which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To increase funding for aviation workforce development grant programs, and for other purposes.</official-title></form><legis-body><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Aviation Workforce Development and Recruitment Act</short-title></quote>.</text></section><section id="id6168b21c62f3472cafd0ae7c37496eb6"><enum>2.</enum><header>Increasing funding for aviation workforce development grant programs</header><subsection id="idd934e142f26d492195c6e8b1b8b7623a"><enum>(a)</enum><header>In general</header><text>Section 625 of the FAA Reauthorization Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/49/40101">49 U.S.C. 40101</external-xref> note) is amended—</text><paragraph id="id3b7a689662d64933be573167d546f479"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="id5a13ba0883534c47b6198bc4062695c7"><enum>(A)</enum><text>in paragraph (1), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="idccb83c5c4efe4b948c869bb87ef772b7"><enum>(B)</enum><text>in paragraph (2), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="id88482a8443484b5b89b6a25daa19fcd9"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id8f02c9c47be247d4bb39c9e2f0b2eb4f"><paragraph id="id15b05a096d2e46ecb871ba70686ecb7d"><enum>(3)</enum><text>a program to provide grants for eligible projects to support the education and recruitment of aviation manufacturing technical workers and the development of the aviation manufacturing workforce.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id74409b1bdf7d47f5921560262beda44f"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="id909937a3178546b08836a2dd673bd8d9"><enum>(A)</enum><text>in paragraph (1), by striking <quote>2023</quote> each place it appears and inserting <quote>2029</quote>;</text></subparagraph><subparagraph id="id1e00f06730c14478917b2d41203a724e"><enum>(B)</enum><text>by redesignating paragraph (2) as paragraph (3);</text></subparagraph><subparagraph id="id6c2df04c3ff54e1b97447db24db29eaa"><enum>(C)</enum><text>by inserting after paragraph (1) the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id293acd7ed89741c48cc13a76d41b0abf"><paragraph id="ida3e1fabe11ba4ad0bfc35093c88b58e2"><enum>(2)</enum><header>Additional funding</header><text>In addition to amounts available for grants pursuant to paragraph (1), there is authorized to be appropriated—</text><subparagraph id="id6b5e86fef357468aa81246ca544b37b5"><enum>(A)</enum><text>$10,000,000 for each of fiscal years 2024 through 2029 to provide grants under the program established under subsection (a)(1);</text></subparagraph><subparagraph id="id87b4c29b565546fdb502f4f60023bb68"><enum>(B)</enum><text>$10,000,000 for each of fiscal years 2024 through 2029 to provide grants under the program established under subsection (a)(2); and</text></subparagraph><subparagraph id="id5b47a18d25c44d5c8ab3d7425b600346"><enum>(C)</enum><text>$10,000,000 for each of fiscal years 2024 through 2029 to provide grants under the program established under subsection (a)(3).</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="id5f2a6caeecce4faebdfbcc1c2a4d8ded"><enum>(D)</enum><text>in paragraph (3), as redesignated by subparagraph (B), by inserting <quote>(or, in the case of fiscal years 2024 through 2029, $1,000,000)</quote> after <quote>$500,000</quote>; </text></subparagraph></paragraph><paragraph id="id514c9e285b8944138a9ece623aad1813"><enum>(3)</enum><text>in subsection (c)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id99bb2ff6c497425f87ba2cdb189c26ae"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1)(B), by inserting <quote>, a postsecondary vocational institution (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>),</quote> after <quote>(<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>))</quote>;</text></subparagraph><subparagraph id="id1411cff017bb4ea49b00de4453a6f3ff"><enum>(B)</enum><text>in paragraph (2)(B), by inserting <quote>, a postsecondary vocational institution (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>),</quote> after <quote>(<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>))</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id23bd9e51aa554a3285c43fd76d0f86f6"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1259f85fb1dc4062bd96fd36f3b9e00e"><paragraph id="id4d8b50ca2be548e984b3dd6d627272b9"><enum>(3)</enum><text>An application for a grant under the program established under subsection (a)(3) shall be