<committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Labor, in coordination with the Secretary of Veterans Affairs, to carry out a grant program to assist certain members or former members of the Armed Forces in transitioning to civilian life, and for other purposes.</official-title></form><legis-body style="OLC"><section id="id57b49df3fd8a49a08323d1646404a69e" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>HUBS for Veterans Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idc2c2211e97254dca971d10a3c7517966" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Grants for provision of transition assistance to members and former members of the Armed Forces after separation, retirement, or discharge</header><subsection id="H415BFFF7106B442ABA5097098359B697"><enum>(a)</enum><header>Definitions</header><paragraph commented="no" display-inline="no-display-inline" id="idfe865376abcb4dd4a91697a815466ce0"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In this section:</text><subparagraph commented="no" display-inline="no-display-inline" id="idf777bfbcd25343f991c596e3d5fc3c61"><enum>(A)</enum><header>Covered individuals</header><text>The term <term>covered individual</term> means—</text><clause id="HF2E43123B923412B805F1800845B58B9"><enum>(i)</enum><text display-inline="yes-display-inline">a member of the Armed Forces who is eligible for preseparation counseling under sections 1142 and 1144 of title 10, United States Code;</text></clause><clause id="HD8B923AA07B442EFB0237A6DBB543D8F"><enum>(ii)</enum><text display-inline="yes-display-inline">a former member of the Armed Forces who is transitioning from service in the Armed Forces to civilian life; or</text></clause><clause id="HFACEE9B20E5643E4A1A86879BE628422" commented="no" display-inline="no-display-inline"><enum>(iii)</enum><text display-inline="yes-display-inline">a spouse of a member described in clause (i) or a former member described in clause (ii). </text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0aad0c4b13c4459e832d4e59d3b60d03"><enum>(B)</enum><header display-inline="yes-display-inline">Eligible organizations</header><text>The term <term>eligible organization</term> means any nonprofit organization (including a veterans service organization), State board, or local board, that the Secretary of Labor determines, in consultation with the Secretary of Veterans Affairs, is suitable for receipt of a grant under this section pursuant to receipt by the Secretary of Labor of an application submitted under subsection (e)(1).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id37264f6619454f3796aa9943d2bd0987"><enum>(C)</enum><header>Nonprofit organization</header><text>The term <term>nonprofit organization</term> means an organization that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and is exempt from taxation under section 501(a) of such Code.</text></subparagraph><subparagraph id="HA162FD8758264D1B8B6359693833E7F5"><enum>(D)</enum><header>Secretary concerned</header><text display-inline="yes-display-inline">The term <term>Secretary concerned</term> has the meaning given such term in section 101 of title 10, United States Code.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4f78a2fd7e3240a9a3effc3d5bc570e5"><enum>(E)</enum><header>Supportive services</header><text>The term <term>supportive services</term> means services such as transportation, child care, dependent care, housing, and needs-related payments, that are necessary to enable an individual to participate in activities supported under this Act.</text></subparagraph><subparagraph id="H46622D6298F645E78D5BB0E0D8345D36" commented="no" display-inline="no-display-inline"><enum>(F)</enum><header>Transition Assistance Program</header><text display-inline="yes-display-inline">The term <term>Transition Assistance Program</term> means the Transition Assistance Program under sections 1142 and 1144 of title 10, United States Code. </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idac6667fd0ab44dd68fa5e594f7a284df"><enum>(G)</enum><header>Veterans service organization</header><text>The term <term>veterans service organization</term> means an organization recognized by the Secretary of Veterans Affairs for the representation of veterans under section 5902 of title 38, United States Code.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8bcee4f907ee49a6abb906caa3e95f09"><enum>(2)</enum><header>WIOA terms</header><text>Except as otherwise provided, any term used in this Act that is defined in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>) shall have the meaning given to such term in such section. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id8a938be1d79f44e9ab2126175d5dce52"><enum>(b)</enum><header>Grant program</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary of Labor shall, in coordination with the Secretary of Veterans Affairs, carry out a program to award grants to eligible organizations for the provision of assistance to covered individuals on the transition of a member or former member of the Armed Forces from service in the Armed Forces to civilian life.