the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Veterans Affairs to award grants to nonprofit organizations to assist such organizations in carrying out programs to provide service dogs to eligible veterans, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Service Dogs Assisting Veterans Act </short-title></quote> or the <quote><short-title>SAVES Act</short-title></quote>.</text></section><section id="idb7a2f19625ce421ab1f6108365a9c4c7"><enum>2.</enum><header>Department of Veterans Affairs program to award grants for the provision of service dogs to veterans</header><subsection id="idb88ff691713b4ac396d6f0dcde992b5a"><enum>(a)</enum><header>In general</header><text>The Secretary of Veterans Affairs shall require the Under Secretary for Health of the Department of Veterans Affairs to establish a program under which the Secretary shall award grants, on a competitive basis, to nonprofit organizations to assist such organizations in carrying out programs to provide service dogs to eligible veterans.</text></subsection><subsection id="id2400B7B899464828BF99D70A01DBB1A3"><enum>(b)</enum><header>Applications</header><paragraph commented="no" display-inline="no-display-inline" id="idC818D9C3E52F4383A9D1202B7F76C719"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, a nonprofit organization shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7E04EDA977BF4D52A02588D1217E86FB"><enum>(2)</enum><header>Elements</header><text display-inline="yes-display-inline">An application submitted under paragraph (1) shall include the following: </text><subparagraph id="idB374A0A41B9443F89092B42C0E22C3D0"><enum>(A)</enum><text>A proposal for the evaluation required by subsection (d).</text></subparagraph><subparagraph id="id697117EA6B244D0598B4C5560B718C73"><enum>(B)</enum><text>A description of the following: </text><clause id="id8B1E121A98264C79AD51F7633AF9B522"><enum>(i)</enum><text>The training that will be provided by the organization to eligible veterans.</text></clause><clause id="id5B14A155E93245879732397E68070B09"><enum>(ii)</enum><text>The training of dogs that will serve as service dogs. </text></clause><clause id="idA98C2D02B0674A3EBA08A36A6C45BFD6"><enum>(iii)</enum><text>The aftercare services that the organization will provide for such dogs and eligible veterans. </text></clause><clause id="idFC02516BA1F64EA7ADB6063286A6193C"><enum>(iv)</enum><text>The plan for publicizing the availability of such dogs through a marketing campaign that targets eligible veterans.</text></clause><clause id="id2A00BDA69E6F4F8799CED5A54B1D0980"><enum>(v)</enum><text>The commitment of the organization to have humane standards for animals.</text></clause></subparagraph><subparagraph id="id93438657EAA64C6E917E208E1116D250" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">A statement certifying that the organization is accredited by Assistance Dogs International or another similar widely recognized accreditation organization that the Secretary determines has accreditation standards that meet or exceed the standards of Assistance Dogs International. </text></subparagraph></paragraph></subsection><subsection id="id434a5e6d7ea3462bbf9252b6275fe450"><enum>(c)</enum><header>Use of funds</header><paragraph commented="no" display-inline="no-display-inline" id="id61c2a5e4de3d44d3a436cbe774809c7e"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The recipient of a grant under this section shall use the grant amounts to plan, design, establish, or operate (or any combination thereof) one or more programs that provide service dogs to eligible veterans. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8edfe27daa174400ab5833643ebba677"><enum>(2)</enum><header>Equal access</header><text>The Secretary shall require each recipient of a grant under this section to provide equal access to service dogs to eligible veterans who are women. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id9dcc7ec545ff4767b2b1c7cfbcf0524c"><enum>(d)</enum><header>Evaluations</header><text>The Secretary shall require each recipient of a grant under this section to conduct an evaluation of the effectiveness of the activities carried out through the grant by such recipient.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id691B859485914B41888BA7D7EC48C585"><enum>(e)</enum><header>Maximum amount</header><text>The total amount of grants awarded to each nonprofit organization under this section may not exceed $2,000,000. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="idc4a6994830fc4c84b413560a6fbc270c"><enum>(f)</enum><header>Definitions</header><text>In this section: </text><paragraph commented="no" display-inline="no-display-inline" id="idA27A3CAADBE449C5B9C0230345FEAE4D"><enum>(1)</enum><header>Eligible veteran</header><subparagraph commented="no" display-inline="no-display-inline" id="id45b027b1c99c472da88cbbbec7362199"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>eligible veteran</term> means a veteran who—</text><clause id="idA636B907E2F3423C8BA70394E47CDB4A"><enum>(i)</enum><text>is enrolled in the system of annual patient enrollment of the Department of Veterans Affairs established and operated under section 1705(a) of title 38, United States Code; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idCEBF29F6FADC4895BF5CED78CAAE25C4"><enum>(ii)</enum><text>has one or more disabilities described in subparagraph (B). </text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id34AD2360EB5C48978D86B364029394C6"><enum>(B)</enum><header>Disability described</header><text>A disability described in this subparagraph is any of the following: </text><clause id="id47F869AFCE0D4FD6968918450D9337ED"><enum>(i)</enum><text>Blindness or visual impairment.</text></clause><clause id="id144A27C75265445AB8186250957CFAF9"><enum>(ii)</enum><text>Loss of use of a limb, paralysis, or other significant mobility issue.</text></clause><clause id="id02D216B1644C4B198555B90158C90C6F"><enum>(iii)</enum><text>Loss of hearing.</text></clause><clause id="idB5DB29091E5B4E6897606C3E43945B4D"><enum>(iv)</enum><text>Traumatic brain injury.</text></clause><clause id="id5F18F287D6F54184904EB719814D9F60"><enum>(v)</enum><text>Post-traumatic stress disorder.</text></clause><clause id="idE9B1BCED3FCC4532B694CA412317C968"><enum>(vi)</enum><text>Military sexual trauma.</text></clause><clause id="id7305D5DA6DB0491CB943B890DA940074" commented="no" display-inline="no-display-inline"><enum>(vii)</enum><text>Any other disability that the Secretary considers appropriate. </text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id33324407ef99427bbaee68b89e596014"><enum>(2)</enum><header display-inline="yes-display-inline">Service dog</header><subparagraph commented="no" display-inline="no-display-inline" id="id76014dbfdccd4269ae1148c9fb6411e4"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>service dog</term> means any dog that is individually trained to do work or perform tasks that are—</text><clause commented="no" display-inline="no-display-inline" id="id7f509f894a064522aeb1e5a44a056ee0"><enum>(i)</enum><text display-inline="yes-display-inline">for the benefit of an individual with a disability, including a physical or sensory disability or a psychiatric, intellectual, or other mental disability; and </text></clause><clause commented="no" display-inline="no-display-inline" id="idca880a3642df42e8bb75d5346db052b4"><enum>(ii)</enum><text display-inline="yes-display-inline">directly related to the disability of the individual. </text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddc4d432b5c3b49e2b56d694d97d550ed"><enum>(B)</enum><header>Work and tasks</header><text display-inline="yes-display-inline">The crime-deterrent effects of the presence of a dog and the provision by a dog of emotional support, well-being, comfort, or companionship do not constitute work or tasks for the purposes of subparagraph (A).</text></subparagraph></paragraph></subsection><subsection id="id828775fc13b34bf1a80b8440f79db3da" commented="no"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this Act $10,000,000 for each of fiscal years 2024 through 2028.</text></subsection></section></legis-body></bill>