submitted, in such form as the Secretary may specify, by—</text><subparagraph id="id56ea2a35f36347f1a44230b588a2587c"><enum>(A)</enum><text>a holder of a type or production certificate or similar authorization issued under section 44704 of title 49, United States Code, or a credible applicant for such a certificate as determined by the Secretary;</text></subparagraph><subparagraph id="idc990a50c26cd4bf0ae793eb691e4e84d"><enum>(B)</enum><text>an accredited institution of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)), a postsecondary vocational institution (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>), or a high school or secondary school (as defined in section 7801 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>); and</text></subparagraph><subparagraph id="idffe296c80cdf46278409e98794a8cf27"><enum>(C)</enum><text>a State or local governmental entity.</text></subparagraph></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id780ef72e7e324770814fc9f2dcea0e7b"><enum>(4)</enum><text>by striking subsection (d) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idEEE5FD5C50DC46F695E5F70AF658B845"><subsection commented="no" display-inline="no-display-inline" id="id57b5cbf872694b24935ae5c5305eae88"><enum>(d)</enum><header>Eligible projects</header><text>For purposes of a program established under subsection (a), an eligible project is a project—</text><paragraph id="idc425c3ac9f5a4bd9a302e4bb4f9f4794"><enum>(1)</enum><text>to create and deliver a program designed to provide students with meaningful aviation education that is designed to prepare the students to become aircraft pilots, aerospace engineers, unmanned aircraft systems operators, aviation maintenance technical workers, or aviation manufacturing technical workers (as applicable to the relevant program described in subsection (a));</text></paragraph><paragraph id="idb1b21b3887e44e7abfec9918310f29af"><enum>(2)</enum><text>to support the professional development of teachers and other educators implementing a program described in paragraph (1);</text></paragraph><paragraph id="id5cc5927ed6ac4c11bc29268a0c206798"><enum>(3)</enum><text>to establish new educational programs that teach technical skills used by aircraft pilots, aerospace engineers, unmanned aircraft systems operators, aviation maintenance technical workers, or aviation manufacturing technical workers (as applicable to the relevant program described in subsection (a)), including purchasing equipment, or to improve existing such programs;</text></paragraph><paragraph id="id719b7d9ec6b94e9182beb9ec3efee0e2"><enum>(4)</enum><text>to establish scholarships or registered apprenticeships for individuals pursuing employment as aircraft pilots, aerospace engineers, unmanned aircraft systems operators, aviation maintenance technical workers, or aviation manufacturing technical workers (as applicable to the relevant program described in subsection (a));</text></paragraph><paragraph id="ida30b9ea42e584c29a3e6f907a09fb66b"><enum>(5)</enum><text>to support outreach about careers as aircraft pilots, aerospace engineers, unmanned aircraft systems operators, aviation maintenance technical workers, or aviation manufacturing technical workers (as applicable to the relevant program described in subsection (a)) to—</text><subparagraph id="id83c6e97fb8ec435fa1367b6c1e069bbf"><enum>(A)</enum><text>primary, secondary, and post-secondary school students; or</text></subparagraph><subparagraph id="id6a0056643b59435dac493566d5293380"><enum>(B)</enum><text>communities underrepresented in the applicable industry;</text></subparagraph></paragraph><paragraph id="id03f1ad96f1844c919e0eb92f34a432e9"><enum>(6)</enum><text>to support educational opportunities in both urban and rural areas;</text></paragraph><paragraph id="idc6924a035eed424bad86b5bc366394ff"><enum>(7)</enum><text>to support transition to careers as aircraft pilots, aerospace engineers, unmanned aircraft systems operators, aviation maintenance technical workers, or aviation manufacturing technical workers (as applicable to the relevant program described in subsection (a)), including for veterans and members of the Armed Forces; or</text></paragraph><paragraph id="id740414eca2fd477caf1ab468bba124f3"><enum>(8)</enum><text>to otherwise enhance or expand the aircraft pilot, aerospace engineer, unmanned aircraft system operator workforces, aviation maintenance technical worker, or aviation manufacturing technical worker workforces.