which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Foreign Assistance Act of 1961 to authorize appropriations for certain cooperative projects among the United States, Israel, and developing countries, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States-Israel International Development Cooperation Act of 2023</short-title></quote>.</text></section><section id="id04f35b8993d84f9a9d0809c3fb573c69"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="idffb4c03e8616456c94f32aae761130b7"><enum>(1)</enum><text>shared international development cooperation between the United States and Israel benefits the development efforts of the United States through the sharing of Israel’s unique expertise, as evidenced by—</text><subparagraph commented="no" display-inline="no-display-inline" id="id30c9d2f427494deda1a756d89c931994"><enum>(A)</enum><text display-inline="yes-display-inline">the work done by Israel’s Agency for International Development Cooperation; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id18dd4ac8a3764a8f911e6a0faeca6979"><enum>(B)</enum><text display-inline="yes-display-inline">Israel’s humanitarian programs and robust civil society sector;</text></subparagraph></paragraph><paragraph id="idfb6f76b0033d4a76bd869b424e3b8910"><enum>(2)</enum><text>since the signing of the Memorandum of Understanding for Global Development Cooperation Between the United States Agency for International Development and MASHAV—The Agency for International Development Cooperation of the State of Israel on August 21, 2019, the United States and Israel have collaborated on several initiatives in Africa, Eastern Europe, and Latin America across many sectors, including water technology, agriculture, and education;</text></paragraph><paragraph id="id03d93971e5594c9d998a3172000f821f"><enum>(3)</enum><text>this ongoing bilateral cooperation—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9b4e59fb965d444faee4b404e04a118b"><enum>(A)</enum><text display-inline="yes-display-inline">harnesses the strengths of the United States and Israel in carrying out projects in developing countries;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb99590ad585b4ab3ac50ca4ee676806a"><enum>(B)</enum><text display-inline="yes-display-inline">demonstrates the shared commitment of the United States and Israel to international development; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3be5610c8b584923b5f617fc558af848"><enum>(C)</enum><text display-inline="yes-display-inline">furthers the policy of the United States to expand prospects for engagement and normalization between Israel and other countries; and</text></subparagraph></paragraph><paragraph id="idbfdb5cc434ad40d1baaac4a31dfafa39"><enum>(4)</enum><text>the United States should continue to partner with Israel—</text><subparagraph commented="no" display-inline="no-display-inline" id="id690312f6d5014798b0d234d242d0effd"><enum>(A)</enum><text display-inline="yes-display-inline">to advance common goals regarding energy, agriculture, food security, democracy, human rights, governance, economic growth, trade, education, environment, global health, water, and sanitation; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id655c6b4e3a0b4fa4afc3e93a82985c24"><enum>(B)</enum><text display-inline="yes-display-inline">to focus on strengthening mutual ties and cooperation with other countries throughout the world.</text></subparagraph></paragraph></section><section id="idb546b4ffbabb45458ec3a1cc3e91c7c3"><enum>3.</enum><header>Cooperative projects among the United States, Israel, and developing countries</header><text display-inline="no-display-inline">Section 106(e) of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151d">22 U.S.C. 2151d(e)</external-xref>) is amended, in the matter preceding paragraph (1), by striking <quote>$2,000,000 for fiscal years 2021 through 2023</quote> and inserting <quote>$4,000,000 for fiscal years 2024 through 2026</quote>.</text></section><section id="id1657e9a15ada45a8a1dfef028dd6d390"><enum>4.</enum><header>USAID report on expanding development cooperation</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Administrator of the United States Agency for International Development shall submit a written report to the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name> and the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name> regarding—</text><paragraph id="id9255525a7fb448c2a31955f5abd9fe30"><enum>(1)</enum><text>the feasibility and advisability of expanding development projects authorized under section 106(e) of the Foreign Assistance Act of 1961, as amended by section 3, including multilateral cooperation among the United States, Israel, and regional Arab partners that promote new development projects, including projects in Africa; and</text></paragraph><paragraph id="idc81ecfb882ab41fc8882b26a9ecfb545"><enum>(2)</enum><text>the need for additional resources to carry out the projects described in paragraph (1).</text></paragraph></section></legis-body></bill>
