<official-title>To authorize the Director of the Cybersecurity and Infrastructure Security Agency to establish an apprenticeship program and to establish a pilot program on cybersecurity training for veterans and members of the Armed Forces transitioning to civilian life, and for other purposes.</official-title>

<section section-type="section-one" id="id3cfda017-bad1-4d0e-a55f-7ae21a8041d1" changed="not-changed"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Cybersecurity Workforce Expansion Act</short-title></quote>.</text></section> <section id="idea40d5a0-ff15-4a43-88a2-64014503674c" changed="not-changed"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
<paragraph id="id87dbf14a-90ea-4275-9891-41e3ec20a980" changed="not-changed"><enum>(1)</enum><text>the need for qualified cybersecurity personnel is greater than ever, as demonstrated by the recent SolarWinds breach and the growing spate of ransomware attacks on critical infrastructure entities and State and local governments;</text></paragraph> <paragraph id="idd14f97ef-2c15-4f01-99dd-ea887c36dc1e" changed="not-changed"><enum>(2)</enum><text>the Federal Government is facing a shortage of qualified cybersecurity personnel, as noted in a March 2019 Government Accountability Office report on critical staffing needs in the Federal cybersecurity workforce;</text></paragraph>
<paragraph id="id5a76ab0c-582e-43b6-b5b8-caa8191e79a4" changed="not-changed"><enum>(3)</enum><text>there is a national shortage of qualified cybersecurity personnel, and according to CyberSeek, a project supported by the National Initiative for Cybersecurity Education within the National Institute of Standards and Technology, there are approximately 500,000 cybersecurity job openings around the United States;</text></paragraph> <paragraph id="idef1714ad-60a3-4bd6-80b9-c0be9eda5c3f" changed="not-changed"><enum>(4)</enum><text>in May 2021, the Department <deleted-phrase reported-display-style="strikethrough">of Homeland Security</deleted-phrase> announced that the Department was initiating a 60 day sprint to hire 200 cybersecurity personnel across the Department, with 100 of those hires for the Cybersecurity and Infrastructure Security Agency, to address a cybersecurity workforce shortage; and</text></paragraph>
<paragraph id="idc7068ab1-14bf-4737-a714-d6505db364c5" changed="not-changed"><enum>(5)</enum><text>the Federal Government needs to—</text> <subparagraph id="idb00dd0ea-501f-410f-bdd8-72722e6da852" changed="not-changed"><enum>(A)</enum><text>expand the cybersecurity workforce pipeline of the Federal Government to sustainably close a Federal cybersecurity workforce shortage; and</text></subparagraph>
<subparagraph id="idd63ac0d7-8d10-4c9f-b347-e1cea67ed013" changed="not-changed"><enum>(B)</enum><text>work cooperatively with the private sector and State and local government authorities to expand opportunities for new cybersecurity professionals.</text></subparagraph></paragraph></section> <section id="id8C24739763B2421F943232476E4C2088" changed="not-changed"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
<paragraph id="id4E5885AC187841C9960FA0E6783CF17A" changed="not-changed"><enum>(1)</enum><header>Department</header><text>The term <term>Department</term> means the Department of Homeland Security.</text></paragraph> <paragraph id="id942605c18448460e95d2974adb92f497" changed="not-changed"><enum>(2)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph>
<paragraph id="id69CAA6ACBADD40659A64EAF4F026A303" changed="not-changed"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Homeland Security.</text></paragraph></section> <section section-type="subsequent-section" id="ideb883022-2b6c-4e0a-97b7-86bf75915911" changed="not-changed"><enum>4.</enum><header>Cybersecurity apprenticeship pilot program</header> <subsection id="id02b41333-840a-4cac-b1c3-d02af5d558ce" changed="not-changed"><enum>(a)</enum><header>Definitions</header><text>In this section:</text>
<paragraph id="id576a0689-e466-406d-8275-a87d6dae587a" changed="not-changed"><enum>(1)</enum><header>Area career and technical education school</header><text>The term <term>area career and technical education school</term> has the meaning given the term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>).</text></paragraph> <paragraph id="idb60fe6c5-5fe7-44a9-aeb6-bb41e6a4383e" changed="not-changed"><enum>(2)</enum><header>Community college</header><text>The term <term>community college</term> means a public institution of higher education at which the highest degree that is predominantly awarded to students is an associate’s degree, including—</text>
<subparagraph id="id3a0e19f4-dabf-4cbb-bfd7-77bd9a4aea3f" changed="not-changed"><enum>(A)</enum><text>a 2-year Tribal College or University, as defined in section 316 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1059c">20 U.S.C. 1059c</external-xref>); and </text></subparagraph> <subparagraph id="id342c581f-5748-48e3-864c-23940d923912" changed="not-changed"><enum>(B)</enum><text>a public 2-year State institution of higher education. </text></subparagraph></paragraph>
<paragraph id="idBE7A4FD94C7248F29A35F0C5A1720865" changed="not-changed"><enum>(3)</enum><header>Competitive service</header><text>The term <term>competitive service</term> has the meaning given the term in section 2102 of title 5, United States Code.</text></paragraph> <paragraph id="id32DCAE7A029A45878B800156CF0BCD5A" changed="not-changed"><enum>(4)</enum><header>Cyber workforce position</header><text>The term <term>cyber workforce position</term> means a position identified as having information technology, cybersecurity, or other cyber-related functions under section 303 of the Federal Cybersecurity Workforce Assessment Act of 2015 (<external-xref legal-doc="usc" parsable-cite="usc/5/301">5 U.S.C. 301</external-xref> note).</text></paragraph>
