which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Food and Nutrition Act of 2008 to expand the operation of State employment and training programs under that Act, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H2B5A3D019BAD4BB4A18DE8D8123A2F87"><section section-type="section-one" id="HDBF0680EA8E04907B94F315B293641C8"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Revitalize and Expand SNAP Education and Training for America’s Future Act of 2023</short-title></quote> or the <quote><short-title>RESET for America’s Future Act of 2023</short-title></quote>.</text></section><section id="H4E12A1429BEC4228AA9715C7B7CA476B"><enum>2.</enum><header>Innovation employment and training programs</header><subsection id="HDB08183B8C1944C1B4612972B2D3D383"><enum>(a)</enum><header>Innovation employment and training program</header><text display-inline="yes-display-inline">Section 6(d)(4) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2015">7 U.S.C. 2015(d)(4)</external-xref>) is amended—</text><paragraph id="idE69FA5F91AB24295B62C605B65F5E29E"><enum>(1)</enum><text>by conforming the margins of subparagraphs (C) through (J), (L), and (M) to the margin of subparagraph (A); and</text></paragraph><paragraph id="id5E3682C73EFC4A5890550D38251C511E"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idDA0576699D39430BB9FC04E8A06E496D"><subparagraph id="id671521e059f7448889a5235fc8cc8af1"><enum>(P)</enum><header>Innovation employment and training program</header><clause id="ide30f07d6eda542c4ae3c35675980afb1"><enum>(i)</enum><header>Reimbursement of costs</header><text>Subject to the availability of funds under section 16(h)(1), on request of a State agency, the Secretary shall reimburse the State agency an amount equal to 100 percent of all costs directly incurred in carrying out a component of an employment and training program that meets 1 or more of the following requirements:</text><subclause id="ide928ba6af5514a7d87d25f3994d764dc"><enum>(I)</enum><text>At the time of use, the program component is under evaluation with respect to measuring employment and earnings outcomes for participants in the employment and training program with a methodology that could, in the event that the evaluation finds positive program impacts, subsequently classify the employment and training program as having—</text><item id="idDA6EBAF5F06649028B474415332D8091"><enum>(aa)</enum><text>a high or moderate causal evidence rating (as defined by the Secretary and consistent with evidence standards established by Federal agencies implementing other Federal workforce investments, including standards defined by the Secretary of Labor under section 306 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/506">42 U.S.C. 506</external-xref>)); and</text></item><item id="id87467F90687345B780DAA4A89AA8FC26"><enum>(bb)</enum><text>a demonstrated capacity to improve employment or earnings outcomes for program participants.</text></item></subclause><subclause id="idE9339B06AFC44A07BE47FCD317308B30"><enum>(II)</enum><text>The program component provides services that have already been evaluated and found to positively affect employment or earnings outcomes for employment or training program participants, with a methodology that has a high or moderate causal evidence rating (as defined by the Secretary as described in subclause (I)(aa)).</text></subclause><subclause id="id0A2661C2316847D88FF4CEE48FC07D86"><enum>(III)</enum><item commented="no" display-inline="yes-display-inline" id="id16E991C373E04E1AB8E0A6A3B241C1B7"><enum>(aa)</enum><text>Subject to items (bb) and (cc), the State agency uses at least 20 percent of the funding allocated under this paragraph to the employment and training program component to enter into a performance or outcomes contract to pay for—</text><subitem id="idD5ABC8B80BCF4BA9AE8019FFB7271450" indent="up1"><enum>(AA)</enum><text>measurable improvements in outcomes related to improved employment or earnings; </text></subitem><subitem indent="up1" id="idC66D892112C34D07BBB48F97D7E38C8A"><enum>(BB)</enum><text>credential attainment; or</text></subitem><subitem indent="up1" id="idA4644B76F5FD41A0B947811E142C3160"><enum>(CC)</enum><text>measurable attainment of new vocational skills for participants of the employment and training program, which shall include any reporting measures related to those outcomes that State agencies must track and report annually under regulations promulgated pursuant to this Act or any benchmarks demonstrated by credible research to be highly correlated with those outcomes if those outcomes are measured using administrative data validated by a third-party evaluator. </text></subitem></item><item id="id8F5FEAE90DB24463B1AB13567C3E356D" indent="up1"><enum>(bb)</enum><text>Activities carried out under a performance or outcomes contract described in item (aa) ensure that the population served by the performance or outcomes contract in an area, as demonstrated by the State agency—</text><subitem commented="no" display-inline="no-display-inline" id="idb410ff9d257242458460a3edd631128e"><enum>(AA)</enum><text display-inline="yes-display-inline">is similar to the population in that area that participates in the supplemental nutrition assistance program with respect to demographics and barriers to employment; and </text></subitem><subitem commented="no" display-inline="no-display-inline" id="idc7b7919628644784ac6bb45228d21915"><enum>(BB)</enum><text display-inline="yes-display-inline">is not selected for purposes of excluding participants in that area that are perceived as <quote>harder-to-serve</quote>.