which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish the Council on Improving Federal Civic Architecture, and for other purposes.</official-title></form><legis-body><section id="id627F3FFD83F943D28849E903BB45D8DA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Beautifying Federal Civic Architecture Act of 2023</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idc3b87f48f2c5451ca1e8b352955fbf39"><enum>2.</enum><header>Policy of the United States</header><text display-inline="no-display-inline">It is the policy of the United States that—</text><paragraph id="id11a447e3e97147b6a3a52939f4aee093"><enum>(1)</enum><text>applicable Federal public buildings should—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb9df7d542c554b948245e052e015af24"><enum>(A)</enum><text display-inline="yes-display-inline">uplift and beautify public spaces;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc0c1854be990453f8395cce7a8cbfa23"><enum>(B)</enum><text display-inline="yes-display-inline">inspire the human spirit;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id81ee9fda7df34ba7b1cba070d1a4c544"><enum>(C)</enum><text display-inline="yes-display-inline">ennoble the United States; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfea8338b356549038df096bd81a57f77"><enum>(D)</enum><text display-inline="yes-display-inline">command respect from the general public;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id48c144d7e00d4e5088b46021b44e258e"><enum>(E)</enum><text display-inline="yes-display-inline">be visually identifiable as civic buildings; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id33840886c7e74f369b880eac77d73b08"><enum>(F)</enum><text display-inline="yes-display-inline">as appropriate, respect regional architectural heritage;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbcab6eebcc214a0290a9a7bc27ce8127"><enum>(2)</enum><text display-inline="yes-display-inline">architecture, with particular regard for traditional and classical architecture, that meets the criteria described in paragraph (1) is the preferred architecture for applicable Federal public buildings;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb3dd6b1260224c90bb9a861e4c11ee29"><enum>(3)</enum><text display-inline="yes-display-inline">in the District of Columbia, classical architecture is the preferred and default architecture for Federal public buildings absent exceptional factors necessitating another style of architecture;</text></paragraph><paragraph id="id733d92cca7234dd9962520d6ac3c7107"><enum>(4)</enum><text>where the architecture of applicable Federal public buildings diverges from the preferred architecture, great care and consideration shall be taken to choose a design that—</text><subparagraph commented="no" display-inline="no-display-inline" id="ida08d0ead13694f1ba3b372c21675808a"><enum>(A)</enum><text display-inline="yes-display-inline">commands respect from the general public; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1157d4be5e1f46388655958d5ff510c0"><enum>(B)</enum><text display-inline="yes-display-inline">clearly conveys to the general public the dignity, enterprise, vigor, and stability of the system of self-government of the United States;</text></subparagraph></paragraph><paragraph id="ida67d4ea80a934dafb20ced4d5235d2ce"><enum>(5)</enum><text>when renovating, reducing, or expanding applicable Federal public buildings that do not meet the criteria described in paragraph (1), (2), or (3), the feasibility and potential expense of building redesign to meet those criteria should be examined;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ided283f0ee5bf4cff8512cc2459dab8ba"><enum>(6)</enum><text display-inline="yes-display-inline">where feasible and economical, a redesign described in paragraph (5) should be given substantial consideration, especially with respect to the exterior of the applicable Federal building; and</text></paragraph><paragraph id="id75219d96506d4950863b01ded61258a7"><enum>(7)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idb33fbc0327504e9191365a38e160d521"><enum>(A)</enum><text>the Administration should seek input from future users of applicable Federal public buildings and the general public in the community where those buildings will be located; and</text></subparagraph><subparagraph indent="up1" commented="no" display-inline="no-display-inline" id="id79c15bb092ce4cfaad3acd8d21111fa8"><enum>(B)</enum><text>give the input received from the general public under subparagraph (A) substantial consideration before selecting an architectural firm or design style for those buildings.</text></subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="idaec5f5fb7004477c96a9d55b178c9e44"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id109c71bf353f443cb33094224cf73aa5"><enum>(1)</enum><header>2023 dollars</header><text>The term <term>2023 dollars</term> means dollars adjusted for inflating using the Gross Domestic Product price deflator of the Bureau of Economic Analysis, with 2023 as the base year.