<subsection id="idaafef356-93d8-4b2a-8ffc-c761f1bacdf8" changed="not-changed"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Family Violence Prevention and Services Improvement Act of 2023</short-title></quote>.</text></subsection> <subsection id="idcb1ffb5c-dea4-4761-835e-859e350e32d0" changed="not-changed"><enum>(b)</enum><header>References</header><text>Except as otherwise specified, amendments made by this Act to a section or other provision of law are amendments to such section or other provision of the Family Violence Prevention and Services Act (<external-xref legal-doc="usc" parsable-cite="usc/42/10401">42 U.S.C. 10401 et seq.</external-xref>).</text></subsection></section>
<title id="idEE930E465C54487EAE030BD68905FB88" style="OLC" changed="not-changed"><enum>I</enum><header>Amendments to the Family Violence Prevention and Services Act</header>
<section id="id09c76d96-1ed6-4fbe-91eb-98b6e9e6932c" changed="not-changed"><enum>101.</enum><header>Purpose</header><text display-inline="no-display-inline">Subsection (b) of section 301 (<external-xref legal-doc="usc" parsable-cite="usc/42/10401">42 U.S.C. 10401</external-xref>) is amended to read as follows:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id725cbde9-93f5-49d3-ac38-60cedefdbb79" changed="not-changed"> <subsection id="id90ae9a80-de57-420f-9660-67ac41ac3dbf" changed="not-changed"><enum>(b)</enum><header>Purpose</header><text>It is the purpose of this title to improve services and interventions for victims of family violence, domestic violence, and dating violence and to advance primary and secondary prevention of family violence, domestic violence, and dating violence by—</text>
<paragraph id="id50088e35-8e8a-4903-a425-53f69d466f66" changed="not-changed"><enum>(1)</enum><text>assisting States (including territories) and Indian Tribes in supporting local programs to provide accessible, trauma-informed, culturally relevant residential and non-residential services to victims and their children and dependents;</text></paragraph> <paragraph id="id0882b861-fa67-4b0d-ab48-6eb7a315bed9" changed="not-changed"><enum>(2)</enum><text>strengthening the capacity of Indian Tribes to exercise their sovereign authority to respond to violence specified in this subsection and committed against Indians;</text></paragraph>
<paragraph id="idea88cf53-cc78-4f9f-96e9-48be67e8a29e" changed="not-changed"><enum>(3)</enum><text>providing for a network of technical assistance and training centers to support effective policy, practice, research, and cross-system collaboration to improve intervention and prevention efforts throughout the country;</text></paragraph> <paragraph id="id29fd7491a1d4441b935259bb50389e7d" changed="not-changed"><enum>(4)</enum><text>supporting the efforts of State (including territorial) and Tribal coalitions to address the needs of victims and their children and dependents, including those who are underserved or otherwise face obstacles to accessing services, implement effective coordinated community and systems responses, and promote ongoing public education and community engagement; </text></paragraph>
<paragraph id="id6244e412-5908-4b9f-a595-ffab7d40bcfd" changed="not-changed"><enum>(5)</enum><text>maintaining national domestic violence, dating violence, and family violence hotlines, including a national Indian domestic violence, dating violence, and family violence hotline; and</text></paragraph> <paragraph id="id8703d8bc-ddfa-468d-a007-87c303149c2a" changed="not-changed"><enum>(6)</enum><text>supporting the development and implementation of evidence-informed, coalition-led, and community-based primary prevention approaches and programs.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section>
<section id="id866026db-be5d-4a9c-954e-b57dfab6897f" changed="not-changed"><enum>102.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 302 (<external-xref legal-doc="usc" parsable-cite="usc/42/10402">42 U.S.C. 10402</external-xref>) is amended—</text> <paragraph id="idaea44c19-665d-44cd-baad-d6b8069e90e1" changed="not-changed"><enum>(1)</enum><text>in the matter preceding paragraph (1), by striking <quote>In this title:</quote> and inserting the following:</text>

<subparagraph id="id5819bb51-26a1-4ac3-a7e4-38d3d6da8bb6" changed="not-changed"><enum>(B)</enum><text>not an emancipated minor.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> <paragraph id="id3E4AFC3D3DB742E29FA714EA6D6DC90A" changed="not-changed"><enum>(3)</enum><text>by striking paragraphs (3) and (4);</text></paragraph>
<paragraph id="id16077be7-53e4-40c8-87c0-ee2b7b10eef5" changed="not-changed"><enum>(4)</enum><text>by—</text> <subparagraph id="idB564EFC319C44FF8A91158794E20F961" changed="not-changed"><enum>(A)</enum><text>redesignating paragraphs (13) and (14) as paragraphs (20) and (21), respectively;</text></subparagraph>

<paragraph id="id617efac9cdcb4871bfd3013a4bd79c19" changed="not-changed"><enum>(4)</enum><header>Dating violence</header><text>The term <term>dating violence</term> has the meaning given such term in section 40002(a) of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/34/12291">34 U.S.C. 12291(a)</external-xref>).</text></paragraph> <paragraph id="idad386d8acbf24a94be6a53fbfd045e98" commented="no" changed="not-changed"><enum>(5)</enum><header>Digital services</header><text>The term <term>digital services</term> means services, resources, information, support, or referrals that are provided through electronic communications platforms and media (which may include mobile phone technology, video technology, computer technology (including use of the internet), and any other emerging communications technologies that are appropriate for the purposes of providing services, resources, information, support, or referrals for the benefit of victims of family violence, domestic violence, or dating violence) and that are in accessible formats, including formats compliant with the most recent Web Content Accessibility Guidelines of the World Wide Web Consortium, or successor guidelines as applicable. </text></paragraph>
<paragraph commented="no" id="id9C32213D162744BCA6C493B61A813AD2" changed="not-changed"><enum>(6)</enum><header>Disability</header><text>The term <term>disability</term> has the meaning given the term in section 3 of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12102">42 U.S.C. 12102</external-xref>).</text></paragraph> <paragraph id="idda5ad4ab1fb74200a664a4b7ee788095" changed="not-changed"><enum>(7)</enum><header>Domestic violence</header><text>The term <term>domestic violence</term> has the meaning given such term in section 40002(a) of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/34/12291">34 U.S.C. 12291(a)</external-xref>). </text></paragraph>
<paragraph id="id3395c43e3b5e45aeb2b6f63dc3364a2b" changed="not-changed"><enum>(8)</enum><header>Family violence</header><text>The term <term>family violence</term> means any act, threatened act, or pattern of acts of physical or sexual violence, stalking, harassment, psychological abuse, economic abuse, technological abuse, or any other form of abuse, including threatening to commit harm against children or dependents or other members of the household of the recipient of the threat for the purpose of coercion, threatening, or causing harm, directed against a person (including an elderly person) who is—</text> <subparagraph id="id2afd1b15-61a9-4730-92d1-5db92519126f" commented="no" changed="not-changed"><enum>(A)</enum><text>related by blood or marriage to the person committing such an act (including a threatened act or pattern of acts);</text></subparagraph>
<subparagraph commented="no" id="id2F747D9195084B1285B6380EAE61AB65" changed="not-changed"><enum>(B)</enum><text>a dating partner or other person similarly situated to a dating partner under the laws of the jurisdiction;</text></subparagraph> <subparagraph id="id2f053eb5-abdb-4eb7-be02-56d3d54e4adc" commented="no" changed="not-changed"><enum>(C)</enum><text>a person who is cohabitating with or has cohabitated with the person committing such an act (including a threatened act or pattern of acts);</text></subparagraph>
<subparagraph id="idd6530428-ad5b-4629-88b0-0d0725531d08" commented="no" changed="not-changed"><enum>(D)</enum><text>a current or former spouse or other person similarly situated to a spouse under the laws of the jurisdiction;</text></subparagraph> <subparagraph id="idd4b47683-84e2-4793-931f-de5a9a45d361" commented="no" changed="not-changed"><enum>(E)</enum><text>a person who shares a child or dependent in common with the person committing such an act; or</text></subparagraph>
<subparagraph id="id156c2465-e5a5-43fe-9fc9-685a1f73a5c3" commented="no" changed="not-changed"><enum>(F)</enum><text>any other person who is protected from any such act under the domestic or family violence laws, policies, or regulations of the jurisdiction.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> <paragraph commented="no" id="id2924dbcb-246c-4ddb-86f3-828e5baa8665" changed="not-changed"><enum>(6)</enum><text>by amending paragraph (9), as so redesignated, to read as follows:</text>

Such law includes regulations governing the provision of safe homes and other forms of secure temporary lodging, meals, or supportive services (including providing basic necessities) to victims of family violence, domestic violence, or dating violence, and their children and dependents.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph>
<paragraph id="idf721ac28-f00d-4b2f-bee7-1ea29fa5054f" changed="not-changed"><enum>(12)</enum><text>in paragraph (17), as so redesignated—</text> <subparagraph id="id624fad86-48a8-4123-a419-a5abcfe8dc4b" changed="not-changed"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by inserting <quote>, designated by the Secretary,</quote> after <quote>organization</quote>; and</text></subparagraph>

<subparagraph id="id9bcca17f-63b3-40ff-bc8a-5dacf2f2a3c8" changed="not-changed"><enum>(A)</enum><text>provides education, support, and technical assistance to member Indian service providers, Native Hawaiian organizations, or the Native Hawaiian community in a manner that enables the member providers, organizations, or communities to establish and maintain culturally appropriate services, including shelter and supportive services designed to assist Indian or Native Hawaiian victims of family violence, domestic violence, or dating violence and the children and dependents of such victims; and</text></subparagraph> <subparagraph id="id4e22b232-e35c-447d-a867-f296770d3135" changed="not-changed"><enum>(B)</enum><text>is comprised of board and general members who are representative of—</text>
<clause id="id34f261c9-ac08-4443-8865-bb1bbd29061e" changed="not-changed"><enum>(i)</enum><text>the member service providers, organizations, or communities described in subparagraph (A); and</text></clause> <clause id="id8d81b504-4943-415b-933b-9540f868054e" changed="not-changed"><enum>(ii)</enum><text>the Tribal communities or Native Hawaiian communities in which the services are being provided.</text></clause></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph>
<paragraph id="idd51f8061-61de-4938-a8dd-d81de5cb88ce" changed="not-changed"><enum>(15)</enum><text>in paragraph (20), as so redesignated—</text> <subparagraph id="id08c34855-099b-4f24-b4ec-c79a520578a4" changed="not-changed"><enum>(A)</enum><text>by striking <quote>tribally</quote> and inserting <quote>Tribally</quote>;</text></subparagraph>

<paragraph id="id73618581125F484B989AFA3A3C284F6B" changed="not-changed"><enum>(16)</enum><text>in paragraph (21), as so redesignated, by striking <quote>42 U.S.C. 13925(a)</quote> and inserting <quote>34 U.S.C. 12291(a)</quote>; </text></paragraph> <paragraph id="id6A7110EAF0B043B1AFBC29FF3193D40E" changed="not-changed"><enum>(17)</enum><text>by adding at the end the following:</text>

<paragraph changed="not-changed" commented="no" display-inline="no-display-inline" id="idc243d5c206d54d6a9c1b6b850a67858c"><enum>(22)</enum><header>Underserved racial or ethnic population</header><text>The term <term>underserved racial or ethnic population</term> means a population that primarily consists of an underserved racial or ethnic population, within the meaning of section 40002(a)(46) of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/34/12291">34 U.S.C. 12291(a)(46)</external-xref>).</text></paragraph> <paragraph id="id42C5FB770A414EBD913838A441F48A50" changed="not-changed"><enum>(23)</enum><header>Youth</header><text>The term <term>youth</term> has the meaning given such term in section 40002(a) of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/34/12291">34 U.S.C. 12291(a)</external-xref>).</text></paragraph>
<subsection id="id9B6BAC860D714B96AAA3590616CC48DA" changed="not-changed"><enum>(b)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">In this title, any use of the term <term>family violence</term>, <term>domestic violence</term>, or <term>dating violence</term> shall be treated as a reference to each of the terms <term>family violence</term>, <term>domestic violence</term>, and <term>dating violence</term>.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="id7B7C1DC9862A457B8F180382D37C10E3" commented="no" changed="not-changed"><enum>103.</enum><header>Grant conditions</header><text display-inline="no-display-inline">The Family Violence Prevention and Services Act (<external-xref legal-doc="usc" parsable-cite="usc/42/10401">42 U.S.C. 10401 et seq.</external-xref>) is amended by inserting after section 302 the following:</text>

