which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To modify the annual and aggregate limits of Federal Unsubsidized Stafford Loans for graduate and professional students, and to terminate Federal Direct PLUS Loans for graduate and professional students, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Graduate Opportunity and Affordable Loans Act </short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id32d820d41f3340618754e2e4f4d2544e"><enum>2.</enum><header>Loan reforms</header><text display-inline="no-display-inline">Section 455 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e</external-xref>) is amended—</text><paragraph id="id7ea81bd4e3aa418689bd5299520430ec"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="id222e2c23d7074428a8b0f4144c9c2f29"><enum>(A)</enum><text>in paragraph (3)(A)—</text><clause commented="no" display-inline="no-display-inline" id="id481e395455654dfc8df8aa5a806cacb4"><enum>(i)</enum><text display-inline="yes-display-inline">in the matter preceding clause (i), by striking <quote>part B</quote> and inserting <quote>part B—</quote>;</text></clause><clause commented="no" display-inline="no-display-inline" id="idb5363d3ebe0e4404b3e1bd53b8ee6db6"><enum>(ii)</enum><text display-inline="yes-display-inline">beginning in the matter preceding clause (i), by striking <quote>for any period</quote> and all that follows through <quote>professional student</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id906AE5E0CDC840DDB23DF61393C3D18F"><clause id="id8a8223bd36f94b93855a84d58abfd1e5"><enum>(i)</enum><text>for any period of instruction beginning on or after July 1, 2012, a graduate or professional student</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></clause><clause id="idd8109606df7244a0bff3e11980fc91b3"><enum>(iii)</enum><text>in clause (ii), by inserting <quote>for any period of instruction beginning on July 1, 2012 and ending on June 30, 2024 (subject to paragraph (4)(C)),</quote> before <quote>the maximum annual</quote>; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9a9679389fbf405eb905adf4ebb90c1c"><enum>(B)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id15a62b05b3074095ad294b22da96f852"><paragraph id="idfa3e30a72ec546b2aea8390ea2c95a0f"><enum>(4)</enum><header>Graduate and professional annual and aggregate limits for Unsubsidized Stafford loans beginning July 1, 2024</header><subparagraph id="id91447f4711ff460492df9e86d25dc10d"><enum>(A)</enum><header>Annual limits beginning July 1, 2024</header><text>Subject to subparagraph (C), beginning on July 1, 2024, the maximum annual amount of Federal Direct Unsubsidized Stafford loans—</text><clause id="idb5f7073ef1334bf29bffa2f2fd20a237"><enum>(i)</enum><text>a graduate student, who is not a professional student, may borrow in any academic year (as defined in section 481(a)(2)) or its equivalent shall be $20,500; and</text></clause><clause id="ide2666c7157574569bc82ab01ef55d139"><enum>(ii)</enum><text>a professional student may borrow in any academic year (as defined in section 481(a)(2)) or its equivalent shall be $40,500.</text></clause></subparagraph><subparagraph id="id6c04b69cbd964fe299a9ce9831fd1254"><enum>(B)</enum><header>Aggregate limits beginning july 1, 2024</header><text>Subject to subparagraph (C), beginning on July 1, 2024, the maximum aggregate amount of Federal Direct Unsubsidized Stafford loans—</text><clause id="ida0cdfd4d386d460193a0cfe9a2bf462d"><enum>(i)</enum><text>a graduate student, who is not a professional student, may borrow is $65,000, in addition to the amount borrowed for undergraduate education; and</text></clause><clause id="ida07789895c9b46749150c6bfb33ae36b"><enum>(ii)</enum><text>a professional student may borrow is $130,000, in addition to the amount borrowed for undergraduate education.</text></clause></subparagraph><subparagraph id="id1f658a758789474b9ed22ce6b0ced5d1"><enum>(C)</enum><header>Phase out provisions</header><text>Notwithstanding the date of the applicability of the limits set forth in this paragraph, an eligible graduate student, including a professional student, who received a disbursement of a Federal Direct Unsubsidized Stafford loan after June 30, 2023, and before July 1, 2024, for the 2023–2024 award year, may receive a Federal Direct Unsubsidized Stafford loan for the 2024–2025 award year in amounts that are subject to the annual and aggregate loan limits applicable prior to July 1, 2024, if the borrower did not graduate prior to the 2024–2025 award year.</text></subparagraph><subparagraph id="idce0b4e5396ed4e2aa59d19141ef7ac2b" commented="no"><enum>(D)</enum><header>Definitions</header><text>In this paragraph:</text><clause id="id720d5434eee64651b0868ee6d6fa36a9" commented="no"><enum>(i)</enum><header>Graduate student</header><text>The term <term>graduate student</term> means a student enrolled in a program at the postbaccalaureate level, such as a postbaccalaureate certificate, a master’s degree, or a doctor’s degree.</text></clause><clause id="id92319fb6eafe445897ade6fc15f14b44"><enum>(ii)</enum><header>Professional student</header><text>The term <term>professional student</term> means a student enrolled in a doctor’s degree-professional practice program. </text></clause><clause id="id57928201634e4c1d9119098d33320673" commented="no"><enum>(iii)</enum><header>Postbaccalaureate certificate; master's degree; doctor's degree; doctor's degree professional-practice</header><text>The terms <term>postbaccalaureate certificate</term>, <term>master’s degree</term>, <term>doctor’s degree</term>, and <term>doctor’s degree professional-practice</term> shall have the meaning provided in the 2022–2023 glossary of the Integrated Postsecondary Education Data System (OMB NO. 1859–0582 v. 30). </text></clause></subparagraph></paragraph><paragraph id="id62d326f68dce410ab171f570458d7e6f"><enum>(5)</enum><header>Termination of authority to make Federal Direct PLUS loans to graduate and professional students</header><subparagraph id="id7b422448cfe44a4aa451349c74a03bd7"><enum>(A)</enum><header>In general</header><text>Notwithstanding any other provision of law, for any period of instruction beginning on or after July 1, 2024, a graduate student (including a professional student) shall not be eligible to receive a Federal Direct PLUS Loan under this part for enrollment in a program of graduate or doctor's degree professional-practice education.</text></subparagraph><subparagraph id="idf53e3df1a21f4285894c8136a53b1b67"><enum>(B)</enum><header>Phase out provisions</header><text>Not later than 30 days after the date of enactment of the <quote><short-title>Graduate Opportunity and Affordable Loans Act</short-title></quote>, each institution of higher education that enrolls graduate students or professional students shall notify prospective and enrolled graduate students and professional students that the Federal Direct PLUS Loan program will end for graduate students and professional students on June 30, 2024.</text></subparagraph><subparagraph id="idd3122ab57afc4041a9909cbd62babdce"><enum>(C)</enum><header>Definitions</header><text>The definitions in paragraph (4)(D) shall apply to this paragraph.</text></subparagraph></paragraph><paragraph id="idbf5cb1639b6d44f7bfdb59bcfb0161f9"><enum>(6)</enum><header>Institutionally-determined limits</header><text>Notwithstanding any other provision of this part, an eligible institution (at the discretion of a financial aid administrator at the institution) may prorate or limit the amount of a loan a student who is enrolled in a program of study at that institution for a period of instruction beginning on or after July 1, 2024, may borrow under this part for an academic year, as long as any proration or limit is applied consistently to all borrowers entering such program of study.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section></legis-body></bill>
