which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Commerce to produce a report that provides recommendations to improve the effectiveness, efficiency, and impact of Department of Commerce programs related to supply chain resilience and manufacturing and industrial innovation, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Support for American Manufacturing Act</short-title></quote>.</text></section><section id="idACA3DC2D9ADA4BF09371D9D0F7B543F0"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><subsection id="id24E11F2CD5EA4EDAA43154906205DF57" commented="no"><enum>(a)</enum><header>Appropriate committees of Congress</header><text>The term <quote>appropriate committees of Congress</quote> means—</text><paragraph id="id695BCF229A5F412381AFA47E2CD27AF8" commented="no"><enum>(1)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate; and</text></paragraph><paragraph id="id16420B0094194F4E8681AE5D2E348B97" commented="no"><enum>(2)</enum><text>the Committee on Energy and Commerce of the House of Representatives.</text></paragraph></subsection><subsection id="id2C45D7CBA20848DAA7AD14C0713D3AE9"><enum>(b)</enum><header>Covered offices and bureaus</header><text>The term <quote>covered offices and bureaus</quote> means offices and bureaus of the Department of Commerce identified under section 3(a)(1). </text></subsection><subsection id="id7C2B1E67F19049069C4C49C8F6F2032A"><enum>(c)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Commerce.</text></subsection></section><section id="id36CA96ADA98D4FB1A488582066BA9068"><enum>3.</enum><header>Study relating to manufacturing programs of the Department of Commerce</header><subsection id="id4235681B48C84E83BB6DB416908C85E6"><enum>(a)</enum><header>Assessment</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall produce a report that—</text><paragraph id="idcdf83280821249cc9f25c858a6b9a77b"><enum>(1)</enum><text>identifies offices and bureaus of the Department of Commerce that are relevant to— </text><subparagraph id="id42B8360F1B654CFBA8D515F9EB63D103"><enum>(A)</enum><text>critical supply chain resilience; and</text></subparagraph><subparagraph id="id2251434E6D0D4821B56980C4A044B96A"><enum>(B)</enum><text>manufacturing and industrial innovation;</text></subparagraph></paragraph><paragraph id="idCE86D4F920D245B2A18E90F176C09E76"><enum>(2)</enum><text>identifies the duties, responsibilities, resources, programs, and expertise relevant to critical supply chain resilience and manufacturing and industrial innovation of each covered office and bureau; </text></paragraph><paragraph id="id7ec7c35cf7684725a491b4f044c2948b"><enum>(3)</enum><text>identifies and assesses the purpose, statutory authority, effectiveness, efficiency, and limitations of each covered office and bureau; and</text></paragraph><paragraph id="id98530c74e08f41e890202800acbee38a"><enum>(4)</enum><text>provides recommendations to improve the effectiveness, efficiency, and impact of each covered office and bureau, including recommendations to—</text><subparagraph id="id4f420ee5e5944f7f8b7985834f3bdeef"><enum>(A)</enum><text>optimize operations within or across covered offices and bureaus;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id232fcc64a0464bc5804511b7febbfb02"><enum>(B)</enum><text>address any resource or staffing deficits hindering optimal operations within a covered office or bureau; </text></subparagraph><subparagraph id="idaab054673f03473e8e6e3119d4fedf3c"><enum>(C)</enum><text>improve coordination across covered offices and bureaus; and</text></subparagraph><subparagraph id="id1562867b6a3c4f059e6032a614a3bd25"><enum>(D)</enum><text>improve coordination with Federal agencies implementing similar activities related to critical supply chain resilience and manufacturing and industrial innovation.</text></subparagraph></paragraph></subsection><subsection id="id3f944133d1a94a1dbcfc02c447ba6066"><enum>(b)</enum><header>National Academy of Public Administration</header><text>The Secretary shall contract with the National Academy of Public Administration in producing the report under subsection (a).</text></subsection><subsection id="id0b54c9ea773c4b2897046df9d1e85092"><enum>(c)</enum><header>Report</header><text>Not later than 180 days after the date on which the Secretary produces the report under subsection (a), the Secretary shall submit to the appropriate committees of Congress— </text><paragraph id="id67F805CF676F437EB468002334E2919A"><enum>(1)</enum><text>the report produced under subsection (a); </text></paragraph><paragraph id="idE8673CB87B564CB1BFE92A1673EFE950"><enum>(2)</enum><text>recommendations for potential legislative action addressing recommendations in the report produced under subsection (a); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4c8e002b701e430e84e2d33fe887b2fe"><enum>(3)</enum><text>a response from the Secretary to the recommendations included in the report published under subsection (a). </text></paragraph></subsection></section></legis-body></bill>
