which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Food and Nutrition Act of 2008 to expand the medical expense deduction, and for other purposes.</official-title></form><legis-body><section commented="no" display-inline="no-display-inline" id="id7051b563ed6b4952a0f1a25f9eede670" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Bridging the SNAP Gap Act of 2023</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id4b0f85ed53be425b8c7b881934f5817a"><enum>2.</enum><header display-inline="yes-display-inline">Age for exclusions from income</header><text display-inline="no-display-inline">Section 5(d)(7) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2014">7 U.S.C. 2014(d)(7)</external-xref>) is amended by striking <quote>17</quote> and inserting <quote>21</quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id21ed20ffbf254ebead79cda4f478feec"><enum>3.</enum><header display-inline="yes-display-inline">Standard medical expense deduction</header><text display-inline="no-display-inline">Section 5(e)(5) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2014">7 U.S.C. 2014(e)(5)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id02d619319b8b45c8be65342e8e6afdc1"><enum>(1)</enum><text>in the paragraph heading, by striking <quote><header-in-text style="OLC" level="paragraph">Excess</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="paragraph">Standard</header-in-text></quote>; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida920a174e55d45369c06d88a08b68707"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (A)—</text><subparagraph commented="no" display-inline="no-display-inline" id="ide82de9b8dca54d86bb3073db6226b056"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>containing an elderly or disabled member</quote>; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1ce1e8538acb4a8dbc765dd23509e85a"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>excess</quote> and inserting <quote>standard</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id91a9b1d4af544ce4a3155fe67196b921"><enum>(C)</enum><text>by striking <quote>incurred by the elderly or disabled member,</quote>;</text></subparagraph></paragraph><paragraph id="ide4acfd7779b243cd90c29894136a57b3"><enum>(3)</enum><text>in subparagraph (B)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id40b5ee8e04db4076b84517a8aa11b5e0"><enum>(A)</enum><text display-inline="yes-display-inline">in clause (i), by striking <quote>excess</quote> and inserting <quote>standard</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb0cf2677c5564f4a9a41b22de86f2356"><enum>(B)</enum><text display-inline="yes-display-inline">in clause (ii)(I), by striking <quote>eligible elderly or disabled</quote>; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6578600c02f3432fae95da44208faf04"><enum>(4)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id84259e44e2d24e67bc9f6e498c8ae482"><subparagraph id="idcf946991cf4f44e9a269d6504495aa15"><enum>(D)</enum><header>Standard medical expense deduction amount</header><clause id="idcec4bc1e8f0c4448ad972404d179459b"><enum>(i)</enum><header>In general</header><text>Except as provided in clause (ii), the standard medical expense deduction under subparagraph (A) shall be, with respect to a fiscal year, equal to the monthly premium rate determined under section 1839(a)(3) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395r">42 U.S.C. 1395r(a)(3)</external-xref>) that is applicable on October 1 of that fiscal year.</text></clause><clause id="ide5fbf68fb61942e2a7b0f7a7dde2d959"><enum>(ii)</enum><header>Exception</header><text>For any fiscal year, a State agency may establish a greater standard medical expense deduction than described in clause (i) if the greater deduction satisfies cost neutrality standards established by the Secretary for that fiscal year.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