<paragraph id="id9ba5ced1-e437-4a66-a06e-79df497704fe" changed="not-changed"><enum>(5)</enum><header>Early college high school; educational service agency; local educational agency; secondary school; State educational agency</header><text>The terms <term>early college high school</term>, <term>educational service agency</term>, <term>local educational agency</term>, <term>secondary school</term>, and <term>State educational agency</term> have the meanings given those terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>). </text></paragraph> <paragraph id="id94260387-e005-48cd-9f59-e552b9196774" changed="not-changed"><enum>(6)</enum><header>Education and training provider</header><text>The term <term>education and training provider</term> means—</text>
<subparagraph id="ida1c2389b-565f-4c1a-91e7-22fe5aa281f9" changed="not-changed"><enum>(A)</enum><text>an area career and technical education school;</text></subparagraph> <subparagraph id="id4861aabd-199d-4ba6-b4cb-21cb9c4bf063" changed="not-changed"><enum>(B)</enum><text>an early college high school;</text></subparagraph>
<subparagraph id="id1d50ee6b-4d34-4298-8368-81874582d0ba" changed="not-changed"><enum>(C)</enum><text>an educational service agency;</text></subparagraph> <subparagraph id="id3d526237-9f8e-4f1f-be2c-eb3a32dbe527" changed="not-changed"><enum>(D)</enum><text>a high school;</text></subparagraph>
<subparagraph id="idf3160dde-aded-4193-83f2-bf52e59cd95a" changed="not-changed"><enum>(E)</enum><text>a local educational agency or State educational agency;</text></subparagraph> <subparagraph id="id17084fef-0653-42ca-817e-25dd70008ea1" changed="not-changed"><enum>(F)</enum><text>a Tribal educational agency (as defined in section 6132 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7452">20 U.S.C. 7452</external-xref>)), Tribally controlled college or university (as defined in section 2(a) of the Tribally Controlled Colleges and Universities Assistance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/25/1801">25 U.S.C. 1801(a)</external-xref>)<deleted-phrase reported-display-style="strikethrough">)</deleted-phrase>, or Tribally controlled postsecondary career and technical institution (as defined in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>)); </text></subparagraph>
<subparagraph id="idccc186b9-7cbb-4550-ac83-79ef20d158ee" changed="not-changed"><enum>(G)</enum><text>a postsecondary educational institution, as defined in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>);</text></subparagraph> <subparagraph id="id6ab73a13-0c19-4a78-8a9c-cedd4859e3e1" changed="not-changed"><enum>(H)</enum><text>a minority-serving institution;</text></subparagraph>
<subparagraph id="id4ab2ed0f-bad7-42c2-a08e-98abcc6f1c43" changed="not-changed"><enum>(I)</enum><text>a provider of adult education and literacy activities under the Adult Education and Family Literacy Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3271">29 U.S.C. 3271 et seq.</external-xref>);</text></subparagraph> <subparagraph id="id103d66a9-ac76-4e0a-87c5-f8d7811b5ce5" changed="not-changed"><enum>(J)</enum><text>a local agency administering plans under title I of the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/720">29 U.S.C. 720 et seq.</external-xref>), other than section 112 or part C of that title (<external-xref legal-doc="usc" parsable-cite="usc/29/732">29 U.S.C. 732</external-xref>, 741);</text></subparagraph>
<subparagraph id="ida8abefb0-5281-4bff-bec4-d00831ef3557" changed="not-changed"><enum>(K)</enum><text>a related instruction provider, including a qualified intermediary acting as a related instruction provider as approved by a registration agency;</text></subparagraph> <subparagraph id="id15adde98-4290-4158-b14f-3cec969b60a0" changed="not-changed"><enum>(L)</enum><text>a Job Corps center, as defined in section 142 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3192">29 U.S.C. 3192</external-xref>), provided that the participation of the Job Corps center is consistent with the outcomes for Job Corps students described in section 141 of that Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3191">29 U.S.C. 3191</external-xref>);</text></subparagraph>
<subparagraph id="idB9A849327F6641EBB25A766CE80AC266" changed="not-changed"><enum>(M)</enum><text>a YouthBuild program, as defined in section 171(b) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3226">29 U.S.C. 3226(b)</external-xref>); or</text></subparagraph> <subparagraph id="id121a96ec-e724-48f5-a375-5ca83430f416" changed="not-changed"><enum>(N)</enum><text>a consortium of entities described in any of subparagraphs (A) through (M). </text></subparagraph></paragraph>
<paragraph id="id3203c59b-1936-4500-9abf-4ebc05ef85fc" changed="not-changed"><enum>(7)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text> <subparagraph id="idd3bc67c3-e3a7-4a69-ba74-e3f8b52ae171" changed="not-changed"><enum>(A)</enum><text>a sponsor;</text></subparagraph>
<subparagraph id="idb17a842d-6d04-46b1-8fa9-3561e7d411cb" changed="not-changed"><enum>(B)</enum><text>a State workforce development board or State workforce agency, or a local workforce development board or local workforce development agency;</text></subparagraph> <subparagraph id="idc4c15290-8796-4d28-a565-ad4aea19ef36" changed="not-changed"><enum>(C)</enum><text>an education and training provider;</text></subparagraph>
<subparagraph id="id8809a493-63ff-4b90-bf5a-58f629137518" changed="not-changed"><enum>(D)</enum><text>a State apprenticeship agency;</text></subparagraph> <subparagraph id="id58bb0121-599a-4115-9a12-7c141281b94f" changed="not-changed"><enum>(E)</enum><text>an Indian Tribe or Tribal organization;</text></subparagraph>
<subparagraph id="id82a67136-520d-4023-82f6-887d07b1af2b" changed="not-changed"><enum>(F)</enum><text>an industry or sector partnership, a group of employers, a trade association, or a professional association that sponsors or participates in a program under the national apprenticeship system;</text></subparagraph> <subparagraph id="idb02f5af1-9d0b-4627-ad18-7016f0adcee3" changed="not-changed"><enum>(G)</enum><text>a Governor of a State;</text></subparagraph>
<subparagraph id="id4714b2b5-d24a-4849-9bbf-e1bec163b44c" changed="not-changed"><enum>(H)</enum><text>a labor organization or joint labor-management organization; or</text></subparagraph> <subparagraph id="idc7a48707-d000-42cb-aede-fef421f73851" changed="not-changed"><enum>(I)</enum><text>a qualified intermediary.</text></subparagraph></paragraph>