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4ad16d42665740609247faeec47f3232"><enum>(2)</enum><header>Administration</header><text display-inline="yes-display-inline">The term <term>Administration</term> means the General Services Administration.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb3376a102ce544c5aaeff3a0e408070a"><enum>(3)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of General Services.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id95a492c367724057870d65e7e8262562"><enum>(4)</enum><header display-inline="yes-display-inline">Applicable Federal public building</header><subparagraph commented="no" display-inline="no-display-inline" id="idd60bfccd86984490a6546246a8616f98"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>applicable Federal public building</term> means—</text><clause id="id15d6c0c4bea74eed99c53b177717a359"><enum>(i)</enum><text>any Federal courthouse;</text></clause><clause commented="no" display-inline="no-display-inline" id="idd6deb537a36540ad935b76c9664be668"><enum>(ii)</enum><text display-inline="yes-display-inline">any Federal agency headquarters;</text></clause><clause id="id61d143ace8f14dafb5346d3aeb8601cb"><enum>(iii)</enum><text>any public building in the District of Columbia; and</text></clause><clause id="id6b2e3de066b240009df3661bc6c1beac"><enum>(iv)</enum><text>any other public building the cost or expected cost to design, build, and finish of which is more than $50,000,000 in 2023 dollars.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id58039c445a3c4e118f4a3906b13ac941"><enum>(B)</enum><header>Exclusions</header><text>The term <term>applicable Federal public building</term> does not include an infrastructure project or land port of entry.</text></subparagraph></paragraph><paragraph id="idb677002222ef48b4b376ead9dd30e43c"><enum>(5)</enum><header>Brutalist</header><text>The term <term>Brutalist</term> means the style of architecture that grew out of the early 20th-century modernist movement that is characterized by a massive and block-like appearance with a rigid geometric style and large-scale use of exposed poured concrete.</text></paragraph><paragraph id="id684bfa1c40aa4ef4bd5e023a8f9e5c94"><enum>(6)</enum><header>Classical architecture</header><subparagraph commented="no" display-inline="no-display-inline" id="id27bfbdf6fbe64ffbab6a8634d3bb1f33"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>classical architecture</term> means the architectural tradition—</text><clause commented="no" display-inline="no-display-inline" id="idc19f76eeaa2e44c3af8fd61ade8d657f"><enum>(i)</enum><text display-inline="yes-display-inline">derived from the forms, principles, and vocabulary of the architecture of Greek and Roman antiquity; and </text></clause><clause commented="no" display-inline="no-display-inline" id="id94a4016db3d04524932370a4596d49a8"><enum>(ii)</enum><text display-inline="yes-display-inline">later developed and expanded on by—</text><subclause commented="no" display-inline="no-display-inline" id="idcc596f9001384721bd9c6a689816c0be"><enum>(I)</enum><text display-inline="yes-display-inline">Renaissance architects, including Alberti, Brunelleschi, Michelangelo, and Palladio;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id5e327d8b827c4be49e9197b39665f5a9"><enum>(II)</enum><text display-inline="yes-display-inline">Enlightenment masters, including Robert Adam, John Soane, and Christopher Wren;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idca2bc31d40c34050a32634ffe22ed431"><enum>(III)</enum><text display-inline="yes-display-inline">19th Century architects, including Benjamin Henry Latrobe, Louise Blanchard Bethune, Robert Mills, and Thomas U. Walter; and </text></subclause><subclause commented="no" display-inline="no-display-inline" id="id1434ea0444c9495799fb6cfe98d727a2"><enum>(IV)</enum><text display-inline="yes-display-inline">20th Century practitioners, including Julian Abele, Daniel Burnham, Charles F. McKim, John Russell Pope, Julia Morgan, Robert Robinson Taylor, and the firm of Delano and Aldrich. </text></subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1b2c7d31d91c48c3928d087fc03ec28b"><enum>(B)</enum><header>Inclusions</header><text display-inline="yes-display-inline">The term <term>Classical architecture</term> includes styles such as Neoclassical, Georgian, Federal, Greek Revival, Beaux-Arts, and Art Deco.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc2daf656135d453fab43214ae58ed3bb"><enum>(7)</enum><header>Council</header><text>The term <term>Council</term> means the Council on Improving Federal Civic Architecture established by section 4(a).