which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize the Joint Chiefs Landscape Restoration Partnership program, and for other purposes.</official-title></form><legis-body><section id="idcbe1da35060843729fd04986fec4a54d" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Joint Chiefs Reauthorization Act of 2023</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="id17c63ce70cba42a69c3a38e2fdbefe88"><enum>2.</enum><header>Joint Chiefs Landscape Restoration Partnership program</header><text display-inline="no-display-inline">Section 40808 of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6592d">16 U.S.C. 6592d</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idc83b895f71844083b1ad7e57ce9d39a6"><enum>(1)</enum><text>in subsection (a)(2)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7002cd6fb2cb4a9aba35c7202ddc6325"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbdfdea2534554c3a8978aba7b48e5d08"><enum>(B)</enum><text>in subparagraph (C), by striking the period at the end and inserting a semicolon; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf3ad5ceaa17442798e9643da2382fde7"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC4510868202849B7A9D9932EC00896E3"><subparagraph commented="no" display-inline="no-display-inline" id="id4cfd8d7ceafa4af99e759be97c094aae"><enum>(D)</enum><text>to recover from wildfires; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4399971521f24167b0e98d01d5b0347e"><enum>(E)</enum><text display-inline="yes-display-inline">to enhance soil, water, and related natural resources.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc689516724a34c79ae1a8e591e6ca2cc"><enum>(2)</enum><text>in subsection (b), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idFB7DED21A94D458E8989311D609F1431"><paragraph id="id8669f20b41cb42029248777dbc40c79f"><enum>(3)</enum><header>Agency coordination</header><text>In carrying out the Program, the Chief of the Natural Resources Conservation Service shall—</text><subparagraph id="id54a4b5f75bfe440ab1b782a2d41d8bc2"><enum>(A)</enum><text>consider corresponding management plans from the Chief of the Forest Service; and</text></subparagraph><subparagraph id="idde56d199831a4c88ad3f64e2bbcc4541"><enum>(B)</enum><text>collaborate with the Chief of the Forest Service on forestry science and practice, using the best available science.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id440b766054fc45409e6bc2965e1886ff"><enum>(3)</enum><text>in subsection (d)(1)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id533648abc7b4442492a9bdea824bb0e7"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by inserting <quote>and post-wildfire impacts</quote> after <quote>wildfire risk</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1d0cf1dc3ef54b879fa17045fd5d2fbf"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (F), by inserting <quote>, as identified in the corresponding State forest action plan or similar priority plan (such as a State wildlife or water plan)</quote> before the semicolon;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb0aedf3746e74b2aa94f546993b49d12"><enum>(4)</enum><text>in subsection (f), by striking paragraph (2) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idE663F35FE3BD49FC91BF4588B3A0459A"><paragraph id="id5f1afdea99a847d0ab1a288ff39e363d"><enum>(2)</enum><text>inconsistent with the prohibitions under the rule of the Forest Service entitled <quote>Special Areas; Roadless Area Conservation</quote> (66 Fed. Reg. 3244 (January 12, 2001)), and subparts C and D of part 294 of title 36, Code of Federal Regulations, as applicable;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id398e141de99d41858b42c8eba3fdf4b2"><enum>(5)</enum><text display-inline="yes-display-inline">in subsections (g)(2) and (h)(1), by striking <quote>and 2023</quote> each place it appears and inserting <quote>through 2028</quote>.</text></paragraph></section></legis-body></bill>
