<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2453</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230720">July 20, 2023</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Defense to conduct a study on the impact of military construction projects and facilities sustainment, restoration, and modernization projects on members of the Armed Forces and their dependents, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Armed Forces Facility Conditions and Quality of Life Act</short-title></quote>.</text></section><section id="id7afd08a8f72143b59749e6f7e47b0163"><enum>2.</enum><header>Study on impact on members of the Armed Forces and dependents of construction projects that affect quality of life</header><subsection commented="no" display-inline="no-display-inline" id="ided439d6205304e94b5feeca87791fdfa"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of Defense shall conduct a study, through the use of an independent and objective organization outside the Department of Defense, on the correlation between military construction projects and facilities sustainment, restoration, and modernization projects at installations of the Department of Defense that affect the quality of life of members of the Armed Forces and their dependents and the following:</text><paragraph id="id04768c0a80d443539f6e9d94225f810a"><enum>(1)</enum><text>Retention of members of the Armed Forces on active duty.</text></paragraph><paragraph id="id5390f62537b9425489a927e92e379dad"><enum>(2)</enum><text>Physical health of members of the Armed Forces, including an identification of whether the age, condition, and deferred maintenance of a dormitory or barracks is in any way related to the frequency of sexual assaults and other crimes at installations of the Department.</text></paragraph><paragraph id="id6AA235595EB64CAFB10C6F8381558137"><enum>(3)</enum><text>Mental health of members of the Armed Forces.</text></paragraph></subsection><subsection id="ida45e1bcf0555419ba2a2fdbf637c1841" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Report</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall submit to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives a report on the study conducted under subsection (a).</text></subsection></section></legis-body></bill>
