which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to authorize grants for eligible institutions to carry out agriculture workforce training programs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HDC70310D01A14AA9BE9530AE0032BEC3"><section section-type="section-one" id="H6B99F3F2D8964F3BA10C12FA14451EDC"><enum>1.</enum><header>Agriculture workforce training program grants</header><subsection id="H37ED639440FC4758AAB27D3DFF7E608F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 2501(d) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/2279">7 U.S.C. 2279(d)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA5F17D81179F4C39A94EE8A604DC3FFA"><paragraph id="HAC4B10E53FE24574BDEB084183910B73"><enum>(16)</enum><header>Agriculture workforce training program grants</header><subparagraph id="HBD0BA312BDBF424F95DC6AB00A41EE39"><enum>(A)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this paragraph:</text><clause id="H603D9EA18BF84015B7609E93C43E3BC4"><enum>(i)</enum><header>Agriculture workforce training program</header><text>The term <term>agriculture workforce training program</term> means a training program developed by an eligible institution in collaboration with a targeted industry partner through which students enrolled at that eligible institution receive training from that targeted industry partner, including through—</text><subclause display-inline="no-display-inline" id="H6CC2B87C91B44E1E88EE08749CAA4D87"><enum>(I)</enum><text>internships; </text></subclause><subclause id="H13075FDCEF5140D088B59ECF821F9A64"><enum>(II)</enum><text>apprenticeships;</text></subclause><subclause id="H5B3C9A188C6047C59A37223DB01A560D"><enum>(III)</enum><text>experience-based curricula; and</text></subclause><subclause id="H8D147EE8EB754A48B072EDB1402CF679"><enum>(IV)</enum><text>educational programs and workshops to promote technical skills.</text></subclause></clause><clause id="HA39B13509D57400797E98E4E1204727D"><enum>(ii)</enum><header>Eligible institution</header><text>The term <term>eligible institution</term> means—</text><subclause display-inline="no-display-inline" id="id72119818468B4A829E0766C02797AF90"><enum>(I)</enum><text>an 1862 Institution (as defined in section 2 of the Agricultural Research, Extension, and Education Reform Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/7/7601">7 U.S.C. 7601</external-xref>));</text></subclause><subclause display-inline="no-display-inline" id="id7EF7AD5CDEC94B5BBE2F5FEE4BE3AE00"><enum>(II)</enum><text>an 1890 Institution (as defined in that section);</text></subclause><subclause id="H1AFA73C5CDFF419489CEBF03BB1DE0C7"><enum>(III)</enum><text>a 1994 Institution (as defined in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/301">7 U.S.C. 301</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/382">Public Law 103–382</external-xref>)); </text></subclause><subclause display-inline="no-display-inline" id="H19903ED270444091A1B8F303E24F5751"><enum>(IV)</enum><text display-inline="yes-display-inline">a non-land-grant college of agriculture (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>));</text></subclause><subclause display-inline="no-display-inline" id="id3E6872DDB29343A59876E05F1EED5457"><enum>(V)</enum><text>Hispanic-serving agricultural colleges and universities (as defined in that section);</text></subclause><subclause id="H7351808829FA4F3F88B4E7EC302AA523"><enum>(VI)</enum><text>a center of excellence recognized under section 1673;</text></subclause><subclause id="HDE71605D4E4947FC81668ED421000D5C"><enum>(VII)</enum><text>a junior or community college (as defined in section 312 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1058">20 U.S.C. 1058</external-xref>)) that offers a program of study in agriculture; and</text></subclause><subclause id="HA7B365CD09ED4AA0BF8D027D0D10CDDC"><enum>(VIII)</enum><text>an area career and technical education school (as defined in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>)) that offers a program of study in agriculture.</text></subclause></clause><clause id="H3FD7A6D0406E44408AD5D6014F34E3E8"><enum>(iii)</enum><header>Targeted industry partner</header><text>The term <term>targeted industry partner</term> means 1 or more of the following entities:</text><subclause display-inline="no-display-inline" id="HCE764C4C48D14293945A7F3D754ED157"><enum>(I)</enum><text>A member of the agriculture industry, such as a company or industry association.</text></subclause><subclause id="H5A4A1FB7C202426D8B3505AEEF65D952"><enum>(II)</enum><text>An apprenticeship program in agriculture registered under the Act of August 16, 1937 (commonly known as the <quote>National Apprenticeship Act</quote>) (50 Stat. 664, chapter 663; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50 et seq.</external-xref>).</text></subclause><subclause id="H916C60C0CA9742B48DB654B657BB7A8E"><enum>(III)</enum><text>A nonprofit organization that aims to help individuals gain employment in the agriculture industry.</text></subclause></clause></subparagraph><subparagraph id="HEE09135EC3204A37AC33C23FE0CE6D5D"><enum>(B)</enum><header>Authorization of grants</header><text>The Secretary, acting through the Director of the National Institute of Food and Agriculture, shall award grants in accordance with this subsection to eligible institutions to develop and carry out agriculture workforce training programs—</text><clause id="H96FE4592A2F64BA8A51092AF26F19700"><enum>(i)</enum><text>to promote the growth of the agriculture industry;</text></clause><clause id="H5A31A7E3C9FF4BA087A49D82E25DCCC8"><enum>(ii)</enum><text>to foster competitiveness within the agriculture industry; and</text></clause><clause id="HBD04F385616543DF8D33561F31AB49A2"><enum>(iii)</enum><text>to improve the training and retention of workers in the agriculture industry.</text></clause></subparagraph><subparagraph id="H4217A10290844C7A97AA75B366B8D02B"><enum>(C)</enum><header>Use of grant funds</header><text>An eligible institution awarded a grant under this paragraph shall use not less than 5 percent of the funds received through the grant to carry out an agriculture workforce training program, including—</text><clause id="H6BE9338720B64CA1AE0AA6B2C4CBE1D2"><enum>(i)</enum><text>preliminary recruitment measures to encourage students to participate in the agriculture workforce training program; and</text></clause><clause id="HCD77A0EEC34D4CF6996688603AF1C817"><enum>(ii)</enum><text>professional development sessions to train faculty to prepare students for employment in the agriculture industry.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HB33AF1170AB9463E985C45AA42F6CF9C"><enum>(b)</enum><header>Implementation</header><text>Not later than January 31, 2024, the Secretary of Agriculture shall implement paragraph (16) of section 2501(d) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/2279">7 U.S.C. 2279(d)</external-xref>) (as added by subsection (a)).</text></subsection></section></legis-body></bill>
