<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2473</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230725">July 25, 2023</action-date><action-desc><sponsor name-id="S381">Mr. Rounds</sponsor> (for himself and <cosponsor name-id="S380">Mr. Peters</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 10, United States Code, to modify the Contested Logistics Working Group of the Department of Defense.</official-title></form><legis-body><section id="idf6b81c8fb3ef457ba4bfc1c7d9dba6ff" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strategic Defense Logistics Improvement Act of 2023</short-title></quote>.</text></section><section id="id52d70982e68c4d27bf771088df73e861"><enum>2.</enum><header>Modifications to the Contested Logistics Working Group of the Department of Defense</header><subsection commented="no" display-inline="no-display-inline" id="idc886b0f0a63448e1aca5d5238da471ec"><enum>(a)</enum><header display-inline="yes-display-inline">Expansion of working group</header><paragraph commented="no" display-inline="no-display-inline" id="idb8ad9c774c3d4d56946c65fa936db989"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Paragraph (3) of section 2926(d) of title 10, United States Code, is amended by adding at the end the following new subparagraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idE8209452022C4D09A410F0721931BD06"><subparagraph id="id856f19e2efd84daab53ed5d0ca0c55ae" indent="up1"><enum>(D)</enum><text>A representative appointed by the Under Secretary of Defense for Acquisition and Sustainment from each of the following:</text><clause id="id1897f2f56fae48049efc9c4dce45064f"><enum>(i)</enum><text>The Defense Logistics Agency.</text></clause><clause id="id9748ee4b9aab4d08a9908947fe4179a4"><enum>(ii)</enum><text>The Strategic Capabilities Office.</text></clause><clause id="id9cb8b857eff4403cb43d392daf1b3042"><enum>(iii)</enum><text>The Defense Advanced Research Projects Agency.</text></clause><clause id="id33066bba45c04e589415ec5e353eead7"><enum>(iv)</enum><text>The Office of the Under Secretary of Defense for Research and Engineering.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id75b19d61d39647c9b505cb31820b61f4"><enum>(2)</enum><header display-inline="yes-display-inline">Timing</header><text>Not later than 60 days after the date of the enactment of this Act, the Under Secretary of Defense for Acquisition and Sustainment shall appoint the additional members of the working group required under paragraph (3)(D) of such section, as added by paragraph (1) of this subsection.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5283ba7a9d7f4e1dae0da8f3ad9163f7"><enum>(b)</enum><header>Meetings</header><text>Such section is further amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1D6188D700574EEFAE6294A6E1781611"><paragraph commented="no" display-inline="no-display-inline" id="idc1149ce43c234272b994570ebbc6f7a5" indent="up1"><enum>(6)</enum><text>The working group under paragraph (1) shall meet not less frequently than quarterly.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="idb350c2e71e7349c3bc3f5ce1ee2b1b12"><enum>(c)</enum><header>Reports</header><text>Such section is further amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idFA16F3DE286D43999106ECE1126BB926"><paragraph commented="no" display-inline="no-display-inline" id="idc3c35f699bdf48bf8048f61331a1736c" indent="up1"><enum>(7)</enum><text>Not later than February 1 of each year, the working group under paragraph (1) shall submit to the congressional defense committees a report that contains a description of any shortfalls in personnel, equipment, infrastructure, energy and storage, or capabilities required to support the operational plans of the Department of Defense.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
