which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require that information on spending associated with national emergencies be subject to the same reporting requirements as other Federal funds under the Federal Funding Accountability and Transparency Act of 2006, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HB775D10FAE544CD4A343D948E86CC96C"><section section-type="section-one" id="H32C96BD5F4CC41E4A48CEE01FCD67F16"><enum>1.</enum><header>Reporting on spending for national emergencies</header><subsection id="HC444A20FC1E54ADBBD5C9A5BBC053A79"><enum>(a)</enum><header>Full disclosure of Federal funds</header><text display-inline="yes-display-inline">Section 3(b)(1) of the Federal Funding Accountability and Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note) is amended—</text><paragraph id="HA6EBD1ADCD594DB5827783A0C8A64C76"><enum>(1)</enum><text>in subparagraph (C)(ii), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="HFE5BD43CF7D34F56851DEBB9F572296F"><enum>(2)</enum><text>in subparagraph (D)(ii), by striking the period at the end and inserting <quote>; and</quote>; and </text></paragraph><paragraph id="H315E7B7D018640C38A14E1517B84F895"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H03D7B7697E2E426F9E082B121F7BB358"><subparagraph id="H1D5FB0E719B949BE97A21A0628D893CA"><enum>(E)</enum><text display-inline="yes-display-inline">beginning not later than 180 days after the date of enactment of this subparagraph, for each national emergency declared by the President under section 201 of the National Emergencies Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1621">50 U.S.C. 1621</external-xref>)—</text><clause id="H69CC8D01020442729DC6766445B62B9B"><enum>(i)</enum><text>the amount—</text><subclause id="H7FD9263486134DD5A843C60A76E6C52F"><enum>(I)</enum><text display-inline="yes-display-inline">of budget authority appropriated;</text></subclause><subclause id="H6ECD2E62574343899658A039177E0DB0"><enum>(II)</enum><text>that is obligated;</text></subclause><subclause id="HCE0983CB5CA348D59E2D9CBF948E6D09"><enum>(III)</enum><text>of unobligated balances; and</text></subclause><subclause id="HD32D60015B114C419470EF07B3019A20"><enum>(IV)</enum><text>of any other budgetary resources; and </text></subclause></clause><clause id="H9858466A59884C05A193AFB7713F1170"><enum>(ii)</enum><text display-inline="yes-display-inline">from which accounts and in what amount appropriations are obligated and outlays are made—</text><subclause id="HB4E702086C8C48E2876D6FB82000EFA9"><enum>(I)</enum><text>by object class; and </text></subclause><subclause id="H5084042C7B684003934D2B7A3515EA24"><enum>(II)</enum><text>for each program activity.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HDA1095608FD04E3584EC0AB9D758A47D"><enum>(b)</enum><header>Data standards</header><paragraph id="HFB6CC7B9EC3C4BD7B0739196D1F388CE"><enum>(1)</enum><header>In general</header><text>Section 4(b) of the Federal Funding Accountability and Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note) is amended—</text><subparagraph id="H8FE89712F8A64DCC88FCB786CAB7B29D"><enum>(A)</enum><text>in paragraph (6), by striking <quote>and</quote> at the end; </text></subparagraph><subparagraph id="H356C8145E2F74469BADE9B3DC9899ED4"><enum>(B)</enum><text>in paragraph (7), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="HBBAC435495CD4EF0B913FBEE41C070D4"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H0152D1526CEB4E2E8358DDA3F99EBB06"><paragraph id="HFAE958B9C1284B568A66D8F5ED3ED1E6"><enum>(8)</enum><text display-inline="yes-display-inline">include unique identifiers for Federal funds made available or expended with respect to each national emergency declared by the President under section 201 of the National Emergencies Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1621">50 U.S.C. 1621</external-xref>).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H5B7380DBACD54C72B6BF546778E8C68B"><enum>(2)</enum><header>Updates</header><text>Not later than 180 days after the date of enactment of this Act, the Director of the Office of Management and Budget and the Secretary of the Treasury shall update the data standards established under section 4(a) of the Federal Funding Accountability and Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note) to comply with the amendments made by this section.</text></paragraph></subsection></section></legis-body></bill>
