which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to authorize capacity building grants for community college agriculture and natural resources programs.</official-title></form><legis-body><section id="id305f89cc07a744c09b957945221f75e6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Community College Agriculture Advancement Act of 2023</short-title></quote>.</text></section><section id="id8e55da1440d5449da5703d92958c20c4"><enum>2.</enum><header>Capacity building grants for community college agriculture and natural resources programs</header><text display-inline="no-display-inline">Subtitle K of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3310">7 U.S.C. 3310 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block id="idc4376aae4afb4b2f93621ddbcad46108" display-inline="no-display-inline" style="OLC"><section id="idba9d212f785a40c4af222745c87062c7"><enum>1473I.</enum><header>Capacity building grants for community college agriculture and natural resources programs</header><subsection commented="no" display-inline="no-display-inline" id="id479e9f52568e466eba0776b565e14445"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id58ebefd4571f4ec9ba7778165f160b5c"><enum>(1)</enum><header display-inline="yes-display-inline">Eligible entity</header><text>The term <term>eligible entity</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="idee4e77d2d4254b4f955b193e873f5a6e"><enum>(A)</enum><text display-inline="yes-display-inline">a junior or community college supporting agriculture advancement; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6b77c72f31af463593ebd4a9f8eba75f"><enum>(B)</enum><text display-inline="yes-display-inline">a consortium or alliance of 2-year public colleges supporting agriculture advancement. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida9fe3ad903b14d1083a78ef6595b00c0"><enum>(2)</enum><header>Junior or community college</header><text>The term <term>junior or community college</term> has the meaning given the term in section 312 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1058">20 U.S.C. 1058</external-xref>). </text></paragraph></subsection><subsection id="idb1615a3eea064c098099db6667a73d9d"><enum>(b)</enum><header>Competitive grants</header><text>The Secretary shall make competitive grants to eligible entities to assist the eligible entities in maintaining and expanding the capacity of the eligible entities to conduct workforce training, education, research, and outreach activities relating to—</text><paragraph id="id71f84386da234fa4bda35df11a039097"><enum>(1)</enum><text>agriculture; and</text></paragraph><paragraph id="id28b23adfc15342099a9938b95c05c605"><enum>(2)</enum><text>other similar disciplines.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7da9faf0d6b5416cb39a958c4670023f"><enum>(c)</enum><header>Priority</header><text>In making grants under subsection (b), the Secretary shall give priority to an eligible entity coordinating with a local agriculture industry operator to provide experiential training and other opportunities for students.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id5a3e65ba0db24bbaa30f7c7f78c5af1e"><enum>(d)</enum><header>Use of funds</header><text>An eligible entity that receives a grant under subsection (b) may use the funds made available through the grant to expand and maintain the capacity of the eligible entity—</text><paragraph id="id2f089ac9d06244d5b9426383b87a8d0f"><enum>(1)</enum><text>to successfully compete for funds from Federal grants and other sources to carry out educational, research, and outreach activities that address priority concerns of national, regional, State, and local interest; </text></paragraph><paragraph id="id86dbe283e021494b82c2b2cc9971e985"><enum>(2)</enum><text>to offer educational programming on agricultural industry jobs, including farm business management-related subjects, such as accounting, paralegal studies, and finance; </text></paragraph><paragraph id="id365024c400ac42e5bd35fc250f6325b3"><enum>(3)</enum><text>to disseminate information relating to the priority concerns described in paragraph (1) to interested members of the agriculture and other relevant communities and to the public; </text></paragraph><paragraph id="id78e15028ff974e3a8746bcefc2ea63b8"><enum>(4)</enum><text>to encourage members of those communities to participate in priority education, research, and outreach activities through providing matching funding from sources other than funds received through the grant; and </text></paragraph><paragraph id="id6b1c43f7bf5343ae9dbf52f14bd1799a"><enum>(5)</enum><text>through—</text><subparagraph id="id86865f8f645a4b4b8ff1b40030d450f7"><enum>(A)</enum><text>the purchase or other acquisition of equipment and other infrastructure (not including the alteration, repair, renovation, or construction of buildings);</text></subparagraph><subparagraph id="id232040bafeda4036aef04aac71be150b"><enum>(B)</enum><text>the professional growth and development of faculty; and</text></subparagraph><subparagraph id="id6204cec31fbc4d9782dd7ee04c4844d6"><enum>(C)</enum><text>the development of apprenticeships and other work-based learning opportunities. </text></subparagraph></paragraph></subsection><subsection id="id34ecaa1a5b9f444bb39296774202ab7c"><enum>(e)</enum><header>Centers of agriculture advancement</header><paragraph id="id213f194c1e074dadac9a8eed7883ab55"><enum>(1)</enum><header>In general</header><text>An eligible entity may submit to the Secretary an application for designation and funding as a center of excellence for agriculture advancement.</text></paragraph><paragraph id="id7980abf1295b460a8ad029cd47536b5b"><enum>(2)</enum><header>Use of funds</header><text>A center of excellence for agriculture advancement designated under paragraph (1) shall use funding received as a result of that designation—</text><subparagraph id="idbc13620dbe574298bab67d2e9d6342ee"><enum>(A)</enum><text>to demonstrate best practices relating to agriculture; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbb816de0073149d7947c23709d13f76a"><enum>(B)</enum><text display-inline="yes-display-inline">to provide leadership in capacity building at a regional or national level.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1a8bacbd5df24ca2867083e2743a7139"><enum>(f)</enum><header>Evaluation and report</header><text>Not later than 3 years after the date of enactment of this section, the Secretary shall—</text><paragraph commented="no" display-inline="no-display-inline" id="id13b177290776456a92e688aed0e1afbc"><enum>(1)</enum><text display-inline="yes-display-inline">conduct an evaluation of activities carried out under this section; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id27349b11e1d94ec6951ab64952d1f5fa"><enum>(2)</enum><text>submit a report describing the evaluation conducted under paragraph (1) to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id4db5ffcce0714e6ba53dd9137eb477f6"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Agriculture of the House of Representatives;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id68113336cd0e4567918d0aac9d1dcc3a"><enum>(B)</enum><text>the Committee on Agriculture, Nutrition, and Forestry of the Senate;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide0719a26684b4c129f91fe5831610320"><enum>(C)</enum><text>the Committee on Appropriations of the House of Representatives; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idba7d9450d0ed463ca15edef966f8968d"><enum>(D)</enum><text>the Committee on Appropriations of the Senate.</text></subparagraph></paragraph></subsection><subsection id="id3f9690839c1a461fb2cc9e6a42e6ec84"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $20,000,000 for each of fiscal years 2024 through 2029.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