<paragraph id="idA83FC47E9C47438FAE8AA0479732DFD2" changed="not-changed"><enum>(8)</enum><header>Excepted service</header><text>The term <term>excepted service</term> has the meaning given the term in section 2103 of title 5, United States Code.</text></paragraph> <paragraph id="idf02186cc-7ed5-4418-8067-c8f17a2d8323" changed="not-changed"><enum>(9)</enum><header>Local workforce development board</header><text>The term <term>local workforce development board</term> has the meaning given the term <term>local board</term> in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph>
<paragraph id="id29A175C6BB034F6E95BE9F67D9C8D668" changed="not-changed"><enum>(10)</enum><header>Minority-serving institution</header><text>The term <term>minority-serving institution</term> means an institution of higher education described in section 371(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q(a)</external-xref>).</text></paragraph> <paragraph id="id387dc8e3-ed39-4b47-aba1-e0763f571b42" changed="not-changed"><enum>(11)</enum><header>Nonprofit organization</header><text>The term <term>nonprofit organization</term> means an organization that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of such Code.</text></paragraph>
<paragraph id="id8d6d8355-170a-4123-b8d5-866302e6a000" changed="not-changed"><enum>(12)</enum><header>Provider of adult education</header><text>The term <term>provider of adult education</term> has the meaning given the term <term>eligible provider</term> in section 203 of the Adult Education and Family Literacy Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3272">29 U.S.C. 3272</external-xref>).</text></paragraph> <paragraph id="id11bcee59-5f0b-4e42-b61a-fd586aed8552" changed="not-changed"><enum>(13)</enum><header>Qualified intermediary</header> <subparagraph id="id0633a107-0ac2-4e89-ab8c-aa6d9e95f74f" changed="not-changed"><enum>(A)</enum><header>In general</header><text>The term <term>qualified intermediary</term> means an entity that demonstrates expertise in building, connecting, sustaining, and measuring the performance of partnerships described in subparagraph (B) and serves program participants and employers by—</text>
<clause id="idb3de56e6-df46-463e-b5d3-5e7cda10e1b4" changed="not-changed"><enum>(i)</enum><text>connecting employers to programs under the national apprenticeship system;</text></clause> <clause id="ide2cff2b5-dc02-42b4-9907-f246076c5887" changed="not-changed"><enum>(ii)</enum><text>assisting in the design and implementation of such programs, including curriculum development and delivery for related instruction;</text></clause>
<clause id="idcd6e004c-31d8-4e4e-a200-709cbd8a501f" changed="not-changed"><enum>(iii)</enum><text>supporting entities, sponsors, or program administrators in meeting the registration and reporting requirements of this <deleted-phrase reported-display-style="strikethrough">Act<added-phrase reported-display-style="italic"></added-phrase></deleted-phrase><added-phrase reported-display-style="italic">section</added-phrase>;</text></clause> <clause id="id09c1b39c-5fa7-4b63-9bfc-3d3503578e9f" changed="not-changed"><enum>(iv)</enum><text>providing professional development activities such as training to mentors;</text></clause>
<clause id="id70bf35a9-3e88-4d59-90ef-406ec8401839" changed="not-changed"><enum>(v)</enum><text>supporting the recruitment, retention, and completion of potential program participants, including nontraditional apprenticeship populations and individuals with barriers to employment;</text></clause> <clause id="ide287794b-6e96-45f7-8ea7-3b2a14b48769" changed="not-changed"><enum>(vi)</enum><text>developing and providing personalized program participant supports, including by partnering with organizations to provide access to or referrals for supportive services and financial advising;</text></clause>
<clause id="ide17e228b-bf1b-4e78-927d-968f089878b2" changed="not-changed"><enum>(vii)</enum><text>providing services, resources, and supports for development, delivery, expansion, or improvement of programs under the national apprenticeship system; or</text></clause> <clause id="id40d37f03-adcd-468b-abbf-39b09f416bcd" changed="not-changed"><enum>(viii)</enum><text>serving as a sponsor.</text></clause></subparagraph>
<subparagraph id="idc9109730-7b7d-4c53-b3d7-9e868bcf51ff" changed="not-changed"><enum>(B)</enum><header>Partnerships</header><text>The term <term>partnerships described in subparagraph (B)</term> means partnerships among entities involved in, or applying to participate in, programs under the national apprenticeship system, including—</text> <clause id="idd3d00a2c-f964-48f4-8d5e-280967de6473" changed="not-changed"><enum>(i)</enum><text>industry or sector partnerships;</text></clause>
<clause id="idd09d7067-9750-4be4-abee-aa23ce97e041" changed="not-changed"><enum>(ii)</enum><text>partnerships among employers, joint labor-management organizations, labor organizations, community-based organizations, industry associations, State or local workforce development boards, education and training providers, social service organizations, economic development agencies, Indian Tribes or Tribal organizations, one-stop operators, one-stop partners, or veterans service organizations in the State workforce development system; or</text></clause> <clause id="id83099f9e-b136-4a66-ac89-743953d4d733" changed="not-changed"><enum>(iii)</enum><text>partnerships among 1 or more of the entities described in clause (i) or (ii). </text></clause></subparagraph></paragraph>
<paragraph id="id68c76318-38be-4fd3-a580-ecb11b0a5d5f" changed="not-changed"><enum>(14)</enum><header>Related instruction</header><text>The term <term>related instruction</term> means an organized and systematic form of instruction designed to provide an individual in an apprenticeship program with the knowledge of the technical subjects related to the intended occupation of the individual after completion of the program.</text></paragraph> <paragraph id="idd9d2d0ae-073c-48f7-93a5-6f7d0658efb8" changed="not-changed"><enum>(15)</enum><header>Sponsor</header><text>The term <term>sponsor</term> means any person, association, committee, or organization operating an apprenticeship program and in whose name the program is, or is to be, registered or approved.</text></paragraph>