<paragraph id="id3c370e0df0ad4036bdd9c2bdb41254c0" commented="no" changed="not-changed"><enum>(1)</enum><header>Application of civil rights provisions</header><text>Programs and activities funded in whole or in part with funds made available under this title (referred to in this paragraph as <quote>prevention programs and activities</quote>) are considered to be programs and activities receiving Federal financial assistance for the purpose of Federal laws relating to discrimination in programs or activities. Subject to paragraph (2), entities that carry out prevention programs and activities shall not discriminate on the bases described in or in the manners prohibited under section 40002(b)(13)(A) of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/34/12291">34 U.S.C. 12291(b)(13)(A)</external-xref>).</text></paragraph> <paragraph id="idc6de27ce0b1a426ab9d4901e747cd4a4" commented="no" changed="not-changed"><enum>(2)</enum><header>Rule of construction</header><text>The exception described in section 40002(b)(13)(B) of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/34/12291">34 U.S.C. 12291(b)(13)(B)</external-xref>) shall apply to any program or activity funded in whole or in part with funds made available under this title.</text></paragraph>
<paragraph id="id833c683f02fd4ac7b4734d687717a114" commented="no" changed="not-changed"><enum>(3)</enum><header>Enforcement</header><text>The Secretary shall enforce the provisions of paragraph (1) in accordance with section 602 of the Civil Rights Act of 1964 (<external-xref legal-doc="usc" parsable-cite="usc/42/2000d-1">42 U.S.C. 2000d–1</external-xref>). Section 603 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/2000d-2">42 U.S.C. 2000d–2</external-xref>) shall apply with respect to any action taken by the Secretary to enforce paragraph (1).</text></paragraph> <paragraph id="id6d3fdc63754440c382067efe04c93141" commented="no" changed="not-changed"><enum>(4)</enum><header>Construction</header><text>This subsection shall not be construed as affecting any legal remedy provided under any other provision of law.</text></paragraph></subsection>
<subsection id="id7ede4af452234731ad985f1d2592c43f" commented="no" changed="not-changed"><enum>(b)</enum><header>Nondisclosure of confidential information</header>
<paragraph id="ided94c0c1c5fa46ab99c7dd2a157df6d6" commented="no" changed="not-changed"><enum>(1)</enum><header>In general</header><text>In order to ensure the safety of adult, youth, and child victims of family violence, domestic violence, or dating violence, and their families, grantees and subgrantees under this title shall protect the confidentiality and privacy of persons receiving assistance or services.</text></paragraph> <paragraph id="id815938571db048f3848b536e96175f30" commented="no" changed="not-changed"><enum>(2)</enum><header>Nondisclosure</header><text>Subject to paragraphs (3) through (5), the requirements under subparagraphs (A) through (G) of section 40002(b)(2) of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/34/12291">34 U.S.C. 12291(b)(2)</external-xref>) shall apply to grantees and subgrantees under this title in the same manner such requirements apply to grantees and subgrantees under such Act.</text></paragraph>
<paragraph id="idbb9cdec38c3c4a23ad4915cb41da63b2" commented="no" changed="not-changed"><enum>(3)</enum><header>Oversight</header><text>Nothing in this subsection shall prevent the Secretary from disclosing grant activities authorized in this title to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Education and the Workforce of the House of Representatives and pursuant to the exercise of congressional oversight authority. In making all such disclosures, the Secretary shall protect the confidentiality of individuals and omit personally identifying information, including location information about individuals and shelter facilities.</text></paragraph> <paragraph id="id632f7c38c6ea428f99f35a1a906ab166" commented="no" changed="not-changed"><enum>(4)</enum><header>Preemption</header><text>Nothing in this subsection shall be construed to supersede any provision of any Federal, State, Tribal, or local law that provides greater protection than this subsection for victims of family violence, domestic violence, or dating violence.</text></paragraph>
<paragraph id="id0455ee0ffe9c413cb5ebbe2c22cf8fa1" commented="no" changed="not-changed"><enum>(5)</enum><header>Confidentiality of location</header><text>The address or location of any shelter facility assisted under this title that otherwise maintains a confidential location shall, except with written authorization of the person or persons responsible for the operation of such shelter, not be made public.</text></paragraph></subsection> <subsection id="id757ab914f29d4f5c980ef4323feae42e" commented="no" changed="not-changed"><enum>(c)</enum><header>Income eligibility standards</header><text>No income eligibility standard may be imposed upon persons with respect to eligibility for assistance or services supported with funds under this title. No fees may be levied for assistance or services provided with funds under this title. </text></subsection>
<subsection id="id699f68fdfa2b49948d54921aa2714792" commented="no" changed="not-changed"><enum>(d)</enum><header>Supplement not supplant</header><text>Federal funds made available to a State or Indian Tribe under this title shall be used to supplement and not supplant any Federal, State, Tribal, and local public funds expended to provide services and activities that promote the objectives of this title.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="idfcd93ad7-cc59-4ba7-bec1-b6b3e2c894ad" changed="not-changed"><enum>104.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">The Act is amended by repealing section 303 (<external-xref legal-doc="usc" parsable-cite="usc/42/10403">42 U.S.C. 10403</external-xref>) and inserting the following:</text>

<paragraph id="id74d35320-0589-4e5b-812b-2906a101464c" changed="not-changed"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to carry out sections 301 through 312 and 313C, other than section 304(c), $270,000,000 for each of fiscal years 2024 through 2028.</text></paragraph> <paragraph id="id13d98af5-78e7-4cf3-9453-ecb0b61f13e2" changed="not-changed"><enum>(2)</enum><header>Reservations for grants to tribes</header><text>Of the amounts appropriated under paragraph (1) for a fiscal year, not less than 12.5 percent shall be reserved and used to carry out section 309.</text></paragraph>
<paragraph id="id5ca1be6a-b563-4a3b-9a25-27ef56814aa7" changed="not-changed"><enum>(3)</enum><header>Formula grants to States</header><text>Of the amounts appropriated under paragraph (1) for a fiscal year and not reserved under paragraph (2) (referred to in this subsection as the <quote>remainder</quote>), not less than 70 percent shall be used for making grants under section 306(a).</text></paragraph> <paragraph id="idb8beaf24-3699-4707-90b9-28e1c84c01eb" changed="not-changed"><enum>(4)</enum><header>Technical assistance and training centers</header><text>Of the remainder, not less than 6 percent shall be used to carry out section 310.</text></paragraph>
<paragraph id="ideecfe942-99e8-4c78-ae89-d73116157d38" changed="not-changed"><enum>(5)</enum><header>Grants for State and Tribal domestic violence coalitions</header><text>Of the remainder—</text> <subparagraph id="id17026cce-c6fc-4a18-8e37-c3f75fb472ff" changed="not-changed"><enum>(A)</enum><text>not less than 10 percent shall be used to carry out section 311; and</text></subparagraph>
<subparagraph id="idc3bc410b-0007-4416-987e-3ea5db6fb43a" changed="not-changed"><enum>(B)</enum><text>not less than 3 percent shall be used to carry out section 311A.</text></subparagraph></paragraph> <paragraph id="id16716527-761f-4077-a6de-a6b42b12ee49" changed="not-changed"><enum>(6)</enum><header>Specialized services</header><text>Of the remainder, not less than 5 percent shall be used to carry out section 312.</text></paragraph>
<paragraph id="id9c87d1c7-ea7e-419a-9d49-d78c85d7fc1d" changed="not-changed"><enum>(7)</enum><header>Culturally specific services</header><text>Of the remainder, not less than 2.5 percent shall be used to carry out section 313C.</text></paragraph> <paragraph id="idff1b94da-bfc2-4e65-8eea-3dd5510522c2" commented="no" changed="not-changed"><enum>(8)</enum><header>Administration, evaluation, and monitoring</header><text>Of the remainder, not more than 3.5 percent shall be used by the Secretary for evaluation, monitoring, and other administrative costs under this title.</text></paragraph>
<paragraph id="id83b01584ffda4a7fb7589338bdfedab4"><enum>(9)</enum><header>Additional authorization of appropriations</header><text>In addition to the amounts made available under paragraph (7), there is authorized to be appropriated to carry out section 313C $5,000,000 for each of fiscal years 2024 through 2028. </text></paragraph></subsection> <subsection id="idd52b624b-149b-43ef-9173-9841ddd0fcee" changed="not-changed"><enum>(b)</enum><header>National domestic violence hotline</header><text>There is authorized to be appropriated to carry out section 313 $14,000,000 for each of fiscal years 2024 through 2028. </text></subsection>
<subsection id="idc9214ea1-7ced-4c5d-9cb1-22b877d73ae4" changed="not-changed"><enum>(c)</enum><header>National Indian Domestic Violence Hotline</header><text>There is authorized to be appropriated to carry out section 313A $4,000,000 for each of fiscal years 2024 through 2028.</text></subsection> <subsection id="iddc93741e-f109-4274-a744-319341bca845" changed="not-changed"><enum>(d)</enum><header>Domestic violence prevention enhancement and leadership</header><text>There is authorized to be appropriated to carry out section 314 $26,000,000 for each of fiscal years 2024 through 2028.</text></subsection>
<subsection id="idcd7259aa-acdd-4a8d-94de-afdda87012aa" changed="not-changed"><enum>(e)</enum><header>Grants for underserved populations</header><text>There is authorized to be appropriated to carry out section 313B $10,000,000 for each of fiscal years 2024 through 2028.</text></subsection> <subsection id="id203E6EE45184404787BEE95F85DA62A6" commented="no" changed="not-changed"><enum>(f)</enum><header>Evaluation</header><text>There is authorized to be appropriated to carry out subsection 304(c) $3,500,000 for each of fiscal years 2024 through 2028.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section>
<section id="id92b49520-4e4f-4e9a-8b3e-fff41e03c285" changed="not-changed"><enum>105.</enum><header>Authority of Secretary</header><text display-inline="no-display-inline">Section 304 (<external-xref legal-doc="usc" parsable-cite="usc/42/10404">42 U.S.C. 10404</external-xref>) is amended—</text> <paragraph id="idbb390860-5a30-4ca3-87a7-d26e11e9abf1" changed="not-changed"><enum>(1)</enum><text>in subsection (a)—</text>

Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5191">42 U.S.C. 5191</external-xref>); or</text></subparagraph> <subparagraph id="id40336E9525B84896A49A181354135450" changed="not-changed"><enum>(C)</enum><text>a public health emergency declared by the Secretary pursuant to section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>).</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph>

<subclause commented="no" id="idFFDC2710942C45CEB6E550B25D4D4552" changed="not-changed"><enum>(II)</enum><text>provide counseling, advocacy, and self-help services to victims of family violence, domestic violence, and dating violence, and their children and dependents;</text></subclause></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause> <clause commented="no" id="idb9954cc1-510c-40fc-ae06-5786777928cf" changed="not-changed"><enum>(iii)</enum><text>in subparagraph (C)—</text>

<subparagraph id="idc6b0d0443a1747039147b6ef8f8bd7bf" changed="not-changed"><enum>(F)</enum><text>The response of family violence, domestic violence, and dating violence programs and related systems to victims who are underserved due to sexual orientation or gender identity, including expanding the capacity of organizations to better meet the needs of such victims.</text></subparagraph> <subparagraph id="id4faba9a257b344d59f4a1e437711f8b4" commented="no" changed="not-changed"><enum>(G)</enum><text>The response of family violence, domestic violence, and dating violence programs, disability service providers, and related systems to victims with disabilities (including victims who acquire disabilities due to family violence, domestic violence, or dating violence), including—</text>
<clause id="idA6D509110CA14B0BADD9EB1264ECC681" commented="no" changed="not-changed"><enum>(i)</enum><text>extending community engagement efforts with persons with disabilities;</text></clause> <clause id="idC59391F642964C19AD4770EFE9E79406" commented="no" changed="not-changed"><enum>(ii)</enum><text>enhancing and modifying services to better meet the needs of such victims, and of family violence, domestic violence, and dating violence organizations, by expanding partnerships and conducting cross-training with disability service providers to make disability organizations more victim-centered and equitable;</text></clause>
<clause id="idD6346348E0E641378F6D29927CC44225" commented="no" changed="not-changed"><enum>(iii)</enum><text>evaluating accessibility barriers in programs and shelter facilities and advising on how to make modifications to meet the needs of victims with disabilities; and </text></clause> <clause id="id10F181EBBB1045F9B25CB69247C1AFF7" commented="no" changed="not-changed"><enum>(iv)</enum><text>promoting culturally and linguistically relevant responses for persons with disabilities.</text></clause></subparagraph>
<subparagraph id="idc65f37eb-4e00-4285-a467-4c7d713d3d49" changed="not-changed"><enum>(H)</enum><text>Strengthening the organizational capacity of State Domestic Violence Coalitions and Tribal Domestic Violence Coalitions and of State (including territorial) and Tribal administrators who distribute funds under this title to community-based family violence, domestic violence, and dating violence programs, with the aim of better enabling such coalitions and administrators—</text> <clause id="id66af0644-0867-4b53-97b0-544c06205f79" changed="not-changed"><enum>(i)</enum><text>to collaborate and respond effectively to family violence, domestic violence, and dating violence;</text></clause>
<clause id="idd7da8a51-2b88-4a06-bd6a-24482f46e518" changed="not-changed"><enum>(ii)</enum><text>to meet the conditions and carry out the provisions of this title; and</text></clause> <clause id="id71562048-1558-4549-b981-d3972d42a83c" changed="not-changed"><enum>(iii)</enum><text>to implement best practices to meet the emerging needs of victims and their families, children, and dependents.</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph>
<subparagraph id="idc17bf7d8-f667-4a0f-8be3-de13f0551a93" changed="not-changed"><enum>(C)</enum><text>by redesignating paragraph (3) as paragraph (5);</text></subparagraph> <subparagraph id="idf85a5531-ddeb-40d9-b6e0-cbab828cd157" changed="not-changed"><enum>(D)</enum><text>by inserting after paragraph (2) the following:</text>

