1.

Short title

This Act may be cited as the Supporting American Independence in Innovation Act of 2023.

2.

Prohibition on disbursing financial awards from the Department of Energy to entities related to China

Beginning on the date of enactment of this Act, notwithstanding any other provision of law, the Secretary of Energy shall not disburse any financial award (including a grant, loan, or loan guarantee) to any entity—(1)that is in a joint venture with a State-owned enterprise owned by the Government of the People’s Republic of China; or(2)the board of directors (including senior leadership) of which includes an individual that has participated in a foreign talent recruitment program administered by the Government of the People's Republic of China.