</text></subitem></item><item id="id71b1fce25ed14dd1a9246303156285ee" indent="up1"><enum>(cc)</enum><text>The State agency submits each request for reimbursement for payments made for activities carried out under a performance or outcomes contract described in item (aa)— </text><subitem commented="no" display-inline="no-display-inline" id="idd2115b2743b84a55810a8656ef4271e6"><enum>(AA)</enum><text display-inline="yes-display-inline">not later than 60 months after the effective date of the performance or outcomes contract; and </text></subitem><subitem commented="no" display-inline="no-display-inline" id="id30313d3b718f4fafa590c3bf0194b831"><enum>(BB)</enum><text display-inline="yes-display-inline">within 12 months of making the payment for which reimbursement is requested.</text></subitem></item></subclause></clause><clause id="id5976562b88444cfb9a13fd58b0060cf6"><enum>(ii)</enum><header>Administrative, technical assistance, and evaluation costs</header><subclause commented="no" display-inline="no-display-inline" id="idf301c209e78d42aa86334ab50a5e50ea"><enum>(I)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to the availability of funds under section 16(h)(1) remaining after expenditure under clause (i), on request of a State agency, the Secretary shall reimburse the State agency for administration, technical assistance, and evaluation costs associated with activities eligible for reimbursement under clause (i).</text></subclause><subclause id="id8ea0e5fd4297428381d312ae69801441"><enum>(II)</enum><header>Amount</header><text>The Secretary shall reimburse the State agency under subclause (I) in an amount that—</text><item id="id3b6681c9cb44469ea79bf6bd4dcb2e82"><enum>(aa)</enum><text>is not more than 20 percent of the direct costs approved for reimbursement under clause (i); and</text></item><item commented="no" display-inline="no-display-inline" id="id6ee55b95e6c644ef925623445de64d85"><enum>(bb)</enum><text display-inline="yes-display-inline">in the case of an employment and training program component that is coordinated with a program funded in part by funds authorized under the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3101">29 U.S.C. 3101 et seq.</external-xref>), is not more than 30 percent of the direct costs approved for reimbursement under clause (i).</text></item></subclause></clause><clause commented="no" id="id2D904A15C52A4D7C8E2D78F62E4FC61F"><enum>(iii)</enum><header>Extension of eligibility</header><text>Notwithstanding any other provision of this Act, an individual enrolled in an employment and training program component described in clause (i) that becomes ineligible due to failure to meet a requirement described in subsection (c), (d), (e), (f), (g), (i), (k), (l), (m), or (n) of section 5 shall be permitted to continue participating in the employment and training program component until the date that is the earlier of—</text><subclause commented="no" display-inline="no-display-inline" id="id97e117360ad14cfc95fb7c71ba8ba176"><enum>(I)</enum><text display-inline="yes-display-inline">6 months after the date on which the individual would otherwise become ineligible; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id32d8fa70755a44f68ff5cf2d618cf950"><enum>(II)</enum><text display-inline="yes-display-inline">the date on which the individual completes the employment and training program component.</text></subclause></clause><clause commented="no" id="id75B9AF57EEF2438EBBCA564BC178CE20"><enum>(iv)</enum><header>State agency requirements</header><subclause commented="no" display-inline="no-display-inline" id="id8b4b513be01c4762b04f9beb550889e1"><enum>(I)</enum><header>Report</header><text display-inline="yes-display-inline">A State agency that receives reimbursement under clause (i) shall submit annually to the Secretary a report describing—</text><item commented="no" display-inline="no-display-inline" id="id9acfabcc715a4ce980f749614be96235"><enum>(aa)</enum><text display-inline="yes-display-inline">the services provided by the applicable employment and training program component;</text></item><item commented="no" display-inline="no-display-inline" id="id4128c82aa9884a6e903b692524010f41"><enum>(bb)</enum><text display-inline="yes-display-inline">the demographics of participants of that program component;</text></item><item commented="no" display-inline="no-display-inline" id="id21e92355c2204870882377c56425e763"><enum>(cc)</enum><text display-inline="yes-display-inline">the costs of that program component; </text></item><item commented="no" display-inline="no-display-inline" id="id546836cd0ee14c76b670969e72cbb35a"><enum>(dd)</enum><text display-inline="yes-display-inline">the manner in which funds were used for that program component; and</text></item><item commented="no" display-inline="no-display-inline" id="id7df82923ffb14d118b80880a48dd695f"><enum>(ee)</enum><text>in the case of a State agency that carries out a program component described in clause (i)(I), findings from the applicable completed evaluation.