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0fb86614748a445c8b48d4211bc7b29d"><enum>(5)</enum><text>in subsection (e)</text><subparagraph id="id88d97d09def5492c844df064560ebfb2"><enum>(A)</enum><text>in paragraph (1)—</text><clause commented="no" display-inline="no-display-inline" id="ide9ab16332e9c4216bde817887e90d3be"><enum>(i)</enum><text>by inserting <quote>aviation manufacturers,</quote> after <quote>repair stations,</quote> and </text></clause><clause commented="no" display-inline="no-display-inline" id="idf8b6d511d87f483cb533882e04be8ef1"><enum>(ii)</enum><text display-inline="yes-display-inline">by striking <quote>and</quote> at the end;</text></clause></subparagraph><subparagraph id="iddb52cfd97f02443db3b88b1a5fcdbe41"><enum>(B)</enum><text>in paragraph (2), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="iddc59a39df0384c9fb2b2897bee6879dc"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id53c16f372ee2484d8a881aa2a69e7f12"><paragraph id="idf427966139014f9db2dc91154880ab5d"><enum>(3)</enum><text>give priority to applicants who partner with, or establish links between, secondary schools and post-secondary schools and who work collaboratively or participate in industry or sector partnerships.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id232ac76e20db4b2e979b731378338952"><enum>(6)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA327C21C8DAF4A95958487DE0094F935"><subsection commented="no" display-inline="no-display-inline" id="id30a2111821004055b1dc828825631219"><enum>(f)</enum><header>Consultation with the Secretary of Education</header><text>The Secretary may consult with the Secretary of Education in—</text><paragraph commented="no" display-inline="no-display-inline" id="idd4cea00bd72142a0861d7ae35ca59fd5"><enum>(1)</enum><text display-inline="yes-display-inline">developing the design of the grant application under this section;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb90ec55830594afa84930359f63d2dcd"><enum>(2)</enum><text display-inline="yes-display-inline">reviewing and selecting applications for grants for eligible projects under this section; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4709554e45f04500baed8f0c8c795702"><enum>(3)</enum><text display-inline="yes-display-inline">establishing considerations regarding program quality and measurement of student outcomes.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idbc857c7b323c4b10b582a86122df81cb" commented="no"><enum>(b)</enum><header>Conforming amendment</header><text>Paragraph (4) of section 48105 of title 49, United States Code, is amended by striking <quote>2023</quote> and inserting <quote>2029</quote>.</text></subsection><subsection id="idd7f32cb3fb3f4919ba717d964a732ecc" commented="no"><enum>(c)</enum><header>National strategic plan for aviation workforce development</header><paragraph id="id39c67f16acbe491c95079d47653bf648" commented="no"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this section, the Administrator shall, to the extent practicable and in consultation with other Federal agencies and private individuals, establish a national strategic plan for addressing projected shortages of aviation workers in the aviation industry, including—</text><subparagraph id="id32df2b033fe14adf91a02002bfb83188" commented="no"><enum>(A)</enum><text>any short-term, medium-term, and long-term needs critical to the economy, national security, workforce readiness, environmental concerns, and priorities of the United States aviation sector, such as emergency readiness and resilience; and</text></subparagraph><subparagraph id="id772ac5658f4c41be998b4d3b467bfe5a" commented="no"><enum>(B)</enum><text>any situation or condition that warrants special attention by the Federal Government.</text></subparagraph></paragraph><paragraph id="id5b7bbb988dd04c28b7454051eb26013e"><enum>(2)</enum><header>Requirements</header><text>The national strategic plan established under paragraph (1) shall—</text><subparagraph id="id9fb3fd40d02c4a0e92a7b883d97509e5"><enum>(A)</enum><text>take into account the activities and accomplishments of all agencies in the executive branch of the Federal Government that are related to carrying out such national strategic plan; and</text></subparagraph><subparagraph id="idc839b19b910a4d808e73f0e9e0dbd706"><enum>(B)</enum><text>include recommendations for legislation, regulations, and budget proposals to carry out such national strategic plan.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
