<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2144</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230622">June 22, 2023</action-date><action-desc><sponsor name-id="S361">Ms. Hirono</sponsor> (for herself and <cosponsor name-id="S353">Mr. Schatz</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSSB00">Committee on Small Business and Entrepreneurship</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Administrator of the Small Business Administration to expand eligibility for certain contracts, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HF1AD2B6F3A5E42EA9B16FEA30EA58D3E"><section section-type="section-one" id="H290C650F446F4DB0AFB0BD4739850047"><enum>1.</enum><header>Expanding eligibility for certain contracts</header><subsection id="HFC40CEBF1E1D4F0882045A4E779AD9CA"><enum>(a)</enum><header>Competitive thresholds</header><text>Section 8018 of title VIII of division A of the Department of Defense Appropriations Act, 2007 (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637</external-xref> note) is amended by striking <quote>with agencies of the Department of Defense</quote> and inserting <quote>with agencies and departments of the Federal Government</quote>. </text></subsection><subsection id="H987935DB43B74B84A61A797AF91E61B2"><enum>(b)</enum><header>Rulemaking</header><text>Not later than 180 days after the date of enactment of this Act, in order to carry out the amendments made by subsection (a)— </text><paragraph id="HBA623E1583B648DDA6D7D9051C6E318B"><enum>(1)</enum><text>the Administrator of the Small Business Administration, in consultation with the Administrator for Federal Procurement Policy, shall promulgate regulations; and</text></paragraph><paragraph id="H03671670442A493BA1E1EF306F622212"><enum>(2)</enum><text>the Federal Acquisition Regulatory Council established under section 1302(a) of title 41, United States Code, shall amend the Federal Acquisition Regulation.</text></paragraph></subsection></section></legis-body></bill>