</text></paragraph><paragraph id="id55f61d8eea744eaf8a9bf35c131c1170"><enum>(8)</enum><header>Deconstructivist</header><text>The term <term>Deconstructivist</term> means the style of architecture—</text><subparagraph commented="no" display-inline="no-display-inline" id="id63cddd05fdfe4c619a2198221f681cc4"><enum>(A)</enum><text display-inline="yes-display-inline">generally known as <quote>deconstructivism</quote>; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb3449760c0cb4e25a172cc6117715816"><enum>(B)</enum><text display-inline="yes-display-inline">that subverts the traditional values of architecture through features such as fragmentation, disorder, discontinuity, distortion, skewed geometry, and the appearance of instability.</text></subparagraph></paragraph><paragraph id="iddfef63fc03554819baa8f3053a4ea15c"><enum>(9)</enum><header>General public</header><text>The term <term>general public</term> means members of the public who are not—</text><subparagraph id="id0a119cf3ea52408ea113368ebf8ef18b"><enum>(A)</enum><text>artists, architects, engineers, art or architecture critics, instructors or professors of art or architecture, or members of the building industry; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id94ba98d0bf7a481bb3d1d02509af8e9e"><enum>(B)</enum><text display-inline="yes-display-inline">affiliated with any interest group, trade association, or any other organization whose membership is financially affected by decisions involving the design, construction, or remodeling of public buildings. </text></subparagraph></paragraph><paragraph id="id380c1190579e43bc8335814589b04059"><enum>(10)</enum><header>Officer</header><text>The term <term>officer</term> has the meaning given the term in section 2104 of title 5, United States Code.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id71fff2a82d3d43308f8c5eb9fa03d9c4"><enum>(11)</enum><header>Preferred architecture</header><text>The term <term>preferred architecture</term> means the architecture described in section 2(2).</text></paragraph><paragraph id="id61cf5b76313841049908b67e9e777a94"><enum>(12)</enum><header>Public building</header><text>The term <term>public building</term> has the meaning given the term in section 3301(a) of title 40, United States Code.</text></paragraph><paragraph id="id77c30aaf71bf4bfd91b009113b0fe429"><enum>(13)</enum><header>Traditional architecture</header><text>The term <term>traditional architecture</term> includes—</text><subparagraph commented="no" display-inline="no-display-inline" id="ida1ea84367fd742bf91d746288c0250c7"><enum>(A)</enum><text display-inline="yes-display-inline">classical architecture; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id80c015319d6141a8bffa54f970370e24"><enum>(B)</enum><text display-inline="yes-display-inline">the historic humanistic architecture, including Gothic, Italianate, Renaissance Revival, Romanesque, Pueblo Revival, Spanish Colonial, and other styles of architecture historically rooted in various regions of the United States.</text></subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="id28feefb55b1a4d3f8c33af71381cbac3"><enum>4.</enum><header>Council on Improving Federal Civic Architecture</header><subsection commented="no" display-inline="no-display-inline" id="idc2b86a07d1824833b6bee5453646e47b"><enum>(a)</enum><header>Establishment</header><text>There is established the Council on Improving Federal Civic Architecture.</text></subsection><subsection id="idba3832c7f9e24d63b98c050d8452fed0"><enum>(b)</enum><header>Membership</header><paragraph commented="no" display-inline="no-display-inline" id="ida7d7da0187654c0a86afd9ba0d37870e"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Council shall be composed of—</text><subparagraph commented="no" display-inline="no-display-inline" id="iddaf5693480d24419b5e88aeb6a7d18a6"><enum>(A)</enum><text>the Chair of the Commission of Fine Arts serving in that position on the date of enactment of this Act;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id26702119cae3446392cf049675b7cfac"><enum>(B)</enum><text>any individual who served as Chair of the Commission of Fine Arts before the date of enactment of this Act, if that individual chooses to serve on the Council;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id46a6bc6e4af44e649b4041430ca7e224"><enum>(C)</enum><text>the Secretary of the Commission of Fine Arts;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id63bc54d6b20448d3ac518a7207cc6cd0"><enum>(D)</enum><text>the Architect of the Capitol (or a designee);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb1d891fb1f5a44d786bf5facbb5ed156"><enum>(E)</enum><text>the Commissioner of the Public Building Service of the Administration;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id760f92687dbc47288b7a3e884bd2417e"><enum>(F)</enum><text>the Chief Architect of the Administration; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idce23c67470dc4a7fa1dcf3715fadb15a"><enum>(G)</enum><text>not more than 10 individuals, to be evenly appointed by the Chair of the Committee on Environment and Public Works of the Senate and the Chair of the Committee on Transportation and Infrastructure of the House of Representatives, from among citizens of the United States that are not employees or officers of the Federal Government.