<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 1989</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230614">June 14, 2023</action-date><action-desc><sponsor name-id="S418">Mr. Fetterman</sponsor> (for himself and <cosponsor name-id="S394">Ms. Smith</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require training for State and regional employees of the Department of Agriculture on the rural housing and development programs of the Department.</official-title></form><legis-body><section commented="no" display-inline="no-display-inline" id="idbcfb771894d44cc1bfb87c89c8e97e76" section-type="section-one"><enum>1.</enum><header>Required training of Department of Agriculture employees on rural housing and development programs</header><text display-inline="no-display-inline">The Secretary of Agriculture shall ensure that the training of regional and State employees of the Department of Agriculture who are classified as national staff and work on multifamily housing includes comprehensive education about rural housing and development programs of the Department, including—</text><paragraph id="id61864655543e492996bb81a5dcdb4e5e"><enum>(1)</enum><text>the utilization of multiple programs of the Department by 1 project, particularly by mixed-use developments;</text></paragraph><paragraph id="idb111cd535188425d9bd80ef8eb3f9809"><enum>(2)</enum><text>single and multifamily loan and grant programs of the Department;</text></paragraph><paragraph id="idaf208a5483904400b955b3a2c533ace1"><enum>(3)</enum><text>loan assistance available under section 514 and 516 of the Housing Act of 1949 (<external-xref legal-doc="usc" parsable-cite="usc/42/1484">42 U.S.C. 1484</external-xref>, 1486), including renewal of loans and rental assistance, loan restructuring, and decoupling of rental assistance;</text></paragraph><paragraph id="id80906bcde56d40fa9c4316d6f89b41c7"><enum>(4)</enum><text>technical assistance providers, including nonprofit organizations and public housing agencies, in the region; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9fbc2b495e7e432b92849f91b70392f5"><enum>(5)</enum><text>information on other related Federal grant and loan programs, including the HOME Investments Partnerships Program under subtitle A of title II of the Cranston-Gonzalez National Affordable Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/42/12741">42 U.S.C. 12741 et seq.</external-xref>), the community development block grant program under title I of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301 et seq.</external-xref>), and the low-income housing tax credit program described in <external-xref legal-doc="usc" parsable-cite="usc/26/42">section 42</external-xref> of the Internal Revenue Code of 1986.</text></paragraph></section></legis-body></bill>