<paragraph id="id7be98486-a54d-494d-9709-c5848ef0757b" changed="not-changed"><enum>(3)</enum><header>Alaska Native Tribal resource center</header><text>In accordance with subsection (a)(2), the Secretary shall award a grant to an eligible entity for an Alaska Native Tribal resource center on domestic violence to reduce Tribal disparities, which shall—</text> <subparagraph id="id71d7f73b-a4f8-4940-b46a-fd4d6bb8b663" changed="not-changed"><enum>(A)</enum><text>offer a comprehensive array of technical assistance and training resources to Indian Tribes and Tribal organizations, specifically designed to enhance the capacity of the Tribes and organizations to respond to family violence, domestic violence, and dating violence and the findings of section 901 and purposes in section 902 of the Violence Against Women and Department of Justice Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/34/10452">34 U.S.C. 10452</external-xref> note);</text></subparagraph>
<subparagraph id="id2104937e-1f97-4861-ad33-ae10f6b6b15c" commented="no" changed="not-changed"><enum>(B)</enum><text>coordinate all projects and activities with the national resource center described in paragraph (1)(B);</text></subparagraph> <subparagraph commented="no" id="id71EF53D7299D47139EB1D4B8B03C189A" changed="not-changed"><enum>(C)</enum><text>coordinate with the projects and activities of that center that involve working with non-Tribal State and local governments to enhance their capacity to understand the unique needs of Alaska Natives;</text></subparagraph>
<subparagraph id="idd4f27aa0-4f6c-4da2-a851-683e7f0934d0" changed="not-changed"><enum>(D)</enum><text>provide comprehensive community education and prevention initiatives relating to family violence, domestic violence, and dating violence in a culturally sensitive and relevant manner; and</text></subparagraph> <subparagraph id="ide89785f8-a03e-43ad-89c6-d0a2ca7cbb71" changed="not-changed"><enum>(E)</enum><text>coordinate activities with other Federal agencies, offices, and grantees that address the needs of Alaska Natives who experience family violence, domestic violence, and dating violence, including the Office of Justice Services of the Bureau of Indian Affairs, the Indian Health Service, and the Office for Victims of Crime and the Office on Violence Against Women of the Department of Justice.</text></subparagraph></paragraph>
<paragraph id="id9B217FFBC9D143A48CADC5A071EB9DAB" changed="not-changed"><enum>(4)</enum><header>Native Hawaiian resource center</header><text>In accordance with subsection (a)(2), the Secretary shall award a grant to an eligible entity for a Native Hawaiian resource center on domestic violence to reduce Native Hawaiian disparities, which shall—</text> <subparagraph id="id20989A81C51F4BFD99453094695477BB" changed="not-changed"><enum>(A)</enum><text>offer a comprehensive array of technical assistance and training resources to Native Hawaiian organizations, specifically designed to enhance the capacity of the Native Hawaiian organizations to respond to family violence, domestic violence, and dating violence;</text></subparagraph>
<subparagraph id="id659ebfb7858149ddab9f133dd6aab35f" changed="not-changed"><enum>(B)</enum><text>coordinate all projects and other activities with the national resource center described in paragraph (1)(B);</text></subparagraph> <subparagraph id="idd5ca17fa0a4546388d96fcc0e974ff4c" changed="not-changed"><enum>(C)</enum><text>coordinate all projects and other activities, with State and local governments, that involve working with the State and local governments, to enhance their capacity to understand the unique needs of Native Hawaiians;</text></subparagraph>
<subparagraph id="id4138650280e64137b8b5bc03b383439c" changed="not-changed"><enum>(D)</enum><text>provide comprehensive community education and prevention initiatives relating to family violence, domestic violence, and dating violence in a culturally sensitive and relevant manner; and </text></subparagraph> <subparagraph id="id8712CCFD183B48DCB5D62299E07A45EB" changed="not-changed"><enum>(E)</enum><text>coordinate activities with other Federal agencies, offices, and grantees that address the needs of Native Hawaiians who experience family violence, domestic violence, and dating violence, including the Office for Victims of Crime and the Office on Violence Against Women of the Department of Justice.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph>

<paragraph id="idc3d12780-067f-4e4b-bc74-c7bd0398df71" changed="not-changed"><enum>(4)</enum><header>Alaska Native Tribal Resource Center on Domestic Violence</header><text>To be eligible to receive a grant under subsection (b)(3), an entity shall be a Tribal organization, or a nonprofit private organization that focuses primarily on issues of family violence, domestic violence, and dating violence within Indian Tribes, in Alaska that submits information to the Secretary demonstrating—</text> <subparagraph id="id52f7dc58f16f4aed9ac54900aad9627b" changed="not-changed"><enum>(A)</enum><text>experience working with Indian Tribes, and Tribal organizations, in Alaska to respond to family violence, domestic violence, and dating violence and the findings of section 901 of the Violence Against Women and Department of Justice Reauthorization Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/162">Public Law 109–162</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/34/10452">34 U.S.C. 10452</external-xref> note);</text></subparagraph>
<subparagraph id="id58b9bf70dda94b12ae806b596a0082ed" changed="not-changed"><enum>(B)</enum><text>experience providing Indian Tribes, and Tribal organizations, in Alaska with assistance in developing Tribally based prevention and intervention services addressing family violence, domestic violence, and dating violence and safety for American Indian and Alaska Native women consistent with the purposes of section 902 of the Violence Against Women and Department of Justice Reauthorization Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/162">Public Law 109–162</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/34/10452">34 U.S.C. 10452</external-xref> note);</text></subparagraph> <subparagraph id="idca4c859485fc488c8677bf32e3ac637b" changed="not-changed"><enum>(C)</enum><text>strong support for the entity’s designation as the Alaska Native Tribal resource center on domestic violence from advocates working with Indian Tribes in Alaska to address family violence, domestic violence, and dating violence and the safety of Alaska Native women;</text></subparagraph>
<subparagraph id="id07b5fd45af744cc8b540a2c11f9b4ae3" changed="not-changed"><enum>(D)</enum><text>a record of demonstrated effectiveness in assisting Indian Tribes, and Tribal organizations, in Alaska with prevention and intervention services addressing family violence, domestic violence, and dating violence; and</text></subparagraph> <subparagraph id="id6ada0f6255d746cd9431f6d8249b1817" changed="not-changed"><enum>(E)</enum><text>the capacity to serve geographically diverse Indian Tribes, and Tribal organizations, in Alaska.</text></subparagraph></paragraph>
<paragraph id="id5bbf67a6e8434681b943a61a99047f0c" changed="not-changed"><enum>(5)</enum><header>Native hawaiian resource center</header><text>To be eligible to receive a grant under subsection (b)(4), an entity shall be a Native Hawaiian organization, or a nonprofit private organization that focuses primarily on issues of family violence, domestic violence, and dating violence within the Native Hawaiian community, that submits information to the Secretary demonstrating—</text> <subparagraph id="id24b48c260303423db9ba388e6c11ae5d" changed="not-changed"><enum>(A)</enum><text>experience working with Native Hawaiian organizations to respond to family violence, domestic violence, and dating violence;</text></subparagraph>
<subparagraph id="id657982a140ac40e8af0e154f9718e9bf" changed="not-changed"><enum>(B)</enum><text>experience providing Native Hawaiian organizations with assistance in developing prevention and intervention services addressing family violence, domestic violence, and dating violence and safety for Native Hawaiian women;</text></subparagraph> <subparagraph id="id99d6bf2366014df29a37d16129b6970d" changed="not-changed"><enum>(C)</enum><text>strong support for the entity’s designation as the Native Hawaiian resource center on domestic violence from advocates working with Native Hawaiian organizations to address family violence, domestic violence, and dating violence and the safety of Native Hawaiian women;</text></subparagraph>
<subparagraph id="id963f19595ef04a60b50bfa17924eb3ef" changed="not-changed"><enum>(D)</enum><text>a record of demonstrated effectiveness in assisting Native Hawaiian organizations with prevention and intervention services addressing family violence, domestic violence, and dating violence; and</text></subparagraph> <subparagraph id="id5c5775c9906749768570c5e4d2c0a893" changed="not-changed"><enum>(E)</enum><text>the capacity to serve geographically diverse Native Hawaiian communities and organizations.</text></subparagraph></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></subparagraph>
<subparagraph id="ideb40b9dc-0d2b-4b68-8f09-4593cd335cb5" changed="not-changed"><enum>(F)</enum><text>in paragraph (6), as so redesignated—</text> <clause id="id54B967345BB84EF88F12FF978362A0CA" changed="not-changed"><enum>(i)</enum><text>in the matter preceding subparagraph (A), by striking <quote>subsection (b)(3)</quote> and inserting <quote>subsection (b)(5)</quote>; and</text></clause>

<paragraph id="idcbba4a80-7a90-4a5e-b40c-ccd91b0e65df" changed="not-changed"><enum>(1)</enum><text>in subsection (b)(1), by striking <quote>section 303(a)(2)(D)</quote> and inserting <quote>section 303 and made available to carry out this section</quote>;</text></paragraph> <paragraph id="id93bc537b-dc25-44ad-95be-bcfe89a46532" changed="not-changed"><enum>(2)</enum><text>in subsection (d)—</text>

