<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2063</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230621">June 21, 2023</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> (for himself, <cosponsor name-id="S374">Mr. Cotton</cosponsor>, <cosponsor name-id="S373">Mr. Cassidy</cosponsor>, and <cosponsor name-id="S355">Mr. Cruz</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the payment of a travel or transportation allowance for a member of the uniformed services to travel to obtain professional development training only if such training relates to the military occupational specialty of the member and not to the sex, sexual orientation, race, or religion of the member.</official-title></form><legis-body><section id="id8e17baf01114448e99418fd0f75108ea" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Banning Overspending On Non-Defense Objectives at Gratuitous Gatherings and Learning Events Act</short-title></quote> or the <quote><short-title>BOONDOGGLE Act</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="idad6684f8ab6043fb96f483b9739addf3"><enum>2.</enum><header display-inline="yes-display-inline">Limitations on professional development travel and transportation allowances</header><text display-inline="no-display-inline">Section 453 of title 37, United States Code, is amended by adding at the end the following new subsection:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id8499569B434746C99778B0202333FCA9"><subsection id="id8788e308b54144369052ec7a4a27ef37"><enum>(j)</enum><header>Limitations on professional development travel and transportation allowances</header><text>A travel or transportation allowance may be provided under this subchapter for a member of the uniformed services to travel to obtain professional development training only if such training—</text><paragraph commented="no" display-inline="no-display-inline" id="id6b0aba8a6f0f480fab3750fffef810ee"><enum>(1)</enum><text display-inline="yes-display-inline">relates to the military occupational specialty of the member; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id792d509d984845108db19b8d9e4ee2d6"><enum>(2)</enum><text display-inline="yes-display-inline">does not include activities or events—</text><subparagraph commented="no" display-inline="no-display-inline" id="id3d6f360f94e0447aad62de2ab4c29ebf"><enum>(A)</enum><text display-inline="yes-display-inline">related to the sexual orientation of the member; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcd814e48db3446d1bb8574650e68fce2"><enum>(B)</enum><text display-inline="yes-display-inline">that promote the sex, race, or religion of the member as superior or inferior to another sex, race, or religion.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
