which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To increase United States jobs through greater United States exports to Africa and Latin America, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Increasing American Jobs Through Greater United States Exports to Africa and Latin America Act of 2023</short-title></quote>.</text></section><section id="idB1E63BDDF76B4D7A99278AA6045C2883" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Investment, trade, and development in Africa and Latin America and the Caribbean</header><subsection id="id1b3b23bbd04f4f8d9ccc9e1e63a5304f" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Strategy required</header><paragraph id="idbe78d45830164fb9a7a428a2010e0a18" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The President shall establish a comprehensive United States strategy for public and private investment, trade, and development in Africa and Latin America and the Caribbean.</text></paragraph><paragraph id="id3ce31980c77846068478c7e3929d0ec7" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Focus of strategy</header><text display-inline="yes-display-inline">The strategy required by paragraph (1) shall focus on increasing exports of United States goods and services to Africa and Latin America and the Caribbean by 200 percent in real dollar value by the date that is 10 years after the date of the enactment of this Act.</text></paragraph><paragraph id="idfeb2777c472b4864b27ef6c2ed7dcee3" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Consultations</header><text display-inline="yes-display-inline">In developing the strategy required by paragraph (1), the President shall consult with—</text><subparagraph id="id85fe9502ef7f4850bf87f8d40c3fc18f" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">Congress;</text></subparagraph><subparagraph id="id369f383d8df54895a21aa707296a9103" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">each agency that is a member of the Trade Promotion Coordinating Committee;</text></subparagraph><subparagraph id="ide6fa6f3b9e2e4e2aa5efd2a366f14d45" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">the relevant multilateral development banks, in coordination with the Secretary of the Treasury and the respective United States Executive Directors of such banks;</text></subparagraph><subparagraph id="id761c5a8f595f4b749359b0918bc539a4" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text display-inline="yes-display-inline">each agency that participates in the Trade Policy Staff Committee established;</text></subparagraph><subparagraph id="idace43de76e9e4cf4809b45f89ba333d0" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(E)</enum><text display-inline="yes-display-inline">the President’s Export Council;</text></subparagraph><subparagraph id="id416003a6ffdb40a382cab4d1f416a8db" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(F)</enum><text display-inline="yes-display-inline">each of the development agencies;</text></subparagraph><subparagraph id="id92bcbc1bbfa94e1a8324a6417c029bd9" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(G)</enum><text display-inline="yes-display-inline">any other Federal agencies with responsibility for export promotion or financing and development; and</text></subparagraph><subparagraph id="id1255e25600fa4201b8112d2f6e4ca6f6" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(H)</enum><text display-inline="yes-display-inline">the private sector, including businesses, nongovernmental organizations, and African and Latin American and Caribbean diaspora groups.</text></subparagraph></paragraph><paragraph id="id946465b2d84042f5b9e8f020b914d977" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header display-inline="yes-display-inline">Submission to congress</header><subparagraph id="idde27e7de2c1949f1a1c786342644862d" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(A)</enum><header display-inline="yes-display-inline">Strategy</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the President shall submit to Congress the strategy required by subsection (a).</text></subparagraph><subparagraph id="idbc31ca64a6aa49bca62614d31fdbe10e" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(B)</enum><header display-inline="yes-display-inline">Progress report</header><text display-inline="yes-display-inline">Not later than 3 years after the date of the enactment of this Act, the President shall submit to Congress a report on the implementation of the strategy required by paragraph (1).</text></subparagraph></paragraph></subsection><subsection id="ida32b01cd120d497587b2f038265e3632" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Special Africa and Latin America and the Caribbean export strategy coordinators</header><text display-inline="yes-display-inline">The President shall designate an individual to serve as Special Africa Export Strategy Coordinator and an individual to serve as Special Latin America and the Caribbean Export Strategy Coordinator—</text><paragraph id="id10ac85960c8c40e781b0ea5dddb21e70" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">to oversee the development and implementation of the strategy required by subsection (a); and</text></paragraph><paragraph id="id951d01373c674cba86f4d9ecf3be337a" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">to coordinate developing and implementing the strategy with—</text><subparagraph id="id2E2FB8A8E9B148A2B452922488CC40CA" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">the Trade Promotion Coordinating Committee; </text></subparagraph><subparagraph id="id76193537C8104965AF799A87718C84DD" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">the Assistant United States Trade Representative for African Affairs or the Assistant United States Trade Representative for the Western Hemisphere, as appropriate; </text></subparagraph><subparagraph