<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 1899</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230608">June 8, 2023</action-date><action-desc><sponsor name-id="S414">Mr. Ossoff</sponsor> (for himself and <cosponsor name-id="S293">Mr. Graham</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To encourage the use of hydrogen in the aviation sector, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Hydrogen Aviation Development Act</short-title></quote>.</text></section><section id="idae928eda1a5f49049df9cbdb3c003413"><enum>2.</enum><header>Airport Improvement Program use of funds</header><text display-inline="no-display-inline">Section 47102 of title 49, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id46fdc6ac3d4546f9ab5cb9b100c15702"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (3), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3B7449FF8E8849F78784A0083EA70D96"><subparagraph commented="no" display-inline="no-display-inline" id="id013f7d3bb1444a27abad64370221b1e8"><enum>(S)</enum><text>acquiring land for, or work necessary for constructing, reconstructing, repairing, or improving, or otherwise modifying an airport or airport facilities, or property adjacent to, or in the vicinity of, an airport but intended to support the airport to store and distribute hydrogen, sustainable aviation fuel, or electrification to power aircraft.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id20e112f67dd44684b16f9000387869c7"><enum>(2)</enum><text>in paragraph (12), by inserting <quote>, including hydrogen and electrification,</quote> after <quote>alternative fuels</quote>.</text></paragraph></section><section id="id1a3fab30381648f9b738d5de928cfba8"><enum>3.</enum><header>CLEEN engine and airframe technology partnership</header><text display-inline="no-display-inline">Section 47511(a) of title 49, United States Code, is amended by striking <quote>jet fuels for civil subsonic airplanes</quote> and inserting <quote>jet fuels, hydrogen, and batteries for aircraft</quote>. </text></section><section id="id0c9650dc7d8b4762839f277e7234899c"><enum>4.</enum><header>Center of Excellence for Alternative Jet Fuels and Environment (ASCENT)</header><subsection commented="no" display-inline="no-display-inline" id="idbf94c813cca241998cbd00a47a346dda"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Center of Excellence for Alternative Jet Fuels and Environment (ASCENT) shall conduct research on hydrogen to increase aviation decarbonization. Such research shall be in addition to any other research authorized to be carried out by the Center, including other research relating to hydrogen.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idd9154df3e4fe4480b6778608e50cceba"><enum>(b)</enum><header>National Aviation Research Plan</header><text display-inline="yes-display-inline">Beginning with the first National Aviation Research Plan published after the date of enactment of this section, as required under section 44501(c) of title 49, United States Code, the Administrator of the Federal Aviation Administration shall include research on hydrogen to increase aviation decarbonization in such plan. </text></subsection></section></legis-body></bill>