<paragraph id="id25CCD35E83EC4BF69FF6171392B57E19" changed="not-changed"><enum>(16)</enum><header>State</header><text>The term <term>State</term> has the meaning given the term in section 2 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/101">6 U.S.C. 101</external-xref>).</text></paragraph> <paragraph id="id8897b8b5-a8f7-409a-b8b5-5bc1ca90bbd7" changed="not-changed"><enum>(17)</enum><header>State apprenticeship agency</header><text>The term <term>State apprenticeship agency</term> has the meaning given the term in section 29.2 of title 29, Code of Federal Regulations, or any corresponding similar regulation or ruling.</text></paragraph>
<paragraph id="id32620880-5d93-4daa-85ed-c4f5fcce319c" changed="not-changed"><enum>(18)</enum><header>State workforce development board</header><text>The term <term>State workforce development board</term> has the meaning given the term <term>State board</term> in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph> <paragraph id="idf0d0afe6-5aa9-485d-99fd-3a4fc3cb6c3c" changed="not-changed"><enum>(19)</enum><header>WIOA terms</header><text>The terms <term>career planning</term>, <term>career pathway</term>, <term>community-based organization</term>, <term>economic development agency</term>, <term>industry or sector partnership</term>, <term>on-the-job training</term>, <term>one-stop operator</term>, <term>one-stop partner</term>, <term>recognized postsecondary credential</term>, and <term>workplace learning advisor</term> have the meanings given those terms in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>). </text></paragraph></subsection>
<subsection id="idf2022f40-ba8e-49f2-8669-fe3e9606eec1" changed="not-changed"><enum>(b)</enum><header>Establishment of apprenticeship pilot program</header>
<paragraph id="idC2E730CF79FF433E89C1EBA80B5E3714" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Not later than 3 years after the date of enactment of this Act, the Secretary shall establish an apprenticeship pilot program.</text></paragraph> <paragraph id="id30e14a53-5acb-4f44-bc3d-fdd146da9102" changed="not-changed"><enum>(2)</enum><header>Requirements</header><text>The apprenticeship pilot program established under paragraph (1) shall—</text>
<subparagraph id="id325c7b04bb2147268651120ee89cc5b5" changed="not-changed"><enum>(A)</enum><text>employ pilot program participants in cyber workforce positions within the Department;</text></subparagraph> <subparagraph id="id83B76BDC0A0C4836B1013F6B432CA0B1" changed="not-changed"><enum>(B)</enum><text>employ not more than 25 new pilot program participants during each year during which the pilot program is carried out; </text></subparagraph>
<subparagraph id="id1534003de2534bb7be41d291014cb0b1" changed="not-changed"><enum>(C)</enum><text>be intended to lead to employment in a cyber workforce position within a Federal agency;</text></subparagraph> <subparagraph id="ida138de40206b43099c9b38fcc99531c8" changed="not-changed"><enum>(D)</enum><text>focus on related learning necessary, as determined by the Secretary in consultation with the Director of the Office of Personnel Management and based upon the National Initiative for Cybersecurity Education Workforce Framework for Cybersecurity (NIST Special Publication 800–181, Revision 1), or successor framework, to meet the immediate and ongoing needs of cyber workforce positions within Federal agencies;</text></subparagraph>
<subparagraph id="id46bc8268a7f14197be7ebda21329b3e2" changed="not-changed"><enum>(E)</enum><text>be registered with and approved by the Office of Apprenticeship of the Department of Labor or a State apprenticeship agency pursuant to the Act of August 16, 1937 (commonly known as the <quote>National Apprenticeship Act</quote>; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50 et seq.</external-xref>);</text></subparagraph> <subparagraph id="id68f9eddde09d4ffd864016fd8c52437b" changed="not-changed"><enum>(F)</enum><text>be approved by the Secretary of Veterans Affairs, pursuant to <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/36">chapter 36</external-xref> of title 38, United States Code, or other applicable provisions of law, as eligible for educational assistance to veterans; and</text></subparagraph>
<subparagraph id="id60f34110f2a240978a4ea5e5e36d5347" changed="not-changed"><enum>(G)</enum><text>be sponsored by the Department or an eligible entity receiving a contract, cooperative agreement, or grant under subsection (d). </text></subparagraph></paragraph></subsection> <subsection id="id7069ee21-cb3a-48f7-b99e-122a3445bf40" changed="not-changed"><enum>(c)</enum><header>Coordination</header><text>In the development of the apprenticeship pilot program under this section, the Secretary shall consult with the Secretary of Labor, the Director of the National Institute of Standards and Technology, the Secretary of Defense, the Director of the National Science Foundation, and the Director of the Office of Personnel Management to leverage existing resources, research, communities of practice, and frameworks for developing cybersecurity apprenticeship programs.</text></subsection>
<subsection id="id09886ada-2cad-40af-9054-6b5f404a5c1a" changed="not-changed"><enum>(d)</enum><header>Optional use of contracts, cooperative agreements, or grants</header><text>The apprenticeship pilot program under this section may include entering into a contract or cooperative agreement with or making a grant to an eligible entity if determined appropriate by the Secretary based on the eligible entity—</text> <paragraph id="id3124a72a-2eb6-4c60-932c-b0d2287d9f2f" changed="not-changed"><enum>(1)</enum><text>demonstrating experience in implementing and providing career planning and career pathways toward apprenticeship programs;</text></paragraph>
<paragraph id="id4beae9fe-8f02-4eb1-878c-676fdc362f72" changed="not-changed"><enum>(2)</enum><text>having knowledge of cybersecurity workforce development;</text></paragraph> <paragraph id="id301babe6-cbd0-4a38-8d71-492eeb5901c9" changed="not-changed"><enum>(3)</enum><text>being eligible to enter into a contract or cooperative agreement with or receive grant funds from the Department as described in this section;</text></paragraph>
