Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Administrator of the Federal Aviation Administration to develop a comprehensive unmanned aircraft system integration strategy, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>UAS National Airspace Integration Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id1996a94f240a4e7da15882c8278c07ea"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that it is important that the United States maintain global leadership in advanced aviation to maintain and improve national security, safety, sustainability, and economic strength domestically and globally. </text></section><section commented="no" display-inline="no-display-inline" id="id3cb9334b70684f2792d1183e28d58204"><enum>3.</enum><header>Comprehensive unmanned aircraft system integration strategy</header><subsection commented="no" display-inline="no-display-inline" id="idead59c328c284640981d5d0a523c3e0b"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this section, the Administrator shall submit to the appropriate committees of Congress a comprehensive integration strategy for unmanned aircraft systems, including civil unmanned aircraft systems operating in controlled airspace, that includes the following: </text><paragraph id="idc4d3bb6f1eb742dda5b67cb086e51020"><enum>(1)</enum><text>A comprehensive mission statement that summarizes the main purpose of the strategy.</text></paragraph><paragraph id="id26d02ff0f08e47b1a51b16f93f3a97cf"><enum>(2)</enum><text>A description of the objectives to be achieved by the strategy, which shall include the following:</text><subparagraph id="id9903166986174d1cbdf96f43af948f9e"><enum>(A)</enum><text>Timely implementation of statutory provisions related to drone integration in subtitle B of title III of division B of the FAA Reauthorization Act of 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/254">Public Law 115–254</external-xref>).</text></subparagraph><subparagraph id="idcb4c359ec035420d90413442c7135e1e"><enum>(B)</enum><text>Actions taken by the FAA to implement recommendations related to unmanned aircraft systems, including civil unmanned aircraft systems operating in controlled airspace, included in aviation rulemaking committee reports published since the enactment of the FAA Reauthorization Act of 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/254">Public Law 115–254</external-xref>).</text></subparagraph><subparagraph id="id5cf7acf16135464d8fc270fdb91f346e"><enum>(C)</enum><text>Any other objectives determined appropriate by the Administrator. </text></subparagraph></paragraph><paragraph id="id5cdbe3a412e0494eb618a1278d084365"><enum>(3)</enum><text>A description of steps to achieve strategy objectives, including milestones and performance metrics to gauge results.</text></paragraph><paragraph id="ida140cadf29724a7dac3194970f27eac1"><enum>(4)</enum><text>A description of the process by which the scope and objectives of the strategy were developed.</text></paragraph><paragraph id="idd49fe705e7fd4b2296b9f04686ab49cc"><enum>(5)</enum><text>The costs of executing the strategy, including the sources of such costs, and the types of resources and investments, skills and technology, and human, capital, information, and other resources required to meet the objectives of the strategy.</text></paragraph><paragraph id="ide2128b1429f54b728e02fe4d61587fbb"><enum>(6)</enum><text>A description of the roles and responsibilities of each FAA office tasked with executing the objectives of the strategy. </text></paragraph><paragraph id="idc90d7d3471ff403fbf983e750c869306"><enum>(7)</enum><text>A plan to establish mechanisms to allow various FAA offices or other necessary interagency stakeholders involved in implementing the strategy to coordinate in meeting strategy objectives.</text></paragraph><paragraph id="id31c8b2409e9b454c84ead48c5a5d3e0d"><enum>(8)</enum><text>Processes for ensuring transparency and receiving input from applicants and relevant stakeholders in the course of executing the objectives of the strategy. </text></paragraph><paragraph id="id53c83242fc04496ea08acb7de423a3b3"><enum>(9)</enum><text>A list of key factors external to the FAA that are beyond the control of the FAA which could significantly affect the achievement of the strategy objectives.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id6399b67303454a289b6bb4fab18fbd4a"><enum>(b)</enum><header>Congressional briefings</header><text>Beginning 6 months after the date of enactment of this section, and every 6 months thereafter, the Administrator shall provide a briefing for the appropriate Committees of Congress on—</text><paragraph id="id80bf5e4348f34236a6ca5a23ec8db34f"><enum>(1)</enum><text>the status of implementation of each element of the strategy developed under subsection (a);</text></paragraph><paragraph id="id2696deea455f41ea9c33adbab060a2fc"><enum>(2)</enum><text>any revisions made to the strategy since the last briefing; and</text></paragraph><paragraph id="idd8244b3ad2ae4358b19468460151ed2d"><enum>(3)</enum><text>any additional actions taken by the Administrator to integrate unmanned aircraft systems into the National Airspace System. </text></paragraph></subsection><subsection id="id8e7bcf582b404eb08fccdbbec255c180"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id5d27be96b51043fa8605d51683291a09"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the Federal Aviation Administration.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb24da025cd3c49a0964e815c8cb81a2b"><enum>(2)</enum><header display-inline="yes-display-inline">Appropriate committees of congress</header><text>The term <term>appropriate committees of Congress</term> has the meaning given such term in section 44801 of title 49, United States Code.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id259e314946254e20baa562896c5dd5a5"><enum>(3)</enum><header>FAA</header><text>The term <term>FAA</term> means the Federal Aviation Administration. </text></paragraph><paragraph id="id48ea70def00f4b55be681a1c5c7567b3"><enum>(4)</enum><header>Unmanned aircraft system</header><text>The term <term>unmanned aircraft system</term> has the meaning given such term in section 44801 of title 49, United States Code. </text></paragraph></subsection></section></legis-body></bill>
