<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2066</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230621">June 21, 2023</action-date><action-desc><sponsor name-id="S316">Mr. Whitehouse</sponsor> (for himself and <cosponsor name-id="S323">Mr. Risch</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the State Department Basic Authorities Act of 1956 to authorize rewards under the Department of State’s rewards program relating to information regarding individuals or entities engaged in activities in contravention of United States or United Nations sanctions, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HF2F1AB42A67145998F04F8C01F2651AB"><section section-type="section-one" id="H1858CF34E57244AEA6CA7243A2B3ADF0"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sanctions Evasion Whistleblower Rewards Act of 2023</short-title></quote>.</text></section><section section-type="subsequent-section" id="H61BF600DC8EC4B2ABE88B03D2387D1E9"><enum>2.</enum><header>Amendment to Department of State rewards program</header><text display-inline="no-display-inline">Section 36(b) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2708">22 U.S.C. 2708(b)</external-xref>) is amended—</text><paragraph id="H2AD75001A57D47E6A57F242DE83FAD40"><enum>(1)</enum><text>in paragraph (13), by striking <quote>; or</quote> and inserting a semicolon;</text></paragraph><paragraph id="H26947053EF7C448EB0512ED249A58C95"><enum>(2)</enum><text>in paragraph (14), by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="HD8EC9D73659847A28336B3597A30E77C"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HA06217623A3441B98D5004E4F080DC65"><paragraph id="H6307323BE8BF4437840411A11E469B75"><enum>(15)</enum><text display-inline="yes-display-inline">the identification or location of any person that—</text><subparagraph id="H95DD2464C1AE4D7D8087549E224F52E8"><enum>(A)</enum><text display-inline="yes-display-inline">knowingly, directly or indirectly, imports, exports, or reexports to, into, or from any country any good, service, or technology controlled for export by the United States because of the use of such good, service, or technology in contravention of a sanction imposed by the United States or the United Nations; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4C55AB9ED619437EB4A9E154A38FE524"><enum>(B)</enum><text display-inline="yes-display-inline">knowingly, directly or indirectly, provides training, advice, or other services or assistance, or engages in significant financial transactions, relating to any such good, service, or technology in contravention of such sanction.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
