<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2471</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230725">July 25, 2023</action-date><action-desc><sponsor name-id="S414">Mr. Ossoff</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To increase access to Federal grants for individuals with limited English proficiency.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Grants Language Accessibility Act of 2023</short-title></quote>.</text></section><section id="id012811cefcfe4dd1b2440309706b1522"><enum>2.</enum><header>Agency guidance</header><subsection commented="no" display-inline="no-display-inline" id="iddb0d79ad930f411db1add5dca43cc5ba"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph id="id0195bb70f44c42ab959e286158db5515"><enum>(1)</enum><header>Agency</header><text>The term <term>agency</term> has the meaning given the term in section 551 of title 5, United States Code. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id001e8f52ce14448fa0a7f072662c604b"><enum>(2)</enum><header>Cooperative agreement; grant</header><text>The terms <term>cooperative agreement</term> and <term>grant</term> have the meaning given the terms in section 6302 of title 31, United States Code.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idaf4272658b7a4d90a03c3e58896f7260"><enum>(b)</enum><header display-inline="yes-display-inline">Guidance</header><text display-inline="yes-display-inline">Not later than 270 days after the date of enactment of this Act, the Director of the Office of Management and Budget shall issue guidance for the development of agency plans to—</text><paragraph id="id05b6a4a28de14cc6b082c16574ab7496"><enum>(1)</enum><text>ensure that individuals with limited English proficiency can meaningfully access information relating to grants and cooperative agreements consistent with, and without unduly burdening, the mission of the agency; and</text></paragraph><paragraph id="id47610d60676548b88e1b68a661b61f72"><enum>(2)</enum><text>improve the ability of recipients of grants and cooperative agreements to provide meaningful access to applicants and beneficiaries of the grants and cooperative agreements who are individuals with limited English proficiency. </text></paragraph></subsection></section></legis-body></bill>