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5db2ecf06f0c4f10a4dd987c402b3979"><enum>(2)</enum><header>Chair</header><subparagraph commented="no" display-inline="no-display-inline" id="idf3704d3d14844e639af1d7b47d86640c"><enum>(A)</enum><header>In general</header><text>The Council shall be chaired by an individual described in any of subparagraphs (A) through (G) of paragraph (1), who shall be elected by the Council.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3962ed9b57174c1c8784ee6f2dd7667c"><enum>(B)</enum><header>Vice chair; subcommittees</header><text>The Chair of the Council may—</text><clause commented="no" display-inline="no-display-inline" id="id2e97acfb9f2a44479b1efaa486d0034f"><enum>(i)</enum><text>designate a Vice Chair; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id622ac5375bfe4ca88dd71f1f78404472"><enum>(ii)</enum><text>establish subcommittees.</text></clause></subparagraph></paragraph><paragraph id="idfce3334489de44ad8f18e4d8b4172c42"><enum>(3)</enum><header>Certain members</header><text>Members of the Council described in paragraph (1)(G)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb5753b5a2b1e4f068e9c7a297140864c"><enum>(A)</enum><text display-inline="yes-display-inline">shall serve on the Council until the date on which the Council terminates under subsection (e); and</text></subparagraph><subparagraph id="id4f35c99157bd40e7b396e0d3c6b57bcd" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>shall not be removed except for inefficiency, neglect of duty, or malfeasance. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida475f5044dc74f93b117ce24e6dc6906"><enum>(4)</enum><header>Compensation</header><subparagraph commented="no" display-inline="no-display-inline" id="id18bf8daa3635422792c61e2e0c8d7294"><enum>(A)</enum><header>No compensation</header><text>Except as provided in subparagraph (B), a member of the Council shall receive no compensation as a result of serving on the Council.</text></subparagraph><subparagraph id="ID8AB9CAB7544542CBBCD32562861B7980"><enum>(B)</enum><header>Travel expenses</header><text>A member of the Council shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for employees of agencies under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, while away from their homes or regular places of business in the performance of services for the Council.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5beebff69be2449e957da81c949096f1"><enum>(c)</enum><header>Duties of Council</header><text>The Council shall—</text><paragraph id="ide862881209964b459c033466b603b168"><enum>(1)</enum><text>not later than 1 year after the date of enactment of this Act, and annually thereafter until the date on which the Council terminates under subsection (e), submit to the Administrator a report recommending updates to policies, procedures, or practices of the Administration that—</text><subparagraph id="id7e94a52fb73846e2ad4d4f895ef92350"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="id91aaa7246fcb4d26b50b2507cd71362f"><enum>(i)</enum><text>identifies any policies, procedures, or practices of the Administration that do not adhere to sections 2 and 5; and</text></clause><clause indent="up1" commented="no" display-inline="no-display-inline" id="id44865895e7bc42bdb4da178069f0d680"><enum>(ii)</enum><text>recommends updates to those policies, procedures, and practices to align those policies, procedures, and practices with those sections;</text></clause></subparagraph><subparagraph id="idda54a50cbf7d4176a32bd51752b53f4a"><enum>(B)</enum><text>analyzes the design for any new applicable Federal public building and, if necessary, recommends changes so that the applicable Federal public building adheres to sections 2 and 5; and</text></subparagraph><subparagraph id="id546c9b98c87e485da8619129b9c7cdbc"><enum>(C)</enum><text>analyzes all applicable Federal public buildings, including the architectural styles of those buildings, and recommends redesigns, if any, to align those buildings with section 2; and</text></subparagraph></paragraph><paragraph id="ida7c6dac8bfae492eb1b6c8239f338cc0" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>recommend to the Administrator changes to Administration policies for situations in which the Administration participates in a design selection pursuant to <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/89">chapter 89</external-xref> of title 40, United States Code (commonly known as the <quote>Commemorative Works Act</quote>), in furtherance of the purposes of this Act and consistent with applicable law. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idbfdf8c13e9cc4b0daf8c34e472c69c46"><enum>(d)</enum><header>Applicability</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/10">Chapter 10</external-xref> of title 5, United States Code (commonly known as the <quote><act-name parsable-cite="FACA">Federal Advisory Committee Act</act-name></quote>), shall apply to the Council.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="ida9123d0d29334ee2a967df85db76ad64"><enum>(e)</enum><header>Termination</header><text display-inline="yes-display-inline">The Council shall terminate on the date that is 5 years after the date on which the Council holds the initial meeting of the Council.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="idbfb124bb4fec4977a9f62a5ead0cf662"><enum>5.</enum><header>GSA requirements</header><subsection commented="no" display-inline="no-display-inline" id="id4e5632a325844b1cad0398dc938eccfd"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>The Administrator shall adhere to the policy of the United States described in section 2.</text></subsection><subsection id="ide4be010f9e7d427c973c9e3e0f8fc908"><enum>(b)</enum><header>Notification</header><paragraph commented="no" display-inline="no-display-inline" id="id3b5e5dfa19de4b63b199cb0cfcbf6b10"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">If the Administrator proposes to approve a design for a new applicable Federal public building that diverges from the preferred architecture, including Brutalist or Deconstructivist architecture or any design derived from or related to those styles of architecture, the Administrator shall submit to the Assistant to the President for Domestic Policy and the appropriate committees of Congress, not later than 30 days before the date on which the Administrator could reject the design without incurring substantial expenditures, a notification in accordance with paragraph (2).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida01b93fa836c4e22aea059a41cd85955"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">A notification submitted under paragraph (1) shall describe the reasons the Administrator proposes to approve a design described in that paragraph, including—</text><subparagraph id="id2988a21ded9647028bbd4e2b13fbfb3c"><enum>(A)</enum><text>a detailed explanation of why the Administrator believes selecting the design is justified, with particular focus on whether the design is as beautiful and reflective of the dignity, enterprise, vigor, and stability of the system of self-government in the United States as alternative designs of comparable cost using preferred architecture;</text></subparagraph><subparagraph id="id08a66d24076a477a8b6661df20a5fb30"><enum>(B)</enum><text>the total expected cost of adopting the proposed design, including estimated maintenance and replacement costs throughout the expected lifecycle of the design;</text></subparagraph><subparagraph id="id5920fd56c8e2430f978ea672a0511834"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="id6c50be62fc834e29a1b5a29806ae71bf"><enum>(i)</enum><text>a description of the designs using preferred architecture seriously considered for the project, including copies of blueprints or renderings of those designs that have been produced; and </text></clause><clause indent="up1" commented="no" display-inline="no-display-inline" id="iddf6b46a1bd9548eda30e572cc88a8c41"><enum>(ii)</enum><text>the total expected cost of adopting those designs, including estimated maintenance and replacement costs throughout the expected lifecycles of those designs; and</text></clause></subparagraph><subparagraph id="id2dd569f56bee4a4baafb0ad980cde086"><enum>(D)</enum><text>the steps that the Administrator took to solicit and consider the views of the general public about the design.</text></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id8184ef8529d249bf8588716061246711"><enum>6.</enum><header>Reports to Congress</header><text display-inline="no-display-inline">Not less frequently than once annually, the Administrator shall submit to the appropriate committees of Congress a report that includes—</text><paragraph commented="no" display-inline="no-display-inline" id="idb911ef9337c04bb18c7a5eb2c2559c37"><enum>(1)</enum><text display-inline="yes-display-inline">a detailed explanation of the steps the Administrator has taken to adhere to sections 2 and 5;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id268532d86b7541f0a2f294ccacaa57b8"><enum>(2)</enum><text display-inline="yes-display-inline">a detailed explanation of the steps the Administrator has taken to adopt recommendations made by the Council in a report submitted under section 4(c)(1); and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id113d6b5101444cbe8f3e16d1692411a5"><enum>(3)</enum><text display-inline="yes-display-inline">a list of all applicable Federal public buildings that the Federal Government owns and a description of the architectural style of those buildings.</text></paragraph></section></legis-body></bill>