<paragraph id="id9987410a-7f14-4084-b84b-5e9f63b50537" changed="not-changed"><enum>(4)</enum><text>providing participants who complete the apprenticeship pilot program with 1 or more recognized postsecondary credentials;</text></paragraph> <paragraph id="id2764b8e0-b755-407d-8482-bc20a746e725" changed="not-changed"><enum>(5)</enum><text>using related instruction that is specifically aligned with the needs of Federal agencies and utilizes workplace learning advisors and on-the-job training to the greatest extent possible; and</text></paragraph>
<paragraph id="id30459021-65d6-415a-b468-87ad3b3c72d1" changed="not-changed"><enum>(6)</enum><text>demonstrating successful outcomes connecting participants in apprenticeship programs to careers relevant to the apprenticeship pilot program. </text></paragraph></subsection> <subsection id="id346c0f96-41fe-411f-bfb6-149636b21fc9" changed="not-changed"><enum>(e)</enum><header>Applications</header><text>If the Secretary enters into an arrangement as described in subsection (d), an eligible entity seeking a contract, cooperative agreement, or grant under the pilot program shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection>
<subsection id="ide9c19566-abfc-4c2c-b17f-46995ac538f0" changed="not-changed"><enum>(f)</enum><header>Priority</header><text>In selecting eligible entities to receive a contract, cooperative agreement, or grant under subsection (d), the Secretary may prioritize an eligible entity that—</text> <paragraph id="id34a211b8-60d9-4e07-8d86-5402f47365fd" changed="not-changed"><enum>(1)</enum><text>is a member of an industry or sector partnership that sponsors or participates in a program under the national apprenticeship system;</text></paragraph>
<paragraph id="idf2eece72-176b-43a9-9a31-afad7006dbbe" changed="not-changed"><enum>(2)</enum><text>provides related instruction for an apprenticeship program that was registered with the Department of Labor or a State apprenticeship agency before the date on which the eligible entity applies for the contract, cooperative agreement, or grant under subsection (e);</text></paragraph> <paragraph id="id4afce27e-017a-48e7-ba19-e64627e256d7" changed="not-changed"><enum>(3)</enum><text>works with the Secretary of Defense, the Secretary of Veterans Affairs, or veterans organizations to transition members of the Armed Forces and veterans to apprenticeship programs in a relevant sector;</text></paragraph>
<paragraph id="id357e911b-4dfd-48df-b993-d70dc1a65486" changed="not-changed"><enum>(4)</enum><text>plans to use the contract, cooperative agreement, or grant to carry out the apprenticeship pilot program under this section with an entity that receives State funding or is operated by a State agency;</text></paragraph> <paragraph id="id460454c6699147e0bf430fbd192a691b" changed="not-changed"><enum>(5)</enum><text>has successfully increased the representation in cybersecurity of women, underrepresented minorities, and individuals from other underrepresented communities; or</text></paragraph>
<paragraph id="id6cca8b8072614b4192d161e62d4856e1" changed="not-changed"><enum>(6)</enum><text>focuses on recruiting women, underrepresented minorities, and individuals from other underrepresented communities. </text></paragraph></subsection> <subsection id="id7d2acbe5-922b-4b86-8b60-f304776116f2" changed="not-changed"><enum>(g)</enum><header>Technical assistance</header><text>The Secretary shall provide technical assistance to eligible entities that receive a contract, cooperative agreement, or grant under subsection (d) to leverage the existing job training and education programs of the Department and other relevant programs at appropriate Federal agencies.</text></subsection>
<subsection id="id82f0f706f5c64c078f0368d3fc011e22" changed="not-changed"><enum>(h)</enum><header>Service agreement for pilot program participants</header>
<paragraph id="idfc4d2ddf57dd4e909d11e1f50ffb0742" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Participants in the apprenticeship pilot program under this section shall enter into an agreement to, after completion of the apprenticeship pilot program and if offered employment in a cyber workforce position within a Federal agency post-apprenticeship, accept and continue employment in such cyber workforce position for a period of obligated service equal to the length of service in a position under the apprenticeship pilot program by the participant.</text></paragraph> <paragraph id="id71dd980359b347ea8d5e94cb1683c272" changed="not-changed"><enum>(2)</enum><header>Repayment for period of unserved obligated service</header><text>If a participant in the apprenticeship pilot program under this section fails to satisfy the requirements of the service agreement entered into under paragraph (1) for a reason other than involuntary separation, the participant shall repay the cost of any education and training provided to the participant as a part of the apprenticeship pilot program, reduced by the ratio of the period of obligated service completed divided by the total period of obligated service.</text></paragraph>
<paragraph id="id6c07663d19af4ece9504845b5abc9bdd" changed="not-changed"><enum>(3)</enum><header>Exception</header><text>The Secretary may provide for the partial or total waiver or suspension of any service or payment obligation by an individual under this subsection if the Secretary determines that compliance by the individual with the obligation is impossible or would involve extreme hardship to the individual, or if enforcement of such obligation with respect to the individual would be unconscionable. </text></paragraph></subsection> <subsection id="id7a37bb9e-cb2c-4bb1-a56f-1fa7e8f91c80" changed="not-changed"><enum>(i)</enum><header>Apprenticeship hiring authority</header><text>Participants in the apprenticeship pilot program under this section may be appointed to cybersecurity-specific positions in the excepted service as determined appropriate by the Secretary and authorized by section 2208 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/658">6 U.S.C. 658</external-xref>). </text></subsection>