id="id8E39E3F52B9C4C32B106F0BF5BD33166" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">the Assistant Secretary of State for African Affairs or the Assistant Secretary of State for Western Hemisphere Affairs, as appropriate; </text></subparagraph><subparagraph id="id08E040917B634F918E5611749D8C8218" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text display-inline="yes-display-inline">the Export-Import Bank of the United States; </text></subparagraph><subparagraph id="id66884C4650054F60965E9BB63987D3BD" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(E)</enum><text display-inline="yes-display-inline">the United States International Development Finance Corporation; and </text></subparagraph><subparagraph id="idAFE6B05C861748738E664446AEBDBE2E" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(F)</enum><text display-inline="yes-display-inline">the development agencies.</text></subparagraph></paragraph></subsection><subsection id="id36c89d6b3e2f41eaa22bfcbbe7dcf183" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">Trade missions to Africa and Latin America and the Caribbean</header><text display-inline="yes-display-inline">It is the sense of Congress that, not later than one year after the date of the enactment of this Act, the Secretary of Commerce and other high-level officials of the United States Government with responsibility for export promotion, financing, and development should conduct joint trade missions to Africa and to Latin America and the Caribbean.</text></subsection><subsection id="id3bd9280fec7648d6ad4415708b2774dd" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header display-inline="yes-display-inline">Training</header><text display-inline="yes-display-inline">The President shall develop a plan—</text><paragraph id="idc360e363025142f49629f51ac5e755c7" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">to standardize the training received by United States and Foreign Commercial Service officers, economic officers of the Department of State, and economic officers of the United States Agency for International Development with respect to the programs and procedures of the Export-Import Bank of the United States, the United States International Development Finance Corporation, the Small Business Administration, and the United States Trade and Development Agency; and</text></paragraph><paragraph id="id7cae15f35a624a558c2f44d08fea6f5e" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">to ensure that, not later than one year after the date of the enactment of this Act—</text><subparagraph id="idf9979a8e3cad454a8b3eba2402555732" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">all United States and Foreign Commercial Service officers that are stationed overseas receive the training described in paragraph (1); and</text></subparagraph><subparagraph id="id5f5c91e7198741c4925c7e34204c0c52" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of a country to which no United States and Foreign Commercial Service officer is assigned, any economic officer of the Department of State stationed in that country receives that training.</text></subparagraph></paragraph></subsection><subsection id="id29ABF117F87A4C4BAD1EED7F496D4EC7" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(e)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="id485641bea39f4ac8b6a42ffcd2fa8f4f" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">Development agencies</header><text display-inline="yes-display-inline">The term <term>development agencies</term> means the United States Department of State, the United States Agency for International Development, the Millennium Challenge Corporation, the United States International Development Finance Corporation, the United States Trade and Development Agency, the United States Department of Agriculture, and relevant multilateral development banks.</text></paragraph><paragraph id="id6f991ac29f634f4d9f81ea7258f7a8e3" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Multilateral development banks</header><text display-inline="yes-display-inline">The term <term>multilateral development banks</term> has the meaning given that term in section 1701(c)(4) of the International Financial Institutions Act (<external-xref legal-doc="usc" parsable-cite="usc/22/262r">22 U.S.C. 262r(c)(4)</external-xref>) and includes the African Development Foundation.</text></paragraph><paragraph id="id5d35f596447947dea3caf798b1786740" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Trade policy staff committee</header><text display-inline="yes-display-inline">The term <term>Trade Policy Staff Committee</term> means the Trade Policy Staff Committee established pursuant to section 2002.2 of title 15, Code of Federal Regulations.</text></paragraph><paragraph id="ide355b49a916446a4a96207da2335d721" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header display-inline="yes-display-inline">Trade promotion coordinating committee</header><text display-inline="yes-display-inline">The term <term>Trade Promotion Coordinating Committee</term> means the Trade Promotion Coordinating Committee established under section 2312 of the Export Enhancement Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/15/4727">15 U.S.C. 4727</external-xref>).</text></paragraph><paragraph id="id673e33776eb348a180bd5d88721dc7d3" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(5)</enum><header display-inline="yes-display-inline">United states and foreign commercial service</header><text display-inline="yes-display-inline">The term <term>United States and Foreign Commercial Service</term> means the United States and Foreign Commercial Service established by section 2301 of the Export Enhancement Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/15/4721">15 U.S.C. 4721</external-xref>). </text></paragraph></subsection></section></legis-body></bill>
