(B)</enum><text>The Natural Resources Conservation Service.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0b4cdcb653b44417af82d1a2a1b9a68e"><enum>(C)</enum><text display-inline="yes-display-inline">The rural development agencies of the Department of Agriculture.</text></subparagraph><subparagraph id="ida3f8a914b4a74030bc0f4c3d3e4f3fdc"><enum>(D)</enum><text>The National Institute of Food and Agriculture.</text></subparagraph><subparagraph id="idb41e2bcf7dcd4d5cb62729458343832d"><enum>(E)</enum><text>The Food and Nutrition Service.</text></subparagraph><subparagraph id="id5631d6a34b4840aab03c2a6dc19b433b"><enum>(F)</enum><text>The Agricultural Marketing Service.</text></subparagraph><subparagraph id="ide139ef48ad0d4e808d2812d3edfb261b"><enum>(G)</enum><text>The Forest Service.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd45e473e56654d0bb6c40fd347e3996c"><enum>(H)</enum><text>The National Agricultural Statistics Service.</text></subparagraph><subparagraph id="id962f965ca3a84675827a75f9156a9709"><enum>(I)</enum><text>Any other agency that the Coordinator determines to be appropriate.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfcc02804999746269560c0ae92e04f9c"><enum>(2)</enum><header>Plans</header><text>The staff members described in paragraph (1) shall develop plans for review by the Coordinator, the Advisory Committee, and the Interagency Council to increase information, awareness, access, data, and accountability for meeting the needs of farm and food system workers relative to the functions and beneficiaries of each of the agencies described in subparagraphs (A) through (I) of paragraph (1).</text></paragraph></subsection><subsection id="id048ca98be70e4da58dbdddd092b0100c"><enum>(g)</enum><header>Report</header><text>Not less frequently than once each year, the Coordinator shall submit to the Secretary, the Committee on Agriculture, Nutrition, and Forestry of the Senate, and the Committee on Agriculture of the House of Representatives, and make publicly available, in English, Spanish, and any other languages the Coordinator determines to be appropriate, a report that describes, for the period covered by the report—</text><paragraph id="idf5bfaefdd92e44df941812b839ad9f83"><enum>(1)</enum><text>the activities of the Office and progress made in carrying out the duties of the Office;</text></paragraph><paragraph id="id35518ba9dc3c44c98f9425e76589b095"><enum>(2)</enum><text>the demographic information of farm and food system workers;</text></paragraph><paragraph id="idee5f7cc36a7642a4918bb46541692491"><enum>(3)</enum><text>the health, education, and economic outcomes for farm and food system workers;</text></paragraph><paragraph id="id58cbd1554d724117b2ab943e89cda13b"><enum>(4)</enum><text>the impacts that heat, natural disasters, drought, and pandemics have on the farm and food systems;</text></paragraph><paragraph id="id66ea5c862ab34ca3b0b8956ecb0180c3"><enum>(5)</enum><text>the barriers that farm and food system workers face in accessing Department programs;</text></paragraph><paragraph id="id1c40b63a19cf4bdebc5643742acba1a9"><enum>(6)</enum><text>recommendations that will improve the work and livelihoods of farm and food system workers; and</text></paragraph><paragraph id="id16e16b9b45f8409ab52b01478e66d3d8"><enum>(7)</enum><text>any other information determined relevant by the Secretary or the Coordinator. </text></paragraph></subsection><subsection id="id098189c8b18e41249bd12332504d8473"><enum>(h)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as are necessary to carry out this section for each of fiscal years 2023 through 2028.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id73b2bb59dd534715a3fbccb7fc368f3b"><enum>(b)</enum><header>Termination of Farmworker Coordinator position</header><text>Section 226B(f) of the Department of Agriculture Reorganization Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/6934">7 U.S.C. 6934(f)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idE017DAF60D12404A943B2CCC3946CD14"><paragraph commented="no" display-inline="no-display-inline" id="id6d42ba7be728445c90fb6ecc4a0aa60c"><enum>(4)</enum><header>Termination of position</header><text>The position of Coordinator shall terminate on the date on which the Secretary certifies that the Office of the Farm and Food System Workforce is established under section 226C(b) is appropriately staffed with staff members dedicated to farmworker-specific issues.</text></paragraph><after-quoted-block>. </after-quoted-block></quoted-block></subsection><subsection id="idd529e82a6ae94e6fa6d43275df1e8c88"><enum>(c)</enum><header>Conforming amendment</header><text>Section 296(b) of the Department of Agriculture Reorganization Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/7014">7 U.S.C. 7014(b)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idE1838F0562BD4222AEEBA15385BF6748"><paragraph id="idc13629b00dec4aca8a407832497316de" commented="no"><enum>(11)</enum><text>The authority of the Secretary to establish in the Department the Office of the Farm and Food System Workforce in accordance with section 226C.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
