Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2301">20 U.S.C. 2301 et seq.</external-xref>), the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1400">20 U.S.C. 1400 et seq.</external-xref>), the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>), and the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3101">29 U.S.C. 3101 et seq.</external-xref>),</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id72c7ce239e1b441db42450f600a6e6f1"><enum>(2)</enum><text>by striking paragraph (1) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id0C6A8D41B9A2462394113B57AF80CC60"><paragraph commented="no" display-inline="no-display-inline" id="id8cb0fcdaa2574f14a5ab68de9889dd91"><enum>(1)</enum><text>closing the achievement and performance gaps between high-performing and low-performing students, especially gaps in achievement or performance between minority and nonminority students and between disadvantaged students and such students' more advantaged peers; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6611e1d455954127af98c78064b86fab"><enum>(2)</enum><text>in subsection (c)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id83de67280bae4cf4bfe09696e231c626"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>8</quote> each place the term appears and inserting <quote>9</quote>; </text></clause><clause commented="no" display-inline="no-display-inline" id="id0dca46b9bff24d8a84e9ea51b141ba66"><enum>(ii)</enum><text display-inline="yes-display-inline">to improve student outcomes; and </text></clause><clause commented="no" display-inline="no-display-inline" id="id4ce8d18a9794497db968d8566e6c563a"><enum>(iii)</enum><text display-inline="yes-display-inline">to close related achievement gaps;</text></clause></subparagraph><subparagraph id="id082ab25497d2491db1179a4bee9d62f4"><enum>(B)</enum><text>to facilitate research to improve student academic achievement and close achievement gaps; and</text></subparagraph><subparagraph id="id63ffd1064dc24bf58fe34e6993af11b6"><enum>(C)</enum><text>to align statewide longitudinal data systems spanning early education through postsecondary education and the workforce, consistent with section 183;</text></subparagraph></paragraph><paragraph id="id7cc644a6b8d54aa4a1e996409b973493"><enum>(3)</enum><text>ensures the protection of student privacy, and includes a review of how State educational agencies, local educational agencies, and others that will have access to the statewide longitudinal data systems under this section will adhere to Federal privacy laws and protections, consistent with section 183, in the building, maintenance, and use of such data systems;</text></paragraph><paragraph id="iddf496c555c914d4ca9d97c7db9b17086"><enum>(4)</enum><text>ensures that a State with an eligible entity receiving a grant under this section supports professional development that builds the capacity of teachers, school leaders, local educational agencies, and institutions of higher education to use data effectively; and</text></paragraph><paragraph id="ida6dccd58c5af49049a95bf81c44e472a"><enum>(5)</enum><text>gives priority to eligible entities that propose to use grant funds to develop and improve integrated data systems that—</text><subparagraph id="id3c9dd57428db466ca40874290dfdd6ce"><enum>(A)</enum><text>meet the voluntary standards and guidelines described in section 153(a)(5); and</text></subparagraph><subparagraph id="id530243dee48d40ac8ff520f0866fd32d"><enum>(B)</enum><text>demonstrate adequate capacity to provide timely access to data within integrated data systems, consistent with section 183.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0b7e261d9529462e8d9b4f48722c6280"><enum>(4)</enum><text>in subsection (e)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id0e0b38f6ec1847a79df2c806f62d437b"><enum>(A)</enum><text>in the matter preceding paragraph (1), by striking <quote>Not later than 1 year after the date of enactment of the Educational Technical Assistance Act of 2002</quote> and inserting <quote>Not later than 1 year after the date of enactment of the <short-title>Data for American Jobs Act of 2023</short-title></quote>;
