<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2135</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230622">June 22, 2023</action-date><action-desc><sponsor name-id="S413">Mr. Padilla</sponsor> (for himself, <cosponsor name-id="S322">Mr. Merkley</cosponsor>, <cosponsor name-id="S221">Mrs. Feinstein</cosponsor>, and <cosponsor name-id="S247">Mr. Wyden</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Agricultural Research Service to conduct research relating to wildfire smoke exposure on wine grapes, and for other purposes. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Smoke Exposure Research Act of 2023</short-title></quote>.</text></section><section id="id1116679f1bb348aca556a4011265c87b"><enum>2.</enum><header>Wildfire smoke exposure research on wine grapes</header><subsection commented="no" display-inline="no-display-inline" id="idf7387d08d663403fad73dc8882ce332e"><enum>(a)</enum><header>Research</header><paragraph commented="no" display-inline="no-display-inline" id="ide80b3ebe30cc43a49b22b3fcb7eefc1e"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Agriculture, acting through the Administrator of the Agricultural Research Service, shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="idd5bdc37d2ea944ce93c00805733bb8cb"><enum>(A)</enum><text display-inline="yes-display-inline">conduct research—</text><clause commented="no" display-inline="no-display-inline" id="id8a6e00694dda47018a0b2d9cf5c929fa"><enum>(i)</enum><text display-inline="yes-display-inline">to identify the compounds responsible for smoke taint; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idcc8a2ac138d74a63910ae5682c4f4c8d"><enum>(ii)</enum><text>to establish standard methodologies for sampling and testing smoke-exposed wine grapes and smoke-affected wines, including fast and inexpensive screening methods;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbbbadabb673e423fad6b92ad8ad2f438"><enum>(B)</enum><text>establish a reliable database of background levels of smoke taint compounds that occur naturally in wine grapes;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4c462b422fca40bf8aebcccf471275ab"><enum>(C)</enum><text>develop risk assessment tools or mitigation methods to reduce or eliminate smoke taint; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id98155b5fe84441d0854a6d493e179479"><enum>(D)</enum><text>study compounds that can act as a barrier between wine grapes and smoke compounds.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idda74bbaad80d437385af47c1029e09e6"><enum>(2)</enum><header>Coordination</header><text>The Secretary of Agriculture, acting through the Administrator of the Agricultural Research Service, shall carry out paragraph (1) in coordination with land-grant colleges and universities (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>)) located in the States of California, Oregon, and Washington that have conducted research on the effects of smoke exposure on viticulture and enology operations and practices.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id049ec646899f4a519c13678b214be701"><enum>(b)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $6,500,000 for each of fiscal years 2024 through 2028, to remain available until expended.</text></subsection></section></legis-body></bill>
