which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Attorney General, in consultation with the Secretary of Transportation, to establish a task force to develop and implement strategies to deter, prevent, and combat the theft and trafficking of catalytic converters and other automobile parts that contain precious metals targeted by thieves.</official-title></form><legis-body><section id="id9af3d42880f44254825da78804a3820b" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Catalytic Converter Theft Task Force Act</short-title></quote>.</text></section><section id="S1"><enum>2.</enum><header>Task force to combat catalytic converter theft</header><subsection commented="no" display-inline="no-display-inline" id="id3745e9db489d4142aa2ab24620fdd753"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id0580ed4146a9424c9a0249d02e8dc381"><enum>(1)</enum><header display-inline="yes-display-inline">Covered automobile parts</header><text>The term <term>covered automobile parts</term> means catalytic converters and other automobile parts that contain precious metals targeted by thieves.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1aca3396ff634a87ba210aa85bbe69f8"><enum>(2)</enum><header>State</header><text>The term <term>State</term> means any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, and any territory or possession of the United States.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id507ca2077cbb4f7b8b0019fe004c4581"><enum>(b)</enum><header display-inline="yes-display-inline">Establishment</header><text>The Attorney General, in consultation with the Secretary of Transportation, shall establish a task force to develop and implement strategies to deter, prevent, and combat the theft and trafficking of covered automobile parts (referred to in this section as the <term>Task Force</term>).</text></subsection><subsection id="idba0124dc199346bcb285d2bbac032535"><enum>(c)</enum><header>Membership</header><text>The Task Force shall be composed of 11 members, of whom—</text><paragraph commented="no" display-inline="no-display-inline" id="id14d0ec8b1cf445d6ba24675bd0515544"><enum>(1)</enum><text>3 shall be appointed by the Attorney General from among employees of the Criminal Division of the Department of Justice;</text></paragraph><paragraph id="id38f5554e7e6643a9888c53b8de9e8a79"><enum>(2)</enum><text>2 shall be appointed by the Secretary of Transportation from among employees of the National Highway Traffic Safety Administration; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7754339c34ee4873b8e6e5ef53ed0555"><enum>(3)</enum><text>6 shall be appointed by the Attorney General from among representatives of State or local law enforcement agencies.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idbb218a1deaed45d68b5e785dbe72db8f"><enum>(d)</enum><header>Chair; vice chair</header><text display-inline="yes-display-inline">The Attorney General shall select—</text><paragraph commented="no" display-inline="no-display-inline" id="id751dd6d23e1e4ef9b9512eda48e737d5"><enum>(1)</enum><text display-inline="yes-display-inline">a chair from among the members of the Task Force appointed under subsection (c)(1); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5f15f9590eab48c68a07fd6fcd24e0b5"><enum>(2)</enum><text display-inline="yes-display-inline">a vice chair from among the members of the Task Force appointed under subsection (c)(3).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc11a41a5cb7c41c8aa37ada47752d43b"><enum>(e)</enum><header>Duties</header><text>The Task Force shall—</text><paragraph id="idb02ef78243fe4f4f9751ed8dc72bccce"><enum>(1)</enum><text>assess existing laws, regulations, and law enforcement practices and resources related to the theft and trafficking of covered automobile parts; and</text></paragraph><paragraph id="id0f8610a07ede4d34b11114867c23a078"><enum>(2)</enum><text>make recommendations to Congress, the Attorney General, the Secretary of Transportation, and State and local law enforcement agencies on legislative, regulatory, and law enforcement reforms to develop and implement strategies to deter, detect, prevent, solve, and prosecute the theft and trafficking of covered automobile parts. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id26ce7854e6d843309b1ccebca01b85d1"><enum>(f)</enum><header display-inline="yes-display-inline">Powers</header><paragraph commented="no" display-inline="no-display-inline" id="idd2bb39eb7c0c4168b91140eaf05c4b08"><enum>(1)</enum><header display-inline="yes-display-inline">Task Force</header><text>The Task Force may hold such hearings, sit and act at such times and places, take such testimony, and receive such evidence as the Task Force considers advisable.</text></paragraph><paragraph id="iddf8b0cda97f34d7c910dcce303cf7f26"><enum>(2)</enum><header>Members</header><text>A member of the Task Force may, with the authorization of the Task Force, take any action that the Task Force is authorized to take under this section.