<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2027</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230615">June 15, 2023</action-date><action-desc><sponsor name-id="S327">Mr. Warner</sponsor> (for himself, <cosponsor name-id="S397">Mr. Braun</cosponsor>, <cosponsor name-id="S361">Ms. Hirono</cosponsor>, <cosponsor name-id="S408">Mr. Hickenlooper</cosponsor>, and <cosponsor name-id="S366">Ms. Warren</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the General Education Provisions Act to allow the release of education records to facilitate the award of a recognized postsecondary credential.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HFCFF3FDD0EB94951B88C68C5F2634503"><section section-type="section-one" id="H76BEFDE7F96542959F97B2A929F3FD61"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reverse Transfer Efficiency Act of 2023</short-title></quote>.</text></section><section id="HA7E116EF524045A1AAFB9CB6619EFE40"><enum>2.</enum><header>Release of education records to facilitate the award of a recognized postsecondary credential</header><text display-inline="no-display-inline">Section 444(b)(1) of the General Education Provisions Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1232g">20 U.S.C. 1232g(b)(1)</external-xref>) is amended—</text><paragraph id="H9240BC3568874B069C6E527A5E9CE553"><enum>(1)</enum><text>in subparagraph (K)(ii), by striking <quote>and</quote> after the semicolon;</text></paragraph><paragraph id="HF00F2B0E7EFE4A1D9E608169870C8149"><enum>(2)</enum><text>in subparagraph (L), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H81B34E5D0B744DC39E4A6F32646A761F"><enum>(3)</enum><text>by inserting after subparagraph (L) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HE115E73298D14E1DB770590818EDBF4F"><subparagraph id="H87875CEC668A427C996CFB66524F704F" indent="up1"><enum>(M)</enum><text display-inline="yes-display-inline">an institution of postsecondary education in which the student was previously enrolled, to which records of postsecondary coursework and credits are sent for the purpose of applying such coursework and credits toward completion of a recognized postsecondary credential (as that term is defined in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>)), upon condition that the student provides written consent prior to receiving such credential.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
