which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Food and Nutrition Act of 2008 to authorize funds for certain employment and training activities, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>SNAP Next Step Act of 2023</short-title></quote>.</text></section><section id="id3238c87a8c5c40a8a968ce30798cdfa2"><enum>2.</enum><header>Workforce Innovation and Opportunity Act eligibility</header><text display-inline="no-display-inline">Section 6(d)(4) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2015">7 U.S.C. 2015(d)(4)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id275F8454B7CB49F3914C6B5574C522F6"><subparagraph id="id847da05440c94ecbad7b03d41d9cc84a"><enum>(P)</enum><header>Workforce Innovation and Opportunity Act eligibility</header><clause commented="no" display-inline="no-display-inline" id="id0a3dad2f0e604ea6a6537947b874c5df"><enum>(i)</enum><header>Definition of covered individual</header><text display-inline="yes-display-inline">In this subparagraph, the term <quote>covered individual</quote> means an individual that—</text><subclause id="id36356d3ca22343aa918a3667331e090f"><enum>(I)</enum><text>is in a household that is receiving assistance under the supplemental nutrition assistance program;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="ide26b31c6718541918249cd1f24a30ecb"><enum>(II)</enum><text display-inline="yes-display-inline">meets the requirements for participation in the supplemental nutrition assistance program under this subsection or is exempt from those requirements pursuant to this subsection;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id020357117c8d4832bb277bb4f219f8cb"><enum>(III)</enum><text display-inline="yes-display-inline">is unemployed or underemployed;</text></subclause><subclause id="idea7c551430684e418a35d4e018aca31e"><enum>(IV)</enum><text>is in a family that is not receiving assistance through the program of block grants to States for temporary assistance for needy families established under part A of title IV of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601 et seq.</external-xref>); and</text></subclause><subclause id="id9a6a3c252c59484c90bd41f695acd275"><enum>(V)</enum><text>is not enrolled in a State program that is identified as an Employment First program by the State workforce agency.</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="id01d1789b6e194f4892267bd4ccc9aceb"><enum>(ii)</enum><header>Eligibility</header><text display-inline="yes-display-inline">A State agency may use administrative funds to recruit participants for and carry out a program that provides employment and training activities (as defined in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>)) under subtitle B of title I of that Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3151">29 U.S.C. 3151 et seq.</external-xref>) to covered individuals.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id54d09601b29743c5a28ef427ad1b7395"><enum>3.</enum><header>Employment calculator</header><text display-inline="no-display-inline">Section 6(d)(4) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2015">7 U.S.C. 2015(d)(4)</external-xref>) (as amended by section 2) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5028552A166246FA97E191984289E073"><subparagraph id="id965d902e9a5940a7be8a39b461e6a9cf"><enum>(Q)</enum><header>Employment calculator</header><clause id="idcd63b0b97ad64d89ac69a859d954fddb"><enum>(i)</enum><header>In general</header><text>Each State agency may develop a publicly available employment calculator on the website of the State agency that assists participants receiving benefits under the supplemental nutrition assistance program in calculating whether the amount of benefits received would be greater or lesser than income from future employment.</text></clause><clause id="id98c330b67e1b41f991a2601ffeb383f9"><enum>(ii)</enum><header>Administrative cost</header><text>Carrying out clause (i) shall be an administrative cost for purposes of section 16(a).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