<subsection id="id1915163ffc404667b6cf956b45b745bc" changed="not-changed"><enum>(j)</enum><header>Post-Apprenticeship hiring authority</header><text>Pursuant to subsection (b)(2)<deleted-phrase reported-display-style="strikethrough">(B)</deleted-phrase><added-phrase reported-display-style="italic">(C)</added-phrase>, a participant who successfully completes the apprenticeship pilot program under this section may be appointed to a cyber workforce position in the excepted service for which the participant is qualified.</text></subsection> <subsection id="idd472fba381814fe68d3d95185f4881d2" changed="not-changed"><enum>(k)</enum><header>Post-Apprenticeship trial period</header><text>Federal service following <added-phrase reported-display-style="italic">participation in</added-phrase> the apprenticeship <added-phrase reported-display-style="italic">pilot program under this section</added-phrase> shall be subject to completion of a trial period in accordance with any applicable law, Executive order, rule, or regulation. </text></subsection>
<subsection id="id85553b7d-0326-4964-8186-a6668bbf9370" changed="not-changed"><enum>(l)</enum><header>Report</header>
<paragraph id="id5657dbdd-cbe0-417a-bfa5-8b6887ea6e55" changed="not-changed"><enum>(1)</enum><header>Secretary</header><text>Not later than 2 years after the date on which the apprenticeship pilot program is established under this section, and annually thereafter, the Secretary, in consultation with the Secretary of Labor and the Director of the Office of Personnel Management, shall submit to Congress a report on the pilot program, including—</text> <subparagraph id="id1068f8b3-c106-4f2a-b8d4-6282ae1ec38d" changed="not-changed"><enum>(A)</enum><text>a description of—</text>
<clause id="id7901ec10-095f-4daa-ab25-ec80f0b95c90" changed="not-changed"><enum>(i)</enum><text>any activity carried out by the Department under this section; </text></clause> <clause id="id624cf1ce-6876-4b16-9e37-85c0f3a2167e" changed="not-changed"><enum>(ii)</enum><text>any entity that enters into a contract or cooperative agreement with or receives a grant from the Department under subsection (d);</text></clause>
<clause id="idd4fa258d-5bd4-4775-b7f4-63eec2ba8e1e" changed="not-changed"><enum>(iii)</enum><text>any activity carried out using a contract, cooperative agreement, or grant under this section as described in subsection (d); and</text></clause> <clause id="id6d0ff235-eda9-412d-a351-339e757dd643" changed="not-changed"><enum>(iv)</enum><text>best practices used to leverage the investment of the Federal Government under this section; and</text></clause></subparagraph>
<subparagraph id="id2fa738be-8458-49e4-93a5-8651cbcc1dfd" changed="not-changed"><enum>(B)</enum><text>an assessment of the results achieved by the pilot program, including—</text> <clause id="id9EA43423B1084D18AB3717F578EC63CD" changed="not-changed"><enum>(i)</enum><text>the rate of continued employment within a Federal agency for participants after completing the pilot program;</text></clause>
<clause id="idedbfd105725f4a998e0148a2698dbc3d" changed="not-changed"><enum>(ii)</enum><text>the demographics of participants in the pilot program, including representation of women, underrepresented minorities, and individuals from other underrepresented communities;</text></clause> <clause id="idc837963c8302419597092572dea2f943" changed="not-changed"><enum>(iii)</enum><text>the completion rate for the pilot program, including if there are any identifiable patterns with respect to participants who do not complete the pilot program; and</text></clause>
<clause id="id5c089d0f67c14eac827cf173c92a8589" changed="not-changed"><enum>(iv)</enum><text>the return on investment for the pilot program. </text></clause></subparagraph></paragraph> <paragraph id="idf126c7b5199e45dd82dc95034f355fb1" changed="not-changed"><enum>(2)</enum><header>Comptroller general</header><text>Not later than 4 years after the date on which the apprenticeship pilot program is established under this section, the Comptroller General of the United States shall submit to Congress a report on the pilot program, including the recommendation of the Comptroller General with respect to whether the pilot program should be extended.</text></paragraph></subsection>
<subsection id="ida37b765577e848009869d166039557f1" changed="not-changed"><enum>(m)</enum><header>Termination</header><text>The authority to carry out the apprenticeship pilot program under this section shall terminate on the date that is 5 years after the date on which the Secretary establishes the apprenticeship pilot program under this section.</text></subsection></section> <section id="id70b3f32394c542d19198a8cefeb94944" changed="not-changed"><enum>5.</enum><header>Pilot program on cybersecurity training for veterans and military spouses</header> <subsection id="id50155aea76f042c8ad8662052689fdd0" changed="not-changed"><enum>(a)</enum><header>Definitions</header><text>In this section:</text>
<paragraph id="id8c8fe1e557df407bbafc16f3449b7e2e" changed="not-changed"><enum>(1)</enum><header>Eligible individual</header><text>The term <term>eligible individual</term> means an individual who is—</text> <subparagraph id="ide5a9c62a7cc347079fdd0f25be410d5e" changed="not-changed"><enum>(A)</enum><text>a veteran who is entitled to educational assistance under chapter 30, 32, 33, 34, or 35 of title 38, United States Code, or chapter 1606 or 1607 of title 10, United States Code;</text></subparagraph>
<subparagraph id="id59c376a551574161be1f5669276d73be" changed="not-changed"><enum>(B)</enum><text>a member of the active or a reserve component of the Armed Forces that the Secretary of Veterans Affairs determines will become an eligible individual under subparagraph (A) within 180 days of such determination, provided that if the individual does anything to make themselves ineligible during the 180-day period, the Secretary of Veterans Affairs may require the individual to repay any benefits received under this section; or</text></subparagraph> <subparagraph id="id9e5cd8338aea4410b3edea3aba7b8cf8" changed="not-changed"><enum>(C)</enum><text>an eligible spouse described in section 1784a(b) of title 10, United States Code. </text></subparagraph></paragraph>
