<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2697</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230727">July 27, 2023</action-date><action-desc><sponsor name-id="S221">Mrs. Feinstein</sponsor> (for herself and <cosponsor name-id="S413">Mr. Padilla</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Consolidated Farm and Rural Development Act to modify the definitions of the terms <quote>rural</quote> and <quote>rural area</quote> for purposes of grants and loans to remedy a lack of compliance with certain drinking water standards, and for other purposes.</official-title></form><legis-body><section id="id2469963a97c246c6b0acedeca3a7a800" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Clean Drinking Water for Rural Communities Act of 2023</short-title></quote>.</text></section><section id="id32b7d738d14849afacc4eb2ae232e2ff"><enum>2.</enum><header>Definition of rural and rural area</header><text display-inline="no-display-inline">Section 343(a)(13)(B) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1991">7 U.S.C. 1991(a)(13)(B)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id037bdaa6b92841d98a9044698c6271a6"><enum>(1)</enum><text>by striking <quote>For the purpose</quote> and inserting the following:</text><quoted-block id="id4BFEF9543D1145F1B99A357AE135E8E1" style="OLC" act-name=""><clause id="idB5CDCAED794B44228E63C4195DB4CC99"><enum>(i)</enum><header>In general</header><text>Except as provided in clause (ii), for the purpose</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id93cd92968364486495a2499a22dd1226"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block id="idEDF7A71987CC4ACB818F09E92ADB72C1" style="OLC" act-name=""><clause id="idC278C7C64A354CFCA069B6FE218E716E"><enum>(ii)</enum><header>Projects for compliance</header><text>For the purpose of grants and loans described in clause (i) to be used for projects to remedy a lack of compliance with enforceable Federal or State drinking water standards, the terms <quote>rural</quote> and <quote>rural area</quote> mean a city, town, or unincorporated area that has a population of not more than 20,000 inhabitants.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
