Short title

This Act may be cited as the Armed Forces Facility Conditions and Quality of Life Act.

Study on impact on members of the Armed Forces and dependents of construction projects that affect quality of life

(a)

In general

The Secretary of Defense shall conduct a study, through the use of an independent and objective organization outside the Department of Defense, on the correlation between military construction projects and facilities sustainment, restoration, and modernization projects at installations of the Department of Defense that affect the quality of life of members of the Armed Forces and their dependents and the following:(1)Retention of members of the Armed Forces on active duty.(2)Physical health of members of the Armed Forces, including an identification of whether the age, condition, and deferred maintenance of a dormitory or barracks is in any way related to the frequency of sexual assaults and other crimes at installations of the Department.(3)Mental health of members of the Armed Forces.(b)

Report

Not later than one year after the date of the enactment of this Act, the Secretary shall submit to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives a report on the study conducted under subsection (a).