<paragraph id="idd6efedab8414434b886038c7be7cbc08" changed="not-changed"><enum>(2)</enum><header>Recognized postsecondary credential</header><text>The term <term>recognized postsecondary credential</term> has the meaning given the term in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph> <paragraph id="idc69c71c8cc7f490aac1de9abf85e4b09" changed="not-changed"><enum>(3)</enum><header>Veteran</header><text>The term <term>veteran</term> has the meaning given the term in section 101 of title 38, United States Code.</text></paragraph>
<paragraph id="id5bd037db842e469bb297447c8ba6c3b0" changed="not-changed"><enum>(4)</enum><header>Work-based learning</header><text>The term <term>work-based learning</term> has the meaning given the term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>).</text></paragraph></subsection> <subsection id="id67db95f95ae247f8a7f83c9bf0665417" changed="not-changed"><enum>(b)</enum><header>Establishment</header><text>Not later than 3 years after the date of enactment of this Act, the Secretary, in coordination with the Secretary of Veterans Affairs, shall establish a pilot program to provide cybersecurity training at no cost to eligible individuals.</text></subsection>
<subsection id="idee090f04ef824ec0b9b590a2152a0b92" changed="not-changed"><enum>(c)</enum><header>Elements</header><text>The pilot program established under subsection (b) shall incorporate—</text> <paragraph id="id46f952d85cb045d997932dc710a1b4fd" changed="not-changed"><enum>(1)</enum><text>coursework and training that, if applicable, qualifies for postsecondary credit toward an associate or baccalaureate degree at an institution of higher education;</text></paragraph>
<paragraph id="id437ccbcc0d79446aa3207affcc7c54e4" changed="not-changed"><enum>(2)</enum><text>virtual learning opportunities;</text></paragraph> <paragraph id="id728ce9fcb16741919479eb740f327ebe" changed="not-changed"><enum>(3)</enum><text>hands-on learning and performance-based assessments;</text></paragraph>
<paragraph id="id33dc94cfc6c946afb93378faf2197c9a" changed="not-changed"><enum>(4)</enum><text>Federal work-based learning opportunities and programs; and</text></paragraph> <paragraph id="idd9bd22795761487ab4d0cdf709addad9" changed="not-changed"><enum>(5)</enum><text>the provision of recognized postsecondary credentials to eligible individuals who complete the pilot program.</text></paragraph></subsection>
<subsection id="id038c28f5c5544c35a7ba3b696138013e" changed="not-changed"><enum>(d)</enum><header>Alignment with NICE workforce framework for cybersecurity</header><text>The pilot program established under subsection (b) shall align with the taxonomy, including work roles and competencies and the associated tasks, knowledge, and skills, from the National Initiative for Cybersecurity Education Workforce Framework for Cybersecurity (NIST Special Publication 800–181, Revision 1), or successor framework.</text></subsection> <subsection id="idde971622d21a42cfb3e7bab553506bbd" changed="not-changed"><enum>(e)</enum><header>Coordination</header> <paragraph id="idf29f068691c8474d9daeee1db2adefbc" changed="not-changed"><enum>(1)</enum><header>Training, platforms, and frameworks</header><text>In developing the pilot program under subsection (b), the Secretary shall coordinate with the Secretary of Veterans Affairs, the Secretary of Defense, the Secretary of Labor, the Director of the National Institute of Standards and Technology, and the Director of the Office of Personnel Management to evaluate and, where possible, leverage existing training, platforms, and frameworks of the Federal Government for providing cybersecurity education and training to prevent duplication of efforts.</text></paragraph>
<paragraph id="id963920935d5648f8baa8fdc2082bac89" changed="not-changed"><enum>(2)</enum><header>Existing educational assistance</header><text>In developing the pilot program under subsection (b), the Secretary shall coordinate with the Secretary of Veterans Affairs to ensure that, to the greatest extent possible, eligible individuals can utilize educational assistance under chapter 30, 32, 33, 34, or 35 of title 38, United States Code, or chapter 1606 or 1607 of title 10, United States Code, or other educational assistance available to eligible individuals, such as the high technology pilot program described in section 116 of the Harry W. Colmery Veterans Educational Assistance Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/38/3001">38 U.S.C. 3001</external-xref> note), while participating in the program. </text></paragraph> <paragraph id="idc99ea3b6cff84315aaeebc158a67ae9b" changed="not-changed"><enum>(3)</enum><header>Federal work-based learning opportunities and programs</header><text>In developing the Federal work-based learning opportunities and programs required under subsection (c)(4), the Secretary shall coordinate with the Secretary of Veterans Affairs, the Secretary of Defense, the Secretary of Labor, the Director of the Office of Personnel Management, and the heads of other appropriate Federal agencies to identify or create, as necessary, interagency opportunities that will enable the pilot program established under subsection (b) to—</text>
<subparagraph id="ida7e58d1ad8d140259736027d0631dc5b" changed="not-changed"><enum>(A)</enum><text>allow the participants to acquire and demonstrate competencies; and</text></subparagraph> <subparagraph id="id5d80b7cc990c418fbbf6978196969718" changed="not-changed"><enum>(B)</enum><text>give participants the capabilities necessary to qualify for Federal employment.</text></subparagraph></paragraph></subsection>
<subsection id="id8f5b36639439494a8687a164e1b22e0c" changed="not-changed"><enum>(f)</enum><header>Resources</header>
<paragraph id="id1c93bfac18174f12aa269d464f471294" changed="not-changed"><enum>(1)</enum><header>In general</header><text>In any case in which the pilot program established under subsection (b)—</text> <subparagraph id="ide159f20087094d2f98d7d1d3279ac718" changed="not-changed"><enum>(A)</enum><text>uses training, platforms, and frameworks described in subsection (e)(1), the Secretary, in coordination with the Secretary of Veterans Affairs, shall take such actions as may be necessary to ensure that the trainings, platforms, and frameworks are expanded and resourced to accommodate usage by eligible individuals participating in the pilot program; or</text></subparagraph>