<paragraph id="id626b1909-5887-4b25-abe5-4cff010bb0e3" changed="not-changed"><enum>(4)</enum><text>by redesignating subsections (f) through (h) as subsections (e) through (g), respectively; and</text></paragraph> <paragraph id="id2fada1ab-0e51-4710-a609-370185c5c114" changed="not-changed"><enum>(5)</enum><text>in subsection (g), as so redesignated, by striking <quote>Indian tribes and tribal organizations</quote> and inserting <quote>Indian Tribes and Tribal organizations</quote>.</text></paragraph></section>
<section id="id5c2daca9-4fa8-4392-98b5-ae08892eda34" changed="not-changed"><enum>113.</enum><header>Grants to Tribal domestic violence coalitions</header><text display-inline="no-display-inline">The Family Violence Prevention and Services Act (<external-xref legal-doc="usc" parsable-cite="usc/42/10401">42 U.S.C. 10401 et seq.</external-xref>) is amended by inserting after section 311 the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="idfbf7392b-720d-4334-a2d4-bc575df22673" changed="not-changed"> <section id="idd569f937-c20a-4cdb-b792-303406f09f8b" changed="not-changed"><enum>311A.</enum><header>Grants to Tribal domestic violence coalitions</header> <subsection id="iddae6496b-063e-4b7c-9b4e-901c64a8f276" changed="not-changed"><enum>(a)</enum><header>Grants authorized</header><text>Beginning with fiscal year 2024, out of amounts appropriated under section 303 and made available to carry out this section for a fiscal year, the Secretary shall award grants to eligible entities in accordance with this section.</text></subsection>
<subsection id="id3a6c1bb4-0e80-4a7d-a462-df88d7a9dc28" changed="not-changed"><enum>(b)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this section, an entity shall be a Tribal Domestic Violence Coalition that provides services to Indian Tribes.</text></subsection> <subsection id="id8c642ec5-edd4-4467-be8d-ee8742fa7292" changed="not-changed"><enum>(c)</enum><header>Application</header><text>Each Tribal Domestic Violence Coalition desiring a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require. The application submitted by the coalition for the grant shall provide documentation of the coalition’s work, demonstrating that the coalition—</text>
<paragraph id="idd54ac36a-1ce9-4f19-b867-687ab26ae0ce" changed="not-changed"><enum>(1)</enum><text>meets all the applicable requirements set forth in this section; and</text></paragraph> <paragraph id="id4cd0e96e-1e2f-4ba5-8c52-99e6faefd32b" changed="not-changed"><enum>(2)</enum><text>has the ability to conduct all activities described in this section, as indicated by—</text>
<subparagraph id="id21b8a6af-febe-4205-8f55-d34001a289b3" changed="not-changed"><enum>(A)</enum><text>a documented experience in administering Federal grants to conduct the activities described in subsection (d); or</text></subparagraph> <subparagraph id="id8dc61dd0-7e4f-4747-b2ba-db1d48fe27d7" changed="not-changed"><enum>(B)</enum><text>a documented history of activities to further the purposes of this section set forth in subsection (d).</text></subparagraph></paragraph></subsection>
<subsection id="id841b432d-f7c6-4191-8a3e-63ddf37d7054" changed="not-changed"><enum>(d)</enum><header>Use of funds</header><text>A Tribal Domestic Violence Coalition eligible under subsection (b) that receives a grant under this section may use the grant funds for administration and operation to further the purposes of family violence, domestic violence, and dating violence intervention and prevention activities, including—</text> <paragraph id="id2757018c-7907-4e92-a80a-43e1aea5582c" changed="not-changed"><enum>(1)</enum><text>working with local Tribal family violence, domestic violence, or dating violence service programs and providers of direct services to encourage appropriate and comprehensive responses to family violence, domestic violence, and dating violence against adults or youth within the Indian Tribes served, including providing training and technical assistance and conducting Tribal needs assessments;</text></paragraph>
<paragraph id="idbd3e0cee-d918-4efe-80cb-146141b5bbea" changed="not-changed"><enum>(2)</enum><text>participating in planning and monitoring the distribution of subgrants and subgrant funds within the State under section 308(a);</text></paragraph> <paragraph id="id28f73055-e8e2-407f-bac7-23b6fd6a0537" changed="not-changed"><enum>(3)</enum><text>working in collaboration with Tribal service providers and community-based organizations to address the needs of victims of family violence, domestic violence, and dating violence, and their children and dependents;</text></paragraph>
<paragraph id="id28087dbeb86b4392868be24087d78ffd" changed="not-changed"><enum>(4)</enum><text>collaborating with, and providing information to, entities in such fields as housing, health care (including mental health and substance use disorder care), social welfare, education, and law enforcement to support the development and implementation of effective policies; </text></paragraph> <paragraph id="idf57283d0-0cef-469e-91ff-e2878344d4df" changed="not-changed"><enum>(5)</enum><text>supporting the development and implementation of effective policies, protocols, legislation, codes, and programs that address the safety and support needs of adult and youth Tribal victims of family violence, domestic violence, or dating violence;</text></paragraph>
<paragraph id="id93bf67e6-f520-4ae0-b4fe-87ac0be40976" changed="not-changed"><enum>(6)</enum><text>encouraging appropriate responses to cases of family violence, domestic violence, or dating violence against adults or youth, by working with Tribal, State, and Federal judicial agencies and law enforcement agencies;</text></paragraph> <paragraph id="id0e8f5060-f23d-43f6-8b8e-a6976f627c6e" changed="not-changed"><enum>(7)</enum><text>working with Tribal, State, and Federal judicial agencies, including family law judges, criminal court judges, child protective service agencies, and children's advocates to develop appropriate responses to child custody and visitation issues—</text>
<subparagraph id="idfa66b8d7-102d-42a8-a564-8fc33fa1239c" changed="not-changed"><enum>(A)</enum><text>in cases of child exposure to family violence, domestic violence, or dating violence; or</text></subparagraph> <subparagraph id="id2ea2572a-80ef-4931-9a74-5d7f6de8865f" changed="not-changed"><enum>(B)</enum><text>in cases in which—</text>
<clause id="id2d7c0b91-c25d-48f8-b2b5-5b3c45e4e18e" changed="not-changed"><enum>(i)</enum><text>family violence, domestic violence, or dating violence is present; and</text></clause> <clause id="idb4f50b8c-e2ef-4f34-bc26-e96d11972498" changed="not-changed"><enum>(ii)</enum><text>child abuse is present;</text></clause></subparagraph></paragraph>
<paragraph id="id59d48a04-9b74-4426-9e9b-c253bb8e0757" changed="not-changed"><enum>(8)</enum><text>providing information to the public about prevention of family violence, domestic violence, and dating violence within Indian Tribes;</text></paragraph> <paragraph id="id664ccc10-d6db-406c-bc35-f6e7f806fdb9" changed="not-changed"><enum>(9)</enum><text>assisting Indian Tribes' participation in, and attendance of, Federal and State consultations on family violence, domestic violence, or dating violence, including consultations mandated by the Violence Against Women Act of 1994 (title IV of <external-xref legal-doc="public-law" parsable-cite="pl/103/322">Public Law 103–322</external-xref>), the Victims of Crime Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/34/20101">34 U.S.C. 20101 et seq.</external-xref>), or this title; and</text></paragraph>
<paragraph id="idECFD8FA9AECB4FD2B286DAFF103F4549" changed="not-changed"><enum>(10)</enum><text>providing services described in section 308(b) to victims of family violence, domestic violence, and dating violence. </text></paragraph></subsection> <subsection id="id844752cf-8d05-4a15-bc13-924f0fe1aa29" changed="not-changed"><enum>(e)</enum><header>Reallocation</header><text>If, at the end of the sixth month of any fiscal year for which sums are appropriated under section 303 and made available to carry out this section, a portion of the available amount has not been awarded to Tribal Domestic Violence Coalitions for grants under this section because of the failure of such coalitions to meet the requirements for such grants, then the Secretary shall award such portion, in equal shares, to Tribal Domestic Violence Coalitions that meet such requirements.</text></subsection></section><after-quoted-block>. </after-quoted-block></quoted-block></section>
<section id="ide590ac00-22f3-4266-952c-8e840e4b4be8" changed="not-changed"><enum>114.</enum><header>Specialized services for abused parents and their children</header><text display-inline="no-display-inline">Section 312 (<external-xref legal-doc="usc" parsable-cite="usc/42/10412">42 U.S.C. 10412</external-xref>) is amended—</text> <paragraph id="ide499888f-4f7a-4250-9fd6-8f391249cf99" changed="not-changed"><enum>(1)</enum><text>in subsection (a)—</text>
<subparagraph id="id4f1d40ee-15e1-4759-866b-d5f3662917fb" changed="not-changed"><enum>(A)</enum><text>in paragraph (1)—</text> <clause id="id8c073949-9342-4750-8373-04e347a9989b" commented="no" changed="not-changed"><enum>(i)</enum><text>by striking <quote>service programs and community-based programs to prevent future domestic violence by addressing, in an appropriate manner, the needs of children</quote> and inserting <quote>service programs and culturally specific community-based programs to serve children and youth</quote>; and</text></clause>
<clause id="id6fac78eb-4ec4-4f75-9086-d66ba6aa1777" changed="not-changed"><enum>(ii)</enum><text>by inserting <quote>, and to support the caregiving capacity of adult victims</quote> before the period; and</text></clause></subparagraph> <subparagraph id="idd0346f02-65b6-46e2-9653-0082b5bbb2ee" changed="not-changed"><enum>(B)</enum><text>in paragraph (2)—</text>
<clause changed="not-changed" commented="no" display-inline="no-display-inline" id="ide316a10bd668476b992b7269da148471"><enum>(i)</enum><text display-inline="yes-display-inline">in the first sentence, by striking <quote>of not more than 2 years</quote> and inserting <quote>of 3 years</quote>; and</text></clause> <clause id="id27ef83ac6fee496eb3d512f18350c926"><enum>(ii)</enum><text>in the second sentence, by striking <quote>of not more than 2 years</quote> and inserting <quote>of 2 years</quote>; </text></clause></subparagraph></paragraph>

<paragraph id="idbfe58f14-636b-4a59-9ffd-ce228f605df5" changed="not-changed"><enum>(3)</enum><text>in subsection (c)—</text> <subparagraph id="id55a8b52a-61e5-440f-b985-b1aac582ec5e" changed="not-changed"><enum>(A)</enum><text>by amending paragraph (1) to read as follows:</text>

<paragraph id="ida08f20db-b6b6-4bd1-b28b-f44911963bce" changed="not-changed"><enum>(1)</enum><text>a description of how the entity will prioritize the safety of, and confidentiality of information about adult and child victims of family violence, domestic violence, or dating violence;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph> <subparagraph id="idb11b9294-2960-4f1e-bd3b-2dc1f2c346be" changed="not-changed"><enum>(B)</enum><text>in paragraph (2), by striking <quote>developmentally appropriate and age-appropriate services, and culturally and linguistically appropriate services, to the victims and children; and</quote> and inserting <quote>trauma-informed, developmentally appropriate, age-appropriate, and culturally and linguistically appropriate services to children and youth and their adult caregivers;</quote>;</text></subparagraph>
<subparagraph id="id11008223-0a60-43d3-922f-6729348b5f52" changed="not-changed"><enum>(C)</enum><text>in paragraph (3), by striking <quote>appropriate and relevant to the unique needs of children exposed to family violence, domestic violence, or dating violence.</quote> and inserting the following: “that—</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id1201AD79CA1C4999BBE0260724AEF3E6"> <clause changed="not-changed" id="id46D0ADDAD736454C86FB9698EB742227"><enum>(i)</enum><text>is relevant to the unique needs of children and youth exposed to family violence, domestic violence, or dating violence; </text></clause>
<clause changed="not-changed" id="id30AD643F460846EDB457F2D38C90114A"><enum>(ii)</enum><text>provides for the safety of children, youth, and their non-abusing parents; and </text></clause> <clause changed="not-changed" id="id7D0D3226875B488181DAC0C4E70224B0"><enum>(iii)</enum><text>improves the interventions, delivery of services, and treatments provided for such children, youth, and families; and;</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph>
<subparagraph id="id940133c6-65a9-42ce-92da-9d7c45c2730a" changed="not-changed"><enum>(D)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id8d5670f2-f8bf-4349-824c-bd0a193c04e8" changed="not-changed"> <paragraph id="id7a8016da-705d-43e1-b0d0-98ba21690e06" changed="not-changed"><enum>(4)</enum><text>a description of prevention activities targeting child and youth victims of family violence, domestic violence, or dating violence.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph>
<paragraph id="id1542964d-808f-472d-9010-ac961d0de2ea" changed="not-changed"><enum>(4)</enum><text>in subsection (d)—</text> <subparagraph id="id4e388901-f4ab-4c36-ac70-f1ebe8f3f2ff" changed="not-changed"><enum>(A)</enum><text>in the matter preceding paragraph (1), by striking <quote>community-based program described in subsection (a)</quote> and inserting <quote>culturally specific community-based program</quote>;</text></subparagraph>