</text></item></subclause><subclause commented="no" display-inline="no-display-inline" id="id6b4c2bc79e3044dc93414fd470b58f33"><enum>(II)</enum><header>Publicly available</header><text>The Secretary shall make publicly available the information submitted to the Secretary under subclause (I).</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id93F2FA6FACBE4CC6A3EB4D6BCB90CA85"><enum>(b)</enum><header>Funding for employment and training programs</header><text>Section 16(h)(1) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2025">7 U.S.C. 2025(h)(1)</external-xref>) is amended—</text><paragraph id="id45E6A88AA9B947DFABB33C19824DD320"><enum>(1)</enum><text>in subparagraph (A)—</text><subparagraph id="id9283FD3FA83F46F8A52C2485430BB1F5"><enum>(A)</enum><text>by striking <quote>To carry out</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6C03B86ADD56449EAAAE36BF14B6ADCE"><clause id="id55EC65E570104EB8A18C4C05CE13ACE2"><enum>(i)</enum><header>In general</header><text>To carry out</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="id733710585DAF46959A9F2737DFE3A4D9"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idD30198A07D58405F9C334C9EAF6C6CB0"><clause id="idB3A1761EEC31491DA641DEFE4F616C9D"><enum>(ii)</enum><header>Additional funds</header><text>In addition to funds made available under clause (i), the Secretary shall reserve for allocation to State agencies, to remain available for 24 months, from funds made available for each fiscal year under section 18(a)(1), $100,000,000 for each fiscal year to provide reimbursements under section 6(d)(4)(P).</text></clause><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id501CD109886142C887ECF91199333E64"><enum>(2)</enum><text>in subparagraph (B), in the matter preceding clause (i), by striking <quote>subparagraph (A)</quote> and inserting <quote>subparagraph (A)(i)</quote>;</text></paragraph><paragraph id="id4CD395C5BBE24A31ADBF56709A607C28"><enum>(3)</enum><text>in subparagraph (C)(ii), by striking <quote>subparagraph (A)</quote> and inserting <quote>subparagraph (A)(i)</quote>; and</text></paragraph><paragraph id="idE0E28AC0C88C40AEB18FF4A90BC895BE"><enum>(4)</enum><text>in subparagraph (E)(i), by striking <quote>subparagraph (A)</quote> and inserting <quote>subparagraph (A)(i)</quote>.</text></paragraph></subsection><subsection id="id483a051cb3b0470880c52f042fa01b49"><enum>(c)</enum><header>Use of federal funding streams as matching funds</header><text>Section 16(h)(2) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2025">7 U.S.C. 2025(h)(2)</external-xref>) is amended—</text><paragraph id="id76e4123919504a89a36d24f539a748f9"><enum>(1)</enum><text>by striking <quote>(2) If, in carrying out such program during such fiscal year</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3F9013D9C2C74DEB8BCE08B87BDEF355"><paragraph commented="no" display-inline="no-display-inline" id="idb4941019f27449f9aa96f798e874034b"><enum>(2)</enum><header>Reimbursement of excess costs</header><subparagraph commented="no" display-inline="no-display-inline" id="id0ed837bb844f4ae0a1e7234605269247"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>If, in carrying out an employment and training program in a fiscal year</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id0d53074b4d9746dda260f4dce1e3811c"><enum>(2)</enum><text>in subparagraph (A) (as so designated)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id61d6e7e7862a4cfabd5a62c58401dd4e"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>shall pay</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="yes-display-inline" id="idC000C0D996BE4603BB67773542FE57A3"><text>shall—</text><clause commented="no" display-inline="no-display-inline" id="id5ea95ca7c3e744c0b640cd74be016ac7"><enum>(i)</enum><text display-inline="yes-display-inline">pay</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddfe9f59017e346039107abfa54e11d3b"><enum>(B)</enum><text>in clause (i) (as so designated), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf75bd3ecca474490b381e86529ae08f2"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4A1DC9E7C2B54BD7948706004839BBCF"><clause commented="no" display-inline="no-display-inline" id="idacb0861552594b5c8832717ec35bfb6c"><enum>(ii)</enum><text>consider any other Federal funding used to carry out a component of an employment and training program as qualifying for the 50-percent share of the State required under subsection (a), this paragraph, and paragraph (3), unless that use of funding is specifically disallowed by law.