which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Agricultural Trade Act of 1978 to provide technical assistance to improve infrastructure in foreign markets for United States agricultural commodities.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HC8C17D38DB604038876EC5C2E8C6E3A5"><section section-type="section-one" id="HFF384E069C974C76B3561AD59E5586C7"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fortifying Refrigeration Infrastructure and Developing Global Exports Act of 2023</short-title></quote> or the <quote><short-title>FRIDGE Act of 2023</short-title></quote>.</text></section><section id="H6E23EA9E03F346E0B816B5A3D406E98B"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text><paragraph id="HAAC0ED3BCE374EAC959ECFC8A152B2F9"><enum>(1)</enum><text>1 of the largest limiting factors to growing export markets for United States food and agriculture products is insufficient infrastructure capabilities;</text></paragraph><paragraph id="HE7262568DBA1408887F46F387D38A8CB"><enum>(2)</enum><text>current trade programs are focused on promoting specific commodities or products, all of which are reliant on a functioning supply chain;</text></paragraph><paragraph id="HEB0E58AA10CA40FA9992F788227DAFBE"><enum>(3)</enum><text>there is a need for dedicated resources to focus on supply chain enhancement in developing countries to enable market expansion and diversification;</text></paragraph><paragraph id="HC590CC9BFE9748A18121CA0D59C1D3CC"><enum>(4)</enum><text>each year, billions of tons of fresh and frozen food products and millions of dollars’ worth of United States exports are lost due to poor cold chain systems in developing markets; and</text></paragraph><paragraph id="HEBC1156F855F42DDA4E2DB34884F63F7"><enum>(5)</enum><text>strengthening global infrastructure plays an important role in promoting trade, reducing food loss and waste, and improving nutrition.</text></paragraph></section><section id="H58F7F08A89F7437B950AAC3B6E5E192D"><enum>3.</enum><header>Technical assistance to improve infrastructure in foreign markets for United States agricultural commodities</header><text display-inline="no-display-inline">Section 203(c) of the Agricultural Trade Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/7/5623">7 U.S.C. 5623(c)</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="HC7A8C77DAE7F40A9B77CE51D1C5358E5"><paragraph id="HFF705E576F58476FB434F4F0A0B2BE53"><enum>(4)</enum><header>Technical assistance to improve infrastructure in foreign markets for United States agricultural commodities</header><subparagraph display-inline="no-display-inline" id="H393B7523D4B2478BBF5790F809C5C9C2"><enum>(A)</enum><header>In general</header><text>As part of the program established under this subsection, the Secretary shall enter into contracts or other agreements with eligible trade organizations to provide needs assessment, training, and other technical assistance—</text><clause display-inline="no-display-inline" commented="no" id="idf0f5c8e3cc0c48e7b51c387bcdfd2ca7"><enum>(i)</enum><text display-inline="yes-display-inline">to enhance the capabilities of infrastructure in new and developing foreign markets, including infrastructure relating to cold chain capacity, port improvements, and other developments; and</text></clause><clause display-inline="no-display-inline" commented="no" id="ida19abcec91b44a4f9d1ff9ee565f8718"><enum>(ii)</enum><text display-inline="yes-display-inline">to ensure United States agricultural commodities are not damaged or lost due to deficiencies in the infrastructure described in clause (i).</text></clause></subparagraph><subparagraph id="H9B834D58FC2F492EACEAB99E5A61F6BF"><enum>(B)</enum><header>Authorization of appropriations</header><clause id="H14A650ED61B74DFFAB76BD965EB9FC39"><enum>(i)</enum><header>In general</header><text>There is authorized to be appropriated to carry out this paragraph $1,000,000 for each of fiscal years 2024 through 2028.</text></clause><clause id="H9F35434DADCB40E1AEA2A837774BC424"><enum>(ii)</enum><header>Rule of construction</header><text>Except as provided in clause (iii), amounts authorized to be appropriated under this subparagraph may be used only to carry out subparagraph (A).</text></clause><clause id="HF0CA31E3E2D847EDA058E4A5052B2147"><enum>(iii)</enum><header>Availability</header><text display-inline="yes-display-inline">Amounts authorized to be appropriated under this subparagraph that are not used to carry out subparagraph (A) may be used to carry out the program established under this subsection.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