<clause id="id8ABD87901A2A4B1D95E984A2BDD48823" changed="not-changed"><enum>(viii)</enum><text>in subparagraph (H), by inserting <quote>or digital services provider</quote> after <quote>hotline operator</quote> each place it appears.</text></clause></subparagraph></paragraph></section> <section id="idcfa512a3-cbf0-4eaf-a8fc-38c8f3b23788" changed="not-changed"><enum>116.</enum><header>National Indian domestic violence hotline grant</header> <subsection id="id00bd2efb-b58f-4d30-aaf0-900a8a6cbca8" changed="not-changed"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this section is to increase the availability of information and assistance to Indian adult and youth victims of family violence, domestic violence, or dating violence, family and household members of such victims, and individuals affected by such victimization by supporting a national, toll-free telephonic and digital hotline to provide services that are—</text>
<paragraph id="idabcb5861-99c7-48d1-a145-a684f7860302" changed="not-changed"><enum>(1)</enum><text>informed of Federal Indian law and Tribal laws impacting Indian victims of family violence, domestic violence, or dating violence;</text></paragraph> <paragraph id="id798d8bd8-f9cd-451f-842a-93f93c723c5b" changed="not-changed"><enum>(2)</enum><text>culturally appropriate to Indian adult and youth victims; and</text></paragraph>
<paragraph id="idb961868a-1158-4d1d-878b-5f39bfc96b20" changed="not-changed"><enum>(3)</enum><text>developed in cooperation with victim services offered by Indian Tribes and Tribal organizations.</text></paragraph></subsection> <subsection id="ide6319281-cb79-41c0-9ea3-94aeba8c9ad2" changed="not-changed"><enum>(b)</enum><header>Grant program</header><text display-inline="yes-display-inline">The Family Violence Prevention and Services Act (<external-xref legal-doc="usc" parsable-cite="usc/42/10401">42 U.S.C. 10401 et seq.</external-xref>) is amended by inserting after section 313 the following:</text>
<quoted-block style="OLC" display-inline="no-display-inline" id="id2dd39f4f-65fc-4d94-b47a-c8387f6fe853" changed="not-changed">
<section id="id42c0a703-e207-4490-9a32-8a47cb64c7d7" changed="not-changed"><enum>313A.</enum><header>National Indian domestic violence hotline grant</header>
<subsection id="idca53f9f1-cc5b-4a06-bcaf-fb7870c6f199" changed="not-changed"><enum>(a)</enum><header>In general</header><text>The Secretary shall award a grant to a Tribal organization or private, nonprofit entity to maintain the ongoing operation of a 24-hour, national, toll-free telephonic hotline and digital services to provide information and assistance to Indian adult and youth victims of family violence, domestic violence, or dating violence, family and household members of such victims, and other individuals affected by such victimization.</text></subsection> <subsection id="id2a7071fb-2210-4d55-8fb8-32c6d5c00a46" changed="not-changed"><enum>(b)</enum><header>Term</header><text>The Secretary shall award a grant under this section for a period of not more than 5 years.</text></subsection>
<subsection id="id91490580-b235-4fdd-a51d-376ecbc4bf27" changed="not-changed"><enum>(c)</enum><header>Conditions on payment</header><text>The provision of payments under a grant awarded under this section shall be subject to annual approval by the Secretary and subject to the availability of appropriations for each fiscal year to make the payments.</text></subsection> <subsection id="idf0f7096b-2074-4f17-aca4-680190da027c" changed="not-changed"><enum>(d)</enum><header>Eligibility</header><text>To be eligible to receive a grant under this section, an entity shall be a Tribal organization or a nonprofit private organization that focuses primarily on issues of family violence, domestic violence, and dating violence as it relates to American Indians and Alaska Natives, and submit an application to the Secretary that shall—</text>
<paragraph id="id1735b934-caa9-4634-bd4d-20290f7e9fb8" changed="not-changed"><enum>(1)</enum><text>contain such agreements, assurances, and information, be in such form, and be submitted in such manner, as the Secretary shall prescribe;</text></paragraph> <paragraph id="idcbc8bd8d-857d-4064-9dd0-40e03a93435d" changed="not-changed"><enum>(2)</enum><text>include a complete description of the applicant’s plan for the operation of a national Indian domestic violence hotline and digital services, including descriptions of—</text>
<subparagraph id="id76105bc6-1067-43e3-9989-31a22f58518e" changed="not-changed"><enum>(A)</enum><text>the training program for advocacy personnel, including training on the provision of culturally appropriate services, Federal Indian law and Tribal laws impacting Indian victims of family violence, domestic violence, or dating violence, and resources and referrals for such victims;</text></subparagraph> <subparagraph id="idecefa339-8382-4c88-824d-124dc9ae35d4" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">the qualifications of the applicant and the hiring criteria and qualifications for advocacy personnel, to ensure that hotline advocates and other personnel have demonstrated knowledge of Indian legal, social, and cultural issues, to ensure that the unique needs of Indian callers and users of digital services are met;</text></subparagraph>
<subparagraph id="idb56284eb-34fc-4be0-826e-8adb8ed0eafd" changed="not-changed"><enum>(C)</enum><text>the methods for the creation, maintenance, and updating of a resource database of culturally appropriate victim services and resources available from Indian Tribes and Tribal organizations;</text></subparagraph> <subparagraph id="id5a626f65-4ec8-45fd-9473-1f51c7492802" changed="not-changed"><enum>(D)</enum><text>a plan for publicizing the availability of the national Indian hotline and digital services to Indian victims of family violence, domestic violence, and dating violence;</text></subparagraph>
<subparagraph id="idb77e2e1160124a5ab81c6aba1a99ed0e" changed="not-changed"><enum>(E)</enum><text>a plan for providing service to callers and digital services users with limited English proficiency, including service through advocacy personnel who have non-English language capability; </text></subparagraph> <subparagraph id="idf594f2e2-794c-4f27-ba25-e1e117596c17" commented="no" changed="not-changed"><enum>(F)</enum><text>a plan for facilitating access to hotline and digital services by persons with disabilities, including individuals who are deaf or hard of hearing or are blind or have visual impairments, and for training hotline and digital services personnel in assisting persons with disabilities when those persons are accessing the hotline and digital services; and</text></subparagraph>
<subparagraph id="ida64f5161-bf07-4785-ae40-e6b52959d34a" changed="not-changed"><enum>(G)</enum><text>a plan for providing assistance and referrals to Indian youth victims of family violence, domestic violence, and dating violence, which plan may be carried out through a national Indian youth dating violence hotline and other digital services and resources;</text></subparagraph></paragraph> <paragraph id="id8b8ca624-413b-4d57-9b0b-278e68282988" changed="not-changed"><enum>(3)</enum><text>demonstrate recognized expertise providing services, including information on healthy relationships and referrals for Indian victims of family violence, domestic violence, or dating violence and coordinating services with Indian Tribes or Tribal organizations;</text></paragraph>
<paragraph id="ida47dca04-51be-436a-9c25-e74ba9006a3a" changed="not-changed"><enum>(4)</enum><text>demonstrate support from Indian victim services programs, Tribal Domestic Violence Coalitions and Tribal grantees under this title;</text></paragraph> <paragraph id="idee30627a-751c-4ed7-a5b2-fe0b1428ea99" changed="not-changed"><enum>(5)</enum><text>demonstrate capacity and the expertise to maintain a domestic violence hotline, digital services and a comprehensive database of service providers from Indian Tribes or Tribal organizations;</text></paragraph>
<paragraph id="id5e987a59-abec-4694-9c89-5ea341cee8c2" changed="not-changed"><enum>(6)</enum><text>demonstrate compliance with nondisclosure requirements as described in section 302A(b) and following comprehensive quality assurance practices; and</text></paragraph> <paragraph id="id05509f8a-6aaf-4613-be87-0dd733d38193" changed="not-changed"><enum>(7)</enum><text>contain such other information as the Secretary may require.</text></paragraph></subsection>
<subsection id="id068dda8e-89a3-412f-88d2-be6e2e407f17" changed="not-changed"><enum>(e)</enum><header>Indian hotline activities</header>
<paragraph id="id839e791b-bf75-4bee-8c84-2a328bd00b6b" changed="not-changed"><enum>(1)</enum><header>In general</header><text>An entity that receives a grant under this section shall use funds made available through the grant for the purpose described in subsection (a), consistent with paragraph (2).</text></paragraph> <paragraph id="id756bf19f-1319-436c-9962-e727ece40435" changed="not-changed"><enum>(2)</enum><header>Activities</header><text>In establishing and operating the hotline and digital services, the entity—</text>
<subparagraph id="idc3589fb8-7a98-4ab6-b9b7-a672a4b060ef" changed="not-changed"><enum>(A)</enum><text>shall contract with a carrier for the use of a 24-hour toll-free telephone line and an internet service provider for operating digital services in accessible formats including TTY and interpreter services, where applicable;</text></subparagraph> <subparagraph id="id8814df28-78fe-43f8-875b-da537a9d325d" changed="not-changed"><enum>(B)</enum><text>shall employ, train (including providing technology training), and supervise personnel to answer incoming calls and digital services contacts, provide counseling, healthy relationship information, and referral services for Indian callers and digital services users on a 24-hour-a-day basis, directly connect callers, and assist digital services users in connecting to service providers;</text></subparagraph>
<subparagraph id="idcca031a2-15a2-4eed-8a90-145857700693" changed="not-changed"><enum>(C)</enum><text>shall assemble and maintain a database of information relating to services for Indian victims of family violence, domestic violence, or dating violence to which Indian callers or digital services users may be referred, including information on the availability of shelter and supportive services for victims of family violence, domestic violence, or dating violence;</text></subparagraph> <subparagraph id="id41101a1b-4220-4b4b-b523-2e0cf0f9afdc" changed="not-changed"><enum>(D)</enum><text>shall widely publicize the hotline and digital services (and, as appropriate, in accessible formats, including formats compliant with the most recent Web Content Accessibility Guidelines or successor guideline as applicable) throughout Indian Tribes and communities, including—</text>
<clause id="id72bd49cd-72d6-4a1c-b627-563dd4a7d971" changed="not-changed"><enum>(i)</enum><text>national and regional member organizations of Indian Tribes;</text></clause> <clause id="id23d15d67-422f-450c-b92d-9e69abe5534d" changed="not-changed"><enum>(ii)</enum><text>Tribal domestic violence services programs; and</text></clause>
<clause id="id38c4d2c2-4c05-4cef-8bdc-13eb66d88248" changed="not-changed"><enum>(iii)</enum><text>Tribal nonprofit victim service providers;</text></clause></subparagraph> <subparagraph id="id76b4c283-e81e-4b71-91c4-ce8a47abf6e4" changed="not-changed"><enum>(E)</enum><text>at the discretion of the hotline operator or digital services provider, may provide—</text>
<clause changed="not-changed" id="id89105800BB9047B8BFB59494CB4F63C3"><enum>(i)</enum><text>appropriate assistance and referrals for family and household members of Indian victims of family violence, domestic violence, or dating violence, and Indians affected by the victimization described in subsection (a); and</text></clause> <clause id="id4fbbb7e6-adea-40f2-b60f-1634847c143c" changed="not-changed"><enum>(ii)</enum><text>assistance, or referrals for counseling or intervention, for identified Indian perpetrators, including self-identified perpetrators, of family violence, domestic violence, or dating violence, but shall not be required to provide such assistance or referrals in any circumstance in which the hotline operator or digital services provider fears the safety of a victim may be impacted by an abuser or suspected abuser.</text></clause></subparagraph></paragraph></subsection>
<subsection id="id75777eaa-80d1-4903-a127-35a58b424996" changed="not-changed"><enum>(f)</enum><header>Reports and evaluation</header><text>The entity receiving a grant under this section shall submit a report to the Secretary at such time as shall be reasonably required by the Secretary. Such report shall describe the activities that have been carried out with such grant funds, contain an evaluation of the effectiveness of such activities, and provide such additional information as the Secretary may reasonably require.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> <section id="idD3054F6A74A845FCBB8EC994D46FDA55" changed="not-changed"><enum>117.</enum><header>Additional grant programs</header><text display-inline="no-display-inline">The Family Violence Prevention and Services Act (<external-xref legal-doc="usc" parsable-cite="usc/42/10401">42 U.S.C. 10401 et seq.</external-xref>) is amended by inserting after section 313A, as added by this Act, the following:</text>

