Authorization of appropriations.3.Except as otherwise expressly provided—(1)whenever in title I an amendment or repeal is expressed in terms of an amendment to, or repeal of, a section or other provision, the reference shall be considered to be made to a section or other provision of the Education Sciences Reform Act of 2002 (20 U.S.C. 9501 et seq.); and(2)whenever in title II an amendment or repeal is expressed in terms of an amendment to, or repeal of, a section or other provision, the reference shall be considered to be made to a section or other provision of the Educational Technical Assistance Act of 2002 (20 U.S.C. 9601 et seq.).<enum>I</enum><header>Education Sciences Reform Act of 2002</header><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id9b6219550e144c319cc04965600c0c9f"><enum>101.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 102 (<external-xref legal-doc="usc" parsable-cite="usc/20/9501">20 U.S.C. 9501</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idaa78f1ad23eb4250ab74ef4329c892e7"><enum>(1)</enum><text>by redesignating paragraphs (6) through (23) as paragraphs (7) through (24), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc4c44a0cb35a41b39811b285d3e076d6"><enum>(2)</enum><text>by inserting after paragraph (5) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idFBA71FF89E5147548210623281411225"><paragraph id="id2db1b7cf92a4467d9d933edb9db52944"><enum>(6)</enum><header>Career and technical education</header><text>The term <term>career and technical education</term> has the meaning given the term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2301">20 U.S.C. 2301 et seq.</external-xref>), the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1400">20 U.S.C. 1400 et seq.</external-xref>), the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>), and the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3101">29 U.S.C. 3101 et seq.</external-xref>), to promote linkages across State education and workforce agencies and protect student privacy, consistent with section 183, in order to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id1e08234e9f0240a38a2fd16901ab6e31"><enum>(A)</enum><text display-inline="yes-display-inline">improve student academic achievement and related outcomes;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0b23052ca3e3499fb8ff9a98fa8d3bba"><enum>(B)</enum><text display-inline="yes-display-inline">promote the successful completion of career pathways programs; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id90ed5a93f0a3478cb19ba6ca879f5a83"><enum>(C)</enum><text display-inline="yes-display-inline">close related achievement and performance gaps;</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaf19669e217b4e8680f6c0ea49891a7f"><enum>(5)</enum><text>in paragraph (8), by striking <quote>and</quote> after the semicolon;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3d251fc9b80748b790955567d22d642a"><enum>(6)</enum><text>in paragraph (9), by striking the period and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0f55fabe76a64937bb6dad38d35b6245"><enum>(7)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idB56788CBD2E24E84834775848DD8848E"><paragraph id="id2324cb3d782147808b0b3ee035d1a0aa"><enum>(10)</enum><text>determining, in consultation with the National Research Council of the National Academies, methodology by which States may accurately measure—</text><subparagraph commented="no" display-inline="no-display-inline" id="id509ea719a356438c8f65b6f1cf7ebec0"><enum>(A)</enum><text display-inline="yes-display-inline">student access to high-quality and rigorous postsecondary education and training opportunities, including career and technical education programs; </text></clause><clause commented="no" display-inline="no-display-inline" id="id0dca46b9bff24d8a84e9ea51b141ba66"><enum>(ii)</enum><text display-inline="yes-display-inline">to improve student outcomes; and </text></clause><clause commented="no" display-inline="no-display-inline" id="id4ce8d18a9794497db968d8566e6c563a"><enum>(iii)</enum><text display-inline="yes-display-inline">to close related achievement gaps;</text></clause></subparagraph><subparagraph id="id082ab25497d2491db1179a4bee9d62f4"><enum>(B)</enum><text>to facilitate research to improve student academic achievement and close achievement gaps; and</text></subparagraph><subparagraph id="id63ffd1064dc24bf58fe34e6993af11b6"><enum>(C)</enum><text>to align statewide longitudinal data systems spanning early education through postsecondary education and the workforce, consistent with section 183;</text></subparagraph></paragraph><paragraph id="id7cc644a6b8d54aa4a1e996409b973493"><enum>(3)</enum><text>ensures the protection of student privacy, and includes a review of how State educational agencies, local educational agencies, and others that will have access to the statewide longitudinal data systems under this section will adhere to Federal privacy laws and protections, consistent with section 183, in the building, maintenance, and use of such data systems;</text></paragraph><paragraph id="iddf496c555c914d4ca9d97c7db9b17086"><enum>(4)</enum><text>ensures that a State with an eligible entity receiving a grant under this section supports professional development that builds the capacity of teachers, school leaders, local educational agencies, and institutions of higher education to use data effectively; and</text></paragraph><paragraph id="ida6dccd58c5af49049a95bf81c44e472a"><enum>(5)</enum><text>gives priority to eligible entities that propose to use grant funds to develop and improve integrated data systems that—</text><subparagraph id="id3c9dd57428db466ca40874290dfdd6ce"><enum>(A)</enum><text>meet the voluntary standards and guidelines described in section 153(a)(5); and</text></subparagraph><subparagraph id="id530243dee48d40ac8ff520f0866fd32d"><enum>(B)</enum><text>demonstrate adequate capacity to provide timely access to data within integrated data systems, consistent with section 183.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0b7e261d9529462e8d9b4f48722c6280"><enum>(4)</enum><text>in subsection (e)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id0e0b38f6ec1847a79df2c806f62d437b"><enum>(A)</enum><text>in the matter preceding paragraph (1), by striking <quote>Not later than 1 year after the date of enactment of the Educational Technical Assistance Act of 2002</quote> and inserting <quote>Not later than 1 year after the date of enactment of the <short-title>Data for American Jobs Act of 2023</short-title></quote>;