</text></paragraph></subsection><subsection id="id3bcb939f47f14f51b9c9265b85dd4489"><enum>(g)</enum><header>Operating rules and procedures</header><paragraph commented="no" display-inline="no-display-inline" id="id09ee023688064f52aa1b3ffcbbf51b3b"><enum>(1)</enum><header display-inline="yes-display-inline">Meetings</header><subparagraph commented="no" display-inline="no-display-inline" id="id04f742074c3b4625bee0efcd308172af"><enum>(A)</enum><header display-inline="yes-display-inline">Initial meeting</header><text>Not later than 30 days after the date on which a majority of members of the Task Force have been appointed, the Task Force shall hold an initial meeting.</text></subparagraph><subparagraph id="ida7267121ee1e4656b6487279cd4c4525"><enum>(B)</enum><header>Subsequent meetings</header><text>After the initial meeting under subparagraph (A), the Task Force shall meet not less frequently than once every 90 days.</text></subparagraph></paragraph><paragraph id="idc71af18901ec43348086b70e08c934d4"><enum>(2)</enum><header>Voting</header><text>Each member of the Task Force shall have 1 vote.</text></paragraph><paragraph id="id56027f66ba7544fab381c0b2df78e4ef"><enum>(3)</enum><header>Recommendations</header><text>The Task Force may make a recommendation under subsection (e)(2) only upon a majority vote.</text></paragraph><paragraph id="id2c0427d48f4c4902a7b01e8333147ed9"><enum>(4)</enum><header>Quorum</header><text>A majority of the members of the Task Force shall constitute a quorum, but a lesser number of members may hold meetings, gather information, and review draft reports. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id423f302ebd064f0bb6244cfee1fe6a18"><enum>(h)</enum><header display-inline="yes-display-inline">Reports</header><paragraph id="id022105ead39441479a9449dc362e1983"><enum>(1)</enum><header>Initial report</header><text>Not later than 90 days after the date on which a majority of the members of the Task Force have been appointed, the Task Force shall submit an initial report on its composition, activities, and planned activities to—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb451427e52984e9cae1bad84ebd3931e"><enum>(A)</enum><text display-inline="yes-display-inline">Congress;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb365f1a31df14a099e4e81a55cdf49d7"><enum>(B)</enum><text display-inline="yes-display-inline">the Attorney General; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf9bc6bd42b034d58b70120d25b5b0c68"><enum>(C)</enum><text display-inline="yes-display-inline">the Secretary of Transportation.</text></subparagraph></paragraph><paragraph id="id548b7e79286847659ec9ccb5cea40e5e"><enum>(2)</enum><header>Interim report</header><text>Not later than 1 year after the date on which the Task Force is established under subsection (b), the Task Force shall submit an interim report on its legislative, regulatory, and law enforcement recommendations to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id0AF473D17A504FD9B0BDE47FBCCF8C80"><enum>(A)</enum><text display-inline="yes-display-inline">Congress;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA257732E02F64D2C99F2E413ADC97692"><enum>(B)</enum><text display-inline="yes-display-inline">the Attorney General;</text></subparagraph><subparagraph id="id1767042EFAF04664A5EC6740C8277A69" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">the Secretary of Transportation; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7269d89c1a064bc1a15288fa47f813ca"><enum>(D)</enum><text display-inline="yes-display-inline">the attorney general of each State. </text></subparagraph></paragraph><paragraph id="ida87c413f696349cbb5c3e8122512deaf"><enum>(3)</enum><header>Periodic updates</header><text>The Task Force shall provide periodic updates to Congress on its activities and planned activities.</text></paragraph><paragraph id="id03256aee745d492380cec42c34e3ba8f"><enum>(4)</enum><header>Final report</header><text>Not later than 18 months after the date on which the Task Force is established under subsection (b), the Task Force shall submit a final report on its legislative, regulatory, and law enforcement recommendations to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7F208C4329984D61B0285887E1B8551E"><enum>(A)</enum><text display-inline="yes-display-inline">Congress;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id43D8B699665943F5986335A5817D5B04"><enum>(B)</enum><text display-inline="yes-display-inline">the Attorney General;</text></subparagraph><subparagraph id="idFF9C61FFF16747BA9F050592E46B24F7" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">the Secretary of Transportation; and</text></subparagraph><subparagraph id="idD1BD60F091AB423391124914B7C6A50F" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text display-inline="yes-display-inline">the attorney general of each State.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id94b2527b60544185af910547457d71da"><enum>(i)</enum><header>Termination</header><text>The Task Force shall terminate on the date that is 18 months after the date on which the Task Force is established under subsection (b).</text></subsection></section></legis-body></bill>
