which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Agricultural Marketing Act of 1946 to include support for sustainable fibers in the Local Agriculture Market Program, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sustainable Farms, Fibers, and Forests Act of 2023</short-title></quote>.</text></section><section id="id744ec8750f44435c8ef9014530cd8881"><enum>2.</enum><header>Sustainable farms, fibers, and forests</header><subsection commented="no" display-inline="no-display-inline" id="id76bb065a3cea4305aeaec4d6ca61e34b"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 210A(a) of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1627c">7 U.S.C. 1627c(a)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id067ea1747d214b1f90dc6d9cd87553b3"><enum>(1)</enum><text>by redesignating paragraphs (4) through (11), (12), and (13) as paragraphs (5) through (12), (14), and (15), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb6b4ff041d9542ba9586efa3364d79d7"><enum>(2)</enum><text>by inserting after paragraph (3) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF4213C39A05A49DA821E54A172B466FF"><paragraph commented="no" display-inline="no-display-inline" id="id0683485658054b288e828485b5d79b70"><enum>(4)</enum><header>Food</header><text>The term <term>food</term> includes sustainable fibers.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id90b1c843474a4d6e8906311b271fb85c"><enum>(3)</enum><text>by inserting after paragraph (12) (as so redesignated) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id12827D711B4842099F9E45D2D3F857B5"><paragraph id="id9e64a41af57542678361880a0e5561ea"><enum>(13)</enum><header>Sustainable fibers</header><text>The term <term>sustainable fibers</term> means fibers produced by farming operations that use sustainable cropping or grazing systems, or other systems and practices beneficial to natural ecosystems, as determined by the Secretary, including—</text><subparagraph id="id6d421f47d6474f1a86e6cbeb463cbce0"><enum>(A)</enum><text>textile products from plant-based fibers, such as cotton, flax, and hemp;</text></subparagraph><subparagraph id="id9a5610bd6542417fbd26c2914c060613"><enum>(B)</enum><text>animal-based fibers and products, such as wool, alpaca, and leather; and</text></subparagraph><subparagraph id="id3e39afc4f55146efa415eb67f32b505d"><enum>(C)</enum><text>natural dye products, such as plant extracts.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id3298919ffa4b4063bfcc443386d0f6fe"><enum>(b)</enum><header>Technical assistance and outreach</header><text>Section 210A(c)(3) of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1627c">7 U.S.C. 1627c(c)(3)</external-xref>) is amended by striking <quote>services,</quote> and inserting <quote>services and the National Agroforestry Center,</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id6e525b4714ea4881a9c6528c89ab05ba"><enum>(c)</enum><header>Eligible activities</header><text>Section 210A(d)(2)(A) of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1627c">7 U.S.C. 1627c(d)(2)(A)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id0b7267463fc3466baf4e0389fb4f3373"><enum>(1)</enum><text display-inline="yes-display-inline">in clause (v), by striking <quote>or</quote> at the end;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id87ca4292aac54b5f8b901f7a148faaf3"><enum>(2)</enum><text>in clause (vi), by inserting <quote>or</quote> after the semicolon; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide0269d02462044f39a784ca2859e2e04"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id17919FD8EF2449F893015B45EF79A7EF"><clause commented="no" display-inline="no-display-inline" id="idcf79efd3c86e467ab1892c63002e85c8"><enum>(vii)</enum><text>agroforestry, including demonstration infrastructure for farmer or landowner learning;</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb5c19db90fe54df48d87349090b5afc8"><enum>(d)</enum><header>Regional food partnerships</header><text>Section 210A(e)(2) of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1627c">7 U.S.C. 1627c(e)(2)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id04DDF8F8815D44FABBC84610CE395CAA"><subparagraph commented="no" display-inline="no-display-inline" id="idf33a6da4c65948389ec8f358e1a3869c"><enum>(C)</enum><header>Agricultural product diversity</header><text>To the maximum extent practicable, in selecting partnerships to receive grants under subparagraph (A), the Secretary shall ensure diversity among the types of agricultural products supported by the partnerships, including sustainable fibers.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
