<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2366</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230718">July 19, 2023</action-date><action-desc><sponsor name-id="S401">Mr. Romney</sponsor> (for himself and <cosponsor name-id="S408">Mr. Hickenlooper</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To codify certain rules regarding competency-based education programs.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Competency-Based Education Act of 2023</short-title></quote>.</text></section><section id="id141de657d7644120ad1306b31e8b5c80"><enum>2.</enum><header>Competency-based education</header><subsection id="id088172c938d74f67873d9ef2715f64de"><enum>(a)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="id50404d77bdce451585ebd32fc68f4cfb"><enum>(1)</enum><header>Competency-based education</header><text>The term <term>competency-based education</term> means an approach in higher education that organizes academic content or delivery according to competencies (an individual student’s demonstrated skills that are necessary for the student to successfully perform a specific task, job role, or function) rather than using courses taught during instructor- or institutionally-established timeframes that may conclude before a student has demonstrated mastery of the course material.</text></paragraph><paragraph id="idde9ab72f026346adbf097102f4c9b14b"><enum>(2)</enum><header>Skill</header><text>The term <term>skill</term> means knowledge or an ability, which is described in a way that communicates discrete, discernable value an individual can demonstrate or acquire.</text></paragraph></subsection><subsection id="id4fea39da89254f29bfe2c92db51e98c8"><enum>(b)</enum><header>Competency-Based education programs</header><text display-inline="yes-display-inline">In administering competency-based education programs, or determining the eligibility of competency-based education programs to receive Federal assistance, the Department of Education shall comply with the regulations in parts 600, 602, and 668 of title 34, Code of Federal Regulations, as in effect on July 1, 2021. </text></subsection></section></legis-body></bill>