</text></subsection><subsection id="H85B8EBA08E2042D6AEF6F139C8869354"><enum>(c)</enum><header>Duration of program</header><text display-inline="yes-display-inline">The Secretary of Labor shall carry out the program under this section during the 5-year period beginning on the date of the commencement of the program.</text></subsection><subsection id="H89E9822F61824228867B0B8F2CA75BC5"><enum>(d)</enum><header>Grants</header><paragraph id="H0CE002B3BAB8499381D2D48E7E1C01EC"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Labor shall carry out the program under this section through the award of grants to eligible organizations for the provision of assistance described in subsection (b).</text></paragraph><paragraph id="H71DCAC2D528D43189020F95BAA4869B2"><enum>(2)</enum><header>Matching funds required</header><text display-inline="yes-display-inline">A grant under this section shall be in an amount that does not exceed 50 percent of the amount required by the organization to provide the services described in subsection (f).</text></paragraph></subsection><subsection id="H7871C49A8B764DF38F9C21AB6C30FCB6"><enum>(e)</enum><header>Selection of grant recipients</header><paragraph id="HB6D25396AD684224AE727E88E32E9707"><enum>(1)</enum><header>Applications</header><text display-inline="yes-display-inline">An organization seeking a grant under this section shall submit to the Secretary of Labor an application for such grant at such time, in such manner, and containing such information and assurances as the Secretary, in consultation with the Secretary of Veterans Affairs, may require.</text></paragraph><paragraph id="H8102DEBBAF28467BAFD24B64163301C2"><enum>(2)</enum><header>Priority for hubs of services</header><text display-inline="yes-display-inline">In awarding grants under this section, the Secretary of Labor shall give priority to an organization that provides multiple forms of services described in subsection (f).</text></paragraph></subsection><subsection id="H4E3A65DEA31A4A2CAFB3B8B67A4FFC04"><enum>(f)</enum><header>Use of funds</header><text display-inline="yes-display-inline">The recipient of a grant under this section shall use the grant to coordinate for covered individuals any of the following:</text><paragraph id="H3F5281BD3EB641DAADC0039F2049A348"><enum>(1)</enum><text display-inline="yes-display-inline">Career and training services, including the provision of such services available through a workforce development system. </text></paragraph><paragraph id="H6914DCBE733E447FA7152E95A9B161BA"><enum>(2)</enum><text display-inline="yes-display-inline">Mental health services provided by a provider of the Department of Veterans Affairs or through a nonprofit organization.</text></paragraph><paragraph id="HBC34C7F16E244D05BEB1C6C318E7AF1E"><enum>(3)</enum><text display-inline="yes-display-inline">Legal assistance.</text></paragraph><paragraph id="HD164D73CF33141898360008A6089A515"><enum>(4)</enum><text display-inline="yes-display-inline">Supportive services.</text></paragraph><paragraph id="HF8EE327BEBE649E7865D079B3AAD7515"><enum>(5)</enum><text display-inline="yes-display-inline">Assistance with accessing benefits provided under laws administered by the Secretary of Veterans Affairs.</text></paragraph><paragraph id="H3516AB578A2745BA9B80719B4E3ED7EE"><enum>(6)</enum><text display-inline="yes-display-inline">Non-clinical case management.</text></paragraph><paragraph id="H0F72ADF19EF84987AFAD14E5C9974701"><enum>(7)</enum><text display-inline="yes-display-inline">Entrepreneurship training.</text></paragraph><paragraph id="H51BCAD2888D04C0090A90A5877C7C49E"><enum>(8)</enum><text display-inline="yes-display-inline">Such other services that may be related to the assistance and services set forth in this subsection as the Secretary of Labor, in consultation with the Secretary of Veterans Affairs, determines may lead directly to successful transition to civilian life.</text></paragraph></subsection><subsection id="HCA334579284E4786881A97093E4D05DC"><enum>(g)</enum><header>Inclusion in Transition Assistance Program counseling</header><text display-inline="yes-display-inline">The Secretary concerned shall include in the information provided to a member of the Armed Forces during the Transition Assistance Program information regarding any recipient of a grant under this section that is located in the community in which that member will reside after separation, retirement, or discharge from the Armed Forces.</text></subsection><subsection id="HAE2EDD2262B3424BBEC1F464F7FE1270"><enum>(h)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary of Labor $2,000,000 for each of fiscal years 2024 through 2028 to carry out this section.</text></subsection></section></legis-body></bill>