</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H92CB9F5896014ED895871DAA0D231FA5"><enum>(3)</enum><text> by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC19EFB2F340E4C488CD99D6362EA34A0"><subparagraph commented="no" display-inline="no-display-inline" id="idf44d887fb4194d14a369cd37379ad255"><enum>(B)</enum><header>Reporting</header><text>A State agency that incurs costs described in subparagraph (A) and uses any other Federal funding as described in clause (ii) of that subparagraph shall submit to the Secretary a report that—</text><clause commented="no" display-inline="no-display-inline" id="idfbe8f2f9edee420f8323692e5b9fcaf0"><enum>(i)</enum><text display-inline="yes-display-inline">identifies each source of those Federal funds; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id4b1a920e730c4b24acedb132ccf16858"><enum>(ii)</enum><text display-inline="yes-display-inline">describes, if applicable, how implementation of the employment and training program component is carried out in coordination with local and State entities supported by the same source of Federal funds—</text><subclause commented="no" display-inline="no-display-inline" id="id06d3c56ce17d4d3cb736bdc54856ef1d"><enum>(I)</enum><text display-inline="yes-display-inline">to improve measurable outcomes for participants of the employment and training program component;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id95887e233a11415db83c929d9cfece80"><enum>(II)</enum><text display-inline="yes-display-inline">to streamline service delivery, colocate services, align services across employment and training programs, streamline service delivery for participants of the employment and training program component, or make it easier for those participants eligible for multiple employment and training programs to participate in cost-sharing across the programs in which they are enrolled; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idce2b8ebf21e44141b452cd4c9a86eed4"><enum>(III)</enum><text display-inline="yes-display-inline">to otherwise partner with other entities in the area to improve employment and training program performance management.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H8CCEE11B8FEF410C96FA1609F9151326"><enum>(d)</enum><header>Reimbursement for additional supportive services</header><text display-inline="yes-display-inline">Section 16(h)(3) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2025">7 U.S.C. 2025(h)(3)</external-xref>) is amended—</text><paragraph id="idC317189350424282A160655B87483A3D"><enum>(1)</enum><text>by striking <quote>(3) The Secretary shall also reimburse each State agency in an amount equal to 50 per centum</quote> and inserting the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="id1AFDA59E19524AA09BFB67EE45AEDB88"><paragraph id="id54A0CD3FDE90418687E1172377D3163A"><enum>(3)</enum><header>Transportation and other expenses</header><subparagraph id="id0C65E8ABAE7B46C6A1E38947277CA6BC"><enum>(A)</enum><header>In general</header><text>Except as provided in subparagraph (B), the Secretary shall reimburse each State agency in an amount equal to 50 percent</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idD5B4C4A50AF44C4CB7FA142FE3E5A3BC"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2bf1cfc20be44d2fad90e5cd8949f8c9"><subparagraph id="idf0880f4431d24292a549b1ab7bc5f159"><enum>(B)</enum><header>Full reimbursement for transportation and other costs</header><text>On request by a State agency, the Secretary shall fully reimburse the State agency for costs directly incurred and expended in connection with transportation costs and other expenses that were reasonably necessary and directly related to carrying out an employment and training program component that meets at least 1 of the requirements described in clause (i) of section 6(d)(4)(P), subject to the availability of funding made available under paragraph (1)(A)(ii).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id2b011818e6c945748031611dd0b1002f"><enum>(e)</enum><header>Employment and training data grants</header><text>Section 17 of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2026">7 U.S.C. 2026</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3a39cbc88e2844d580310ead21561843"><subsection id="id4b2b95f03f144cd6876e0e035bb2bad5"><enum>(o)</enum><header>Employment and training data grants</header><paragraph commented="no" display-inline="no-display-inline" id="ide4ec15b3d6b4449087b21bd79c3d62c9"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall award grants to States, on a competitive basis, to create and strengthen longitudinal administrative databases and associated resources for the purpose of strengthening program quality, advancing equity, reducing burden, protecting privacy, and improving transparency in employment and training programs.