which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To promote military service through enhanced recruiting efforts, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Military Service Promotion Act of 2023</short-title></quote>.</text></section><section id="id000db31914eb4062bb567f176a66c9c6"><enum>2.</enum><header>Increased access to potential recruits at secondary schools</header><text display-inline="no-display-inline">Section 503(c) of title 10, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id25e166515698457a8ba5792a8a7cdc81"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)(A)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id42742e5fb05040008d4e28661697844e"><enum>(A)</enum><text display-inline="yes-display-inline">in clause (i), by striking <quote>; and</quote> and inserting a semicolon;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd848fe474b5e40bc8603ae60eb8329ce"><enum>(B)</enum><text>by redesignating clause (ii) as clause (iii); </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc277eb8c853f4efba03cd602946e386c"><enum>(C)</enum><text>by inserting after clause (i) the following new clause:</text><quoted-block id="id63E952834D6844389060CFD2157833EF" style="OLC" act-name=""><clause indent="up2" id="idC43E9BF38C0E4BDF97590908C3D9BB40"><enum>(ii)</enum><text>shall provide to military recruiters access to career fairs or similar events upon a request made by military recruiters for military recruiting purposes; and</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2bd1f685623c4b7e8ce7efd8245ec72a"><enum>(D)</enum><text>in clause (iii), as redesignated by subparagraph (B), by inserting <quote>, not later than 60 days after receiving such request,</quote> after <quote>provide</quote>;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id899b89aef612442786c393ce236a7ee7"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating paragraph (6) as paragraph (7); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id061e46c6e3d24382934ed7ccbc4c20fc"><enum>(3)</enum><text>by inserting after paragraph (5) the following new paragraph:</text><quoted-block id="idD08F898BEA164986831C6BC70FB766B1" style="OLC" act-name=""><paragraph indent="up1" id="id852A7CCEAD8841B19DB969CF57CB6ECA"><enum>(6)</enum><text>The Secretary of Defense shall submit an annual report to Congress not later than February 1 each calendar year, detailing each notification of denial of recruiting access issued under paragraph (3).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id411b32cbe6a944dd9548af31b05268b5"><enum>3.</enum><header>Increased access to potential recruits at institutions of higher education</header><text display-inline="no-display-inline">Section 983(b) of title 10, United States Code, is amended—</text><paragraph id="idb59ea8efd2e6469184686c7252342425"><enum>(1)</enum><text>in paragraph (1), by striking <quote>; or</quote> and inserting a semicolon;</text></paragraph><paragraph id="id9f5c05d13a0940459f4bcb99498b160e"><enum>(2)</enum><text>in paragraph (2)—</text><subparagraph id="id41877f9c93e74bbd83cefc50102c8e71"><enum>(A)</enum><text>by striking <quote>to the following information pertaining</quote> and inserting <quote>, with respect</quote>;</text></subparagraph><subparagraph id="idaa1fa3aadc544edcb3776dd41009a4ae"><enum>(B)</enum><text>by striking <quote>institution):</quote> and inserting <quote>institution)—</quote></text></subparagraph><subparagraph id="idb3cdd72cf4a24e23a1add4287a0efc89"><enum>(C)</enum><text>in subparagraph (A)—</text><clause commented="no" display-inline="no-display-inline" id="id6f9efa222e5542dea3f26c120f2af23b"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>Names</quote> and inserting <quote>names</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="ide556138edee94aa4b22699063bc0b8fc"><enum>(ii)</enum><text display-inline="yes-display-inline">by striking <quote>telephone listings.</quote> and inserting <quote>telephone listings, which information shall be made available not later than the 60th day following the date of a request; and</quote>; and</text></clause></subparagraph><subparagraph id="id223885527ba4476581610a04312a20f4"><enum>(D)</enum><text>in subparagraph (B)—</text><clause commented="no" display-inline="no-display-inline" id="id38d3a6d2e70d49cc8a4f671bcac88f9b"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>Date</quote> and inserting <quote>date</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idd7b03310d2c94e8e8897f7d99282543e"><enum>(ii)</enum><text display-inline="yes-display-inline">by striking the period at the end and inserting <quote>; or</quote>; and</text></clause></subparagraph></paragraph><paragraph id="id9e0d5dd1105f4f24823c18613e81f0a8"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1b499f06289d4f79b07ad22e0a2412f0"><paragraph id="idfd31848155df4eb09b9271577847fc3c"><enum>(3)</enum><text>access by military recruiters for purposes of military recruiting to lists of students (who are 17 years of age or older) not returning to the institution after having been enrolled during the previous semester, together with student recruiting information and the reason why the student did not return, if collected by the institution.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="idc5fc2bba2d3d4c70a790c86a189b856c"><enum>4.</enum><header>Study on expansion of the Future Soldier Preparatory Course Pilot Program</header><subsection commented="no" display-inline="no-display-inline" id="idb1705b5f256040a39c86e18d2b44c324"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>Not later than 45 days after the date of enactment of this Act, the Under Secretary of Defense for Personnel and Readiness shall submit to the congressional defense committees a report on the Army’s Future Soldier Preparatory Course pilot program.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id18882b8040aa497381aad24e574b85b1"><enum>(b)</enum><header>Elements</header><text>The report required under subsection (a) shall include the following elements:</text><paragraph id="idd46a3d20cfe74702a27db5c75c039cb9"><enum>(1)</enum><text>An assessment of the performance of the program in preparing interested individuals to meet the Army’s physical fitness and academic accession standards.</text></paragraph><paragraph id="idcc7d7bc35c394effb85d3bf9e1d8a567"><enum>(2)</enum><text>An assessment of whether the program should be expanded to include additional locations.</text></paragraph><paragraph id="idc0291e15a2854190927249e15ab732dd"><enum>(3)</enum><text>An assessment of whether the Navy, the Marine Corps, the Air Force, or the Space Force should create similar programs to engage and prepare interested individuals to meet the relevant service’s physical fitness and academic accession standards. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idae121815e8de4969b3efe56ee899968d"><enum>(c)</enum><header>Congressional defense committees defined</header><text>In this section, the term <term>congressional defense committees</term> has the meaning given the term in section 101(a)(16) of title 10, United States Code.</text></subsection></section></legis-body></bill>