<section id="idBEAEB756623842A9B40A2AD9FD048DF9" changed="not-changed"><enum>313B.</enum><header>Grants for underserved populations</header>
<subsection id="idBB634F6825E04D7398B37DB15AD20700" changed="not-changed"><enum>(a)</enum><header>Purpose</header><text>It is the purpose of this section to provide grants to assist communities in mobilizing and organizing resources in support of effective and sustainable programs to prevent and address family violence, domestic violence, and dating violence, experienced by underserved populations.</text></subsection> <subsection id="id5E869E0DA0064F1688FAFF94966998FA" changed="not-changed"><enum>(b)</enum><header>Planning and implementation grants</header> <paragraph id="idCCA1FC05D2424718A2087E6BE46133C4" changed="not-changed"><enum>(1)</enum><header>In general</header><text>The Secretary, acting through the Director of the Family Violence Prevention and Services Program, shall award grants to eligible entities to assist in capacity building for, or planning, developing, or implementing of, culturally and linguistically appropriate, community-driven strategies to prevent and intervene in family violence, domestic violence, and dating violence, in underserved populations.</text></paragraph>
<paragraph id="id9B8D8CA9D5A24E8EA83D037C31B069D6" changed="not-changed"><enum>(2)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this subsection, an entity shall be—</text> <subparagraph id="idA0BBC12B6102483290CACC684681414B" changed="not-changed"><enum>(A)</enum><text>a population-specific organization—</text>
<clause id="id0BD3DC26430F40F5B80258D4372A0818" changed="not-changed"><enum>(i)</enum><text>that has demonstrated experience and expertise in providing population-specific services in the relevant underserved populations; or</text></clause> <clause id="idD7C909A111754F28886A717C1DD21894" changed="not-changed"><enum>(ii)</enum><text>that is working in partnership with a victim service provider or domestic violence or sexual assault coalition; or</text></clause></subparagraph>
<subparagraph id="idB263114513EB4A6383AC70D88077BB14" changed="not-changed"><enum>(B)</enum><text>a victim service provider that is offering population-specific services for a specific underserved population. </text></subparagraph></paragraph> <paragraph id="id2ADC05698A6248E1B97B4AA752D1EDF7" changed="not-changed"><enum>(3)</enum><header>Application</header><text>An entity seeking a grant under this subsection shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require. Such application shall include a description of the targeted underserved population to be served under the grant and how grant funds will be used in accordance with this subsection. </text></paragraph>
<paragraph id="idDDD9FD55012446D7B880A0E019B5F61E" changed="not-changed"><enum>(4)</enum><header>Use of funds</header><text>An entity that receives a grant under this subsection—</text> <subparagraph id="id594928A68EE9402CAEC78BC8BEFCB917" changed="not-changed"><enum>(A)</enum><text>shall use the grant funds to support the capacity building, planning, developing, or implementing of programs for the targeted underserved population that—</text>
<clause id="id6CE61D3ECA0B45A59ACE0C6F88542AF2" changed="not-changed"><enum>(i)</enum><text>utilize community-driven intervention and prevention strategies that address the barriers to access to family violence, domestic violence, and dating violence services;</text></clause> <clause id="idFAAEA9D740C9407F8919FC30F2255FEA" changed="not-changed"><enum>(ii)</enum><text>raise awareness of family violence, domestic violence, and dating violence; and</text></clause>
<clause id="id9DCAD5DB663F44BFBDCF01D0586BEF83" changed="not-changed"><enum>(iii)</enum><text>promote community engagement in the prevention of family violence, domestic violence, and dating violence; and</text></clause></subparagraph> <subparagraph id="idFD1875953D2F42489CA6535A8FAB3491" changed="not-changed"><enum>(B)</enum><text>may use the grant funds to—</text>
<clause id="id14779EDEF87B4F7389FCCC02E2851F61" changed="not-changed"><enum>(i)</enum>
<subclause commented="no" display-inline="yes-display-inline" id="id798D156C4DA44D34ACDDA9CA1997D2D6" changed="not-changed"><enum>(I)</enum><text>expand collaboration with community partners that can provide appropriate assistance to the targeted underserved populations; and</text></subclause> <subclause indent="up1" id="idC4DB53E0909D411CBC3F0F8735300B61" changed="not-changed"><enum>(II)</enum><text>establish linkages with national, State, Tribal, or local public and private partners, which may include community health workers, advocacy organizations, and policy organizations;</text></subclause></clause>
<clause id="id2B9194DD10CA472FAE79D518860B69D7" changed="not-changed"><enum>(ii)</enum><text>develop and implement community engagement strategies, including the establishment of community working groups;</text></clause> <clause id="idB787ADC0DBE440B991A9A3BEA64E440F" changed="not-changed"><enum>(iii)</enum><text>conduct a needs assessment of a targeted underserved population to determine the barriers to access described in subparagraph (A)(i) and factors contributing to such barriers, using input from the targeted underserved population;</text></clause>
<clause id="idFFC2D58A1D0B4CC68467E5FAF0BE01E1" changed="not-changed"><enum>(iv)</enum><text>procure or participate in evidence-based training and technical assistance for program development, implementation, evaluation, and other programmatic issues;</text></clause> <clause id="idD636AEAF43534C5FAE5F8B7EFB9261C0" changed="not-changed"><enum>(v)</enum><text>identify or implement promising intervention and prevention strategies;</text></clause>
<clause id="idC378B337CC104D0DA889546F800A004B" changed="not-changed"><enum>(vi)</enum><text>develop a plan, with the input of the targeted underserved population, that includes strategies for—</text> <subclause id="idCF1E26963A974F26BBF5E0999717F7E3" changed="not-changed"><enum>(I)</enum><text>implementing intervention and prevention strategies that demonstrate potential for addressing the barriers to access, raising awareness of family violence, domestic violence, and dating violence, and promoting community engagement in the prevention of family violence, domestic violence, and dating violence, within targeted underserved populations;</text></subclause>
<subclause id="idAADBB4F74B1C426F92014F4AACE59999" changed="not-changed"><enum>(II)</enum><text>identifying other sources of revenue (besides funds appropriated to carry out this section) and integrating current and proposed funding sources to ensure long-term sustainability of the program carried out by the eligible entity under this subsection; and</text></subclause> <subclause id="id6E275128EBF8432C86D9B091A3C66AE8" changed="not-changed"><enum>(III)</enum><text>conducting evaluations, including collecting data and measuring progress toward addressing family violence, domestic violence, and dating violence, or towards raising awareness of family violence, domestic violence, and dating violence, in targeted underserved populations;</text></subclause></clause>
<clause id="id56667F233B084487B3130C3F62F7805C" changed="not-changed"><enum>(vii)</enum><text>implement a plan described in clause (vi);</text></clause> <clause id="id552CC7E0456241C381A749C4D4886DBC" changed="not-changed"><enum>(viii)</enum><text>collect, analyze, or interpret data appropriate for monitoring and evaluating the program carried out under this subsection, which may include collaboration with academic or other appropriate institutions;</text></clause>
<clause id="idF570D9783B764F0EA05771B03B9653C2" changed="not-changed"><enum>(ix)</enum><text>collaborate with appropriate partners to disseminate information gained from the program to expand the reach of the information;</text></clause> <clause id="id96F5E3B58BCD4C2FBA2B1718B9C8A89B" changed="not-changed"><enum>(x)</enum><text>develop policy initiatives for systems change to address the barriers described in subparagraph (A)(i) or the awareness issues described in subparagraph (A)(ii); and</text></clause>
<clause id="id41F7C606301848B7BA2825CAE5C5F7CF" changed="not-changed"><enum>(xi)</enum><text>conduct an evaluation of the capacity building, planning, development, or implementation activities conducted using the grant funds.</text></clause></subparagraph></paragraph> <paragraph id="id57C5CAEB91454B78BF1B99F9A43EC31E" changed="not-changed"><enum>(5)</enum><header>Duration</header><text>The period during which payments may be made under a grant under this subsection shall not exceed 5 years, except in a case in which the Secretary determines that extraordinary circumstances exist.</text></paragraph></subsection>
<subsection id="id9B5781F6641241E3A6BB2390578CDB51" changed="not-changed"><enum>(c)</enum><header>Evaluation grants, agreements, and contracts</header>
<paragraph id="idCC1E7D355C6E42E48CDB42A019095105" changed="not-changed"><enum>(1)</enum><header>In general</header><text>The Secretary shall award grants or enter into cooperative agreements or contracts with eligible entities that have received a grant under subsection (b) for the purpose of additional data analysis (in addition to the analysis described in subsection (b)(4)(B)(viii)), program evaluation, which may include evaluating the process used by the program and evaluating the program outcome measures, and dissemination of findings.</text></paragraph> <paragraph id="idBA48EC3024EC49F98B6C72E6F6B6673E" changed="not-changed"><enum>(2)</enum><header>Eligible entities</header><text>To be eligible to receive a grant or to enter into a cooperative agreement or contract under this subsection, an entity shall be an organization that—</text>
<subparagraph id="idADBC97754D66436BB6AE242F80FB3BFE" changed="not-changed"><enum>(A)</enum><text>has received a grant under subsection (b); and</text></subparagraph> <subparagraph id="idC36EC74B6CA44FC2BD23D1D8F296F21F" changed="not-changed"><enum>(B)</enum><text>is working in collaboration with an entity specializing in program evaluation.</text></subparagraph></paragraph>
<paragraph id="id35104417F887442D8AA7E3DB43D71253" commented="no" changed="not-changed"><enum>(3)</enum><header>Application</header><text>An entity seeking a grant, cooperative agreement, or contract under this subsection shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph></subsection> <subsection id="id0209D7A8162A4BCFB13C317AAA92C4B0" changed="not-changed"><enum>(d)</enum><header>Nonsupplantation</header><text display-inline="yes-display-inline">Funds provided under this section shall be used to supplement and not supplant other Federal, State, and local public funds expended to provide services and activities that promote the purposes of this section.</text></subsection>
<subsection id="idCC2DBF0CDE174C3CA21E28C9635948EB" changed="not-changed"><enum>(e)</enum><header>Technical assistance, evaluation, and monitoring</header>
<paragraph id="id58ED494AB7B14B3DBF4248FA31E42FA2" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Of the amounts appropriated under section 303(e) for each fiscal year—</text> <subparagraph id="id189D5E061D48468E81509E3DE560B476" changed="not-changed"><enum>(A)</enum><text>up to 5 percent may be used by the Secretary for evaluation, monitoring, and other administration under this section; and</text></subparagraph>
<subparagraph id="idAF6FC207A7B64ABE8C51E6E4C444F02E" changed="not-changed"><enum>(B)</enum><text>up to 3 percent may be used by the Secretary for technical assistance under paragraph (2).</text></subparagraph></paragraph> <paragraph id="idA82F63D5506247EBB04496D43E2E4DEC" changed="not-changed"><enum>(2)</enum><header>Technical assistance provided by grantees</header><text>The Secretary shall enable recipients of grants under subsection (b) to share (including through conferences) best practices, evaluation results, reports, and other pertinent information regarding the programs and projects funded under this section with other entities serving underserved populations.</text></paragraph>
<paragraph id="idEFCC7781BFA14512A5F0E6961DA480C8" changed="not-changed"><enum>(3)</enum><header>Reports</header><text>Each entity receiving funds under this section shall file a report at such times as requested by the Secretary describing the activities that have been carried out with funds under this section and providing such additional information as the Secretary may require.</text></paragraph></subsection></section> <section id="id55275DA3BCB54EA08D8095D72BB6A449" changed="not-changed"><enum>313C.</enum><header>Grants to enhance culturally specific services</header> <subsection id="idE89EC3F8DDF04470AEF7B3F7E94FC90E" changed="not-changed"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary, acting through the Director of the Family Violence Prevention and Services Program, shall establish a grant program to establish or enhance culturally specific services for victims of family violence, domestic violence, and dating violence from underserved racial and ethnic populations and other underserved populations.</text></subsection>
<subsection id="idE5360CB815124CA6AA1E868D8308BEB1" changed="not-changed"><enum>(b)</enum><header>Purposes</header>
<paragraph id="idD1BA2757FECE4DB78366C419F16E6B66" changed="not-changed"><enum>(1)</enum><header>In general</header><text>The purposes of the grant program under this section are to—</text> <subparagraph id="id259E9F102CD540289BAFB6FFF061A556" changed="not-changed"><enum>(A)</enum><text>develop and support innovative culturally specific community-based programs to enhance access to shelter or supportive services to further the purposes of family violence, domestic violence, and dating violence intervention and prevention for all victims of family violence, domestic violence, or dating violence from underserved racial and ethnic populations and other underserved populations, who face obstacles to using more traditional services and resources;</text></subparagraph>
<subparagraph id="id6916E3EFDD8C46F7904D0179698789A8" changed="not-changed"><enum>(B)</enum><text>strengthen the capacity and further the leadership development of individuals in underserved racial and ethnic populations and other underserved populations, to address family violence, domestic violence, and dating violence in their communities; and</text></subparagraph> <subparagraph id="idD32F76E4D3A54F00A86F274EF0D790DB" changed="not-changed"><enum>(C)</enum><text>promote strategic partnership development and collaboration, including with health programs, early childhood programs, economic support programs, schools, child welfare programs, workforce development programs, domestic violence programs, other community-based programs, faith-based programs, and youth programs, in order to further a public health approach to addressing family violence, domestic violence, and dating violence. </text></subparagraph></paragraph>
<paragraph id="id524C17D642CD41899E60F637D6A6A776" changed="not-changed"><enum>(2)</enum><header>Use of funds</header>
<subparagraph commented="no" id="id2A9CDA90F4C24A1F915DA9BE93E4A839" changed="not-changed"><enum>(A)</enum><header>In general</header><text>The Secretary shall award grants to eligible entities for programs for the targeted populations to establish or enhance family violence, domestic violence, and dating violence intervention and prevention efforts that address distinctive culturally specific responses to family violence, domestic violence, and dating violence in underserved racial and ethnic populations and other underserved populations.</text></subparagraph> <subparagraph id="id2C8CA1246EAB4D6FA574E3D9912B4DE1" changed="not-changed"><enum>(B)</enum><header>New programs</header><text>In carrying out this section, the Secretary may award initial planning and capacity building grants to eligible entities that are establishing new programs in order to support the planning and development of culturally specific programs.</text></subparagraph>
<subparagraph id="idD56A5FF1BC8542B5BB9AD1F192892088" changed="not-changed"><enum>(C)</enum><header>Competitive basis</header><text>The Secretary shall ensure that grants are awarded under this section, to the extent practical, only on a competitive basis, and that a grant is awarded for a proposal only if the proposal has been recommended for such an award through a process of peer review.</text></subparagraph> <subparagraph id="id5FB934A5905F4283AF03E2F995C23BF1" changed="not-changed"><enum>(D)</enum><header>Technical assistance</header><text display-inline="yes-display-inline">Up to 5 percent of funds appropriated under section 303 and made available to carry out this section for a fiscal year shall be available for training and technical assistance to be used by the grantees to access evidence-based training and technical assistance, including from centers described in section 310, regarding the provision of effective culturally specific, community-based services for underserved racial and ethnic populations and other underserved populations. </text></subparagraph></paragraph></subsection>
<subsection id="id58959CEE9C64429B9B8D8AB64C4E0207" changed="not-changed"><enum>(c)</enum><header>Eligible entities</header><text>To be eligible for a grant under this section, an entity shall be a private nonprofit, nongovernmental organization that is—</text> <paragraph id="id8030B8C584E74EBAB105D6CF0A9CB19F" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">a community-based organization whose primary purpose is providing culturally specific services to victims of family violence, domestic violence, and dating violence from underserved racial and ethnic populations and other underserved populations; or</text></paragraph>
<paragraph id="id2C27D7A8B6BF4104BC0AF448FD00BE50" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">a community-based organization whose primary purpose is providing culturally specific services to individuals from underserved racial and ethnic populations and other underserved populations, that can partner with an organization having demonstrated expertise in serving victims of family violence, domestic violence, and dating violence.</text></paragraph></subsection> <subsection id="idD4010A88456E40CB82E2C0BB5565A2AA" changed="not-changed"><enum>(d)</enum><header>Cultural competency of services</header><text>The Secretary shall ensure that information and services provided pursuant to this section are provided in the language, educational context, and cultural context that is most appropriate for the individuals for whom the information and services are intended.</text></subsection>
<subsection id="idD5FEC102B5B64B6D9F33B5BFEB6A6438" changed="not-changed"><enum>(e)</enum><header>Grant period</header><text>The Secretary shall award grants under this section for a 3-year period, with a possible extension of another 2 years to further implementation of the projects under the grant.</text></subsection> <subsection id="id29F19C35626F454F9901F634085CE4A6" changed="not-changed"><enum>(f)</enum><header>Nonexclusivity</header><text>Nothing in this section shall be interpreted to exclude linguistically and culturally specific community-based entities from applying for other sources of funding available under this title.</text></subsection>
<subsection id="id116BD0F115C94E7F919215F146D4677A" changed="not-changed"><enum>(g)</enum><header>Reports and evaluation</header><text>Each entity receiving funds under this section shall file a performance report at such times as requested by the Secretary describing the activities that have been carried out with such grant funds and providing such additional information as the Secretary may require.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="id76a1dacd-392c-4c89-956c-9d655867f652" changed="not-changed"><enum>118.</enum><header>Domestic violence prevention enhancement and leadership</header><text display-inline="no-display-inline">Section 314 (<external-xref legal-doc="usc" parsable-cite="usc/42/10414">42 U.S.C. 10414</external-xref>) is amended to read as follows:</text>