</text></paragraph><paragraph id="id46dc03ff19564014bffe3b2ca10744d4"><enum>(2)</enum><header>Priority</header><text>In awarding grants under paragraph (1), the Secretary shall give priority to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id56947d1d43e54e8baa298da4c21637ad"><enum>(A)</enum><text display-inline="yes-display-inline">States that—</text><clause commented="no" display-inline="no-display-inline" id="ide918abb63c984325a5a53186b18b8f17"><enum>(i)</enum><text display-inline="yes-display-inline">have not previously received a grant from the Secretary for the purpose described in paragraph (1); and </text></clause><clause commented="no" display-inline="no-display-inline" id="id1a6af58e85a348719b5439a4f12dd420"><enum>(ii)</enum><text display-inline="yes-display-inline">have the greatest need with respect to improving data infrastructure; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id84154e614ce44a79821e277f28b2f737"><enum>(B)</enum><text display-inline="yes-display-inline">projects that—</text><clause id="id95d874286df749d7868c86ceef69d00c"><enum>(i)</enum><text>strengthen the quality of an employment and training program or otherwise improve the employment and training program;</text></clause><clause id="idf01aff39c1eb4f20864aef2ae7775649"><enum>(ii)</enum><text>facilitate co-enrollment and coordination of services between the employment and training program and other federally supported workforce development programs, including programs authorized under—</text><subclause commented="no" display-inline="no-display-inline" id="id4c6fccac992c4fa78316c0ffdf1dd5ca"><enum>(I)</enum><text display-inline="yes-display-inline">the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3101">29 U.S.C. 3101 et seq.</external-xref>); and </text></subclause><subclause commented="no" display-inline="no-display-inline" id="idc2c7d0f0fb034ce6958a7fc3cd44f264"><enum>(II)</enum><text display-inline="yes-display-inline">the Strengthening Career and Technical Education for the 21st Century Act (<external-xref legal-doc="public-law" parsable-cite="pl/115/224">Public Law 115–224</external-xref>; 132 Stat. 1563) and the amendments made by that Act;</text></subclause></clause><clause id="idd298368ad9fd4624b240e65d8efb2980"><enum>(iii)</enum><text>participate in and contribute data to the linked longitudinal data system of the State, including submitting data that, when linked with elementary, secondary, and postsecondary school data and workforce development data, provides the State with the ability to create more robust tools and analytics;</text></clause><clause id="id086f49c24cfc447c8b15431ea80da52a"><enum>(iv)</enum><text>encourage the use of non-Federal contributions to improve State data infrastructure and related resources;</text></clause><clause id="id8c40a519db074ed1aeea02d78bf13091"><enum>(v)</enum><text>support research and program improvement activities; or</text></clause><clause commented="no" display-inline="no-display-inline" id="id76e0842e42104edaa0a0a954d85b6d0e"><enum>(vi)</enum><text>achieve other priorities, as determined by the Secretary.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id45afac48d7e44914a987327560d2104c"><enum>(3)</enum><header>Technical assistance</header><text>The Secretary shall provide technical assistance to support the implementation of projects carried out using grants awarded under this subsection.</text></paragraph><paragraph id="idd93a7bdfbda94f248d3c5bd07e00f8a0"><enum>(4)</enum><header>Privacy and security standards</header><text>Data in longitudinal administrative databases and associated resources supported by a grant under this subsection shall— </text><subparagraph id="id01c65d2a14084154ace71787ea414cb5"><enum>(A)</enum><text>be exempted from the disclosure requirements of subsection (a) of section 552 of title 5, United States Code, pursuant to subsection (b)(3) of that section;</text></subparagraph><subparagraph id="idf270f3616cca41178481a2e2e8663248"><enum>(B)</enum><text>be used in a manner that protects the identity and location of a vulnerable individual (including a victim of domestic violence) that is an applicant for, or recipient of, supplemental nutrition assistance program benefits; and</text></subparagraph><subparagraph id="id21a5f7e3834e4730a59e59e389e6f2ea"><enum>(C)</enum><text>meet security standards determined by the Secretary.</text></subparagraph></paragraph><paragraph id="id219e3554077d46c892db2528d98e8e45"><enum>(5)</enum><header>Integrated data</header><text>Nothing in this subsection shall prohibit the use of data supported by a grant under this subsection from being used as part of a State data system or other integrated data system. </text></paragraph><paragraph id="ida5686495a0bb414c9ad6e3852024a5cb"><enum>(6)</enum><header>Authorization of appropriations</header><subparagraph commented="no" display-inline="no-display-inline" id="id1dda137602bb4a9a8195c6ded3741e54"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>Of the funds made available under section 18(a), the Secretary shall use to carry out this subsection $15,000,000 for fiscal year 2024 and each fiscal year thereafter, of which not more than 10 percent shall be used to carry out paragraph (3).</text></subparagraph><subparagraph id="id205ad1b388c34a27950f501521458c5e"><enum>(B)</enum><header>Supplement not supplant</header><text>Funds used under subparagraph (A) shall supplement, not supplant, other State or local funds used for developing State data systems.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
