<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 201</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230201">February 1, 2023</action-date><action-desc><sponsor name-id="S323">Mr. Risch</sponsor> (for himself, <cosponsor name-id="S355">Mr. Cruz</cosponsor>, <cosponsor name-id="S266">Mr. Crapo</cosponsor>, <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>, <cosponsor name-id="S397">Mr. Braun</cosponsor>, and <cosponsor name-id="S417">Mr. Budd</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require agencies submit zero-based budgets.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id9DB64BFD3EBA409BBAFF820B04A8A963"><enum>1.</enum><header>Zero-based budgets</header><subsection id="id0367426BFE7A434EABFE16B5FDE842C5"><enum>(a)</enum><header>Definition</header><text>In this Act:</text><paragraph id="id70F4872B79EC4BF08B751F3432EBD0EF"><enum>(1)</enum><header>Agency</header><text>The term <term>agency</term> has the meaning given the term in section 551 of title 5, United States Code.</text></paragraph><paragraph id="id831F1A1B488748E692D67C3BC89C29D9"><enum>(2)</enum><header>Zero-based budget</header><text>The term <term>zero-based budget</term> means a systematic budget analysis in support of decision making in which managers—</text><subparagraph id="idA9072129FE8A4BAFB000880BC927C012"><enum>(A)</enum><text>examine current objectives, operations, and costs;</text></subparagraph><subparagraph id="idEFDD727CFED84C62B35927EBE5909A19"><enum>(B)</enum><text>consider alternative ways of carrying out a program or activity; and</text></subparagraph><subparagraph id="id387158D4F102401AA83C1AA999FCA292"><enum>(C)</enum><text>rank different programs or activities by order of importance to the organization. </text></subparagraph></paragraph></subsection><subsection id="id89B1D9EDC6594ABBAE05A28227EF164F"><enum>(b)</enum><header>Zero-Based budgets</header><text display-inline="yes-display-inline">Every sixth year, each agency shall submit to the Director of the Office of Management and Budget and the Committee on the Budget of the Senate and the Committee on the Budget of the House of Representatives a zero-based budget for the next fiscal year and each of the 4 ensuing fiscal years.</text></subsection><subsection id="idEC928C0A9BFF476988C65928BE71672C"><enum>(c)</enum><header>Recommendations</header><text>In addition to the zero-based budget required under subsection (b), each agency, except the Department of Defense and the National Nuclear Security Administration shall submit recommendations for which programs Congress should cut or reduce appropriations in an amount that equals not less than a 2-percent reduction from the previous year appropriation in discretionary spending. </text></subsection></section></legis-body></bill>