<section id="idcab7eb0d0867482b8d8d6e022752a8bb" changed="not-changed"><enum>314.</enum><header>Domestic violence prevention enhancement and leadership</header>
<subsection id="id83c1713349e24a24a26fd1091593e910" changed="not-changed"><enum>(a)</enum><header>Purpose</header><text>The purposes of this section are—</text> <paragraph id="idcaebad73c1854849b473705315d59a72" changed="not-changed"><enum>(1)</enum><text>to continue efforts to build evidence for effective primary and secondary prevention practices, programs, and policies, that reduce and end family violence, domestic violence, and dating violence; and</text></paragraph>
<paragraph id="id4fe495ebc6fd4444a2dfb62727c066e6" changed="not-changed"><enum>(2)</enum><text>to advance primary and secondary prevention efforts related to family violence, domestic violence, and dating violence, through the establishment, operation, and maintenance of State, Tribal, and local community projects.</text></paragraph></subsection> <subsection id="id90d4aa6d7df14493998cd6acf7d949ea" changed="not-changed"><enum>(b)</enum><header>Programs authorized</header><text>From the amounts appropriated under section 303(d), the Secretary shall provide—</text>
<paragraph id="id39bbd0f430214f8a8d05ffd36edf8274" changed="not-changed"><enum>(1)</enum><text>grants or cooperative agreements under subsection (c) to eligible coalitions to build organizational capacity and leadership for primary and secondary prevention of family violence, domestic violence, and dating violence, including work with other systems central to prevention at the State, Tribal, and local levels; </text></paragraph> <paragraph id="id1456138c27d04daf8c8f47391de2280c" changed="not-changed"><enum>(2)</enum><text>grants or cooperative agreements under subsection (d) to eligible entities to—</text>
<subparagraph id="ida1846535b1a74038838fb11b2a5a76dd" changed="not-changed"><enum>(A)</enum><text>implement and test innovative family violence, domestic violence, and dating violence prevention models, particularly models for those programs serving culturally specific or traditionally underserved populations; and</text></subparagraph> <subparagraph id="id0d13e798bce049e1a320cb86d4bd76a3" changed="not-changed"><enum>(B)</enum><text>scale up family violence, domestic violence, and dating violence prevention models with promising or demonstrated evidence of effectiveness; and</text></subparagraph></paragraph>
<paragraph changed="not-changed" commented="no" display-inline="no-display-inline" id="ide6a5b1b61a2141b6ad0079cd0b10289c"><enum>(3)</enum><text>grants under subsection (e) to eligible entities to expand the capacity of communities and systems to engage in effective primary and secondary prevention efforts related to family violence, domestic violence, and dating violence.</text></paragraph></subsection> <subsection id="idd8e1020d5fda48c991e359c80b4a96c5" changed="not-changed"><enum>(c)</enum><header>Grants or cooperative agreements To build primary and secondary prevention capacity of domestic violence coalitions</header> <paragraph id="id8d0c941f7f9a4a3c95a400c8bd760412" changed="not-changed"><enum>(1)</enum><header>Eligibility</header><text>To be eligible to receive a grant or cooperative agreement under this subsection, an entity shall be a State Domestic Violence Coalition or Tribal Domestic Violence Coalition.</text></paragraph>
<paragraph id="id6630ba39303b4bc8af112aeb61ebfe85" changed="not-changed"><enum>(2)</enum><header>Application</header><text>An eligible coalition seeking a grant or cooperative agreement under this subsection shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require, including a demonstration of the coalition’s prevention work and ability to conduct the activities described in paragraph (3).</text></paragraph> <paragraph id="id35f68b059f1a4b069e439e63293ce0af" changed="not-changed"><enum>(3)</enum><header>Use of funds</header><text>A coalition that receives a grant or cooperative agreement under this subsection—</text>
<subparagraph id="id92aff4b086494025a2e276a7c560bda1" changed="not-changed"><enum>(A)</enum><text>shall use the grant or cooperative agreement funds to—</text> <clause id="id97e39d3698504165a32192bd8d74a6f5" changed="not-changed"><enum>(i)</enum><text>build the coalition’s organizational and leadership capacity to advance evidence-informed primary and secondary prevention of family violence, domestic violence, and dating violence;</text></clause>
<clause id="ida9cbb754905f4110a0ad9ef1fd6023fb" changed="not-changed"><enum>(ii)</enum><text>provide prevention-focused training, technical assistance, peer learning opportunities, and other support to local domestic violence programs and other community-based and culturally specific programs working to address family violence, domestic violence, and dating violence;</text></clause> <clause id="id4fa58f237e304a5baa7bdd5eb3cf0682" changed="not-changed"><enum>(iii)</enum><text>provide training and advocacy to State, Tribal, and local public and private entities on how to prevent family violence, domestic violence, and dating violence; and</text></clause>
<clause id="id192c237a5fd3463c9a43ac71b0fb7391" changed="not-changed"><enum>(iv)</enum><text>support dissemination of prevention strategies and approaches throughout State, Tribal, or local communities; and</text></clause></subparagraph> <subparagraph id="id71a22109b8934f259ad49fd7637a8f39" changed="not-changed"><enum>(B)</enum><text>may use the grant or cooperative agreement funds to provide subgrants to local programs to support the dissemination of information and resources on primary and secondary prevention programs or initiatives.</text></subparagraph></paragraph>
<paragraph id="id48c41e52dc524f08a0582397d467c646" changed="not-changed"><enum>(4)</enum><header>Reports</header><text>Each coalition receiving a grant or cooperative agreement under this subsection shall submit a report to the Secretary at such time as the Secretary requires. Such report shall describe the activities that have been carried out with the grant or cooperative agreement funds and the effectiveness of such activities, and provide such additional information as the Secretary may require.</text></paragraph></subsection> <subsection id="id5df6669759b0470db02ba41d4dccad77" changed="not-changed"><enum>(d)</enum><header>Grants or cooperative agreement for implementation, evaluation, and scaling of primary and secondary prevention strategies</header> <paragraph id="id133d343078a14056a1e88e7d4acd64a8" changed="not-changed"><enum>(1)</enum><header>Eligibility</header><text>To be eligible to receive a grant or cooperative agreement under this subsection, an entity shall—</text>
<subparagraph id="id3556b631fb454c0cbb09fd5860bcbaff" changed="not-changed"><enum>(A)</enum><text>be a State Domestic Violence Coalition or Tribal Domestic Violence Coalition; and</text></subparagraph> <subparagraph id="id3e827e70dcc04bf0a51d791deb542580" changed="not-changed"><enum>(B)</enum><text>include representatives of pertinent sectors of the local community to be served, which may include—</text>
<clause id="ide5dfc203986548d9bd61018561f89070" changed="not-changed"><enum>(i)</enum><text>health care providers; </text></clause> <clause id="id52176CDBDD074B4194C873565936806E" changed="not-changed"><enum>(ii)</enum><text>State, Tribal, or local health departments serving the local community; </text></clause>
<clause id="id17515fc603294531b23262d5c5492b39" changed="not-changed"><enum>(iii)</enum><text>the education community;</text></clause> <clause id="idcce67eab1ac443f9970dd5dbb693a74d" changed="not-changed"><enum>(iv)</enum><text>the juvenile justice system;</text></clause>
<clause id="id88200d8357b34efb86df1fafb448668d" changed="not-changed"><enum>(v)</enum><text>family violence, domestic violence, or dating violence service program advocates;</text></clause> <clause id="ide3957325a04147088962784ac74b7a81" changed="not-changed"><enum>(vi)</enum><text>faith-based organizations;</text></clause>
<clause id="idd41ed56afe1a45db8103576abe3b50f6" changed="not-changed"><enum>(vii)</enum><text>public human service entities;</text></clause> <clause id="idf6ef234c7a8e4e0d9bb77aa2ef70281f" changed="not-changed"><enum>(viii)</enum><text>business leaders;</text></clause>
<clause id="ida45da97116c84788917363714ea97632" changed="not-changed"><enum>(ix)</enum><text>civic leaders;</text></clause> <clause id="idd4eb11d0043d476181349c270851a72a" changed="not-changed"><enum>(x)</enum><text>child and youth-serving organizations;</text></clause>
<clause id="id2824f31a9612470889f3037d02f904f5" changed="not-changed"><enum>(xi)</enum><text>community-based organizations whose primary purpose is to provide culturally appropriate services to underserved populations, such as underserved racial and ethnic populations; and</text></clause> <clause id="id64ebfdbdfd87445595d4850e59321db2" changed="not-changed"><enum>(xii)</enum><text>other pertinent sectors.</text></clause></subparagraph></paragraph>
<paragraph id="id03760d659e284655ba25adc71f40187c" changed="not-changed"><enum>(2)</enum><header>Term</header><text>Grants or cooperative agreements under this subsection shall be for a period of not more than 5 fiscal years.</text></paragraph> <paragraph id="id9b0f8e9919ad4686a8d671d89c02c621" changed="not-changed"><enum>(3)</enum><header>Applications</header><text>An entity that desires a grant or cooperative agreement under this subsection to carry out a project shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require, which shall include the information described in each of the following subparagraphs:</text>
<subparagraph id="id9d47b6eaffdc4a2e9d8d0c51b2f594be" changed="not-changed"><enum>(A)</enum><text>A complete description of—</text> <clause id="id86581c4ff8b9419e8fb97ff1abddce69" changed="not-changed"><enum>(i)</enum><text>the prevention models and strategies to be implemented, tested, or scaled and partner organizations that will be implementing a project to prevent family violence, domestic violence, and dating violence;</text></clause>
<clause id="id290b4d86386a4902941bbda1e261d518" changed="not-changed"><enum>(ii)</enum><text>the coalition’s strategy to prevent family violence, domestic violence, and dating violence and the expected outcomes from the prevention activities to be carried out under the grant;</text></clause> <clause id="idb0f5e83d71124831b9f218cc4962edad" changed="not-changed"><enum>(iii)</enum><text>the method to be used for identification and selection of project staff and a project evaluator; and</text></clause>
<clause id="id019371c4ceff489ba00f1a25067575cc" changed="not-changed"><enum>(iv)</enum><text>the method to be used for identification and selection of a project council consisting of representatives of the community sectors listed in paragraph (1)(B).</text></clause></subparagraph> <subparagraph id="id2a6290f0f1f745879e42eb67b2ddfc34" changed="not-changed"><enum>(B)</enum><text>A demonstration that the coalition—</text>
<clause id="idc38629cb20fa481687ab775cf90f767d" changed="not-changed"><enum>(i)</enum><text>has developed collaborative relationships with diverse communities, including organizations primarily serving culturally specific or other underserved populations; and</text></clause> <clause id="idd5009002b225432bb2b7da562bd617ec" changed="not-changed"><enum>(ii)</enum><text>has the capacity to carry out collaborative community initiatives to prevent family violence, domestic violence, and dating violence.</text></clause></subparagraph>
<subparagraph id="id51b2e225438a4cb691fa56b5b1470faa" changed="not-changed"><enum>(C)</enum><text>Such other information, agreements, and assurances as the Secretary may require.</text></subparagraph></paragraph> <paragraph id="id8797910cc8c241cd8ad402a146f18ba1" changed="not-changed"><enum>(4)</enum><header>Geographical dispersion</header><text>The Secretary shall award grants or cooperative agreements under this subsection to coalitions for States and Tribes that are geographically dispersed throughout the United States.</text></paragraph>