<subparagraph id="id0fbf59388c154a26bce112985f95bc6a" changed="not-changed"><enum>(B)</enum><text>does not use training, platforms, and frameworks described in subsection (e)(1), the Secretary, in coordination with the Secretary of Veterans Affairs, shall take such actions as may be necessary to develop or procure training, platforms, and frameworks necessary to carry out the requirements of subsection (c) and accommodate the usage by eligible individuals participating in the pilot program.</text></subparagraph></paragraph> <paragraph id="id641f92e27a85441ba89dedddd478903c" changed="not-changed"><enum>(2)</enum><header>Actions</header><text>Actions described in paragraph (1) may include providing additional funding, staff, or other resources to—</text>
<subparagraph id="id4eb31bdfa9854902a6046dfe885f843b" changed="not-changed"><enum>(A)</enum><text>recruit and retain women, underrepresented minorities, and individuals from other underrepresented communities;</text></subparagraph> <subparagraph id="idd91d2172ca92414b9e34e4bf13c442e6" changed="not-changed"><enum>(B)</enum><text>provide administrative support for basic functions of the pilot program;</text></subparagraph>
<subparagraph id="ided2d4b18e7cc4580aa89155927dab048" changed="not-changed"><enum>(C)</enum><text>ensure the success and ongoing engagement of eligible individuals participating in the pilot program;</text></subparagraph> <subparagraph id="id3f5002f16b4b4e5496a6546b2ab31bec" changed="not-changed"><enum>(D)</enum><text>connect participants who complete the pilot program to job opportunities within the Federal Government; and</text></subparagraph>
<subparagraph id="id6795ac18ee914661910358c0512b6ee4" changed="not-changed"><enum>(E)</enum><text>allocate dedicated positions for term employment to enable Federal work-based learning opportunities and programs, as required under subsection (c)(4), for participants to gain the competencies necessary to pursue permanent Federal employment.</text></subparagraph></paragraph></subsection> <subsection id="ide3b382880ab141e28af8c2eda7105f77" changed="not-changed"><enum>(g)</enum><header>Reports</header> <paragraph id="id7038eb953c7f4298a308b738d67ab495" changed="not-changed"><enum>(1)</enum><header>Secretary</header><text>Not later than 2 years after the date on which the pilot program is established under subsection (b), and annually thereafter, the Secretary shall submit to Congress a report on the pilot program, including—</text>
<subparagraph id="id255b92438030415792a01a8a963e9356" changed="not-changed"><enum>(A)</enum><text>a description of—</text> <clause id="ideee7982b8d734fe18c81b308c0d47260" changed="not-changed"><enum>(i)</enum><text>any activity carried out by the Department under this section; and</text></clause>
<clause id="id02b9fc9aa16c4b7da720e59cbb4ffeee" changed="not-changed"><enum>(ii)</enum><text>the existing training, platforms, and frameworks of the Federal Government leveraged in accordance with subsection (e)(1); and</text></clause></subparagraph> <subparagraph id="id1b15b43938d94bff9af0d137962b4e10" changed="not-changed"><enum>(B)</enum><text>an assessment of the results achieved by the pilot program, including—</text>
<clause id="id263b2f0c106e465b8b33f8275c775923" changed="not-changed"><enum>(i)</enum><text>the admittance rate into the pilot program;</text></clause> <clause id="id4046e878e924418cbefb589e7078444d" changed="not-changed"><enum>(ii)</enum><text>the demographics of participants in the program, including representation of women, underrepresented minorities, and individuals from other underrepresented communities;</text></clause>
<clause id="id0484f5a00fef4bbd97622ab1070fa6d3" changed="not-changed"><enum>(iii)</enum><text>the completion rate for the pilot program, including if there are any identifiable patterns with respect to participants who do not complete the pilot program;</text></clause> <clause id="id88b5633451a241d98c048d7e1be31fb6" changed="not-changed"><enum>(iv)</enum><text>as applicable, the transfer rates to other academic or vocational programs, and certifications and licensure exam passage rates;</text></clause>
<clause id="id06511396ba284006af2a852733981751" changed="not-changed"><enum>(v)</enum><text>the rate of continued employment within a Federal agency for participants after completing the pilot program;</text></clause> <clause id="id1df0b55d8cf04229adc326efccbf3f24" changed="not-changed"><enum>(vi)</enum><text>the rate of continued employment for participants after completing the pilot program; and</text></clause>
<clause id="id39ace5c9f1eb4ae183b6957be014ebda" changed="not-changed"><enum>(vii)</enum><text>the median annual salary of participants who completed the pilot program and were subsequently employed.</text></clause></subparagraph></paragraph> <paragraph id="id3f55969fd56d41ad926e97ee957acc8e" changed="not-changed"><enum>(2)</enum><header>Comptroller general</header><text>Not later than 4 years after the date on which the pilot program is established under subsection (b), the Comptroller General of the United States shall submit to Congress a report on the pilot program, including the recommendation of the Comptroller General with respect to whether the pilot program should be extended.</text></paragraph></subsection>
<subsection id="id30578d9c788645719de9ffc4b6c3fc6f" changed="not-changed"><enum>(h)</enum><header>Termination</header><text>The authority to carry out the pilot program under this section shall terminate on the date that is 5 years after the date on which the Secretary establishes the pilot program under this section.</text></subsection></section> <section id="idca9dbdb2-19ed-4c2f-906d-f4f3d7a3f998" changed="not-changed"><enum>6.</enum><header>Federal cybersecurity workforce assessment extension</header><text display-inline="no-display-inline">Section 304(a) of the Federal Cybersecurity Workforce Assessment Act of 2015 (<external-xref legal-doc="usc" parsable-cite="usc/5/301">5 U.S.C. 301</external-xref> note) is amended, in the matter preceding paragraph (1), by striking <quote>2022</quote> and inserting <quote>2027</quote>.</text></section>