<paragraph id="id3f2f92ec01474ee4aac0e8a1bffc9541" changed="not-changed"><enum>(5)</enum><header>Use of funds</header>
<subparagraph id="id2496CC2DDDA645C78CF9CDD12E47B28F" changed="not-changed"><enum>(A)</enum><header>In general</header><text>An entity that receives a grant or cooperative agreements under this subsection shall use the grant or cooperative agreement funds to—</text> <clause id="idE60685D36E2F45F2AAA568F6AA0CF7B1" changed="not-changed"><enum>(i)</enum><text>establish, operate, maintain, and evaluate a project that involves a coordinated community response to reduce risk factors for family violence, domestic violence, and dating violence perpetration and enhance protective factors to promote positive development and healthy relationships and communities; and</text></clause>
<clause id="idD0CB720EE2034DA3B630AAC17BEA4B7F" changed="not-changed"><enum>(ii)</enum><text>if such a project shows promising or demonstrated evidence of effectiveness, scale up such project.</text></clause></subparagraph> <subparagraph id="id8eaf79ddc53f49a9819723f0b1ce4d64" changed="not-changed"><enum>(B)</enum><header>Requirements</header><text>In establishing and operating a project under this paragraph, an entity shall—</text>
<clause id="id12950dfa60db4102992ac5720f413ee4" changed="not-changed"><enum>(i)</enum><text>utilize evidence-informed prevention project planning;</text></clause> <clause id="id4e5aaeed1d12437a9370903123d96c8a" changed="not-changed"><enum>(ii)</enum><text>recognize and address the needs of underserved populations, such as underserved racial and ethnic populations and persons with disabilities, through culturally specific responses; and </text></clause>
<clause id="id8263f71a4a2d4c479e6d23f87554a52c" changed="not-changed"><enum>(iii)</enum><text>expand family violence, domestic violence, and dating violence prevention and intervention strategies among local domestic violence programs and other community-based programs.</text></clause></subparagraph></paragraph> <paragraph id="id3657d0e1cf0b47d8983c0b03b42cbc68" changed="not-changed"><enum>(6)</enum><header>Reports</header> <subparagraph id="idD9F0D79674AE46318C9DF26AB97FC4C2" changed="not-changed"><enum>(A)</enum><header>In general</header><text>Each entity receiving a grant or cooperative agreement under this subsection shall submit a report to the Secretary at such time as the Secretary requires. Such report shall contain an evaluation that describes the activities that have been carried out with the grant or cooperative agreement funds and the effectiveness of such activities, and provide such additional information as the Secretary may require.</text></subparagraph>
<subparagraph id="id72160A8CEB2045C699C39477AAF15763" changed="not-changed"><enum>(B)</enum><header>Publication</header><text>The Secretary shall make the evaluation reports received under this paragraph publicly available on the Department of Health and Human Services website, and submit such reports to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Education and the Workforce of the House of Representatives.</text></subparagraph></paragraph></subsection> <subsection changed="not-changed" commented="no" display-inline="no-display-inline" id="id381e3212b27749b39001cb27029b27d4"><enum>(e)</enum><header>Grants To expand community-Based prevention</header> <paragraph id="id0f235b58f4f34812b2675827601de4f1"><enum>(1)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this subsection, an entity shall—</text>
<subparagraph id="id3afcb750cac94b5d82c43f55d51caf6e"><enum>(A)</enum><text>be a private nonprofit, nongovernmental organization (which may include a faith-based or charitable organization) or a Tribal organization that is—</text> <clause id="idb4e45e5c53744b50bbb715c62d68f9ab"><enum>(i)</enum><text>a community-based organization whose primary purpose is providing culturally specific services to underserved racial and ethnic populations or other underserved populations;</text></clause>
<clause id="id430450296b2f4e76a85224c3e3eab003"><enum>(ii)</enum><text>a community-based organization with a program focused on serving youth or serving children and their parents or caregivers; or</text></clause> <clause id="id05acfb0ed8e44893b28578211eb24fa7"><enum>(iii)</enum><text>a community-based organization that offers legal services to help victims of family violence, domestic violence, and dating violence and that works to serve the needs of underserved racial and ethnic populations, other underserved populations, youth, or children and their parents or caregivers; and</text></clause></subparagraph>
<subparagraph id="id8d77ee842fd045cc9d1d9877a6451d4a"><enum>(B)</enum><text>have a demonstrated record of serving victims of family violence, domestic violence, and dating violence, or demonstrate a partnership with another organization that has such a record.</text></subparagraph></paragraph> <paragraph id="id0525deae6f474bab844b7ac95a1f0809"><enum>(2)</enum><header>Application</header><text>An entity seeking a grant under this subsection shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require, including—</text>
<subparagraph id="idab0ce5aef5454518b84c2804d363aabc"><enum>(A)</enum><text>a description of how the entity will develop, expand, or replicate evidence-informed strategies and approaches for primary and secondary prevention efforts related to family violence, domestic violence, and dating violence in the community of the entity, including culturally and linguistically appropriate primary and secondary prevention programming;</text></subparagraph> <subparagraph id="id6d5341b7e4c14aadb4d7c8c84949fbf8"><enum>(B)</enum><text>documents that demonstrate that the entity meets all of the applicable requirements set forth in this subsection; and</text></subparagraph>
<subparagraph id="id71bea8dc85b34f0a8c030a23264982ba"><enum>(C)</enum><text>a demonstration that the entity is able to appropriately conduct primary and secondary prevention efforts related to family violence, domestic violence, and dating violence.</text></subparagraph></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="idacaa1a738b034898bc7a810fff655c53"><enum>(3)</enum><header>Term</header> <subparagraph commented="no" display-inline="no-display-inline" id="ide06c2da8a40d460ca8f7c920b5819dbc"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in subparagraph (B), grants under this subsection shall be for a period of not more than 4 years. </text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="id334860b6bb5b4ef6962141e0771c4aaf"><enum>(B)</enum><header>Renewal</header><text>The Secretary may renew a grant awarded under this subsection for one additional period of not more than 4 years if the Secretary determines that the eligible entity that has received such grant has been successful in meeting the objectives of the grant application submitted by the entity.</text></subparagraph></paragraph> <paragraph id="idc5d37d8a68ee43839942da76ccf303d9"><enum>(4)</enum><header>Use of funds</header><text>An entity that receives a grant under this subsection shall use the grant funds to—</text>
<subparagraph id="id6e4711d2a5ab46bca69a63ccfc51fcb5"><enum>(A)</enum><text>build the organizational capacity of the entity and enhance the leadership of the organization of the entity within the community to promote community engagement in, and advancement of, evidence-informed primary and secondary prevention efforts related to family violence, domestic violence, and dating violence;</text></subparagraph> <subparagraph id="id5692b2277a4342518c4face41881dc33"><enum>(B)</enum><text>promote strategic primary and secondary prevention partnership development, including between any domestic violence programs, health programs, early childhood programs, economic support programs, schools, child welfare programs, workforce development programs, culturally specific community-based organizations, faith-based programs, community-based organizations serving persons with disabilities, including individuals who are deaf or hard of hearing, and youth programs; and</text></subparagraph>
<subparagraph id="idf5f1846380e74fbf928ffb67f66f57da"><enum>(C)</enum><text>support dissemination of strategies and approaches for primary and secondary prevention efforts related to family violence, domestic violence, and dating violence to States, territories, Tribal organizations, and Tribes.</text></subparagraph></paragraph> <paragraph id="id332037dc5a4d4eedafb5e81f4d465b6d"><enum>(5)</enum><header>Technical assistance</header><text>An entity that receives a grant under this subsection may use not more than 5 percent of the funds awarded under this subsection to procure technical assistance from—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id9d67dfcc59aa4fda82d20416a936e8ce"><enum>(A)</enum><text display-inline="yes-display-inline">a list of providers approved by the Secretary; or</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id9bdf12aff618432689a7d63ed33e69df"><enum>(B)</enum><text display-inline="yes-display-inline">other grantees under this subsection.</text></subparagraph></paragraph></subsection>
<subsection id="id12d04a5d022e4e4a99cd862dd5ff1ffc" changed="not-changed"><enum>(f)</enum><header>Technical assistance, evaluation, and monitoring</header><text>The Secretary may use a portion of the funds appropriated to carry out this section to provide for the evaluation, monitoring, administration, and technical assistance of programs authorized under subsection (b).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></title> <title id="id59C08803BE5148638BB1F8218A17620D" style="OLC" changed="not-changed"><enum>II</enum><header>Teen dating violence prevention</header> <section id="id05421F6782634878A7AD20FF35BF0FB5" changed="not-changed"><enum>201.</enum><header>Demonstration projects</header><text display-inline="no-display-inline">Section 1708(c) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300u-7">42 U.S.C. 300u–7(c)</external-xref>) is amended—</text>
<paragraph id="id043F65F02E6C4D26903DEA30017D71DA" changed="not-changed"><enum>(1)</enum><text>in paragraph (1)—</text> <subparagraph id="id5AF18F2A53074746A0287366E53B54C9" changed="not-changed"><enum>(A)</enum><text>by striking <quote>adolescents and projects</quote> and inserting <quote>adolescents, projects</quote>; and</text></subparagraph>
<subparagraph id="id48BBCFD3A4BF45BB838FB2F2485E8B5A" changed="not-changed"><enum>(B)</enum><text>by striking <quote>among adolescents</quote> and all that follows through the period and inserting <quote>among adolescents (particularly projects to reduce the incidence of teen dating violence), and projects to increase abuse awareness, education, and prevention.</quote>; and</text></subparagraph></paragraph> <paragraph id="idD098C5E26D694E058FA7253A209F8F0D" changed="not-changed"><enum>(2)</enum><text>in paragraph (2), by striking <quote>$5,000,000 for fiscal year 1993, and such sums as may be necessary for each of the fiscal years 1994 through 1997</quote> and inserting <quote>$10,000,000 for each of fiscal years 2024 through 2028</quote>. </text></paragraph></section></title>
<title id="idb3543f162e88422daf6790fa5790c27e"><enum>III</enum><header>General provisions</header>
<section id="id5397a44ad2d7430c94a8b6547bbffe05"><enum>301.</enum><header>Severability</header><text display-inline="no-display-inline">If any provision of this Act (including an amendment made by this Act) or the application of such provision to any person, entity, government, or circumstance, is held to be unconstitutional, the remainder of this Act (including the amendments made by this Act), or the application of such provision to all other persons, entities, governments, or circumstances, shall not be affected thereby. </text></section></title> </legis-body> </bill>
